HSIIDC to allot 539 industrial plots at IMT Faridabad

Haryana State Industrial and Infrastructure Development CorporationLtd.(HSIIDC) has decided to allot 539 industrial plots of varioussizes at IMT Faridabad.

A spokesman of HSIIDC said here today that out of the totalplots, 36 plots would be allotted under prestigious project category andthe remaining 503 plots under general project category. Therefore, the HSIIDChas invited applications from the entrepreneurs for the allotment of theseplots.

He said that entrepreneurs planning to set up industrial projects having fixedcapital investment of Rs 30 crore and above could apply under prestigiousproject category. The entrepreneurs should apply on prescribed applicationform alongwith a copy of the project report and supporting documents.Allotment of plots would be made keeping in view the technicalfeasibility and economic viability of the project and background of theapplicant, his qualification or experience, marketing detail, working resultsof existing operations or group concerns, resource position, financial details,entrepreneurship and performance during the interview.

He said that under general project category, 50 per cent ofthe plots would be reserved for the existing working or operational industrialunits situated within the municipal limits of Faridabad, operating for a periodof five years or more subject to submission of copies of their electricitybills and sale tax returns from the year of claiming the eligibility andother documents as specified in the application form. Such existingunits as are operating from non conforming areas would be accorded firstpriority and would be required to furnish an undertaking toclose down their existing operations from the non conforming areas within aperiod of two or three years of allotment, while the second priority would beaccorded to the existing industrial units in operation for a period of fiveyears or more which need developed industrial space for theirexpansion and requirement.

He said that the application form could be obtained from corporation's officesor downloaded from the website www.hsiidc.org. Applications complete in all respects with supportingdocuments accompanied by earnest money and processing fee shouldreach the office of HSIIDC by March 15,2012.

The House Allotment Committee Haryana has invited applications from the employees of Haryana Government working on regular basis at Chandigarh or Panchkula for the allotment of type IV houses in sector 39B Chandigarh.

While stating this here today, a spokesman of the Committee said that the employees getting basic pay plus grade pay between Rs 21000 and Rs 37400 as on July 1,2011 were eligible for allotment of these houses.

He said that the employees who have already been allotted government houses of appropriate category at Chandigarh by the UT administration were not eligible for the allotment of houses at Panchkula and Chandigarh. The employees of Boards or Corporations and of other autonomous bodies and the employees who are on deputation with other government or Boards or Corporations were also not eligible for the allotment of these houses.

The employees would not be allowed change of house from sector 39B Chandigarh to Panchkula on any ground. Even the mutual change would not be allowed from sector 39B Chandigarh to Panchkula being separate criteria, he added.

The spokesman said that the applications for the allotment of these houses should be forwarded to the House Allotment Committee Haryana by February 15,2012. The applicants who have applied earlier for allotment of type IV houses in sector 39B Chandigarh should apply afresh, as their earlier applications had been consigned to record.

