Haryana Chief Minister Bhupinder Singh Hooda today said that it has been decided to set up 'Mahila Shakti Sadan' in all villages of the State so as to provide a common place to the women for organising various activities for their empowerment, awareness
generation, training camps and meetings.
The Chief Minister, who was addressing a largely attended function organized to mark Republic Day celebrations at Gurgaon, said that although a lot of progress had been made in various fields of development, yet there was a need to introspect to reaffirm our commitments towards the society, the State and the nation.
Mr Hooda said that with a view to scale new heights, we would have to unitedly fight against illiteracy, female foeticide, dowry system and drug abuse. He also urged the people to rise above parochial differences to give a befitting reply to the divisive forces and those of terrorism which were challenging our unity and
secularism.
He said that the Haryana Government had been marching ahead to realise the dreams of our founding fathers. The State Government has implemented a number of schemes to usher in social revolution to fully achieve the very objective of democracy.
He reminded the people of the sacrifices made by our great leaders like Mahatma Gandhi, Dr Rajendra Prasad, Pt. Jawaharlal Nehru, Netaji Subhash Chandra Bose, Sardar Vallabhbhai Patel and Dr Bhim Rao Ambedkar. He said that the brave soldiers of Haryana too had made supreme sacrifices not only in the First War of Independence of 1857,
but also in safeguarding the borders of the country. The First War of Independence had started from Ambala Cantt. and people of Gurgaon area had played a vital role in it.
Mr Hooda enlisted a number of schemes being implemented by the State Government and said that the pension for freedom fighters had been increased from Rs 1525 to Rs 5500 per month and they have also been given the installment of dearness allowance. The Government has also announced many incentives to serving soldiers, ex-servicemen and their dependents. The farmer being the basis of economy of the country, the State Government has declared the year 2009 as the 'Year of Farmer and
Labourer'.
He said that the State Government had not only waived off the arrears of electricity bills amounting to Rs 1600 crore, but had also waived off the interest on loans of Cooperative Banks, thus benefitting the hard pressed people to the tune of Rs 471 crore. The loan waiver scheme announced by the Central Government under the guidance of UPA Chairperson, Mrs Sonia Gandhi and Prime Minister, Dr Manmohan Singh, had benefitted the farming community to the tune of Rs 71,000 crore.
Under this scheme, 7.12 lakh farmers of Haryana could get their loans amounting to Rs 2129 crore waived off. The farmers in Haryana have been given the highest ever rate of Rs 170 per quintal for sugarcane.
The Chief Minister reiterated his commitment to get Haryana's due share in Ravi-Beas waters through Sutlej-Yamuna link canal adding that efforts were being made in this regard. The construction of BML-Hansi Butana Canal has almost completed to ensure equitable distribution of canal water and Dadupur-Nalvi canal was also been constructing on war-footing. A Rs 326 crore Mewat Canal Scheme has been prepared.
Mr Hooda said that more than 1000 doctors have been appointed and all health institutions in the State were being upgraded to the level of Indian Public Health Standard. Patients in Government hospitals were being given free medicines for which a budget of Rs 50 lakh has been provided to each Civil Surgeon. He said that more than 65,000 residential plots of 100 sq. yards each have been allotted free of cost to the eligible beneficiaries during last three months and six lakh families would be benefitted in next two years.
Earlier, the Chief Minister also unfurled the tri-colour and took salute from various contingents which presented an impressive march past.
The Chief Minister also honoured 26 officials and officers, sports persons and students for making outstanding performance in their respective fields. The school children presented a colourful cultural programme and PT show. A number of tableux highlighting the significant achievements made by various departments of the Government were also taken out. The tableu of Health Department was ranked first
and that of Industrial Training Institute, Gurgaon was ranked second.
The tableu of SNS Foundation was ranked third. Mr Hooda also gave prizes to these winners.
The Chief Minister announced holiday for two days in all government and private schools in Gurgaon. He also announced to give Rs 2 lakh for distribution of sweets to all those students who had participated in the function today.
Mr Hooda also visited war memorial at Zone hall in Gurgaon and laid a wreath to pay homage to all those who had sacrificed their lives for the freedom of the country and safeguard our borders. He also honoured war widows and freedom fighters on the occasion.

