Haryana pays rich tribute to Abdul Kalam

CHANDIGARH, JULY 28
 Rich tributes were paid to former President of India  Dr. A.P.J. Abdul Kalam by Haryana Chief Minister Mr Manohar Lal and his cabinet colleagues at a condolence meeting held at Haryana Civil secretariat here today. A two minutes silence was also observed to mourn his demise and they prayed that the departed soul might rest in peace.
        Speaker, Haryana Vidhan Sabha, Mr Kanwar Pal also paid tributes to former President Dr Kalam and prayed that the departed soul might rest in peace.
        While speaking on the occasion, the Chief Minister said that the sudden passing away of Dr Kalam had shocked the people and the entire nation was plunged into darknessgloom.
        Later while talking to media persons, the Chief Minister said that in his death the nation has lost a great scientist, educationist, able administrator and a dedicated scientist who initiated the missile programme in India. He said that Dr. Kalam has, as a scientist, taken science and technology to new heights and made an exemplary contribution in making  India a nuclear power.
        The Chief Minister said that Dr. Kalam who was born in a simple family at Shri Rameshwaram  in Tamil Nadu, had reached the Rashtrapati Bhavan after great sacrifice, hard work and on the strength of his determination. He said that Dr. Kalam was an epitome of simple living and high thinking and he was honoured with the highest honours like Padma Vibhushan, Padma Bushan and Bharat Ratna for his great service. He said that in real terms, Dr. Kalam was a Bharat Ratna who devoted his entire life for  development  of the nation.
        He said that the country has got guidance from his vision to bring India into category of developed nations from that of developing countries by the year 2020. His life would always be an inspiration for all of us especially the youngstersyouth, he added.

HSSC invitres on applications to fill up 7200 posts in Police Dept

CHANDIGARH, JULY 18
Haryana Staff Selection Commission (HSSC) has invited online applications to fill up 7,200 posts in Police Department.
          While giving this information here today, a spokesman of the Commission said that  among the 5,000 posts of Male Constable of General Duty, 1,650 posts are of general category, 1,000 for Scheduled Castes(SC), 800 for Backward Classes A(BCA), 550  for Backward Classes B(BCB), 500 for Special Backward Classes(SBC) and 500 for Economically Backward Persons General(EBPG).He said that the minimum educational qualification for these posts is class XII for all categories. For general category, in physical standards, height should be 172cm and chest 83 cm and expanded to 87cm. For reserved categories, height should be 169 cm and chest   81cm and expanded to 85cm. The age of candidates should be between 18 and 25 years as on September 1,2015.
          He said that among the 1,000 posts of Female Constable of General Duty, 330 posts are of general category, 200 for SC, 160 for BCA, 110  for BCB, 100 for SBC and 100 for EBPG. He said that the minimum educational qualification for this post is class 1 XII for all categories. For general category, in physical standards, height should be 160 cm and for reserved categories, height should be 157cm.The age of candidates should be between 18 and 25 years as on September 1,2015.
          Among the 140 posts of Female Ex-serviceman Constable of General Duty, 70 posts are of general category, 20 for SC, 20 for BCA and 30  for BCB. The minimum educational qualification for this post is class XII for all categories. For general category, in physical standards, height should be 160cm and for reserved categories, height should be 157cm.The age of candidates should be between 18 and 25 years as on September 1,2015.
          Out of the 860 posts of Male Ex-serviceman Constable of General Duty, 430 posts are of general category including 80 of Backlog, 123 for SC including 23 of backlog, 123 for BCA including 23 of backlog and 184 for BCB including 34 of backlog.The minimum educational qualification for this post is class XII for all categories. For general category, in physical standards, height should be 172cm and chest   83 cm  and expanded to 87cm. For reserved categories, height should be 169 cm and chest should be 81 cm and expanded to 85 cm. The age of candidates should be between 18 and 25 years as on September 1,2015.
          Among the 200 posts of Sub Inspector(Male), 52 posts are of general category, 36 for SC, 28 for BCA, 16 for BCB, 20 for SBC, 20 for EBPG, 14 for Ex- Serviceman(ESM) general category, 4 for ESM-SC, 4 for ESM-BCA and 6 for ESM -BCB .The minimum educational qualification for this post is graduation from a recognized university. For general category, in physical standards, height should be five feet  eight inches and chest should be 33 inches with expansion of 1.5 inches. For the candidates belonging to ex- serviceman, SC, Scheduled Tribes (ST) and Backward Classes categories, relaxation in physical standard to the extent of one inch in height  and one inch in chest measurement would be given. The age of candidates should be between 21 and 27 years.
          He said that the candidates who had qualified for interview against these posts in advertisement No. 2/2013 would also be eligible against the re-advertised posts. The Government  has decided to give one time relaxation in fee and age to the candidates who had qualified for interview against the advertisement No. 2/2013 issued by Haryana Police Recruitment Board in the earlier recruitment process and would have now crossed the maximum prescribed age limit to enable them to participate in the proposed recruitment process. Similarly, one time relaxation has also been accorded to them in height. However, such candidates would have to apply afresh alongwith proof of depositing the application fee. They are required to upload the e-Challan alongwith the fresh application form and would produce the original e-Challan at the time of interview or test or verification.
The government has also decided to give one time relaxation in age to
ex-constables of disbanded Haryana State Industrial Security Force (HSISF) to enable them to participate in the proposed recruitment  process beside relaxation for qualifying the physical screening test standard equal to the standard prescribed for ex-servicemen candidates only during this proposed recruitment process. They are required to upload the discharge order issued by concerned appointing authority. He said that
online application can be filled up from September 7  to October 6,2015 and thereafter website link will be disabled. The last date for fee submission is October 9,2015.
          He said that the detailed instructions for  filling the online application form are available on the website of Haryana Staff Selection Commission  www.hssc. gov.in.  In case of any guidance or information or clarification regarding the online filling of the application form and advertisement the candidate could call   helpline No.0172-2566597 on all working days from 9 a.m. to 5 p.m.

