Auction fetches whopping Rs.1496 crore

CHANDIGARH, FEB 27
In the first auction of prime commercial site in Gurugram organised by the Haryana State Industrial and Infrastructure Development Corporation (HSIIDC) fetched a whopping Rs.1496 crore. This is the single ever highest bid for any site in Haryana. It was disclosed here by Dr. Raja Sekhar Vundru, Managing Director of the Corporation here today. 
          The auction site measuring 11.76 acres is a prime chunk of land which is located exactly on the NH-8 at Udyog Vihar Phase V, Gurugram and had been earmarked for development of a commercial complex with Transit Oriented development (TOD) rights. The site lies opposite the Gateway Tower and Cyber Hub; in proximity to the Ambience Mall and right next to the Trident and Oberoi Hotels. The reserve price of the site had been fixed at Rs. 686 crore. HSIIDC had come out with a campaign for disposal of the site e-Auction in January 2018 and the last date for submission of the technical bids was 19th February 2018. Four parties participated in the bidding for this site namely M/s Beech Projects Limited, M/s Experion Developers Pvt. Ltd., M/s Parmida Constructions Ltd. and M/s Aadarshini Real Estate Developers Private Limited. All the four parties were found technically qualified and the e-auction was held on 26thFebruary 2018. M/s Aadarshini Real Estate Developers Private Limited emerged as the highest bidder with a quote of Rs.1496 crore as compared to the bid of Rs.1446 crore made by M/s Beech Projects Limited.
          Dr. Raja Sekhar Vundru further informed that the success auction assumes significance in the light of the generally held perception of a sluggish real estate market. It also vindicates the status of Gurugram as the most preferred investment destination in India near Delhi, he added. Buoyed by the overwhelming response of this auction, HSIIDC now plans to aggressively take up disposal of other such sites and projects, he added.
CCSHAU ON LAB ATTENDANT ADVT: Chaudhary Charan Singh Haryana Agricultural University, Hisar has made it clear that no advertisement has been released by the University for contractual appointment to the post of Lab Attendant in the Zoology Department and nor the University has authorised Central Public Works Department, Haryana Government Contractor, Regional Office, Madhya Marg, Chandigarh, for carrying out any kind of recruitment.
          While stating this here today, a spokesman of the University said that it had come to the notice of University Administration that a fake appointment letter has been issued by one Rajender Malik on behalf of the Central Public Works Department, Haryana Government Contractor. According to this appointment letter, one Rahul has been appointed as Lab Attendant on contract basis in Zoology Department of the University, and Letter of Offer has been given to appoint him before March 9, 2018.
          He said that the University has declared this fraud with the candidates receiving such letters and has initiated legal action against this fraud. The Administration has suggested people not get misled by such frauds, he added.
AGITATION WITHDRAWN: The representatives of Jal Sangharsh Samiti, Hisar have withdrawn their agitation regarding demand of drinking and irrigation water.
          The representatives called on the Haryana Chief Minister, Mr. Manohar Lal at his residence here today and assured him that they have withdrawn their agitation.

Haryana will soon get water through SYL:CM

CHANDIGARH, FEB 27
The Haryana Chief Minister, Mr Manohar Lal, has urged the opposition parties to exercise restraint and not to hold any agitation on the Sutlej Yamuna Link (SYL) Canal issue. “I have full faith in the Supreme Court and the state would soon get its due share of water through the SYL,” he added.
          Interacting with media persons soon after dedicating three projects costing Rs 83.64 crore to the residents of Panchkula, near here, today, Mr Manohar Lal said the Supreme Court had given its decision in favour of Haryana. Now the execution order is to be passed by the apex court.  
         “We have full faith in the Supreme Court and the opposition too should have faith. The Presidential reference had been lying pending in the Supreme Court for more than 10 years. It is the present state government that strongly pleaded the case in the Supreme Court and ensured regular hearing. As a result of this, the apex court has given its decision in the favour of Haryana,” he added.
           In reply to a question, the Chief Minister said the opposition parties should refrain from inciting public sentiments, and instead, give constructive suggestions. When the present government has already announced that student union elections would be held in the next academic session, agitation by the Indian National Lok Dal (INLD) on this issue is neither called for nor justifiable. Once consensus has been reached on any matter, petty politics should not be resorted to, he said, adding that we do what we say or promise.
           In reply to another question, the Chief Minister said that Anganwadi workers and helpers should call off their agitation in public interest. All their genuine demands would be sympathetically considered by the state government. The scheme is being run by the Central Government in partnership with the state government.
       The state government is already paying more than its share to these employees, yet if they have any concerns, these would be addressed and issues sorted out. Senior officers of the Women and Child Development Department held a meeting with the agitating employees three days ago to discuss their demands and address their concerns. “Soon, I will also convene a meeting in this regard and whatever possible would be done,” he added.
           Asked to comment on the Real Estate Regulatory Authority (RERA), Haryana, the Chief Minister said the Authority had been constituted under the Act under the guidelines issued by the Government of India and it would help in redressing the grievances of both home buyers and developers.