Two Gurgaon boys to get bravery awards posthumously

Two boys of Gurgaon will be conferred state level bravery award posthumously by the Governor Dr A R Kidwai in State Level Republic Day Function at Rewari. The award will be received by their father Mohan Suri and mother Smt. Kiran.
The boys namely master Abhishek, age 9 years and master Suraj age 7 years were brothers. When in 2007, Abhishek and Suraj had gone to their native village Hazampur in District Hisar during holidays, they noticed a boy drowning in water tank. The drowning boy was crying for help. Seeing this, both Abhishek and Suraj jumped into the water to save that boy. They were able to save that drowning boy but in this exercise both of them lost their lives.
Abhishek and Suraj were awarded National Bravery Award for this heroic deed by the Prime Minister Dr Manmohan Singh last year. Their father Mohan Suri, who is working as Pharmacist in District Red Cross Society Gurgaon, received the award from the Prime Minister on their behalf.
The Deputy Commissioner Deepti Umashankar has directed the District Child Welfare Officer Sajjan Singh to make arrangements for taking Mohan Suri and his wife from Gurgaon to Rewari.

Haryana Govt to recruit 1000 women

Haryana Government will recruit 1000 women in its police force and to provide more job opportunities to the women of the state 10 per cent reservation has been made in the Police Department for them.
It was revealed by Director General of Police, Mr Ranjiv Dalal during the concluding function of the 46th annual Athletic Competition at Government Women Post Graduate College at Panchkula. He awarded the winners of 100 meter race. Manju Yadav of second year bagged first position, Poonam of first year bagged second and Seema Yadav of second year third position in the event.
Mr Dalal said that in the last four years, the number of women employees in the police force had increased substantially. In the last one year as many as 900 women had been recruited in the force whereas only 100 were used to get employed in the police force four years ago. A batch of 600 women police would soon start rendering it services in the state after completing its training.
He said that to give impetus to the sports in the state, Sports Akademi had been set up and priority was given to appoint women international players of the state in the Police department. Mamta Kharab, the outstanding player had been appointed a DSP in the force. Many players of excellence had been appointed as Inspectors and Sub Inspectors.

2nd semester exams from Feb 16

Haryana Board of School Education has decided to conduct the examination of second semester for middle, secondary or senior secondary (academic or open school) from February 16 to March 10, 2009.
While giving this information, Secretary of the Board, Mr. A.Sriniwas said that about 11.98 lakh students would appear for examination. He said that elaborate arrangements would be made for conducting the exams in an organized manner with the help of district administration in the state.
He said that flying squads constituted by the Board would be pressed into service to check copying at the examination centres and for smooth conduct of examinations.

Day care centres for seniors in Haryana

Haryana Social Justice and Empowerment Department has implemented a scheme to set up Day Care Centres at all district headquarters in the State in a phased manner to facilitate the senior citizens.
Haryana Social Justice and Empowerment Minister Kartar Devi said that the buildings for Day Care Centres were under construction at Panchkula, Sonepat, Hisar, Bhiwani, Jhajjar and Rohtak. A sum of Rs. 4.80 lakh would be provided to each such Day Care Centre by the Department as recurring expenditure.
She said that an Old Age Home has been constructed at Ambala and such homes were under construction at Yamunanagar, Rohtak and Hisar. Each Old Age Home costing Rs 30 lakh was being constructed with the financial assistance of Central Government. The State Government was running a home for aged and infirm at Rewari where inmates were being provided ration money at a rate of Rs 600 per month and Rs 50 per month pocket money. Six Old Age Homes and 12 Day Care Centres were being run through Non-Government Organisations.
She said that an Advisory or Co-ordination Committee has been constituted under National Policy for Older Persons under her chairpersonship. A Grievances Redressal Cell has also been constituted in each district of the State under the chairmanship of Additional Deputy Commissioner. The Director, Social Justice and Empowerment Department has been nominated as Nodal Officer under the scheme, she added.
Mrs Kartar Devi said that under a scheme known as Senior Citizens Voluntary Service Association or Network, management groups were being set up under the chairmanship of Deputy Commissioners in various districts. The services of Management Groups would be on voluntary basis under which willing senior citizens would, based on their experience, render their services in day-to-day management activities.
She said that it has also been decided to issue identity cards to all senior citizens free of cost to facilitate them in availing benefits of various schemes of the State and Central Governments.
Mrs Kartar Devi said that there were over 11.53 lakh beneficiaries of old age allowance scheme and each of them was getting monthly allowance of Rs 300. Similarly, there were over 4.35 lakh beneficiaries of widow pension each getting Rs 350 per month. The number of beneficiaries under handicapped pension was more than 1.22 lakh and each of them was being paid Rs 300 per month.The allowances under old age, widow and handicapped pensions schemes and financial assistance to destitute children were being paid through Panchayti Raj Institutions.
She said that the Department was accepting application forms every month for widow and handicapped pension schemes and after investigation, the eligible beneficiaries got their respective pensions from the same month.
The Minister said that the Department has so far incurred Rs 540.40 crore, out of its annual budget of Rs 706.46 crore for the year 2008-09, for the implementation of various schemes in the State. These schemes were being implemented for the welfare of orphan or destitute children, delinquent and neglected juveniles, widows,destitute women and their dependent children, aged persons, handicapped, mentally retarted, deaf and dumb persons.

