Film Officer Sunny Thukral retires

Haryana all set for procure 70 lakh MT of wheat

The Haryana Food and Supplies Department has made elaborate arrangements for the procurement of about 70 lakhs metric tonnes of wheat this season out of which 61.60 lakh tonnes would be procured by the State procurement agencies and 8.40 lakh tonnes by the Food Corporation of India. As per estimates of Agriculture Department wheat has been sown in an area of 25.00 lakh hectare and its likely production would be about 123.81 lakh MT.
The staff of their respective organisations have been asked to reach the mandis or purchase centres allotted to them by April 1. This year 372 procurement centres had been set up for the smooth procurement of wheat.The minimum support price announced by the Centre this year is Rs.1350 per quintal.
In order to have first hand information about the procurement operation, State and district level control rooms would become functional from April,01. Farmers have been advised to bring their produce to the mandis only after proper cleaning and drying so as to get remunerative price of their grain.
The arrangements have been made for making prompt payment to the farmers of their produce within 48 to 72 hours.
Barley: Barley has been sown in an area of 0.50 lakh hectare and its production is likely to be around 1.95 lakh MT. It is expected that about 20,000 MT Barley might arrive in the mandis. In the event of market prices of Barley tend to fall below MSP, the State Procurement Agencies will affect its purchase on MSP in the mandis allocated to them.
Gram: Gram has been sown in an area of 0.62 lakh hectare and its production is likely to be around 0.71 lakh MT. In case market prices of Gram tend to fall below MSP, Hafed will affect its purchase on MSP on behalf of Nafed.
Mustard: Mustard has been sown in an area of 6.00 lakh hectare and its production is likely to be around 10.80 lakh MT. In case price of Mustard fall below the MSP,Hafed will affect its purchase on MSP on behalf of Nafed. MD, Hafed will issue necessary guidelines, allocation of mandis and specifications prescribed by Government of India for the purchase of Mustard to his District Managers.

Public holiday on April 10 in Haryana

The Haryana Government has notified April 10, 2014, the day of poll for the General Election to Lok Sabha-2014 as public holiday in all its government or semi-government offices, education institutions, boards and corporations in the state and also at Chandigarh and Delhi for casting their vote in the election.
While stating this here today, an official spokesman said that the government also notified that the employees of various factories, shops and private establishments located in Haryana, who are registered voters for said General election may also be allowed to take paid leave under section 135-B of the Representation of the People Act for the similar purpose.
He said that April 10 would also be observed as holiday under section 25 of the Negotiable Instrument Act in the state.

Date-sheet for departmental examinations announced in Haryana

Pahadia's book ‘From Margin to Mainstream’ released

The President Mr Pranab Mukherjee said that Mr Jagannath Pahadia has seen independent India unfolding itself and how democracy has taken its roots in the country. Dr Karan Singh also has been an eye witness to the resurgence of India since accession of Jammu & Kashmir State to India. Mr Mukherjee said that Mr Pahadia has had the blessings of leaders like Pandit Jawahar Lal Nehru, Mr Lal Bahadur Shastri, Mr Kamraj, Maulana Azad, Mr Morarji Desai and Mr Jagjivan Ram.
At the age of 25, Mr Pahadia became member of second Lok Sabha in 1957. Later, he was again elected for fourth, fifth and seven Lok Sabha. He remained Union Minister, Chief Minister of Rajasthan and Governor of Bihar and now he is Governor of Haryana. He has always discharged his responsibility with honesty, sincerity and commitment. He congratulated Mr Pahadia for writing the book of memoirs and said that his life has been eventful. Show cause notices to Bishnoi and Dushyant for publishing paid news

Media Certification and Media Monitoring Committee, Hisar constituted for monitoring the paid news during the Lok Sabha Elections has issued show cause notices to HJC candidate Mr. Kuldeep Bishnoi and INLD candidate Mr.Dushyant Chautala for publishing paid news in various daily newspapers.
While stating this today, District Election Officer Hisar Mr. M.L. Kaushik said that news items "Kuldeep Bishnoi ko Mila Hazaro Ka Samarthan" was published in Dainik Savera Times on March 24. Similarly, "Dushyant Chautala Aapke Beech Aaye to Samjhana Main Khud Aaya Hun" published in evening daily on March 26 and similar news "Dushyant Meri Awaj Ban Ke Aaya Hai Aapke Beech" published in Dainik Paathak Paksh on same day. All these three news have been found paid news at first look by the committee.
He said that if the candidates do not reply within 48 hours of issuance of notice, in that case the committee’s decision would be considered as final. On this basis of committee decision, the expenditure incurred on paid news as per DAVP rates would be included in election expenditure of contesting candidates, he added.