Haryana to prepare Integrated Economic Development Plan of Panchkula

Haryana Government has decided to prepare  Integrated Economic Development Plan of Panchkula Region. For this, a consultant is being appointed to prepare the plan.       
          Mr Manohar was addressing a well attended gathering after dedicating three projects costing Rs 83.64 crores in Panchkula near here today.  He said that being adjacent to Chandigarh, Panchkula has a locational advantage. As Panchkula is a gateway to Himachal Pradesh, the State Government wanted to develop it as a logistic hub. Besides, the area has also a huge potential of becoming an education and medicity hub.  AYUSH AIIMS is being constructed in Panchkula at a cost of Rs 500 crore. Tenders of Rs 277 have already been floated for the same.  The process is also underway to connect Panchkula with the Airport for the convenient of people .  
         Earlier, the Chief Minister inaugurated newly built Multipurpose Hall, in Tau Devi Lal Stadium, Sector-3 at a cost of about Rs 32 crore. He also inaugurated 220-220 KV Sub Stations for both Panchkula and Kalka set up at cost of Rs 29.38 Crore and Rs 22.26 Crores respectively.
       The Chief Minister said that during about three-and-a-half year’s tenure of present State Government, he has made 4600 announcements concerning various development works in the State and except 25 to 30 per cent; all such announcements have been completed. The remaining announcements would be completed in this year, he assured. He claimed that this much of announcement had never been made by any previous government during its five years tenure.
        He said that the Multipurpose Hall inaugurated by him today would not only prove to be beneficial for the sportsperson but also provide ample opportunities of employment to the youth. This would be the first-of-its-kind building in North India. The building has a sitting capacity of 4000 people with facility to organize sports events at night time also as a provision of 120 high power lights has been made in this building. Infrastructure facilities for 12 sports discipline have been made available in this building under one roof.
 While describing sports as a medium to channelizing the youth energy, the Chief Minister said that the State Government has strengthened the sports infrastructure in the State. Besides the construction of new sports stadias at district level, 1000 vyayamshalas has been set up at village level in the first phase. He said  the  youth of the State has a special  attraction towards sports and the State Government is working to develop Haryana as a sports hub.
 Earlier, speaking on this occasion Member of Parliament (MP), Mr Ratan Lal Kataria said that perhaps it is the first occasion when any district has got two power sub-stations in a single day.
 MLA Panchkula Mr Gian Chand Gupta said that during the present State Government, development works worth Rs 1000 crore has so far been started in Panchkula assembly constituency.  
  MLA Kalka, Mrs Latika Sharma described today as a historical day and said that with the inauguration of  220 KV Sub Station in Kalka, the long pending demand of the people of the area has been realized. He said that during the present StateGovernment development works worth Rs 600 crore has been undertaken in Kalka Assembly Constituency.
DEVELOPMENT SCHEMES: The Haryana Chief Minister, Mr Manohar Lal, today dedicating development schemes worth Rs 90 crore to the people of Bahadurgarh, and said that Bahadurgarh being the Gateway to Haryana, enjoyed special significance in the development plans of the state government. Work on a new bus-stand has already begun and in the next two years, Bahadurgarh would witness big developmental changes, he added.
             Addressing people at a function organised at Dr. Bhim Rao Ambedkar Stadium in Bahadurgarh today, he said, “The development of Bahadurgarh reflects the development of Haryana. As Bahadurgarh is the Gateway to Haryana, it holds a special place in terms of development-oriented schemes. The state government has its focus set on the point that connects the state with the National Capital of New Delhi.”
        Besides infrastructure development of Haryana, the state government has its focus on skilling the youth to make them employable. During the last three years, the state government has worked in a transparent manner by ending class discrimination.
          Referring to the development schemes in Bahadurgarh, Mr Manohar Lal said with a view to ensuring cleanliness of the city foundation stone had been laid for up-gradation and renovation of the West Jua Drain at a cost of about Rs 66 crore. Besides renovation,  road would be constructed on both sides of the drain.
       Work on the railway underpass connecting the Linepass area is under progress and north bypass is also being built. Besides, shifting the auto market, the state government is also working effectively to provide the farmers of this area right compensation.
         Later, interacting with media persons, the Chief Minister said  the budget of the state government for 2018-19 would prove beneficial to the general public. Like the Central Budget, it has also been prepared to benefit each section of the society, he added.
           The Chief Minister inaugurated the newly constructed Dr. Bhimrao Ambedkar Stadium costing Rs 10 crore, and 33 KV Sub-station in Village Parnala (Rs 4 crore). He laid foundation stone of the works to widen and strengthen the Balour-Siddipur-Isherheri Road expected to cost about Rs 7 crore, up-gradation and renovation of West Jua Drain (Rs 66 crore), and construction of community center in Quila Mohalla (Rs 2 crore.).

CM's advice to journalists

CHANDIGARH, FEB 25
The Haryana Chief Minister, Mr Manohar Lal, has urged media persons to report or telecast news without any favouritism or bias, and instead of working for TRP and creating sensation, they should aim to give right direction to the society.
           Mr Manohar Lal was speaking as chief guest at the concluding function of the 19th Biennial Conference of the National Union of Journalists (India) organized by the Chandigarh Journalists Association, here today.
           The Chief Minister said media persons should hold regular deleberations. Instead of taking journalism as a profession, they should take it as a mission. Platforms like this conference should be used to discuss how to raise the standard of journalism and tips on this should be taken only from senior journalists.
           He said the state government had started a pension scheme for accredited senior media persons. Apart from this, the government has also prepared a contributory insurance scheme of Rs 5 lakh for them which would be notified soon.
          Media rooms are being set up in all 22 districts of the state. These have come up in five districts. Apart from this, travel facility has also being made available to media persons in Volvo buses of Haryana Roadways.
          Speaking on this occasion, Transport Minister of Himachal Pradesh, Mr Gobind Thakur, said that media persons from 19 states had gathered at the conference. Mr Gobind who represents the Manali Assembly constituency invited media persons to Manali.  Journalism faces lot of challenges today. As reading newspapers helps in taking lot of important decisions, media persons should maintain credibility of news, he added.
           Earlier, the Chief Minister, Mr Gobind Thakur and Director General, Information, Public Relations and Languages Department, Mr Sameer Pal Srow, were honoured with mementos.