MDU extends admission date to July 20

CHANDIGARH, JULY 16
Maharshi Dayanand University (MDU), Rohtak has extended the date of admission to   various engineering courses in University Institute of Engineering and Technology (UIET), Rohtak by July 20, 2015.
          Stating this today, a spokesman of the University said that admission to third, fifth, seventh and ninth semester could be taken without late fee by July 20.
He said that for admission the students belonging to Scheduled Castes   to various courses of academic departments of MDU and University Institute of Law and Management Studies,Gurgaon  would have to submit income certificate in the related department within one week after getting admission.
          It has   been decided by the Standing Committee related to admissions  to the university, on the request of Dr Ambedkar Missionary Students Association. This decision would be valid for academic session 2015-16.

Admission to BAMS, BHMS, BPT in Govt and private unaided institutions

 Haryana Chief Minister Manohar Lal has approved the draft notification for admission to Bachelor of Ayurvedic Medicine and Surgery (BAMS), Bachelor of Homoeopathic Medicine and Surgery (BHMS), Bachelor of Physiotherapy (BPT) and Master of Physiotherapy (MPT) in Government and private unaided Ayurvedic, Homeopathy and Physiotherapy Institutions in the state for the academic session 2015-16.
             While stating this here today, Health Minister, Mr Anil Vij said that 50 seats in BAMS course are available in Shri Krishna Government Ayurvedic College, Kurukshetra.
             He said that these seats would be filled up by candidates who are residents of Haryana or have cleared their qualifying examination of 10 plus 2 from institutions situated in Haryana or any such instruction issued by the state government from time to time. The admission would be conducted as per the State Reservation Policy, he added. 
            Mr Vij said that the number of seats and distribution would be final as notified by the Pt. Bhagwat Dayal Sharma University of Health Sciences, Rohtak at the time of counseling. He said that the admission under all categories would first be made on the basis of relative Haryana State Merit obtained in Common Entrance Test (CET) 2015 conducted by Pt. Bhagwat Dayal Sharma University of Health Sciences, Rohtak. He said that the relative merit among such candidates desiring to seek admission would be drawn as per the merit of CET 2015 conducted by the University for all such candidates who have cleared the CET 2015 with or above such distinction as has been declared as minimum eligibility criteria of proficiency for granting admissions. The admissions to BAMS course would be held on the basis of relative merit of qualifying exam that is 10 plus 2 with the same eligibility criteria as that of Common Entrance Test 2015.
             Mr Vij said that in case such Common Entrance Test 2015 qualified candidates are not available in sufficient numbers to meet the requirement, such seats remaining unfilled due to non availability of Common Entrance Test 2015 qualified candidates would be filled up by the available other candidates on the basis of their respective relative merit in the qualifying examination of 10 plus 2 or equivalent. The prospectus and forms for applying under different category would be issued by the Pt. Bhagwat Dayal Sharma University of Health Sciences, Rohtak and would be available with the University. He said that the counseling for the candidates under different category of seats would be conducted by Registrar, Pt. Bhagwat Dayal Sharma University of Health Sciences, Rohtak and held at the University. The choice of institutions would be exercised by the candidate at the time of counseling. 
            The Health Minister said that the Admission Committee would comprise of Dean, Academic Affairs, Pt. Bhagwat Dayal Sharma University of Health Sciences, Rohtak as its Chairman, whereas representative of Registrar, Pt. Bhagwat Dayal Sharma University of Health Sciences, Rohtak, Director/Principal of Government Ayurvedic College and representative of the Director General, Medical Education and Research, Haryana not below the rank of Deputy Director would be the members of the Committee. He said that the Director General, Medical Education and Research, Haryana would be final appellate authority in all cases of admission related disputes for all institutions and decision of any dispute made by him or her would be final. 
            He said that for admissions to BAMS and BHMS in Private Ayurvedic and Homeopathy Educational Institutions, 50 per cent of the seats would be of open merit category and remaining 50 per cent would be of management category, as was during  last year. 
            He said that the admission to all categories will first be made on the basis of relative Haryana State Merit obtained in Common Entrance Test 2015 conducted by Pt. Bhagwat Dayal Sharma University of Health Sciences, Rohtak. As per the eligibility criteria for Common Entrance Test, the candidates should have passed 10 plus 2 with science or any other equivalent examination recognized by concerned state government and education board provided the candidate passes the examination with 50 per cent aggregate marks in the subjects of Physics, Chemistry and Biology. However, in respect of candidates belonging to Scheduled Castes or Scheduled Tribes or any other categories notified by the government, the marks obtained in Physics, Chemistry and Biology taken together in qualifying examination be 40 per cent instead of 50 per cent. 
            He said that the relative merit among such candidates as are desiring to seek admission shall be drawn as per the merit of the CET 2015 for all such candidates who have cleared CET 2015 with or above such distinction as has been declared as minimum eligibility criteria of proficiency for granting admissions. He said that in case such Common Entrance Test 2015 qualified candidates are not available in sufficient numbers to meet the requirement for admission to BAMS and BHMS, such seats remaining unfilled due to non availability of Common Entrance Test 2015 qualified candidates would be filled up by the available other candidates on the basis of their respective relative merit in the qualifying examination in total marks obtained in the subjects of Physics, Chemistry and Biology. The prospectus and forms for applying in the general and open category of seats for admission to a private health institution would be issued by the Pt. Bhagwat Dayal Sharma University of Health Sciences, Rohtak and would be available with the University.
             He said that the Admission Committee would comprise of Registrar, Pt. Bhagwat Dayal Sharma University of Health Sciences, Rohtak as its Chairman, whereas Dean or Controller of Examinations, Pt. Bhagwat Dayal Sharma University of Health Sciences, Rohtak or his or her representative, Principal of the concerned Private Ayurveda and Homoeopathy Educational Institutions and Director General, Medical Education and Research, Haryana or his or her representative would be the members of the Committee. He said that the Director General, Medical Education and Research, Haryana would be final appellate authority in all cases of admission related disputes for all institutions and decision of any dispute made by him or her would be final.
             The Health Minister said that the candidates applying for seats in open merit category on the basis of Common Entrance Test 2015 qualification should submit their result of Common Entrance Test 2015. He said that the university would prepare the merit list of the candidates appearing for the counseling on the basis of Common Entrance Test (CET) 2014 result as also based on the relative merit of qualifying examination for such candidates who have not qualified the CET 2015, but are likely to be considered for admission.
             He made it clear that admission would be made in the management category in a fair and transparent manner by the institution by adhering to the directions of Government of India, Central Council of Indian Medicine, Central Council of Homoeopathy or any other regulatory statutory body.
 