Haryana notifies rates of DA

The Haryana Government has notified the rates of Dearness Allowance (DA), admissible to all categories of employees of the State Government, who have either elected to be governed or deemed to have elected to be governed or have been brought to be governed either of the two rules, namely Haryana Civil Services (Revised Pay) Rules, 2008 and Haryana Civil Services (Assured Career Progression) Rules, 2008, as the case may be.
As per the notification issued by the Finance Department to this effect, no DA will be admissible to the employees from January 1, 2006 and from July 1, 2006, it will be admissible at the rate of two per cent; from January 1, 2007, at the rate of six per cent; from July 1, 2007, at the rate of nine per cent; from January 1, 2008, at the rate of 12 per cent and from July 1, 2008, at the rate of 16 per cent of the basic pay plus Non-Practising Allowance (NPA), wherever applicable.
The payment of DA shall be made after adjusting the installment of DA already sanctioned and paid to the employees. The basic pay in the revised pay structure means the pay drawn in the prescribed pay band plus the applicable grade pay but does not include any other type of pay like special pay, etc. For the purpose of calculation of DA, Non-Practising Allowance, wherever applicable, shall be taken into account as at present. The DA will continue to be a distinct element of remuneration and will not be treated as pay within the ambit of Civil Service Rules or any other relevant rules.

Sanjot Malhi selected for Yale School Management

Yale School of Management USA announced the selection of Sanjot Malhi for its MBA programme under the prestigious Silver Scholars Program. Under this program, Yale University selects a handful of exceptional undergraduate students without work experience world-wide who will be future leaders in business and government, for its MBA programme.
This is the first time in the history of the Silver Scholar Scholars Program that an Indian has been chosen. Yale University has also named Sanjot the recipient of the Dean's Scholarship based on his outstanding achievements and potential for success. He will be joining the MBA course at the Yale School of Management, USA in August 2009 and will be the youngest student to join at Yale SOM.
Sanjot is an exceptional student and an all-rounder with achievements across the spectrum. He had secured 760 marks out of 800 in the GMAT examination, one of the highest marks in the world (99% percentile). Sanjot has also been accepted by University of Cambridge in the UK for pursuing post-graduate study.
Sanjot has just turned 21 and has recently completed his Electrical & Electronics Engineering (Honours) degree from BITS, Pilani in December 2008. Sanjot completed his degree in three and a half years, as opposed to normal course of four years, due to additional credits taken by him, something only three students have managed to do at BITS.
Sanjot has undertaken research as a summer intern at IMD business School in Lausanne, Switzerland. He was the youngest intern ever and the only one without any full time work experience. He worked on a tripartite initiative of the Government of India, the Confederation of India Industry and IMD, Switzerland for Inclusive growth in India. He has also remained captain of the Hague Cricket Club in the Netherlands.