Ram Bilas Sharma explains aim of journalism to journalists

 Haryana Education Minister Ram Bilas Sharma said that the main aim of journalism is to keep people conscious of their interests. Journalism becomes meaningful only when linked with social concerns and public interests.
        Mr. Sharma was speaking as chief guest in the 19th biennial convention of National Union of Journalists (India) organised by Chandigarh Journalist Association, here today. 
He said that meaningful journalism was discharging its duty of taking the welfare schemes and policies of the administration to the lowest strata of the society. He said that in the present scenario, the journalism job was full of challenges. In-spite of this, journalists writing truth of the society needs to be appreciated, he added.
        The Minister said that the State Government has introduced number of schemes for the welfare of journalists. A scheme was launched to give pension of Rs 10,000 per month to accredited journalists who are 60 years old or above. Apart from this, the State Government also provide financial help in case a journalist meets with of any accident.
        Expressing concern over the increasing incidents of attack on journalists, the Newly Nominated National President of National Union of Journalists (India), Mr. Ashok Malik said that journalists themselves need to be alert about their safety.
FIRE-FIGHTI9NG MOTORCYCLES: Haryana Directorate for Fire Service has decided to purchase 102 special type of fire-fighting motorcycles to tackle fire and emergency situations in narrow lanes. A sum of Rs 5.85 crore would be spent on this, for which approval has been given by the High Level Purchase Committee.
        While stating this today, Urban Local Bodies Minister, Mrs. Kavita Jain, said that the State Government would soon purchase 216 necessary vehicle and fire-fighting equipment at a cost of Rs 22.81 crore.
        She said that Rs seven crore would be spent on 52 truck tanker, Rs 3.25 crore on 23 tankers of 7,000 litres to 12,000 litres capacity, Rs 3.14 crore on 21 foam mixer-dispenser to deal with fire which outbreak as a result of rubber, plastic and oil, and Rs 1.93 crore on five advance rescue fire-fighting equipment.
        The Minister said that five small fire-fighting tankers of 2,000 litres capacity would be purchased at a cost of Rs 73 lakh, three fire-fighting water spray equipment would be purchased at a cost of Rs 45 lakh and cabin chassis of five trucks would be purchased at a cost of Rs 46 lakh.
 RELIGIOUS RELATIONS BETWEEN HARYANA AND UP: The Haryana Chief Minister, Mr Manohar Lal, has said that Haryana and UP have religious, mythological, and cultural relations for several decades and these relations would be made stronger..
        Addressing a gathering during Rangotsav-Lathmar Holi organised at Barsana in UP, today, the Chief Minister said Holi, the festival of love and joy, is being celebrated in the country since ancient times. It is celebrated in different forms during the entire Falgun month in Braj. 
        While UP is the ‘Janamsthal’ (birthplace) of Lord Krishna and Kurukshetra of Haryana is the ‘Karamsthali’ of Lord Krishna.Referring to UP as the theme state at the Surajkund International Crafts Mela 2018 organised at Surajkund in Faridabad district, the Chief Minister said relations with UP would be developed in other fields as well.
        Speaking on the occasion, UP Chief Minister, Yogi Adityanath, said the Haryana Government would undertake renovation of 84 kos parikrama marg at Braj area. He expressed gratitude to the Haryana Government, especially the Chief Minister, Mr. Manohar Lal, for this step.
        UP Women’s Welfare and Tourism Minister, Mrs. Reeta Bahuguna Joshi, and Dairy Development and Religious Affairs Minister, Mr. Laxmi Narayan Chaudhary, also spoke on this occasion.

HSDITD frames new transfer policy

CHANDIGARH, FEB 23
Haryana Skill Development and Industrial Training Department has framed a new transfer policy which would be implemented from April 1, 2018. All transfers would be made online from the new academic session.
        While stating this here today, Skill Development and Industrial Training Minister, Mr. Vipul Goel said that there were total 6,288 sanctioned posts of field officers and employees in the Department, including 55 posts of Class I, 187 posts of Class II and 6046 posts of Class III categories. In order to facilities these employees, the new transfer policy has been framed and software is being prepared. Notification regarding this policy would soon be issued, he added.
        Mr. Goel said that every year between April 10 and 30, the Department would finalize the information pertaining to closure of a trade or introducing a new trade in any ITI located across the state. Thereafter, notification pertaining to vacant posts would be issued between May 1 and 31, and employees can opt online for desired place of posting fromJune 1 to 15. The transfer would be issued at the end of academic session on July 15 every year and they would have to join the new station of posting within 15 days. The transfer orders would be applicable from August 1, he added.
        The Minister said that for transfer, the general tenure of an employee at one station would be considered five years, but after completion of three years, an employee can apply for transfer on vacant post or mutual basis. The employee, whose retirement is just after one year, would not be transferred. Such transfer would be made on administrative grounds or on the basis of his or her own choice. Apart from this, an employee can be transferred anytime on the basis of valid complaint of misbehaviour, judicial inquiry or poor result.
        He said that priority in transfers would be given to employees keeping in view their age, couple, widow, specific or serious illness. For this, different marks have been prescribed. Total marks would be 80 and preference in transfers would be given to employee bagging maximum marks.
        The implementation of this new transfer policy in the Department would bring transparency and increase efficiency of employees, he added.