            The Health Minister said that admissions to BPT courses in Government Physiotherapy Educational Institutions under all categories would first be made on the basis of the Haryana State Merit obtained in CET 2015 conducted by the Pt. Bhagwat Dayal Sharma University of Health Sciences, Rohtak. He said that the relative merit among such candidates as are desiring to seek admission shall be drawn as per the merit of the CET 2015 conducted by the University for all such candidates who have cleared CET 2015 with or above such distinction as has been declared as minimum eligibility criteria of proficiency for granting admissions. The admission to BPT course would be held on the basis of relative merit of qualifying examination of 10 plus 2 with the same eligibility criteria as that of CET 2015.
             He said that in case such Common Entrance Test 2015 qualified candidates are not available in sufficient numbers to meet the requirement for admission to BAMS and BHMS, such seats remaining unfilled due to non availability of Common Entrance Test 2015 qualified candidates would be filled up by the available other candidates on the basis of their respective relative merit in the qualifying examination of 10 plus 2 or equivalent (aggregate marks obtained in Physics, Chemistry and Biology). He said that the prospectus and forms for applying under different category would be issued by the Pt. Bhagwat Dayal Sharma University of Health Sciences, Rohtak and would be available with the University. Counseling for the candidates under different categories of seats would be conducted by Registrar, Pt. Bhagwat Dayal Sharma University of Health Sciences, Rohtak and held at the University.

            He said that admissions will first be made on the basis of relative Haryana State Merit obtained in Common Entrance Test 2015 conducted by Pt. Bhagwat Dayal Sharma University of Health Sciences, Rohtak (except for Master of Physiotherapist). As per the eligibility criteria for Common Entrance Test, the candidates should have passed 10 plus 2 with science or any other equivalent examination recognized by concerned state government and education board provided the candidate passes the examination with 50 per cent aggregate marks in the subjects of Physics, Chemistry and Biology. Similarly, the counseling for the candidates of general or open merit category would be conducted by the Pt. Bhagwat Dayal Sharma University of Health Sciences, Rohtak and held at the University.
            The Health Minister said that the Admission Committee would comprise of Registrar, Pt. Bhagwat Dayal Sharma University of Health Sciences as its Chairman, whereas Dean or Controller of Examinations, Pt. Bhagwat Dayal Sharma University of Health Sciences, Rohtak or his or her representative, Principal of the concerned Private Physiotherapy Educational Institution and Director General, Medical Education and Research, Haryana or his or her representative would be its members.

ANMs and GNMs to withdraw their agitation

CHANDIGARH, July 11
The initiatives taken by Haryana Chief Minister Mr Manohar Lal and Health Minister Mr Anil Vij, the agitating Auxiliary Nurse Midwifery (ANM) and General Nursing and Midwifery (GNM) have decided to withdraw their agitation.
          While stating this here today, an official spokesman said that today a meeting was held by Additional Chief Secretary, Health Mr K.K.Khandelwal with the agitating ANMs and GNMs. They were informed that the Department of Medical Education and Research, Haryana with the concurrence of Haryana Nurses Registration Council has decided that first year students of  the ANM and GNM Batch 2013-14 would be allowed to pursue second year course for ANM and GNM without waiting for the resolution of the issue regarding declaration of result of ANM first year examination held in November, 2014 (ANM Admission Batch 2013-14) and GNM first year examination held in November, 2014 (GNM Admission Batch 2013-14).
            The first year examination for ANM and GNM shall be held alongwith second year examination of ANM and GNM in the month of November, 2015. Suitable time gap would be kept between the first year and second year ANM and GNM examinations.
            Meanwhile, the State Government has constituted a Committee under the Chairmanship of Vice-Chancellor, Maharashi Dayanand University, Rohtak, Mr. Sudhir Rajpal to examine the integrity of first year examination of ANM and GNM held in November, 2014 and give its finding as to whether the examination process has been vitiated.
            The Committee has been asked to submit its recommendations or report to the government within seven days.
            The decision on conducting of ANM and GNM first year examination shall be subject to the report of the Committee.