CS releases colourful calendar

Haryana Chief Secretary Dharam Vir today released a colouful table calendar and a wall calendar for 2009 brought out jointly by Haryana Kala Parishad and Haryana Information and Public Relations Department here today.
The calendars depict paintings based on Haryanvi culture, by multi talented noted artist, Mr Harvinder Malik, who himself has designed the calendars. The calandars have been conceived and visualised by Haryana Commissioner-cum-Director, Information and Public Relations, Mr Krishan Kumar Khandelwal.
The Chief Secretary was all praise for the design and print quality of both the calendars. He also appreciated the depiction of Haryanvi culture through the calendars.
While the 12-leaf table calendar has separate pages for all the 12 months of the year, the wall calendar has six pages with each depicting two months. The table calender is in both languages that is Hindi and English, the wall calendar is in Hindi only.
Haryana Kala Parishad was founded in the year 1995 with the objectives of preserving, promoting and presenting music, dances, bhajans, gathas and raagnees of Haryana. It remained largely a defunct body till 2006-07. From, the year 2007, Haryana Kala Parishad has come in its real form. It has speedily taken initiatives in organizing State level folk dances, folk music competitions among young generation of female and male singers, holding painting exhibitions and doll making workshops, national level festivals of saangs, Ram Lila and Krishan Lila through reputed organisations.
The special feature of Haryana Kala Parishad has been to revive the heritage of Pt.Lakhmi Chand, who is known as Shakespeare of Haryana, and his contemporaries. In this connection, State Level Raagni, Singing Programme of the best of the artists is being held at Rai (Sonipat) for the last two years. Haryanvi folk heritage contains nearly 10,000 compositions and 500 folk tunes with the ingredients of best of Classical Ragas from Samved to present day. The documentation of all the prominent cultural programmes is being undertaken for preserving this great heritage.

The annual budget of Haryana Urdu Akademi has been raised to Rs 70 lakh in 2009-10 from Rs 50 lakh for 2008-9 to give thrust to promote Urdu language and the amount of Munshi Gumani Lal Award has been raised to Rs 21,000 and that of Surender Pandit Soz Award to Rs 11,000.
This decision was taken in a meeting of the general body of Haryana Urdu Akademi which met under the chairmanship of Education Minister, Mr Mange Ram Gupta. The meeting was scheduled to be presided over by Chief Minister, Mr Bhupinder Singh Hooda, but somehow he could not attend the same.
It was also decided to enhance prize money being given for outstanding books from Rs 7,000 to Rs 11,000 and financial assistance for printing of manuscripts, preferably by new writers, from Rs 10,000 to Rs 15,000. Similarly, the financial assistance being given to literally organizations for organizing literally functions was also raised from Rs 7,000 to Rs 10,000.
While approving the proposed calendar of activities and programmes to be conducted by Urdu Akademi during the financial year 2009-10, it was decided to organize three All India Mushairas at Panchkula, Yamunanagar and Mewat and a seminar in collaboration with Anjuman Taraqqi Urdu at Panipat.
Keeping in view the success of teaching Urdu language through correspondence course, it was decided that the Urdu Akademi would continue this course even during next financial year. Other major programmes which were approved for the next financial year included holding of a two-day Urdu drama festival, give financial assistance to literary organizations and also for printing of manuscripts and give prizes to outstanding printed books. It was decided to review the functioning of five existing Urdu Centres before opening more such centres of promotion of Urdu language.
It was decided to enhance the total amount of financial assistance admissible to indigent writers from Haryana upto Rs 50,000. While reviewing the issue of publication of books and journals, it was informed that besides publishing a quarterly magazine entitled as 'Jamna Tat', a bi-monthly news letter 'Khabarnama' was also being brought out. The publications which were under print included role of Haryana in the evolution of Urdu language and literature and papers of three seminars entitled as 'Unneeswin Sadi Main Urdu Novel', 'Tehrik-e-Azadi Aur Mewat' in Devnagri script and Baba Farid Seminar. A 'Who's Who' of writers, poets and critics of Haryana was also being brought out.