NON-OFFICIAL MEMBERS:  Haryana Government has appointed seven non-official members of Haryana Gau Seva Aayog with immediate effect.
          While giving this information here today, an official spokesman said that Vidya Sagar Bagla of Sirsa would be the Vice Chairman of Aayog, while its other members included Rajender Bansal of Ambala City, Gaurav Kumar of Yamunanagar, Puran Mal Yadav of Gurugram, Amit Bansal of Kurukshetra, Bal Krishan Matanheliya of Bhiwani and Dr Raj Saini of Jind.
SELECTION PANEL: The Haryana Government has constituted a Selection Committee for the purposes of Juvenile Justice (Care and Protection) Model Rules, 2016.
          While giving this information here today, an official spokesman said that the Selection Committee would consist of Mr Justice, Dr Bharat Bhushan Parsoon (Retd.) as Chairperson, while Director, Women and Child Development Department would be its Member Secretary and its other members included Mrs Santosh Atreja, Mr D.R. Sharma, Dr Ramesh Kumar Bhardwaj, Dr Promila Batra and Mrs Jyoti Bainda.
          The tenure of the Selection Committee would be three years from the date of assuming charge, he added.

Haryana to honour persons with disabilities and elders

The Haryana Government has decided to honour persons with disabilities and the elderly persons for their excellent performance in their respective field in a State Level Award Function to be organised at Yamunanagar on February 26, 2018. The best institutions working for their welfare would also be awarded on this occasion. 
          While stating this here today, a spokesman of Social Justice and Empowerment Department said that Minister of State for Social Justice and Empowerment Mr Krishan Kumar Bedi would be chief guest in this programme. Mr Balwant Sadora, Mr Ghanshaym Das Arora and Mr Shyam Singh Rana, all MLAs would also grace the occasion.
          He said that under the disabled category, two awards for best disabled employee in government sector or PSUs, carries prize money of Rs 25000 and Rs15000, shield and scroll, would be conferred upon Mr Chander Parkash, Assistant office of Deputy Director, Animal Husbandry and Dairying, Jhajjar and Mr Sonu Verma of Karnal respectively.
          Similarly, best employee award in private sector, carries prize money of Rs 25000, shield and scroll would be conferred upon Mrs Anju Sandhu, a resident of AWHO, Sector-27, Panchkula.
          He said that award under best self employed category would be given to Mr Ram Kumar of village Ahil Sadar, Fatehabad. The award carries a cash prize of Rs25000, shield and scroll.
          Welfare Centre for Persons with Speech and Hearing Impairment, Chandan Nagar, Mehrauli road, Gurugram would be awarded with prize money of Rs50,000 under the category of Best Institution Award. Indian Red Cross Society, Panchkula district branch has bagged award under Barrier-free Environment category. The society would be awarded with prize money of Rs50000.
          Creative award for best male disabled person under adult category would be given to Deepak Sehrawat of Sector-17, Gurugram and Mrs Sonali of Ladwa, Kurukshetra. Each award carries prize money of Rs25000. Under this category, special prize of Rs15,000 would be given to Mohit Sharma of village Ghararsi, Kurukshetra.
          Best creative award under 18 years, carries prize money of Rs15000 each, would be given Eshrat of Punhana and Rohit Kumar of Gurugram.
          Under the award for Elderly persons, he said that two Best Mother Award, carries prize money of Rs30000 and Rs20000, shied and scroll, would be given to Jiwani Devi of Hisar and Mrs Mewa Devi of Fatehabad respectively.

13 lakh visit Surajkund International Crafts Mela

CHANDIGARH, FEB 18
 The 32nd Surajkund International Crafts Mela, which concluded today, recorded a footfall of 13 lakh visitors, including one lakh foreigners. Against 1,012 stalls last year, the 17-day fair had 1,070 stalls.  
        Sticking to tradition, the much-sought-after annual event showcased an unparalleled display of regional and international crafts, ensuring art and culture enthusiasts a treat, and shopaholics and foodies an opportunity of a life-time.
 Presiding over the closing-cum-awards presentation ceremony at Surajkund, the Haryana Governor, Prof. Kaptan Singh Solanki, said it was heartening to see the mela being organised at this scale and exhibiting the  spirit of unity and brotherhood among different nations. Earlier, he honoured craftsmen.
 Prof Solanki said the fair offered an ideal opportunity to bind countries together and think for the larger good with over 25 countries taking part in it and different folk cultures being unveiled during the 17 days.
He congratulated the state government for making Kyrgyzstan  Partner Country and UP the Theme State at the 32nd International Surajkund Crafts Mela-2018. Haryana has made new strides in the fields of education and sports, he added.
     The Tourism Minister of UP, Dr Rita Bahuguna Joshi, said the Surajkund Crafts Mela had become popular worldwide. She announced the decision to organize an art and craft fair on the pattern of Surajkund Mela in Lucknow.
Haryana Tourism Minister, Mr Ram Bilas Sharma, thanked the artists and craftsmen for their participation in the fair. The Additional Chief Secretary, Haryana Tourism, Mr Vijay Vardhan, and Chief Administrator of Surajkund Crafts Fair Authority, Mr Sameer Pal Srow, were also present on the occasion.