21 withdraw their nomination papers in Haryana

As many as 21 candidates’ today withdrawal their nominations papers thus leaving 230 candidates in the fray for the General Elections to Lok Sabha for which polling is to be held on April 10, 2014 in Haryana.
          While giving this information here today, Haryana Chief Electoral Officer, Mr. Shrikant Walgad said that nomination of 48 candidates have been rejected during the scrutiny of nomination papers on March 24. He said that two candidates each have withdrawal nominations on the last day of withdrawal from Ambala, Gurgaon, Rohtak and Sirsa. Similarly, one candidate withdrawal his nomination from Bhiwani and three each from Hisar, Karnal, Kurukshetra and Sonipat.
          Giving constituency wise details of candidates, Mr. Walgad said that 14 candidates were in fray from Ambala Lok Sabha, 26 from Bhiwani-Mahendergarh, 27 from Faridabad, 22 from Gurgaon, 41 from Hisar, 23 from Karnal, 22 from Kurukshetra, 14 from Rohtak, 18 from Sirsa and 23 from Sonipat Lok Sabha.
          Mr. Walgad said that the process of preparing Electronic Voting Machines (EVMs) and printing of ballet papers would be carried out. After completing this process, the EVMs and pallet papers would be kept in strong room in the presence of Observers and representative of political parties.
          He said that notices have been served to all candidates who had violated model code of conduct and action is being taken on all such complaints by the Commission, he added.

1.59 crore to exercise their voting right in Haryana

With the inclusion of 3,73,394 new voters, enrolled from January 15, 2014 to March 22, 2014, about 1.59 crore voters in Haryana will exercise their voting right in the Lok Sabha
elections to be held on April 10, 2014.
Giving this information here today, the Chief Electoral Officer, Haryana, Mr Shrikant Walgad, said that people had shown great enthusiasm in getting their voter cards prepared. Updating of voters' list is a continuous process. A special camp was organized on March 9, 2014 to enable people to get themselves registered in voters' list.
Besides voter I-card; voting slip would also be given to the people so that they could exercise their right to vote.
Mr. Walgad said that there were about one lakh service voters in the state, including mostly Defence personnel. Work on postal ballot for service voters has already started and after withdrawal of candidature by candidates on March 26, postal ballots would be got printed and sent to service voters to enable them to exercise their right to vote.
The total voting percentage was 67.94 in the 2009 Lok Sabha elections in Haryana whereas female voting percentage was 66.17. In the 2004 Lok Sabha elections, the voting percentage was 65.72 whereas female voting percentage was 62.80. In 1999, the voting percentage was 63.68 and female voting percentage was 58.27.
Likewise, in the 1998 Lok Sabha elections, the voting percentage was 68.99 whereas female voting percentage was 64.98. The total voting percentage in the 1996 Lok Sabha elections was 70.48 whereas the female voting percentage was 68.76, Mr Walgad added.

Nomination of 48 candidates, including 19 women, rejected in Haryana

Nomination of as many as 48 candidates including 19 female candidates have been rejected during the scrutiny of nomination papers  held today thus leaving total 251 candidates in the fray for the General Elections-2014 to be held for 10 Lok Sabha Constituencies of the State on April 10.
          While giving this information here today, Haryana Chief Electoral Officer, Mr. Shrikant Walgad said that the last date of withdrawal of candidature is March 26, 2014 and thereafter, the final list of contesting candidates would be prepared.
                    Mr. Walgad said that the nomination of candidates has been rejected by the Returning Officer (RO) on the basis of scrutiny of affidavits furnished by the candidates and valid reasons for rejection of nomination have been given.
          Mr. Walgad said that the process of preparing Electronic Voting Machines (EVMs) and printing of Ballet Papers has been started. After completing this process, the EVMs and Ballet Papers would be kept on strong room under the observation of Election Observers. Thereafter, first randomization of EVMs would be done so as to decide which EVM would go to which constituency. The second randomization would be done in the concerned parliamentary constituency under the supervision of Election Observer, he further added.
          He said that with a view to ensure transparent and fair conduct of Lok Sabha Elections, Postal Ballet Papers would also be got printed and would be delivered on the address of voters who have applied for the same. He said that training would be imparted to the polling personnels and they would also be issued election duty certificates.