It was also decided to bring out a publication of Ghazals of eminent poets in such a manner that their Urdu text would also have translation in Hindi. It was also decided to organize a workshop where experts of Urdu language would guide the students of Urdu language.
It was also decided to modernize the existing library of the Akademies at the Akademi Bhawan in Panchkula.
Mr Mange Ram Gupta constituted a committee headed by Higher Education Commissioner, Mrs Jyoti Arora to study and revise the 22 years old constitution of the Haryana Urdu Akademi so as to further improve its functioning.
The General Body also ratified the nomination of non-official members in the new Executive Council of the Akademi. The new Executive Council would have Chief Minister as Chairman, Education Minister as Senior Vice-Chairman and Secretary, Education Department would be Vice-Chairman.
The members would include Secretary, Finance Department or his nominee, Higher Education Commissioner, Haryana and Director, Sahitya Akademi, New Delhi. The five eminent scholars, writers or academicians in Urdu language and literature nominated by the Government, two of whom belong to Haryana State included Dr Syeda Syedain,Prof. Siddiq-Ur-Rehman Kidwai, Bekal Utsahi who is a recipient of Padam Shri, Mr M.P. Chand and Dr Sultan Anjum. The Secretary, Haryana Urdu Akademi would be the Secretary of the Executive Council.
While raising the amount of two awards instituted by the Urdu Akademi, it was informed that the Akademi was already giving its prestigious Hali Panipat Award which has a cash prize of Rs one lakh. Other such awards included Kanwar Mahender Singh Bedi Award with a cash prize of Rs 25,000, Sabir Dutt Award also with a cash prize of Rs 25,000 and the two cash awards of Rs 21,000 included Syed Muzaffar Hussain Burney Award and Khawaja Ahmed Abbas Award.
It was decided that the Urdu Akademi would organize its programmes for the promotion of Urdu language in such a manner that these benefit a large number of people.

CM condoles DP Sharma's death

Haryana Chief Minister Bhupinder Singh Hooda has expressed shock and grief over the sad and sudden demise of vetran journalist D.P.Sharma, here today. He was 78.
He is survived by his daughter, Mrs. Vibha Sharma, who is senior correspondent with The Tribune.
Mr.D.P.Sharma served the Press Trust of India for a long time and after retirement he joined Uttam Hindu, a Hindi daily. Nowadays he was serving Divya Himachal, another Hindi Daily and was based at Chandigarh.
In a condolence message issued here today, the Chief Minister described Mr.D.P.Sharma as a seasoned journalist, who would be long remembered for his objective and fair reporting and the qualities of head and heart which he possessed.
The Chief Minister conveyed his heartfelt sympathies to his daughter and prayed that the departed soul might rest in peace.
Chief Parliamentary Secretary Mr.Dharamvir and Media Advisor to Chief Minister, Mr.Sunder Pal, also conveyed their heartfelt condolences.

230 presented awards at annual convocation of Satluj Public School

As many as 230 were awarded at the Annual Convocation and 33rd Founder's Day of Satluj Public School here today. The programme commenced with Ganesh Vandana followed by the welcome address by Principal Krit Serai who also highlighted the various achievements of the school.

automatic milk collection units to 1500 Haryana village level societies

Haryana Dairy Development Cooperative Federation has a plan to provide automatic milk collection units to 1500 village level societies in next three years and has also decided to give bulk milk coolers to those societies of milk producers who are catering to a cluster of 10 to 15 villages.
Managing Director of the Federation Dhanpat Singh said that at present 610 societies were having automatic milk collection units where milk weight and fat were being instantly measured in a transparent manner. Also, milk was being checked for any adulteration with the milk testing kits certified by National Dairy Research Institute, Karnal.
He said that milk procurement in Haryana had touched an all time high of over 9.45 lakh litres per day on December 29, 2008 as against previous high of 8.61 lakh litres per day on December 26, 2007.
Mr Dhanpat Singh said that an insurance scheme had been introduced for the benefit of the members of the village level dairy cooperatives. Under this scheme, aimed at benefitting 40,000 milk farmers, a committed member who had supplied milk continuously for last three years both in lean and flush season has been insured for Rs one lakh for accidental death by merely paying Rs 10 per annum. The balance premium was paid by the Federation and milk unions.
He said that a total of 363 Vita milk booths or milk bars were functioning in different towns and cities of Haryana. As many as nine Vita milk booths were functioning in Chandigarh. He said that there were also 260 distributors who were selling Vita milk and milk products.
He said that the number of milk farmers has increased from 1.04 lakh in 2004-05 to more than 1.38 lakh by December end in the financial year 2008-09. He said that the turn over of the Federation had increased from Rs 355 crore in 2004-05 to Rs 550 crore upto December 2008 and its profit too shot up from Rs 84 lakh to Rs 5.23 crore during the same period.
He said that now the average price being paid to the milk farmers was Rs 17.55 per litre as against Rs 11.76 per litre in 2004-05, Rs 12.67 in 2005-06, Rs 14.50 in 2006-07 and Rs 16.44 in 2007-08.