Dronacharya DP Azad Junior/Sub-Junior golf

CHANDIGARH, JULY 10 Chandigarh Golf Association will host the first Dronacharya DP Azad Junior/Sub Juniors Golf Championship at Chandigarh Golf Club on July 15 and 16 in the memory of Late Dronacharya DP Azad, founder President of Chandigarh Golf Association.
The main objectives of this programme are to improve the competitive spirit among the young budding golfers and give due recognition for achievers, to work for the overall development of young golfers in all dimensions and to support financially and logistically young golfers to play on various courses both within and outside India. The final goal of this programme is to prepare young golfers for achieving a medal in golf in Olympic Games 2016.
This tournament is the brain child of the CGA and it is now being adopted at many others levels in the golf circuit in India. This year the response is very encouraging and at the close of entries, there are a total of 62 participants in all categories as on today. Last date of registration will be July 12.

Competitions will be conducted in the categories A 15-17 years,B 13-14 years, C 11-12 years, D 8-10 years and E 5-7 years.
While A, B, C and D categories will be playing 36 holes over two days, category E will play 9 holes a day for two days. Apart from the winner in each category, there will be prizes for firsr runner-up and 2nd runner-up as well. trophies will also be given to the schools for the achievement of teams representing the schools in all five categories. All participants will be given a gift hamper of golfing items.
Mr CSR Reddy IPS, President and Chairman Tournament Committee CGA informed that the participants include players namely Jaiveer Singh Sandhu, Kartik Digvijay Singh, Chinmaya Mahajan ,Ekamveer Singh Guraon, Manjot Singh and Jujhar Singh will be participate in the championship.

Written examination for Lecturer Hindi on Aug 9

CHANDIGARH, JULY 10
Pursuant to the orders dated May 1, 2012, July 7,2014 and February 13,2015, passed by the Supreme Court of India in Civil Appeal No. 4128 of 2012 titled as Poonam Rani alias Poonam Vs. State of Haryana and others, the Haryana Government has notified that  the candidates who have applied against Commission’s  notice dated June 5,2015 published in various leading newspapers that in compliance of the orders of Supreme Court of India, the Haryana Staff Selection Commission will hold written examination for the post of Lecturer Hindi (School Cadre) on August 9, 2015 from 11 am to 12.15 pm at Panchkula.
While stating this here today, an official spokesman said that the written examination for the post of Lecturer Hindi (School Cadre) would be of Post Graduation Level comprising of 100 multiple choice questions. Out of the total questions, 60 would be related to academic knowledge of Hindi subject for which a candidate is appearing in the test and skill and methods of teaching ability of the candidate in the subject. He said that  40 questions would be related to general knowledge, general studies and English. Each question would carry two marks, he added.
          The candidates will have to secure the minimum qualifying marks in the written test which is 50 per cent in case of General Category candidates, 45 per cent for candidates belonging to Scheduled Castes, Backward Classes and Physically Handicapped Category, 40 per cent for ex-servicemen candidates. In case of  Dependents of Ex-servicemen (DESM) it would be   as for general, Scheduled Castes , Backward Classes candidates as the case may be. The viva-voce will be of 25 marks.
Admit Card for written examination of the candidates will be uploaded on the Commission's website www.hssc.gov.in. The candidates can download the admit cards form the Commission's website from July 24, 2015. No separate call letters will be sent to the candidates by the Commission through post.
The written examination will be supervised using biometric attendance process by capturing the biometric thumb impression and photograph of the candidate during examination and by using CCTV cameras or videography.

Haryana Tourism to promote farm houses during Surajkund Mela

CHANDIGARH, JULY 10
With a view to giving fillip to Farm Tourism, Haryana Tourism will   promote farm houses during the annual Surajkund International Crafts Mela to be held from February 1 to 15 at Surajkund, Faridabad, so as to attract tourists from within Indian and  abroad  .
          In this regards, a review meeting was held under the chairmanship of Dr. Sumita Misra, Principal Secretary, Tourism, with all the farm owners registered under the Farm Tourism Scheme of the Haryana Tourism Department. The meeting was attended by Mr Sandeep Garg, Managing Director, Haryana Tourism Corporation and other senior officers of the Department.
In the meeting, it was informed that Haryana Tourism has been actively promoting Farm Tourism across the state. At present, 14 farm houses are registered with the Tourism Department under the scheme, which and these are located mostly in the National Capital Region and a few are along a National Highway. These farms present an experience of a lifestyle that’s true to a real India -- rich in age old traditions, ethnic arts and crafts.
During the meeting, detailed discussions were held with the farm owners to make concerted efforts to attract more   tourists, especially foreigners by adding more rural activities at the farm houses.
Besides, promoting the farm houses during the annual Surajkund International Crafts Mela, Dr. Misra also stressed  the need to upgrade and further develop these farm houses in such a way that the TV serial and the film shooting crews get attracted to come here and shoot at these picturesque locations that offer a rural ambience.
Dr. Misra further emphasised that the farm owners should create and provide literature or printed material and CDs   for aggressively promoting their activities. A tourist at these farms lives close to nature and gets hands-on feel of milking a cow, ploughing a field, ride a bullock cart and bathe under tubewell . Community participation plays a vital role in Farm Tourism and also helps in engaging and generating employment for people from the adjoining areas, she added.