Internship at Pet Animal Medical Centre, Panchkula.

CHANDIGARH, FEB 15
The Haryana Government has decided that the students studying ‘Bachelor of Veterinary Science and Animal Husbandry’ from Lala Lajpat Rai University of Veterinary and Animal Sciences, Hisar would undergo one month internship at Pet Animal Medical Centre, Panchkula.
A decision to this effect was taken in the 4th meeting of governing council of ‘Pet Animal Health Society, Panchkula’ held under the chairmanship of Chief Secretary, Mr. D.S. Dhesi, here today. On this occasion, it has been decided to increase the financial assistance being given to the Society every year from Rs 10 lakh to Rs 30 lakh.
It was informed in the meeting that Pet Animal Medical Centre (PAMC) being run by the Pet Animal Health Society, Panchkula is only such government centre in the tri-city where excellent level medical facilities are available for pet animals. The centre has facility of digital x-ray, ultrasound, bone-plating, endoscopy and other facility of surgery. Apart from this, spa for dogs and cats, and short term hostel facility is also available for pets. 
It was also informed that 20,874 O.P.D have been registered in the PAMC in the financial year 2017-18 up to January 2018 and surgeries have been performed as per requirement in 309 cases. Similarly, 2,294 laboratory tests and 1,123 x-ray and ultrasound were performed during this period. Hostel facility was provided to 469 dogs, he added. 
The Centre also has hostel facility for students of government and private institutions coming for internship.
Others present in the meeting included Additional Chief Secretary, Finance and Planning Departments, Mr. P. Raghavendra Rao, Additional Chief Secretary, Animal Husbandry and Dairying Department, Mr. P.K. Mahapatra, Director, Dr. G.S. Jakhar and other senior officers of other departments.

Karnal among four Indian cities selected by European Union

Karnal in Haryana is among the four cities of the country which have been selected by the European Union for a project named ‘Promotion of Inclusive, Sustainable Growth and Diversity to Strengthen Local Governments’. The other cities are: Warangal of Telangana, Ajmer of Rajasthan and Jabalpur of Madhya Pradesh.
        Giving details, the Municipal Commissioner, Karnal, Dr. Priyanka Soni, said under this project, surveys would be conducted on how to manage open spaces in Warangal, simplification of public transport facility in Karnal, solid waste management in Ajmer and sewerage facility in Jabalpur.
        He said project manager of the International Council for Local Environmental Initiation (ICLEI), South Asia, Mr. Narender Kumar, had conducted a survey on mobility sector in ward number 11 of Karnal. In the survey, women, students, senior citizens and shopkeepers were contacted separately to get information related to the problems they faced pertaining to transportation and their possible solutions.
          The residents told the surveyors that women and senior citizens faced inconvenience at Kunjpura Road as the place is always overcrowded. Apart from this, no proper parking place also posed a problem and senior citizens faced difficulty crossing the roads. When asked about providing the facility of e-rickshaw and auto through mobile app 90 per cent of respondents agreed.
        Work on this project would continue till March 31, 2019. The complete report prepared by the company would be submitted to the Municipal Corporation after which an action plan would be prepared and further work would be carried out, Dr Soni added.
POSTING OF SAS CADRE OFFICER: The Haryana Government has issued directives regarding posting of Subordinate Accounts Service (SAS) cadre officer of Finance Department in different government departments, boards and corporations in the state.
          While stating this here today, a spokesman of Finance Department said that Chief Secretary, all Additional Chief Secretaries, Principal Secretaries, Heads of Department, Managing Director of Boards and Corporations, have been requested not to repatriate or surrender SAS officers unilaterally in future. In case the work of behavior of a particular officer was not upto the mark, the same should be brought to the notice of the Finance Department with full justification so that appropriate action could be taken.
          He said that SAS cadre officers such as Chief Accounts Officers, Senior Accounts Officers, Accounts Officers and Section Officers were posted in various departments, boards and corporations to facilitate enforcement of financial discipline.
  NODAL OFFICER: Haryana Government has nominated Deputy Chief Executive Officer-cum-Director or Director General of Industries and Commerce Department as Nodal Officer for grant of deemed clearances on behalf of Executive Empowered Committee.
          A notification to this effect has been issued by Industries and Commerce Department.
REDEPLOYMENT OF IT PROFESSIONALS: The Haryana Government has decided that HARTRON would re-deploy an IT professional upon relieving from a particular department or organisation on the same rate of remuneration which he or she was drawing in the previous department or organisation at the time of relieving on completion of project, or otherwise and not as a fresh entrant.
        A written communication in this regard has been sent by the Principal Secretary, Electronics and Information Technology Department to all Administrative Secretaries, Heads of Departments, Divisional Commissioners, Managing Directors, Chief Administrators and Chief Executive Officers of all the Board, Corporations and Public Undertakings, Deputy Commissioner-cum-Chairman/Presidents of District IT Society and Registrars of all the Universities in Haryana and Registrar, Punjab and Haryana High Court.
 CROP INSURANCE CLAIMSChandigarh, Feb 6- The Principal Secretary, Haryana Agriculture and Farmers’ Welfare Department, Dr Abhilaksh Likhi today issued strict directions to the Crop Insurance Companies to settle the crop insurance claims of farmers under Pradhan Mantri Fasal Bima Yojana (PMFBY) within ten days. Strict action would be taken against crop insurance companies for not complying with the directions.
            Dr Likhi was presiding over a review meeting of PMFBY here today.
            During the Kharif-Rabi season 2016-17, so far Rs 12.86 crore have been distributed on the basis of claims in the State. Apart from this, Rs 257 crore have been distributed on the basis of claims of average production.
            Those present included representatives of Crop Insurance Companies, State Level Bankers Committee and senior officers of the Department.