Surajkund Crafts Mela can be given status of international level Crafts Mela. This was disclosed by the Union Secretary of Tourism and Chairman, Surajkund Mela Authority, Mr R.H. Khwaja while addressing a press conference at Faridabad today.
Mr Khwaja said that Surajkund Crafts Mela has earned a good reputation and recognition as more and more foreign countries were participating every year in the Mela. He said that it is for the
States to raise the level of their festivals to attract more and more tourists and if such a proposal is sent, it would be favourably considered.
Mr Khwaja said that 26th Surajkund Crafts Mela would commence from February 1, 2012 and the State of Assam is participating as the Theme State in the Mela for the second time. Thailand is the Partner Nation in this year’s Surajkund Crafts Mela. It has been decided by the Government of India that the country, whose Head of the State is invited as Chief guest for the Republic Day celebrations in New Delhi would be the Partner Nation for the Surajkund Crafts Mela. Prime Minister of Thailand was the chief guest on Republic Day Parade this year and presence of Thailand will add international flavour to the Mela, he added.
Mela is scheduled to be inaugurated by Smt. Miera Kumar, Speaker of Lok Sabha. Union Minister of Tourism, Mr Subodh Kant Sahay is also expected to be present on this occasion. Entry ticket has been fixed at Rs. 50 for the visitors. Fifty per cent concession has been provided for differently challenged persons, ex-servicemen, serving personnel and senior citizens, whereas the entry for freedom fighters will be free of cost. Tickets are also available through e-ticketing on line as well as off line.
Elaborate arrangements have been made in this regard. Parking area has been increased. District Administration, Municipal Corporation Faridabad and Police are cooperating. About 1000 police persons have been put on duty. CCTV coverage has also been increased.
The Chairman of Surajkund Mela Authority said that for the first time, the Mela will also see the presence of SAARC nations. Crafts persons and artists from Thailand and SAARC countries like Nepal, Bhutan, Sri-Lanka, Pakistan, Bangladesh, Maldives and Afghanistan will make their presence felt in the Mela. Besides them, Eurasian countries like Uzbekistan, Tajikistan, Kyrgyzstan and South African country Congo would also participate in the Mela.
Over 700 crafts persons from India and abroad will showcase their products in this 15-day long carnival. Most of the Indian craft persons are national and state awardees, he added. Besides the displaying the craft products of Assam, the ‘Apna Ghar’ of Assam made with bamboo, opposite theme state pavilion, will habitat a family from Assam so that the people could get a glimpse of the Assamese way of living.
He said that it has become one of the most important events on the Indian Tourism map showcasing the fascinating display of exotic culture, and ancient crafts and traditions and glimpses of Indian heritage. The Mela has pioneered in promoting the richness of Indian art, crafts and culture.
Mr Khwaja appreciated the role of Haryana Government in organising the Mela, although the Mela is organised under the aegis of Union Ministry of Tourism and various agencies like Development
Commissioners of Handicrafts and Handlooms and Ministries of Culture and External Affairs also make collective efforts.
Talking about the ambience of the Mela, Mr Khawaja said that it gives a feel of Mini India. The humdrum of the two Chaupals and a host of events at the Natyashala every evening will add to the sumptuousness of our culture. It provides an opportunity to the crafts persons to display their arts and crafts at the national platform, where exporters and buyers can meet the craftspersons without any middlemen.
As compared to about 500 work huts last year, nearly 600 work huts have been fabricated this year in the Mela. There is a separate enclosure for the Food Court where variety of food and snacks will be
made available not only from different States, but from other countries also.
Mr Khwaja urged the organising agencies to maintain better coordination among themselves and take care of security and hygiene aspects in the Mela premises. Tourists, particularly foreign tourists,
come for the quality of experience and a clean environment is the first thing that appeals them. Plastic will be discouraged in the Mela and e-controlled clean toilets have been installed in the Mela
premises this time.
Earlier, Financial Commissioner and Principal Secretary, Tourism, Haryana, Mr Dhanpat Singh and Managing Director of Haryana Tourism and Member Administration Surajkund Mela Authority, Mr Anand Mohan Sharan gave details of the arrangements made for the 26th Surajkund Crafts Mela. Regarding Partner Nation, it was said that this year arrangement for a helicopter joy ride to see the Mela has also been made. The joy ride, costing Rs. 2000, will be for four-five minutes from a suitable height, so that it does not disturb the ambience of the Mela.
Principal Secretary Tourism and Finance, Government of Assam, Mr Himanshu Shekhar Dass said that Chief Minister of Assam, Mr Tarun Gagoi will also attend the inaugural event of the Mela. Theme State Assam has been given 50 stalls, out of which 30 stalls will be given to weavers where different tribes of the State would showcase their products.

MDU postpones Special Education paper

Haryana to increase financial grants to gallantry award winners

Haryana Chief Minister Bhupinder Singh Hooda today announced to increase the amount of lumpsum financial assistance and annuity of the gallantry award winners of the state. He also announced to get a survey conducted to assess repair and renovation of all the existing Sainik rest houses to be done as per their need and to construct a new Sainik rest house at Dadri.

The Chief Minister was speaking as chief guest in the 30^th annual sammelan of All India Ex-services Welfare Association organised at new Anaj Mandi, Dadri today.