Deepinder Singh Hooda files his nomination papers

89 candidates file 114 nomination papers in Haryana

On the fifth day on filing nominations for Lok Sabha General Elections 2014, as many as 89 candidates have filed 114 nomination papers in Haryana including six candidates who have again today filed one more set of nominations today. So far, a total of 157 candidates have filed their nominations in the State.
While giving this information here today, Chief Electoral Officer, Haryana, Mr. Shrikant Walgad said that tomorrow will be the last day for filing nomination papers and the candidates could file their nomination papers last between 11 a.m. and 3 p.m. No nomination papers would be accepted after 3 p.m. Also, videography would be carried out tomorrow during the last two hours of filing nominations.
He said that out of the total 89 candidates who have filed nomination papers today. The maximum number of 18 candidates from Hisar Parliamentary Constituency has filed nomination papers today followed by 17 candidates from Kurukshetra Parliamentary Constituency and 16 candidates from Faridabad Parliamentary Constituency. He said that 12 candidates each have filed nomination papers from Ambala Parliamentary Constituency, Karnal Parliamentary Constituency and Rohtak Parliamentary Constituency, 11 candidates from Bhiwani-Mahendergarh Parliamentary Constituency, seven candidates from Sirsa Parliamentary Constituency, six candidates from Gurgaon Parliamentary Constituency and three candidates have filed nomination from Sonipat Parliamentary Constituency.
Mr. Walgad said that from Ambala Parliamentary Constituency Independent Candidate Surinder Pal, CPI candidate Arun Kumar, Independent Candidate Phool Chand, INLD Covering Candidate Ashok Kumar, INLD Candidate Kusum Sherwal and BJP Covering Candidate Banto Devi have filed nomination papers today. Similarly from Bhiwani-Mahendergarh Parliamentary Constituency, BJP Candidate Dharamvir, BJP Covering Candidate Manju, AAP Candidate Lalit Kumar, INC Candidate Shruti Chaudhary, INC Covering Candidate Ram Pratap, LokParivartan Party Candidate Ombir, BSP Candidate Vedpal and Republican Backward Congress Candidate Lal Chand have filed their nomination papers.
He said that from Faridabad Parliamentary Constituency, Rashtriya Bahujan Congress Party Candidate Sukhedev, AAP Candidate Purshottam Dagar, BJP Candidate Krishan Pal, Independent Candidates namely Nanak Chand and Mukesh Kumar, Bahujan Mukti Party Candidate Kamal Chand Arya, National Loktantrik Candidate Mohmmad Mukim, Akhil Bhartiya Hindu Mahasabha Candidate Ravinder, INC Candidate Avtar Singh Bhadana, INC Covering Candidate Mamta Bhadana, Independent Candidates namely Mandhir Singh, Shusheela, Ranjeet Singh and Vijay Raj and All India People Prant Candidate Kusum have filed their nomination papers today.
Likewise from Gurgaon Parliamentary Constituency, Independent Candidates namely Pooja Tyagi and Surinder Kumar, BJP Candidate Inderjeet Singh, Independent Candidate Ugeshwar Bhagat and Rashtriya Morcha Party Candidate Umed Singh have filed nominations today. He said that from Hisar Parliamentary Constituency, Independent Candidates namely Satbir and Vikas, HJC (BL) Candidates namely Kuldeep Bishnoi and Renuka Bishnoi, Independent Candidate Naresh Batra, AAP Candidate Yudhvir Singh Khyalia, Rashtriyavadi Patrivatran Party (AB) Candidate Mamta Rani, Independent Candidates namely Shravan Kumar and Kuldeep, BSP Candidate Mange Ram, Independent Candidates namely Kuldeep, Atam Prakash, Kuldeep and Raj Singh, INLD Candidate Naina Singh and CPI (M) Candidate Phool Singh have filed their nomination papers.

