Haryana Government announces bonanza for chowkidars

CHANDIGARH, APRIL 2
 While giving bonanza to the chowkidars in the State, Haryana Chief Minister, Mr Manohar Lal announced to double the monthly allowance being given to them from Rs 3500 to Rs 7000 and said that from now onward, they would get uniform allowance of Rs 2500 instead of Rs 2000 and Rs 1000 instead of Rs 750 earlier for stick, battery, whistle and umbrella. He also announced that they would be provided bicycles within three months.
                Mr Manohar Lal, who was addressing a well attended   State Level Chowkidar Sammelan in Hisar today, said that the Chowkidar would get the increased monthly allowance with effect from April 1, 2018.
                The Chief Minister also announced that those Chowkidars who were removed from the services during the period from 2014 to 2017 but they keep on discharging their services during these years would also be provided their full salaries. About 150 to 200 Chowkidars would be benefited with this decision. Complaints had been received that   these chowkidars worked during this period but were removed from the services without giving them their salaries, he added.
                The Chief Minister said that the present State Government has always been concerned about the welfare of Chowkidars. The State Government had already increased their age of retirement from 60 years to 65 years. The State Government is soon going to advertise the posts of group D category in which there would be no interview and selection would be made on the basis of written examination. Apart from this, weightage of five marks would be given to those candidates in whose family no member is in the government job. The Chowkidar who is 10th pass and having age of less than 42 years could also apply for these jobs, he added.
                While maintaining a direct dialogue with the Chowkidars, the Chief Minister said that we have been doing ‘Chowkidari’ of the State for the past three-and-a-half years but have you heard any scam? Contrary to this, there are lists of CBI cases into the wrongdoings committed during the tenure of previous governments.  While describing corruption as cancer, he said that the present State Government has streamlined the system by making effective use of Information Technology (IT). After the concept of educated Panchayats, now the State Government has decided to implement e-Panchayat, he said while assuring all support and cooperation to the village panchayats in implementing this system. He said that requisite training would also be provided to the panchayats.
                While describing the Chowkidars as the real vigilantes of villages, he said the crime and other incidents are usually spotted by the police but there are some hidden crimes which are reported only by the Chowkidars. He said that the present State Government is committed to restore the status of Chowkidar by giving them proper dress and stick as during the last few years, their work has been limited to village announcers only.  The Chowkidars are linked with the activities of three government departments of Home, Revenue and Development and Panchayats.
                He said that the governments at both the Centre and the State are working with the spirit of ‘Antyodaya’ propagated by Pt. Deen Dayal Upadhyay for the upliftment of those sections of people which lagged behind in the society due to any reason. He said that the Prime Minister, Mr Narendra Modi has said that he is working as country’s watchman (Chowkidar) to protect and safeguard the interest of people.  Similarly, in Haryana, he (Mr Manohar Lal) is working as the watchman of 2.5 crore population. He urged the Chowkidars to remain vigilant from the opportunist and assist the State Government to apprise the people at the grass root level about various welfare policies and programmes of the State Government.   
                Earlier, speaking on this occasion, Finance Minister, Capt. Abhimanyu thanked the Chief Minister for announcing various incentives for the Chowkidars. He said that Mr Manohar Lal is working as a watchman to safeguard the interest of all sections of the society including farmers, labourers, employees, traders and poor. With today’s announcements, Chief Minister has proved that he is the real well wishers of those poor and needy, he added.
                Agriculture and  Farmers’ Welfare Minister, Mr O.P Dhankar described the Chowkidars as the eyes and ears of the government and said that the present State  Government led by  Chief Minister, Mr Manohar Lal is committed for their welfare. He said that Prime Minister, Mr Narendra Modi always praised the Chowkidar and proudly says that he is the watchman of the country. He said that today is the memorable day for the Chowkidars and hoped that they would work with more zeal for the development of rural Haryana as per the vision of the State Government.
                Transport Minister, Mr Krishan Lal Panwar said that Chowkidars are playing a vital role in ensuring a secure atmosphere in the villages. He said that Chief Minister, Mr Manohar Lal is the leader of 36 Biradaris in the State and urged the Chowkidars not to be misguided by anyone and publicize the welfare policies and programmes of the State Government. He said that steps taken by the present State Government for the welfare of people belonging to Scheduled Castes have never been taken by earlier governments. He said that Mr Manohar Lal has announced that the backlog of post meant of scheduled castes lying vacant in different department would soon be filled. Besides, he has also announced that SC candidates would be provided benefit of reservation in jobs of DC rates.