He said that the state government had decided to increase the award money of the winners of Paramvir Chakra and Ashok Chakra from Rs 25 lakh each to Rs 31 lakh each, of Mahavir Chakra and Kirti Chakra from Rs 15 lakh each to Rs 25 lakh each and of Vir Chakra and Shaurya Chakra from Rs ten lakh each to Rs 15 lakh each. Similarly, the amount being given to the winners of Vayusena medal, Navsena medal and Sena medal had also been increased from Rs five lakh to Rs 7.50 lakh and the amount for Mention-in-dispatches from Rs 2.50 lakh to Rs 5.50 lakh.

He said that the annuity for the winners of Paramvir Chakra, Ashok Chakra and Mahavir Chakra had been increased to Rs 2.50 lakh, Rs two lakh and Rs 1.90 lakh respectively. The winners of Kirti Chakra, Shaurya Chakra and Sena medal would get annuity of Rs 1.50 lakh, Rs 70,000 and Rs 40,000 respectively. Annuity for mention-in-dispatches had been increased to Rs 20,000, he added.

Mr Hooda said that it was a matter of great pride that Haryana with 1.37 per cent of the geographical area of the country was contributing a lot to the Armed Forces of the country. Every tenth soldier of the Armed Forces belonged to Haryana.The youth of Haryana were safeguarding the borders of the country and the farmers of this sacred land were producing foodgrains for the teeming millions. Despite better availability of employment in the state, the youth of Haryana preferred to join Army. The number of serving personnel and ex-servicemen of the state stood at 19.38 lakh. The state government was committed to the welfare of serving personnel, ex-servicemen and their dependents. For the welfare of these persons, the state government had made a provision of Rs 33 crore in the annual budget for the year 2011-12.

Giving details of the incentives being given to the serving personnel and ex-servicemen by the state government, he said that ex-servicemen above the age of 60 years and their widows, who are not getting any pension, were being given financial assistance of Rs. 1000 per month. The war widows were being given a financial assistance of Rs 1000 per month besides their monthly pension. The ex-servicemen, who took part in World War II and who were not getting any kind of pension, and their widows were being given a financial assistance of Rs 1500 per month by the state government. The blind ex-servicemen and handicapped ex-servicemen, who were not getting any kind of pension, were also being given a monthly financial assistance of Rs 1000.

A monthly financial assistance of Rs 1000 was being given to paraplegic, tetraplegic and hemiplegic ex servicemen. Financial assistance of Rs 51000 was being given for the marriage of the orphan daughters of ex-servicemen and Rs 11000 to the widows of ex-servicemen on the occasion of marriage of their daughters, he added.

Mr Hooda said that ten per cent residential plots floated by Haryana Urban Development Authority and five per cent houses built by Haryana Housing Board have been reserved for ex-servicemen and serving personnel. Defence colonies were being set up at Rohtak, Rewari, Jhajjar, Hisar, Narnaul, Bahadurgarh, Jind, Dadri and Karnal by HUDA. One per cent exemption in stamp duty had also been given to ex-servicemen and serving personnel. Professional courses, such as- computer, stenography, sewing and embroidery, fashion designing were being run at Sainik Pariwar Bhawan for ex-servicemen, war widows and the wards of serving personnel. The ex-servicemen with more than 25 per cent disability had been given the facility of free travel in the buses of Haryana Roadways.The goods sold by CSD canteen had been exempted from VAT.

Mr Hooda reminded that the issue of one rank one pension was raised vigorously by him in the Standing Parliamentary Committee on Defence Affairs when he was Member Parliament and Sharad Pawar was Defence Minister in 1991.He had been supporting this issue and would continue to support in future as well. On the demand of granting the status of class II to the Secretaries and Welfare Organisers in the Zila Sainik Boards, he gave an assurance to take action on this issue.

Mr Hooda honoured war widows and the ex-servicemen who had done commendable work for the All India Ex-services Welfare Association. He announced to give a financial assistance of Rs ten lakh from his discretionary fund to the Association.