16 IAS officers transferred in Haryana during election duty period

The Haryana Government has issued posting and transfer orders of 16 IAS officers during the period of election duty of other officers from the date they proceed on election duty.
            Mr.Roshan Lal, Additional Chief Secretary, Agriculture Department has been given the additional charge of Additional Chief Secretary, Animal Husbandry and Dairying Department and Labour and Employment Department in place of Mr.R.P.Chander.
            Mrs. Sumita Misra, Managing Director, Haryana Tourism Development Corporation, Director General and Secretary, Tourism and Hospitality Departments and Transport Commissioner and Secretary, Transport Department has been given the additional charge of Director General and Secretary, Urban Local Bodies Department, Project Director, Swaran Jayanti Sehri Rozgar Yojna and State Urban Development Society and Chief Vigilance Officer, HUDA, Panchkula in place of Mr.Vikas Gupta.
            Mr.Anurag Rastogi, Director General and Secretary, Town and Country Planning and Urban Estates Department has been given the additional charge of Chief Administrator, Housing Board in place of Mr.R.S.Kharb. Mr.Anil Malik, Managing Director, Uttar Haryana Bijli Vitran Nigam and Secretary, Power Department and Director General, Power Reforms and Managing Director, Haryana Medical Services Corporation has been given the additional charge of State Project Director, Prathmic Shiksha Priyojna Prishad and Rastriya Madhyamic Shiksha Abhiyan (RMSA) in place of Mr.Pankaj Agarwal.
            Mr.Arun Kumar Gupta, Secretary, Personnel, Training, Vigilance and Parliamentary Affairs Departments, Director General, Training(Ex-officio) Inquiry Officer, Vigilance, Science and Technology, Director General and Secretary, Food and Supplies Department and Managing Director, Confed has been posted as Director General, Renewable Energy during the period of election duty of Mrs. Amneet P.Kumar. He has also been  given the additional charge of Managing Director, Warehousing Corporation in place of Mr.Ramesh Krishan.
            Mr.Ashok Kumar Yadav, Managing Director, Hafed and Secretary, Revenue and Disaster Management Department has been given the additional charge of Director General and Secretary, Higher Education Department in place of Mr.Ankur Gupta.             Mr.Anurag Agarwal, Managing Dirctor, Haryana Vidhyut Prasaran Nigam has been given the additional charge of Chief Coordinator, Investment Promotion Centre, New Delhi and Managing Director, Haryana State Industrial and Infrastructure Development Corporation Limited, Managing Director, Haryana Financial Corporation and Haryana Mass Rapid Transport Corporation in place of Mr.Tarun Bajaj.

Mr.Vinay Singh, Administrator, HUDA, Panchkula has also been given the additional charge of Mission Director, National Rural Health Mission in place of Mr.Rakesh Gupta. Mr.Chander Shekhar, Director, Secondary Education and Special Secretary, School Education Department has been posted as Managing Director,  Haryana Minerals Limited, New Delhi, Director, Elementary Education and Special Secretary, School Education Department in place of Mr.D.Suresh and also given the additional charge of Director, Supplies and Disposals in place of Mr.Ashok Sangwan.
            Mrs.Renu S.Phulia, Director and Special Secretary, Women and Child Development Department and Managing Director, Women Development Corporation and Secretary, State Commission for Protection of Child Rights has been given the additional charge of Director and Special Secretary, Welfare of SCs and BCs  Departments, Managing Director, Haryana SCs and Finance Development Corporation Limited and Managing Director, Backward Classes and Economically Weaker Sections Kalyan Nigam in place of Mrs.Amneet P.Kumar.
            Mr.Ashok Kumar Sharma, Additional Secretary, Public Health Engineering and Revenue and Disaster Management Departments has been given the additional charge of Director, Consolidation of Holdings and Land Records and Special Collector (HQ) and Special LAO in place of Mr.Vikas Gupta.
            The officers proceeding on election duty will send the report of relinquishing the charge to Chief Secretary Office with a copy to the officer whom the charge has been given.
            The Administrative Secretaries proceeding on election duty will also intimate the officers designated as link officers.