Four Haryana IAS officers transferred

The Haryana government has issued transfer and posting orders of four IAS officers, with immediate effect.
            Dheera Khandelwal, Additional Chief Secretary (ACS), Environment will be the new ACS, School Education Department. She will continue to look after the work of   Art and Cultural Affairs, Archives and Archaeology and Museums.
            Devender Singh, Principal Secretary, Electronics and Information Technology and Civil Aviation Department, has been given the additional charge of Environment, Haryana Administrative Reforms and Member Secretary, Haryana Governance Reforms Authority.
Vivek Joshi, Principal Secretary, Sainik and Ardh Sainik Welfare, Commissioner, Ambala Division, Chief Administrator, Trade Fair Authority of Haryana, Chief Resident Commissioner, Haryana Bhawan, New Delhi, will also look after the work of Principal Secretary, Monitoring and Coordination Department relieving TC Gupta of the said charge.
Raja Sekhar Vundru, Managing Director, Haryana State Industrial Infrastructural Development Corporation and Haryana Financial Corporation has been given the additional charge of Principal Secretary, Women and Child Development Department relieving Vivek Joshi of the said charge.

‘Haryana 100 Project’ to be implemented by Nov 2018

 Haryana Chief Minister  Manohar Lal said that a new ambitious Rs 400 crore ‘Haryana 100 Project’ will be implemented in the state by November 2018 which will ensure the arrival of police party on crime scene in any part of the state within 15 minutes. This would be enabled through 600 new police vehicles conducting 24X7 patrolling to provide immediate and prompt assistance at the place of incident.
          Mr Manohar Lal who was addressing the police personnel of 84th batch in Police Training Centre, Sunaria in district Rohtak, said that the project would be directly crewed and manned by highly trained professional personnel at the police control room being set up at Panchkula.
          While describing police as the face of the government, the Chief Minister said that their conduct with the public depicts the behaviour and working style of the government. He exhorted them to discharge their duties honestly and efficiently so as to ensure a safe and secure atmosphere in the society and the country. He said that it should be the aim of the police to ensure punishment to the accused so that people live without fear. The criminals should be filled with a sense of fear that they cannot escape punishment at any cost, he added.
          Mr Manohar Lal said that 6000 to 8000 police personnel would be recruited every year in the State to fill the backlog of posts in the police department. He said that during the tenure of the present state government, the percentage of women serving in police has increased from six to 10, which would further be increased to 30 per cent. With this significant increase in the number of women in the police force, the crime against women would be considerably reduced. Effective steps are being taken to keep a check and control crime especially against women. ‘Mitr Kakshs’ are being run by the police to make direct dialogue feasible between police and the public.
          He said that the present state government has so far carried out three recruitment drives in the state in which more than 6000 police personnel have been recruited. All the recruitments were made in a fair and transparent manner. At present, recruitment of 1,474 police personnel is also being conducted in a similar fashion. He said that despite the minimum qualification of 10+2 required to serve in police; over half of the police personnel are those who possess higher qualifications. The State Government has ensured recruitment only on merit basis and completely disbanded the system of using money in the recruitment. He said that similarly, the police personnel by taking a cue from this practice should also serve the society with upmost honesty, dedication and without any fear.
          Earlier, speaking on this occasion, Director General of Police, Mr B.S. Sandhu said that the process for the recruitment of Constables, Women Constables, Sub Inspectors and Deputy Superintendents of Police in the police department would start from this very month. He said that the department has made available adequate number of vehicles, weapons and good quality anti-riots equipments to the police personnel for bringing more efficiency in their working.