 Dr. Misra also informed that farm house owners in the state could get registered under the Farm Tourism scheme of the Tourism Department, Haryana, on fulfilling the conditions of having an agricultural holding of three-four acres with minimum two rentable rooms and should be able to organize rural activities for tourists. It promises to offer an extra source of income for farmland owners.
Those farm owners who meet the conditions can apply at Haryana Tourism offices in Delhi  at Haryana Government's Tourist Bureau, 36 Janpath, Chanderlok Building  and its Chandigarh office  at SCO 17-19, Sector 17-B.

Recruitment in Army purely on merit

Recruitment in Army is conducted purely on merit basis thus youth should not fall prey to touts. Biometric and computer system will be used in recruitment process and there is no doubt of any irregularity during the recruitment rally to be started on July 11 which will continue upto July 19 at Narnaul.
            This was stated by Director Recruiting Office Charkhi Dadri Col. Rajesh Sharma while addressing a press conference at Narnaul today.
            He said that some anti-social elements were always trying to cheat youth on false grounds. There a need to remain careful from them. Entire process of Army recruitment is transparent. Biometric attendance system would be adopted in the entire recruitment process and candidates photo would also be captured on computer through webcam. He said that many CCTV cameras have been installed on several points in ground so as to ensure complete transparency.
            Col. Sharma said that Army recruitment rally would be conducted in Government Model Senior Secondary School, Narnaul from July 11 to 19. All arrangements have been made in this direction. Recruitment rally would be organized to recruit Soldier General Duty, Soldier Clerk, Store Keeper Technical, Soldier Technical and Soldier Tradesman.
            He urged the candidates not to take steroids as urine and blood samples would be tested during recruitment. In case of found consuming any such drugs,  his candidature would be straightway cancelled.
            Col. Sharma said that city bus service would be started in Narnaul during the recruitment process. Two special buses would ply between railway station and stadium and three between bus stand and stadium on prescribed fare of Rs five. In addition, night bus service would also be pressed into service to facilitate youth coming from Bhiwani, Dadri and Rewari.
            Meanwhile Police administration had also made elaborate arrangements for maintaining peace and smooth completion of entire recruitment process. Police team would constantly carry out patrolling outside recruitment place.

4,49,660 file online application for HTET

CHANDIGARH, JULY 10
As many as 4,49,660 applicants have filled online application forms with fee details till July 2, 2015 to appear in   Haryana Teachers Eligibility Test (HTET) which is being conducted in August 2015 by Haryana School Education Board, Bhiwani.
          While stating this today, an official spokesman said that out of the total received applications, three lakh applications are from women candidates and one lakh and fifty thousand are from male candidates. Of the total applications received, about 40,000 applicants have selected the medium of computer based test (CBT). There are some applicants who have either not downloaded fee challan or have not filled any details of having deposited fee in their online application. In that case, their applications have been assumed as incomplete and they would not be released any roll number for the test.
          He said that such applications in which applicants had filled wrong information about level or category or self details were given time from July 3 to July 5, 2015 for online correction of their applications and after corrections of any kind would not be entertained by the board.

Controller Finance, Haryana Power Generation Corporation Ltd. (HPGCL), Mr. B.B. Gupta has been conferred upon with CMA Young Achiever Award – 2014 by CMA under the category of Public Manufacturing Medium (Male).
          While giving this information today, an official spokesman said that the Minister of State for Development of North Eastern Region (I/C), Prime Minister’s Office, Personnel, Public Grievances and Pensions, Department of Atomic Energy, Department of Space, Dr. Jitendra Singh gave this award to Mr. Gupta during award presentation ceremony at New Delhi.

Formation of Greater Chandigarh Transport Corporation

CHANDIGARH, JULY 9
A Memorandum of Understanding (MoU) was signed today by  the Governments of Haryana, Punjab and Chandigarh for the formation of Greater Chandigarh Transport Corporation (GCTC). It was signed in the presence of Haryana Governor Mr. Kaptan Singh Solanki, who is also  Governor of Punjab and Administrator, Chandigarh UT.
On this occasion Additional Chief Secretary, Haryana Town and Country Planning Department, Mr. P.Raghavendra Rao, Secretary Town and Planning, Punjab, Mr. A Venu Prasad and Adviser to Chandigarh UT Administrator, Mr. Vijay Dev   were also present.   The GCTC will be formed for the development of comprehensive integrated multi-modal urban and sub-urban commuter system for the region comprising  Union Territory of Chandigarh (UTC) and its surrounding areas in the States of Haryana and Punjab.  The initial equity of GCTC shall be Rs.100 crore which would be equally contributed  that is 25 per cent each, by Union Ministry of Urban Development, (MoUD) Chandigarh  Administration, Government of Haryana (GoH) and Government of Punjab (GoP). 
The Transport projects in the region will be implemented by GCTC.  The Board of Directors of GCTC shall have three representatives from MoUD and two each from Union Territory Chandigarh, Governments of Haryana and Punjab.  The Secretary, MoUD will be the ex-officio Chairman of the Corporation.  The full time Managing Director of the Corporation shall be appointed by the Central Government in consultation with Board of Directors   of GCTC.
The Corporation will undertake various studies and projects for the development of public transport service in the region and shall also get the projects implemented and undertake operations and maintenance with the option to implement the projects through Public-Private Partnership.