The Chairman of All India Ex-services Welfare Association, Lt. Col. Inderjeet Singh said that ten vocational centres were being set up across the country by the association and of them six would be set up in Haryana.

While stating this today, an Army spokesman said that the youth of district Hisar, Jind, Fatehabad and Sirsa could take part in this open recruitment rally.

He said that on February 12, recruitment to the post of soldier clerk and store keeper would be made and the youth only from district Jind could take part in this recruitment. Recruitment for the post of defence security soldier would also be made on this day and the youth of all districts and UT Chandigarh barring Gurgaon, Mewat, Palwal and Faridabad could take part in this recruitment. Recruitment to the post of religious teacher could also be made on February 12 and the youth of all the districts of Haryana (except Gurgaon, Mewat, Palwal, Faridabad and UT Chandigarh) and Himachal Pradesh could take part in this recruitment.

He said that recruitment for the post of soldier clerk and store keeper would be organised on February 13 and the youth of district Fatehabad only could take part in this recruitment and the youth of district Hisar and Sirsa would be recruited to these posts on February 14 and February 15 respectively.

The recruitment for the post of general duty soldiers would be organised from February 16 to 19. The Airports Authority of India (AAI) has invited applications from outstanding young sportspersons under the AAI Sports Contract Scheme, and AAI Sports Scholarship Scheme for the year 2012-13.
The objective of this scheme is to engage on contract outstanding young sportspersons in Airports Authority of India (AAI) with a view to giving permanent employment to them subsequently based on their performances and vacancies available.

The contract will be available to the sportspersons in the age group of over 14 years and under 24 years as on March 1, 2012.
The sports disciplines in which contract will be available are: Athletics, badminton, boxing, chess, football , swimming and table tennis. Barring football, eligible boys and girls can apply for sports contract. Football is only for boys. The number of persons to be engaged on sports contract will be as per requirement.
Selected sportsperson who have represented in Sub-Junior/Junior Nationals will get a consolidated amount of Rs 12,000 per month.
Selected sportsperson who have represented in Sub-Junior/Junior Internationals will receive a consolidated amount of Rs 15,000 per month.
Selected sportsperson who have represented in Senior Nationals will be entitled to a consolidated amount of Rs 20,000 per month.
Selected sportsperson who have represented in Senior Internationals will get a consolidated amount of Rs 25,000 per month.
The contracted sportsperson will also be entitled for a medical allowance of Rs.500 per month.
More facilities will be extended to contract players for participation in individual capacity in national/international tournament within the country.
The contract will be applicable up to March 31, 2013 extendable to a maximum of three years based on the individual’s performance/improvement in his/her event. The recipient of the contract will cease to get the contract once he/she attains the age of 25 years.
The selected sportspersons have to follow the rules and regulations framed by the Airports Authority of India.
The AAI has also announced scholarships for 60 during 2012-13. A scholarship of Rs 6000 per month to sportsperson over 14 and under-18 and Rs 8000 per month for over 18 years.
The sports disciplines in which scholarships available are: Athletics(boys and girls), badminton (B & G), boxing (B&G), chess (B&G), cricket (boys), football (boys), swimming (B&G), table tennis (B&G), tennis (boys and girls) and volleyball (boys).
The scholarship will be given to the players over 14 years (as on 01.04.2012).

While stating this here today, a spokesman of KUK said that the posts for which applications have been invited included 26 posts of clerk, one post each of storekeeper and technical assistant, examination record supervisor, lab technician, two posts of lab technician grade-I, 11 posts of library cleaner, 34 posts of peon and eight posts of helper.

In addition to it, applications had also been invited to fill up three posts of clerk, two posts of technical assistant and 16 posts of peon under self financing scheme, he added.

He said that application form could be obtained from the Manager, Printing and Publications, KUK on payment of Rs 500 (Rs 125 for SC/ST/BC of Haryana) in cash at the counter or by post by sending a demand draft of Rs 550 (Rs 175 for SC/ST/BC of Haryana) drawn in favour of Registrar, KUK.