Gobardhan Yojana to benefit farmers: CM

The Haryana Chief Minister, Mr. Manohar Lal, has said that with a view to benefiting the farmers in the state, ‘Gobardhan Yojana’ has been launched to provide for the sale of organic manure and cow urine.
         Mr Manohar Lal was addressing villagers at ‘Kisan Samman Samaroh’ organised in Nizampur village of Sonipat district today where he distributed cheques of ‘Fasal Bima Yojana’ to farmers.
        Appreciating the Union Budget, the Chief Minister said it met the expectations, hopes and aspirations of the people. The Gobardhan Yojana would help in doubling the income of farmers and next time, MSP would be given with additional benefit of 50 per cent more than the cost of production.
          Lashing out at the Opposition, he said the previous government kept talking about implementing the Swaminathan Commission report, but never did so. It is the present government which has done it. Loans at affordable rates are being provided to the farmers and four per cent rate of interest was being borne by the state government. Today, the opposition parties have no issue to rake up, he added.
        Mr. Manohar Lal said during the tenure of previous governments, farmers used to get cheques for Rs 2 in case of damage caused to their crops, but today cheques for up to Rs 5.5 lakh are being given to farmers. This has become possible due to the farmer-friendly policies pursued by the BJP Government, he added.
          Farmers and agriculture top the list of priorities of the state government. Crop Cluster Development Program has been started at a cost of Rs 570 crore to promote horticulture. As many as 1,940 clusters have been started under this programme where production of single crop is being promoted.
        The Chief Minister said now the loss of farmers would be borne by the state government but the profit would remain with them. Earlier, sometimes farmers used to get more than their expenditure and sometimes not. Keeping this in view, the state government has launched ‘Bhavantar Bharpayee Yojana’ under which minimum prices of onion, potato and tomato have been fixed. The Central Government has also launched operation green scheme.
        Pond Authority has been set up for the development of ponds under which all ponds would be developed so that their water could be utilised for irrigation purposes. He announced Rs 2 crore to resolve the pond and drinking water problems of village Nizampur, and gave the assurance that the demands of other villages would be fulfilled after checking their feasibility. 
        When the Chief Minister asked women present about the benefit of the Ujawala Scheme, they replied that they had not yet received LPG cylinders. He directed the deputy commissioner to provide cylinders to all such women within 48 hours.
        The Urban Local Bodies Minister, Mrs. Kavita Jain, said both   Central and state governments were working for the development of women. Even after 70 years of Independence, farmers are still poor and needy. Schemes such as 'Pradhan Mantri Fasal Bima Yojana' have worked to change the situation in favour of farmers.
    Targeting the opposition, Mrs Jain said the previous government paid scant attention to the development of women as the government was busy in property dealing. She administered the oath to save the girl child to all present. 
        Others present included Chairperson, Haryana State Agricultural Marketing Board, Mrs. Krishna Gahlot, District BJP President, Dr. Dharamvir Nandal, and other dignitaries.

Haryana launches SP Mookerjee Durghtana Sahayta Yojana

Haryana Government has implemented Dr. Syama Prasad Mookerjee Durghtana Sahayta Yojana, an accident insurance scheme, offering accidental death and disability cover of Rs one lakh for death or disability on account of an accident. The scheme is completely free of cost and no premium or consideration of any kind will be payable by the eligible beneficiaries.
          While stating this here today, an official spokesman said that the scheme would be implemented with retrospective effect from April 1, 2017. The claims under the scheme would only be entertained if submitted within six months after the date of death or within 12 months after the date of accident, whichever is earlier. No clam will be entertained if submitted six months after the date of death or 12 months after the date of accident, whichever is earlier, he added. 
          The spokesman said that any person in the age group of 18 to 70 years having domiciled and resident of Haryana is eligible under the Scheme, provided the person was not enrolled at the time of accident under the Pradhan Mantri Suraksha Bima Yojana. He said that the scheme would cover the beneficiaries in case of death, permanent total disability or disability due to accidents like rail, road or air accidents, riot, strike and terrorism, snake bite, drowning, poisoning, electrocution, falling from height, collapse of house or building, fire, explosion, implosion, murder, attack by animals, stampede and suffocation, frost bite, sun burn (loo), lightning, burn injuries, hunger or starvation (death only) and maternal mortality during child delivery (death only). 
          He said that the scheme would also cover the death or permanent total disability or disability caused due to occupational hazards like threshing machine or industrial machine or due to any other unnatural events, except from war and allied perils, nuclear risks and self-injury, suicide or attempted suicide, or under the influence of alcoholic drinks or drugs, engaging in aviation activities other than travelling as a passenger and breaching any law with criminal intent. 
          The spokesman said that the benefit is admissible at the rate of 50 per cent of the benefit admissible under PMSBY that is Rs one lakh for accidental death and Rs one lakh in case of total and irrecoverable loss of both eyes or loss of use of both hands or feet or loss of sight of one eye and loss of use of hand or foot due to accident. He said that while in case of disability, the benefit would be paid to the accident victim, in case of death, the benefit would be paid to the eligible relative of the deceased as per the order of priority that is surviving spouse (if not re-married), all unmarried children in equal share, mother and father. The benefit would not be admissible to any other person, he added. 
          While referring to the procedure for applying under the scheme, he said that application would be made by the accident victim or the eligible relative (in the case of death) to the District Social Welfare Officer of the district where the accident victim resided at the time of accident. The District Social Welfare Officer would process and put up the claim within five working days from the date of receipt of claim in his office to the Deputy Commissioner. He said that the Deputy Commissioner would also decide the claim within five working days as Deputy Commissioner of the district would be the competent authority to approve the claim. Appeal against the decision of the Deputy Commissioner would lie to the Director, Social Justice and Empowerment. The time limit for filing appeal is three months from the date of order of rejection of the Deputy Commissioner. The amount would be paid directly into the Bank Account of the eligible claimant. 
          He said that in the case of death, the documents to be submitted under the Scheme included claim form, Haryana Domicile Certificate and proof of residence in the state issued by the competent authority, age proof of accident victim, Aadhaar Card of accident victim and eligible relative (in case of death), copy of First Information Report or Police Daily Dairy Report, post-mortem report and death certificate and in case the surviving spouse is claimant, an affidavit that he or she is not re-married. 
          He said that similarly, in case of disability, the documents to be submitted included claim form, Haryana Domicile Certificate and proof of residence in the State issued by the competent authority, age proof, Aadhaar Card and Medical Certificate and Medico-legal Report issued by the competent authority confirming percentage and kind of disability. 
          He said that the scope of coverage under the new scheme would be limited to those Haryana domiciles and residents of the State who are or were not able to avail the benefit under Pradhan Mantri Suraksha Bima Yojana whether due to non enrollment or otherwise.