Surajkund Mela to attain international status

The Surajkund Crafts Mela of Haryana will attain the status of an international event this year with the participation of Egypt, Thailand, Brazil Afghanistan, Bangladesh, Bhutan, Maldives, Nepal, Pakistan and Sri Lanka. The 23rd Craft Mela is scheduled to be held from February 1 to 15.
Minister of State for Tourism and Forests Kiran Choudhry said that 23rd Surajkund Crafts Mela would be a very special event with the participation of all these countries. The Mela was already very popular among masses but now with these countries agreeing to participate in the Mela, it would become an international affair from this year onwards.
She said that President Mrs Pratibha Devisingh Patil would inaugurate the Mela on February 1 and she would be accompanied by Union Minister of Tourism Ambika Soni, Haryana Chief Minister Bhupinder Singh Hooda and dignitaries of other States.
Giving details about the participation of all the SAARC countries and also of Egypt, Thailand and Brazil in the forthcoming mega event, Mrs Choudhry said that the ten stalls of Egypt with their craftsmen would exhibit various decoration items of the ancient country including Egyptian statues which would showcase the Egyptian culture.
A folk troupe of Ismailia comprising of 12 Egyptians artists would give their performance during the inauguration ceremony in coordination with ICCR. A small group of day performers would give stage performances from February 1 to 15 in the Crafts Mela. A food stall of Egyptian cuisines would also be put in the Food Court and one stall would exclusively provide all the tourism information and details of Egypt.
The Minister said that Craft Mela would showcase the exquisitely rich heritage of the finest handicrafts and handlooms of Egypt. The crafts persons from SAARC countries and Thailand, Brazil and other neighbouring countries would participate in the Crafts Mela. Cultural programmes had also been planned through the North Zone Culture Centre, Patiala, she added.
Mrs Choudhry said that Madhya Pradesh had been selected as the Theme State this year for the second time. She said that craftsmen would showcase the skillfully woven silk and cotton blended sarees, block printed fabrics, stuffed leather toys, floor coverings, folk paintings, bamboo, cane, jute, woodcraft, stone craft, iron craft, metal craft, terra-cotta, papier mache, zari work (gold thread embroidery), ornaments, dolls and many more hand-crafted products of Madhya Pradesh. Folk artists would perform all through the day during the Crafts Mela, she added.
She said that Surajkund has now become a MICE destination with the inauguration of Convention Centre at Hotel Rajhans. Surajkund was just at a distance of 8 kms from South Delhi and it was an ideal place for small entrepreneurs and artists to showcase their products during the Crafts Mela. Surajkund was also a perfect location for holding corporate meets, marriages and parties.