Application forms could also be downloaded from website www.kuk.ac.in. Such forms must be accompanied with demand draft for the amount of application fee applicable to the relevant category in favour of Registrar, KUK, he added.

The spokesman said that application form complete in all respect should reach the university by January 20, 2012.

6.94 quintals of sugar produced so far in Haryana

Cooperative sugarmillsin Haryana have so far produced over 6.94 lakh quintals of sugar by crushing94.87 lakh quintals of sugarcane during the current crushing season.

Whilestating this here today, Mr Krishna Mohan, Financial Commissioner and PrincipalSecretary Cooperation said that sugarmills of Gohana, Shahbad, Mehamand Rohtak had exported over 1.97 crore units of electricity to the powerutilities till date during the current crushing season.

Givingdetails of the sugarcane crushed by the various sugarmills, he said that amaximum of 20.21 lakh quintals of sugarcane was crushed by cooperativesugarmill Shahbad and the Meham sugarmill stood at second position by crushing9.75 lakh quintals of sugarcane.

Asmuch as 9.02 lakh quintals of sugarcane had been crushed by cooperativesugarmill Kaithal, 8.70 lakh quintals by cooperative sugarmill Rohtak, 8.68lakh quintals by cooperative sugarmill Gohana, 8.63 lakh quintals bycooperative sugarmill Panipat, 7.91 lakh quintals of sugarcane by cooperativesugarmill Sonepat, 7.88 lakh quintals each by cooperative sugarmills Karnal,7.70 lakh quintals by cooperative sugarmill Jind and 6.39 lakh quintalsby cooperative sugarmill Palwal, he added.

He saidthat age for general category candidates should be between 18 and 25 years ason March 1, 2012. Upper age limit was relaxable upto five years for SC and BCcandidates. Ex-servicemen candidates must have been discharged or retired afterMarch 1, 2008.

Thespokesman said that applications could be submitted at the respective DistrictPolice Office on or before February 28, 2012. Every application should beaccompanied with original treasury challan or Indian Postal order for paymentof Rs.10 for General Category candidates. However, there would be noapplication fee for candidates belonging to SC and BC categories.

Kidnapped 8 year old boy rescued within four hours: Swift and meticulous action on part of Ambala Police resulted in the safe rescue of an eight year old boy, who was kidnapped on 10^th February, 2011 from a little distance away from his house, when he was returning from his school. Action against female foeticide: In 2011, a total of 9 cases have been registered under various sections of the PNDT Act, MTP Act and IPC against private doctors and their staff who were found indulging in the detestable practice of sex test determination and abortion of fetuses.
Action against fake SIM card sales: In 2011, Ambala Police has registered 11 cases against persons found either in possession of SIM cards on fake documents or those retailers/distributors who did not properly verify antecedents of customers before activating new SIM connections.
Blind Murders: 9 blind murders have been traced by Ambala Police in 2011. In these cases, 20 accused persons have been arrested and are now facing criminal trials in the courts.
Recovery under LSL: Ambala Police has so far registered 375 cases (68 more than 2010) under Gambling Act, in which, 533 persons have been arrested and an amount of Rs. 8, 47,980/- has been recovered. A total of 52 cases under NDPS Act, 1985 have been registered in 2011. Contraband comprising of 4.77 kg opium, 4.48 kg charas, 28 quintal poppy husk, 681 gm smack and 480 gm ‘sulfa’ has been recovered. 67 persons were arrested in these cases. 394 cases were registered under Excise Act and 415 persons were booked under these cases.
Action under Arms Act: A total of 38 cases were registered under the Arms Act, 1954. 1 9mm Machine Carbine, 25 country-made illicit firearms, 93 cartridges and 33 knives were recovered. 45 persons were arrested in all.
Gangs: 20 criminal gangs of crimes against property were caught by
Ambala Police in which, 70 habitual criminals were arrested and 72 cases were traced. Stolen case property worth Rs. 19, 36,245/- was recovered.
Traffic Violations: Total 94,476 traffic violations have been challaned in 2011. In this, there 11,801 challans of over-speeding and 345 of drunken-driving.
Gang of robbers busted: The Ambala Police arrsted five members of a gang on 29.12.11, while they were preparing to commit a dacoity in the area of Police Station Parao, Police District Ambala. The police has recovered a knife, two iron rods and some tools/weapons which were used by them in their previous criminal acts. With the arrest of this gang, a case of dacoity with an Army personnel, which took place on 09.12.11 has been solved and a couple of other cases are also expected to be traced.