Haryana to recruite 7200 police personnel

CHANDIGARH, JULY 6
 As many as 7200 police personnel including 1000 women police personal will soon be recruited in the police department. This time, written examination will be conducted in the recruitment process whereas only five percent marks will be kept for interviews so as to ensure complete transparency.
This was disclosed by Haryana Director General of Police Mr Y.P Singhal.
He said that in the recruitment process, 95 marks out of the total 100 marks would be of physical test and written examination while the interview would carry only five per cent marks. He said that the selection would be completely transparent and Radio Frequency Identification Device would be used during the physical test.
The DGP said that the working of the police department would witness an unprecedented transformation in the coming three years. With the selection on merit basis, the efficiency of the department would improve considerably, he added.
He said that for the first time ever since the inception of the State, the Government has decided that 50 per cent of the compound fees collected by the Traffic Police would be spent on traffic education or traffic resources. He said that presently, large numbers of deaths in the State are caused due to tragic road accidents. But with this step of the State government, these figures would reduce significantly. He said that 500 additional motorcycles would be added in the police department so as to further strengthen the traffic system in the State
Mr Singhal said that, with a view to provide housing facility to the police personnel, about 3000 new houses would be constructed. The increase in resources of the department would help in improving the functioning of the police, he added.

Instructions regarding Annual Performance Appraisal Reports

CHANDIGARH, JULY 2
The Haryana Secondary Education  Department has issued instructions regarding   Annual Performance Appraisal Reports (APARs) of Teaching Categories in government schools in the State. 
            While stating this here today, a spokesman of Secondary Education Department said that in a written communication addressed to all District Education Officers and District Elementary Education Officers, the Director Secondary Education has directed them to instruct all reporting or reviewing or accepting authorities under their control to instruct them that  in case of independent primary schools where the post of ‘Head Teacher’ is not sanctioned or the same is vacant, the senior most teachers (in-charge) would write the APARs of Primary Teachers (PRTs) or JBT teachers of the school. However, the senior most Teacher (in-charge) would submit his own APAR for reporting to the neighbourhood ‘Elementary School Head Teacher. 
            He said that in case where the ‘Head Teacher’ is posted, he would write the APAR of Primary Teachers (PRTs) or Junior Basic Teachers (JBT)   and would submit his APAR for reporting to the neighbourhood ‘Elementary School Head Master’. Similarly, in case of independent Elementary School or High School if the post of ‘Elementary School Head Teacher’ or Head Master is vacant,   the Drawing and Disbursing Officer (DDO) or senior most teacher of the school would write the APARs or Post Graduate Teacher (PGT) or Trained Graduate Teacher (TGT) or C and V Teachers of the school and would submit his APAR for reporting to the Head Master or Principal of the neighbourhood school. In case the Elementary School or High School is situated in the campus of High School or Senior Secondary School or in the same village, in that case the APARs of TGT or C and V teachers of the school would be written by the Head Master High School’, he added. 
            The spokesman said that APARs of Physical Training Instructors (PTIs) or degree holders in Physical Education (DPEs) would be reported by their respective Heads of the Institutions that is Elementary School Head Master, Head Master High School and Principal Senior Secondary School. He said that in case,  the post of Block Education Officer (BEO) or Block Elementary Education Officer (BEEO) is vacant and the additional charge of the post has been given to any officer, then that officer holding the additional charge of any particular post would act as reporting or reviewing or accepting authority. 
            He said that in case the post of Primary School Head Teacher, Elementary School Head Master in the school and in the neighbourhood school are vacant and the post of Block Elementary Education Officer is also vacant,   the APARs of TGT and C and V Teachers or PRTs of these schools would be sent to the BEO, he added.

Vij directs FDA to issue notice to 19 producers of canned food and beverages

CHANDIGARH, JULY 2
Haryana Health Minister Anil Vij today directed Food and Drug Administration (FDA) Department to issue notices to 19 producers of canned food  and beverages and ban  sale of drinking water of three brands as their samples have been   found unsafe in   laboratory tests and some products were misbranded.
          Mr Vij took a serious note of this issue  during his meeting with senior officers of FDA Department here today.
          Mr Vij said that water samples of sealed water bottles of 'Thanda Jal’   and 'Shri Om’ brand taken from Palwal were found completely unsafe. Similarly, sample of sweetened carbonated water of 'Percolime’ brand taken from Jind was also found unsafe and did not come upto the prescribed standard. The Health Minister immediately issued directions to ban the sale of bottled water of three brands in market.
          The Health Minister said that samples of unpacked 'Khoya' taken from Fatehabad were found not upto the standard norm. Similarly, samples of cow milk and two samples of Abhinandan Desi Ghee taken from Kaithal also failed  test. Samples of mango shake collected from Panipat, samples of ice cream collected from Kurukshetra, samples of mixed milk taken from Kaithal and three samples of cow milk, samples of unpacked tomato juice taken from Palwal also failed to meet the prescribed requirements. Therefore, directions have been issued to issue them notices.
          The Health Minister said that besides this, two samples of Mirinda SCW of Coca Cola Company taken from Hisar have been found as misbranded. Similarly, samples of Doaba Desi Ghee, Easy max brand Desi Ghee and flavoured milk from Hisar and samples of Mast 3 Orange brand sweetened carbonated beverage were found misbranded. The department was directed to issue notices to them.