Haryana Civil Services (Assured Career Progression) Rules, 2008

The Haryana Government has notified the Haryana Civil Services (Assured Career Progression) Rules, 2008, which have come into force w.e.f. January 1, 2006.
The objective of these rules is to provide two categories of assured career progression schemes for the government servants of Haryana –the first category of scheme is cadre-specific Assured career progression schemes for some cadres/posts prescribing time scales.
The second category of scheme is primarily to remove stagnation in service, in the form of a general assured career progression scheme. The second category scheme seeks to ensure that all government servants, whose cadres are not covered by any cadre-specific assured career progression scheme, get at least three financial upgradations, including financial upgradation, availed by such Government servants as a consequence of functional promotion during his entire career. It also seeks to ensure that no government servant stagnates without any financial upgradation for more than ten years unless he has already availed three financial upgradations in his career.
These rules shall apply to persons appointed to civil services and posts of group ‘A’, ‘B’, ‘C’ and ‘D’ in connection with the affairs of the Government of Haryana and to those who are under the administrative control of the Government of Haryana and whose pay is debitable to the Consolidated Fund of the State of Haryana.
These rules shall not apply to officers of judiciary working in connection with the affairs of Haryana State; persons not in whole time employment; persons paid out of contingencies; persons paid otherwise than on monthly basis, including those paid on a piece-rate basis or on the basis of daily wages or on consolidated contractual payment; any other class or category of persons whom the Government may by order, specifically exclude from the operation of all or any of the provisions contained in these rules.
"First assured career progression pay band and grade pay under general ACP scheme” means the first financial upgradation in terms of increased grade pay in the same pay band for all Government servants covered under the general ACP scheme.
"Second assured career progression pay band and grade pay under general ACP” means second financial upgradation in the form of increasing grade pay in the same pay band for all govt. servants who are covered in the general assured career progression scheme. However, in case of an employee holding a post after promotion, the second ACP pay band and grade pay will be the pay band of the promotional post and the next available grade pay with reference to his existing grade pay.
"Third assured career progression pay band and grade pay under general ACP” means third financial upgradation in the form of increasing grade pay in the same pay band for all Govt. servants who are covered in the general assured career progression scheme. However, in case of an employee holding a post after promotion, the second ACP pay band and grade pay will be the pay band of the promotional post and the next available grade pay with reference to his existing grade pay.
Cadre specific assured progression scheme
The ACP pay band and grade pay as time scales shall be admissible to all Government servants who become members of such cadres by way of direct recruitment or promotion.
Eligibility for grant of cadre specific ACP pay band and grade pay
For the grant of cadre specific ACP pay band and grade pay the eligibility conditions will be the same as mentioned in Part I of Schedule I of these rules, apart from the general conditions of eligibility.
General Assured Career Progression scheme
Financial upgradation in the form of the first, the second and the third ACP pay band and grade pay will be admissible to all Government servants covered under this scheme with reference to their pre revised functional pay scale and the corresponding revised pay structure. However, in case of an employee holding a post after promotion, the entitled ACP pay band and grade pay will be the pay band of the promotional post and the next available grade pay with reference to his existing grade pay.
Eligibility for Grant of ACP grade Pay under the general ACP scheme
Every Government servant covered under the general ACP scheme shall, for the purposes of drawal of pay, be eligible for the first ACP grade pay if he has completed 10 years of regular satisfactory service and has not got any financial upgradation in these ten years with reference to the functional pay structure of the post to which he was recruited as a direct entrant. Financial upgradation in this context includes functional promotion in the hierarchy or further revision/ modification of the pay structure for the same post after 1.1.2006.
Every Government servant covered under the general ACP scheme shall, for the purposes of drawal of pay, be eligible for the second ACP grade pay if he has completed 20 years of regular satisfactory service and has not got any financial upgradation in the last ten years. Financial upgradation in this context includes functional promotion in the hierarchy or further revision/ modification of the pay structure for the same post after 1.1.2006.
Every Government servant covered under the general ACP scheme shall, for the purposes of drawal of pay, be eligible for the third ACP grade pay if he has completed 30 years of regular satisfactory service and has not got any financial upgradation in the last ten years and has not got more than two financial upgradation so far. Financial upgradation in this context includes functional promotion in the hierarchy or further revision/ modification of the pay structure for the same post after 1.1.2006.
In case of a Government servant who gets promoted, he will be considered for the next ACP grade pay after he completes 10 years of regular satisfactory service in the promotional post without any financial upgradation and will be entitled to the next ACP grade pay with reference to the grade pay of the promotional post he holds. A Government servant shall not be entitled to avail ACP upgradation if, he has already availed of three financial upgradation of any kind in his career.
For availing benefit of ACP, A Government servant will have to fulfill some general conditions as well. After completing the respective prescribed period for eligibility for the grant of ACP pay structure the Government servant should be fit to be promoted to the next higher post in the functional hierarchy in his cadre, but could not be functionally promoted due to lack of vacancy in the promotional post in the hierarchy to which he is eligible to be promoted. If such promotion involved passing of any departmental test or other test etc., such condition should also be fulfilled by such Government servant.
Responsibility to be discharged
On placement in the ACP pay structure, the Government servant shall continue to hold operational duties of his previous post held by him and will continue to hold the previous designation till such time as he is actually promoted to the higher post on the occurrence of a vacancy.
Consequences of ACP pay structure
Placement in the ACP pay structure will entitle only financial benefit of drawal of pay and dearness relief on pay in the ACP pay structure. The other entitlements including the entitlement generally dependent on the status of the employee shall continue to be determined with reference to his post on which he is working in the substantive capacity or to the functional pay structure of the post against which he was working substantively, before being granted the ACP pay structure.
Fixation of initial pay in the revised ACP pay structure
For employees covered under cadre specific ACP scheme, the pay in the ACP pay band/ pay structure will be determined by multiplying the existing basic pay as on 1.1.2006 by a factor of 1.86 and rounding off the resultant figure to the next multiple of 10. If the minimum of the revised ACP pay band/ pay structure is more than the amount arrived at as per (i) above, the pay shall be fixed at the minimum of the revised ACP pay band/ pay structure and grade.
For employees covered under general ACP scheme, the pay shall be fixed in the functional pay band of the post held by them by multiplying the existing basic pay as on 1.1.2006 by a factor of 1.86 and rounding the resultant figure to the next multiple of 10. The grade pay corresponding to the existing ACP pay scale will be payable in addition. If the minimum of the revised ACP pay band/ pay structure is more than the amount arrived at as per (i) above, the pay shall be fixed at the minimum of the revised ACP pay band/ pay structure and grade pay.
Rate of increment in the revised ACP pay structure
The rate of increment in the revised ACP pay structure will be 3% of the sum of the pay band and grade pay applicable, which will be rounded off to the next multiple of 10. The amount of increment will be added to the existing pay in the pay band.
Date of next increment in the revised pay structure
There will be a uniform date of annual increment, viz. 1st July of every year. Employees completing 6 months and above in the revised ACP pay structure as on 1st of July will be eligible to be granted the increment. The first increment after fixation of pay on 1.1.2006 in the revised ACP pay structure will be granted on 1.7.2006 for those employees for whom the date of next increment was between 1st July, 2006 to 1st January, 2007.
Provided that in the case of persons who had been drawing maximum of the present scale for more than a year as on the 1st day of January, 2006, the next increment in the revised ACP pay structure shall be allowed on the 1st day of January, 2006.