The result of Secondaryor Senior Secondary re-appear(First andSecond semester) and CTP/STC( withoutsemester) of Haryana Open School wouldbe declared on December 29,2011.

He said that 3394 candidatesappeared in Senior Secondary re-appear examination and 1062 were declared aspass giving a pass percentage of 31.29 per cent. While disclosingthis today, the Secretary of the Board,Mr. Chander Parkash said that 257788candidates appeared in Senior Secondary first semester examination at 1646centres.Only performance reports of these candidates would be declared and thewhole result of these candidates wouldbe declared after adding the results ofsecond semester examination scheduled tobe conducted in March 2012.Those candidates who have got re-appear in theirperformance report could apply for March-2012 examinations with an examinationfee of Rs. 375.

He said that the result ofprivate or re-appear or additional subject or improvement candidates of Senior Secondary would also be declared on December 29. Atotal of 65200 candidates appeared in thise examination and 32963 candidateswere declared as pass giving the passpercentage of 50.55.He said that the performance report or Hindi version of check list wouldbe available to concerned schools or Heads of institutions in the offices ofDistrict Education Officers on December 29 from 11 a.m. to 5 p.m. and onDecember 30 from 9 a.m. to 4 p.m.

Besides becoming an education hub, Haryana has also emerged as a sports state in the country and the state government has provided Rs 995 crore during the year 2011-12 for the promotion of sports, arts and culture.

This was stated by Mr Gopal Kanda, State Minister for Local Bodies and Home while speaking in the annual function of Maharaja Agarsain Senior Secondary School, Sirsa. Education Minister Mrs Geeta Bhukkal was also present in the function as a chief guest.

He said that Sports Development Fund has also been created in the state to provide financial assistance to the sportspersons for preparing themselves for sports competitions, besides providing them insurance cover.

Mr Kanda announced to give a sum of Rs one lakh from his discretionary fund to the school and also announced to give a sum of Rs 1.51 lakh to the children taking part in the cultural and other activities.

He said that the youth of Haryana were pursuing games as a profession and they were beginning to see their future in games. The state government had appointed outstanding sportspersons to the post of Deputy Superintendent of Police, inspector, sub inspector and constables in police department. They had been given appointments in other departments also.

Referring the sports facilities provided in district Sirsa, Mr Kanda said that besides setting up academies for men's hockey and kabaddi, wings of various sports had also been set up. The astroturf hockey ground developed in Sirsa would go a long way in promotion of hockey games in the state.He also extended his felicitation to the people and children on the occasion of Christmas.
However, the achievement of the Haryana junior hockey team in the recently held Nationals in Pune has gone unnoticed. Haryana won the Junior Nationals. No one in the Government or the Haryana Olympic Association has complimented the players for winning the Nationals.