Pinjore Mango Mela on July 4

The two-day 24th Mango Mela is being held at Yadavindra Gardens, Pinjore near here from July 4.
Haryana Tourism Minister Ram Bilas Sharma will inaugurate the  Mango Mela on July 4 at 6 p.m. It is   being organised  jointly by Haryana Tourism  and Horticulture Department. Mrs. Latika Sharma, M.L.A., Kalka will grace the occasion. Haryana Agriculture Minister O.P. Dhankar will be the chief  guest in the concluding ceremony  on July 5 at 6 p.m.
        While stating this at a press conference here today, Additional Chief Secretary, Agriculture, Mr. Dhanpat Singh and Principal Secretary, Haryana Tourism Corporation, Dr. Sumita Misra   said that in tune with its corporate social responsibility initiative, Haryana Tourism has invited differently-abled students to visit the Mango Mela on   July 4 and senior citizens from registered senior citizen societies of Panchkula and Chandigarh on   July 5. They will be allowed free entry and would be served complimentary lunch.
For the first time, yoga sessions will be organised  during the Mela, where visitors can learn different asanas for inner well-being from a yoga expert. The  Mango Mela  would also unfold  feasting, festivities and fun. Also it celebrates Mango as the ‘King of Fruits’.      
  Mr. Dhanpat Singh said that Mango Mela is an event that people look forward to, as it offers an opportunity to see and taste best quality mangoes and enjoy activities like cultural programmes, shopping for handlooms and handicrafts and relish mouth-watering delicacies. The main objective behind organising this two-day Mango Mela is to encourage growers to adopt latest practices to increase the mango production and quality  so that they may get maximum return from their produce by tapping domestic and international market.  
          Dr. Misra said that on the first day of the Mango Mela , the receipt of entries of Mangoes and Mango products will start at  7  a.m.  On the same day,   competitions for students like Mango Quiz and Mango Eating will commence at  10 a.m. The school students will also present interesting group dance performances on stage to entertain the visitors. A renowned Punjabi singer Sarthi K. will perform live on   July 4 from 6.30 pm onwards.
        She said that on the second day of the Mela , from 10 a.m. onwards, competitions for students like Mango Story Writing and Mango Cut-Out will be organised. Tiny tots to catwalk in their pretty outfits during a Kids Fashion Show at 12  noon. There will be exciting solo dance performances   by school students to regale the audience. Further adding to the charm of the Mela will be the enthralling performances of day performers and cultural artistes sponsored by North Zone Cultural Centre, Patiala   who would present  varied folk dance forms – Ghoomer and Phag of Haryana,Bhangra and Gidha  of Punjab, Rouf  of Jammu and Kashmir  and Been Sapera. Also watch the fascinating martial art of Punjab, Gatka to be performed on both days of the Mela.
        Under another unique initiative, Haryana Tourism is offering an opportunity to students who underwent training in Food Production under Government of India’s Hunar Se Rozgar Tak scheme through Haryana Tourism to showcase their talent and sell their products at the Mela. Also,  witness live demonstration of products being made from mangoes and discover the benefits of mangoes!
        A multi-cuisine Food Court will be set up to serve mouth-watering cuisines including the robust flavours from Punjab, subtle aromas of the South and oriental flavours of Chinese along with Indian street food. Similarly, the Crafts Bazaar will be another added attraction of the Mela. At the Crafts Bazaar, there will be display and sale of handlooms and handicrafts by talented craftspersons/weavers from Haryana, Punjab, Himachal Pradesh, Delhi, Jammu and Kashmir, Rajasthan etc.
        Managing Director, Haryana Tourism Corporation, Mr. Sandeep Garg said that that with passage of time, the Mela has become a major cultural event of this region.