Haryana employees to get HRA on Central Govt pattern

Haryana Chief Minister Bhupinder Singh Hooda on Saturday announced to give House Rent Allowance(HRA) to the State Government employees on the pattern of Central Government and said that for the first time the employees would be given education allowance which would be Rs. 500 per child per month.
The Chief Minister, who was interacting with mediapersons shortly after hearing the grievances of the representatives of various unions of employees at his residence here this evening, said that the education allowance would be for upto two children. It would be admissible upto Class-XII and it would be reimbursible. Mr. Hooda said that these two incentives would benefit the employees to a tune of about Rs. 515 crore.
The Chief Minister also announced to constitute a three-member Anomalies Committee which would be headed by Chief Secretary and have Financial Commissioner and Principal Secretary, Finance and Legal Remembrancer as its members. He said that the employees would be able to submit their representations to this committee upto February 15 and these would be decided by March 15, 2009.
Mr. Hooda said that the committee constituted under the chairmanship of Chief Secretary to submit its report on the recommendations of 6th Pay Commission for implementation in the State had recommended to double the existing HRA, but he has announced to give it on the pattern of Central Government.
Mr. Hooda said that the education allowance would also be given to the State government employees for the first time so as to facilitate them in educating their children.
These announcements were hailed by the employees present on the occasion as they time and again raised slogans in favour of the Chief Minister.
Earlier, while giving a patient hearing to the representatives of various unions of employees, the Chief Minister said that they would get higher salaries as per the new pay-scales in February and only then they would realize how much benefit they have got. He said that he was keen to give the best salaries to the employees of the State Government and also urged them to continue to render their service with dedication so as to make Haryana number one State in all spheres of development.