Harco Bank enhances credit limit of rural artisans

The Haryana State Cooperative Apex Bank Ltd. (HARCO BANK) has enhanced the Maximum Credit Limit (MCL) of Rural Artisans and Petty Shopkeepers members of Primary Agricultural Credit Societies (PACS) from Rs 25,000 to Rs 35,000.
        While giving this information here today, Financial Commissioner and Principal Secretary, Cooperation Department Mr. Krishana Mohan said that the Central Cooperative Banks in Haryana have disbursed Short and Medium term loans amounting to Rs. 3509.38 crores to the farmers for various purposes from January to November 2011. He said that the percentage of recoveries at Apex bank level during the year 2010-11 was 99.94 per cent as compared to 99.93 per cent during the year 2009-10. The Bank earned profits of Rs 5.01 crore during the year 2010-11 after wiping out losses of Rs 17.94 crore during the year 2009-10.
        He said that the State Interest Subvention Scheme-2010 for timely repayment of members of PACS has been implemented and farmers who repaid their crop loans availed from March 1, 2010 to February 28, 2011 on or before dates, a rebate in interest amounting to Rs 8.58 crore to as many as 3,53,605 loanee members has been provided. Apart from this the State Government has also decided to waive off loans upto Rs I0, 000 alongwith interest of Rural Artisans, Petty Shop-keepers and Landless Labourers members of PACS who were overdue as on June 30, 2009.
        Mr. Krishana Mohan said that with an aim to safeguard the interest of farmers, the State Government has implemented the Haryana Relief of Agricultural Indebtedness Act, 1989. As per provisions of this Act, Cooperative Banks could not recover interest more than the principal amount irrespective of periodicity of overdue loan. Personal Accident Insurance Scheme was also implemented for Kisan Credit Card (KCC) holders for the first time and implemented by Furture Generalli India Insurance Company Ltd. Under the scheme as many as 8,34,181 farmers were covered and 146 claims were paid amounting to Rs 4838696.00.
        Mr. Krishana Mohan further said that Revolving Cash Credit. Scheme for releasing surplus land mortgaged by farmers in excess of one and half times over and above the loan amount based on present valuation of land has been implemented by all the District Central Cooperative Banks (DCCBs). Under this scheme, 2058 farmers aggregating to 6373 acres of land have been released so far.
        He said that the Haryana State Cooperative Agriculture and Rural Development Bank (HSCARDB) have advanced Rs 26027.58 lacs to as many as 9171 beneficiaries from Jaunary1, 2011 to November 30, 2011. He said that while loans for the purpose of Non Farm Sector, Rural Housing and Purchase of land are being advanced at the rate of 14 per cent per annum with effect from November 5, 2011,the all other loans were being advanced at the rate of 13 per cent per annum. A 5 per cent rebate was allowed on all slabs to regular paymasters, he added.
He said that the State Government has further announced a scheme of interest subvention at the rate of 5 per cent to the welfare of farmers by covering those who were regular in their repayments of loans. The Bank has provided interest subvention to 16,681 beneficiaries so far amounting to Rs 1008.99 lacs from January 1, 2011 to September 30, 2011.
Throwing light on strenuous efforts made by the Cooperative Movement in transforming the rural economy of Haryana he said that the movement has provided a number of services including financial assistance for boosting their professional activities. To ensure the benefit of various schemes to percolate to all sections of people. large number of new cooperative societies have been registered. Haryana to issue new electronic smart card to farmers

The Haryana Government has decided to introduce a new scheme of issuing electronic smart card to the farmers in the state.

While stating this here today, an official spokesman said that the card would be made available to each farmer by the market committee concerned. These cards would have all details, such as the name of farmer, name of his village, age, description of his land and crops grown by the farmer. The card would also have details of the sale of the agriculture produce of the farmers and payments made to him for his produce.

With the issuance of this card, the farmers would not need to keep separate record of his yields and income, he added.

He said that the farmers would have to show this card to the official of market committee at the gate of the mandi and the official concerned would insert it into a machine installed there and thereafter a slip containing the weight of the vehicle, variety and entry would be provided to the farmer.

This would ensure automatic entry of the farmers in the computer. Thereafter the crop of the farmers would be sold in the market and the farmer would get the price of the sold crop entered in the computer at the gate of the mandi while returning home. The market committee would keep the record of four-five years of each farmer. This system would also ensure the record of the total arrivals of the farm produce in all the 106 mandis of the state.

Initially, the scheme was being launched from grain market Rohtak and it would be introduced in all the mandis of the state later. The scheme would prove a boon for the farmers of the state, he added.

MDU counselling for M Ed course on December 29

The farmers could directly contact the senior officers to redress their grievances and also to enquire about the rates of the crops in other mandis. Earlier the farmers, officers of Market Committee , Marketing Board or Adatis had to come to Panchkula or other place for sharing the information regarding mandis in the meetings. Now, the contact with them could be made through this video conferencing. The facility had been started at six centres at a cost of Rs 35 lakh and meetings could be held through it.