Haryana launching “Mhara Gaon- Jagmag Gaon” scheme

Haryana has become the first state in the country to launch an innovative voluntary scheme “Mhara Gaon- Jagmag Gaon” aimed at providing  24 hour uninterrupted power  supply to rural domestic consumers in a phased manner with their active participation.
          Haryana Chief Minister Mr Manohar Lal gave details about the scheme to the media persons in a press conference here today. The scheme is also aimed at further strengthening the distribution network system for the convenience of the people. Later in the day, the scheme was formally launched by him from village Dayalpur in district Kurukshetra.
         While explaining about the scheme, the Chief Minister said that at present rural consumers were being supplied electricity for only 12 hours daily. In the first phase of the scheme, 83 feeders have been identified covering 310 villages having minimum line losses and which have made payment of their electricity bills. Power supply would be ensured for 15 hours in these villages from today onwards instead of 12 hour power supply they were getting at present.
          The consumers in these 310 villages falling under these 83 feeders would now be urged to install their meters outside their houses and get their old electricity wires replaced with insulated wires. If this happens, power supply in these villages would then be increased by three more hours and these would be supplied power for 18 hours. In the next step, the power supply would be further increased to 21 hours on those feeders where the payment of bills would cross the mark of 90 per cent. Finally, the feeders where the outstanding amount of electricity bills has been paid in five equal installments, their penalty and interest would be waived off and power supply for 24 hours would be ensured on those feeders. Chief Minister said that this scheme would also be implemented in other villages that would approach the department for the same, he further added.  
          The Chief Minister said that ‘Bijli Panchayat’ would also be organized in all villages falling under such feeders. The officers of electricity department would also be present in these panchayats who would resolve the complaints of consumers on the spot. Complaints like replacement of meters, electricity wire, installment of new poles and enhancement of load would be resolved within a week. Apart from this, a Nodal Officer of the level of a Junior Engineer would also be appointed on every feeder, who would coordinate various activities at village level to ensure the effective implementation of the scheme, he added.
          He said that under the scheme the electricity bills would depict the information like line losses on the particular feeder and pending amount of electricity bill so as to ensure transparency. In case, if any consumer cites any difference in the data, the department as well as officials concerned would be held accountable for the same. He disclosed that state would bear an additional expenditure of Rs 15 to 20 lakh per village for implementation of this scheme. He said that State government will continue to supply eight hours electricity to agriculture tubewells.
          The Chief Minister said that adequate electricity is available in the state to meet the present requirement. But with the implementation of this scheme, the requirement of electricity would go further up and the government has already made elaborate arrangements for meeting the future power demands. Besides, strengthening the power infrastructure, 800 MW Super Critical Thermal Plant is being set up at Panipat to replace the existing obsolete units each of 110 MW. Similarly, 800 MW Super Critical Thermal Power Plant would also be established at Yamunanagar.
          He said that special emphasis is being laid to generate renewable energy by installing solar power plants on roof tops. The government has set a target to generate 400 MW renewable energy by the year 2020. In addition, under the Central Government Deen Dayal Upadhyaya Gram Jyoti Yojana, a programme costing Rs 2000 crore has been launched for further strengthening distribution system in the state.

Old Age Allowance scheme

CHANDIGARH, JULY 1
Haryana Government has taken a major step in the interest of those people in the State who do not have any age proof for availing the benefit of Old Age Allowance scheme. For such people, the age of their children would be considered as age proof.
            While giving this information here today, Social Justice and Empowerment Minister Mrs Kavita Jain said that since the year 2011, voter card, school certificate, birth certificate, driving licence and passport are valid for availing the benefit under the scheme in the State.
            She said that for availing the benefit of Old Age Allowance scheme, the beneficiary should be 60 years or above and he should be the bona fide resident of Haryana. Apart from this, the income of the applicant including both husband and wife should not be exceeding Rs two lakh annually and the applicant should not have retired from government or semi government , local bodies, board, corporations and any business in which government has made financial investment.
            The Minister said that complaints have been received from few districts that those people whose age is registered less than 60 years in the voter card, were getting prepared new voter cards from the Election Office  by citing their age above 60 years just to take benefit of old age allowance scheme. Apart from this, the department also got an information that the age of few new applicants are registered less in the voter cards whereas they are above 60 years.  Keeping all these facts in view, the new applicants were being asked to provide the age proof of their elder child in place of voter card, she added. She said that if the age of their elder child is 42 years or above and if the applicant is a female then her age would be considered as 60 years and if the  applicant is male then his age would be considered as 63 years. All the District Social Welfare Officers in the State have been directed to approve all these cases for Old Age Allowance scheme, she added.
            Mrs Jain said that no fresh directions have been issued by the department regarding other documents regarding the age proof like driving licence and passport. These documents are valid as age proof for availing benefit of old age allowance scheme since the year 2011. She also made it clear that it is mandatory for the applicants to furnish any one of such documents as age proof along with the application form

Haryana will soon fill up 50,000 posts

CHANDIGARH, JULY 1
Haryana Chief Minister Manohar Lal today announced that as many as 50,000 posts would soon be filled up to ensure smooth functioning of various government departments.
Mr. Manohar Lal, who was addressing a press conference here today, said that requisition for 24,219 posts had already been sent to the recruitment agencies. The previous government had made appointments on ad hoc basis and consequently large numbers of posts are lying vacant, he added.
The Chief Minister said that 12,620 posts have so far been advertised out of this 8,793 vacancies are of Education department. Similarly, advertisement for filling up 7,200 posts in Police Department would also be issued soon. In addition to this, about 15,000 post of group D would also be filled up districtwise.
He said that Haryana Public Service Commission has also made preparations to fill up vacant post of class I and II. Recruitment on all these post would be made purely on merit basis. He said that the state government has fixed new criteria for recruitment as per which interview will carry only 12 per cent marks to remove scope of discretion and to ensure only meritorious candidates are selected. Five years age relaxation has also been given to experienced teachers. The teachers would also be given maximum eight marks for their work experience. In the second phase, 6000 police personnel would also be recruited, he added.
The Chief Minister said that State Government would soon roll out its new industrial policy for year 2015 which would focus on micro, small and medium enterprises. This would not only ensure development of the state but also generate ample employment opportunities for the youth.