Haryana colleges to have Road Safety Clubs

Haryana Colleges will now have Road Safety Clubs to enable the students to imbibe the importance of practising safety while on the roads earlier in their lives.
          While stating this here today, a spokesman of Higher Education Department said that all the Principals have been directed to appoint a Road Safety Nodal Officer in the college. They would also send the contact details or email id of Nodal officer atsnoharyana@gmail.com. Apart from this, Road Safety Institute Head or Convener, Senior Faculty Member, Regional eminent person and senior students would also be appointed as members of the clubs, he added.
          He said that a Road Safety Ambassador would also be appointed in every class. Awareness talks about road safety and traffic rules quiz for students would be organized in these Road Safety Clubs. Other activities to be carried out under these clubs included human chain against traffic fatalities, slogan writing or painting competition, cycle rally to promote sustainable transport and street plays.
          He said that these Road Safety Clubs will be formed in all Government, Aided and Self Financing Colleges to give tips about road safety to the students as well as carry out road safety measures and drives in these educational institutes.

interest-free loan for small artisans

CHANDIGARH, FEB 4
The Haryana Chief Minister, Mr Manohar Lal, today announced that interest-free loan of Rs 25,000 would be provided to small artisans under Saint Guru Ravidas Sahayata Yojana, and hostels would be opened in the name of Baba Saheb Dr Bhim Rao Ambedakar in 11 districts of the state.
         He made this announcement while addressing the state-level Samrasta Diwas Samaroh organised on the occasion of Guru Ravidas Jayanti in Bhiwani, today.
          Antyodaya Karyalayas would be set up at tehsil level to give information about the welfare schemes for the Scheduled Caste and Backward Classes. The benefit of these schemes could be taken by applying online.
          The Chief Minister said information about and benefit of the 300-odd schemes of the Central and state government did not reach eligible beneficiaries. Therefore, in order to provide complete information about these schemes under one roof, and adhere to the principle of Antyodaya given by Pt. Deen Dayal Upadhyaya Ji to uplift every section of society, Antyodaya Karyalayas would be set up.
          Referring to the old and deprived artisan he had met during his visit to Shahabad, the Chief Minister said he had decided to initiate the scheme to benefit such people. Saint Ravidas Sahayata Yojana would be implemented throughout the state.  
          In order to clear the backlog of 200 posts reserved for Scheduled Castes and Backward Classes, the government has invited applications. Now, steps have been initated to clear the backlog of vacancies of previous years.
Regarding reservation in promotions, Mr Manohar Lal said the committee constituted for this purpose had submitted its report to the Chief Secretary. After thoroughly examining its contents, it would be submitted to the court for decision.
He said according to a survey recently conducted by the state government, over 3.5 lakh families did not have own house. We have a vision to provide housing facility to all by 2022. People would be given the benefit of free tour to Kashi, the birthplace of Shri Ravidas Ji, he added.

CM quotes Gita ‘jaisa karm karo gey, waisa he phal paogey’

 “Gita, the holy book of knowledge and wisdom, says ‘jaisa karm karo gey, waisa he phal paogey’ (as you sow so shall you reap).” This is how the Chief Minister, Mr Manohar Lal, responded to a query of media persons in Bhiwani and Rohtak today regarding filing of the charge-sheet by the CBI against Mr Bhupinder Singh Hooda, former Chief Minister.
      He said that CBI had registered a case and filed charge-sheet only on the basis of soild evidence. Earlier, the accused were ready to undergo any kind of investigation but now that the CBI has moved into the matter, they are crying vendetta. Those who have done wrong would certainly get punished. According to our Constitution, be it small or big, all are equal before the law.   
          In reply to a question on the Sutlej-Yamuna Link (SYL) Canal, he said the previous governments did not do anything on this issue in the last  12 years. We requested the Supreme Court to list the matter for hearing at the earliest and the verdict came out in favour of Haryana. We are hopeful that the Central Government would soon initiate construction of the SYL in Punjab.
          In reply to the allegations made by opposition parties reagrding Saraswati and Gita, he said be it Saraswati or Gita, they never realized their importance. “Values, Saraswati and history are of great importance in the building of society but they never thought in this direction. We are doing lot many things which are required for bringing social changes,” he added.
          In reply to question regarding formation of the third morcha, he said such morchas were generally formed in politics. “At present, BJP has formed government in 19 states of the country. And, we will soon have majority in the Rajya Sabha. The country reposed their faith in policies and programmes of the BJP,” he added.
                While addressing the people in Rahgiri programme organised in Rohtak, the Chief Minister said that Rahigiri programme is not only stress buster for the people but it also provides better platform to youth and artists to exhibit their skills.
         He said that participants have to spend money to participate in such programmes. Thus, he announced to give grant of Rs five lakh to the district which would regularly organize such programmes. A cultural programme was organized on this occasion. The chief minister went round the exhibition.