HSSP Parishad enchances honorarum of volunteers

The Haryana School Shiksha Pariyojna Parishad has decided to enhance the honorarium of volunteers working at Child Care Centres of Model Cluster Schools, set up under the National Programme for Education of Girls at Elementary Level (NPEGEL) from Rs 625 to Rs 1,400 per month. The blocks housing these schools are spread over ten districts of Haryana.

This decision was taken at the 33rd meeting of the Executive Committee of the Sarv Shiksha Abhiyan held under the chairpersonship of the Haryana Chief Secretary, Mrs Urvashi Gulati, here today.

NPEGEL is a focussed intervention of the Government of India aimed at reaching the “Hardest to Reach” girls, especially those not in school. There is provision to run two child care centres in each Model Cluster School (MCS) with the provision of play way material, and honorarium to the volunteers of Rs 6,000 per MCS.

The volunteers, who are at least Class X pass, take care of the young siblings attending schools along with their elder sisters. It helps in completion of the girls' elementary education.

In her directions to the Additional Deputy Commissioners who are responsible for implementation of the Sarv Shiksha Abhiyan in districts, Mrs Gulati said that as Haryana had made significant strides in enrolling children in schools, it was high time focus was laid on improving their learning levels also.

"We would not achieve the objective of Right to Education Act merely by enrolling children in schools. Each and every component of the programme should be followed religiously. Learning levels should be benchmarked by conducting regular surveys, imparting training and bridge courses, remedial coaching, perfect monitoring and strong evaluation of the impact of the steps taken in this direction", Mrs Gulati added.

Besides improving the learning levels, she said that schools should also enable the children to inculcate life skill education. Doing their own chores like washing utensils after the mid-day meal served in the school would be one such exercise. This way the children learn to be more self-dependent.

The Chief Secretary also emphasized the need for developing in children civic sense and positive perception towards society which, once developed in the formative years, would go a long way in developing their overall personality in the later years. Cleanliness and sanitation should also be inculcated in their habits.

Mrs Gulati issued directions that water conservation and water harvesting methodologies should be explored for schools in the low lying areas. ADCs were directed to identify schools in their districts where water harvesting could be done and they were advised to take technical assistance.

Earlier in his presentation, the Project Director of the Parishad, Mr Vineet Garg, highlighted the activities undertaken under the Sarv Shiksha Abhiyan. “Shiksha Ka Haq Abhiyan” was launched at the national level on November 11, 2011 at Nuh in Mewat.

Special programmes were developed for enrolment of out-of- school children in Mewat. Partnership with NGOs working in Mewat, as well as with NCPCR, was started for “Shiksha Samwad”, “Jazba -E- Taleem” and “Jashan -E- Taleem” programme in Mewat. Dastak at one lakh doors by a group of 20 members consisting of teachers, SMC, SHG, SMS and NGO members was done for the enrolment of children in schools.

While highlighting the progress of the civil works in 2011-12, he said that 2,384 rooms had been added up to November 30, 2011 and another 2,000 would be constructed by March, 2012.

Appointed teachers asked to join within 15 days

CHANDIGARH DEC 17 In order to give reprieve to 13,500 teachers working under the Sarv Sikhya Abhyaan (SSA) and Rashtriya Maadhmik Sikhya Abhyaan (RMSA) across the state, the Punjab government today decided to increase the
number of their annual casual leaves from 10 to 15.
A decision to this effect was taken in a meeting of the Punjab Chief Minister Mr Parkash Singh Badal with a delegation of the Sarv Sikhya Abhyaan/ Rashtriya Maadhmik Sikhya Abhyaan Teacher Union, held at Chief Minister's residence here today.
The delegation led by President Mr Didar Singh and General Secretary Mr Ram Bhajan apprised the Chief
Minister about the problems faced by the teachers due to scant casual leaves. Subsequently Mr Badal decided that the number of casual leaves of these teachers would be enhanced from 10 at present to 15.
On another demand of the Union regarding the regularization of services of these teachers, the Chief Minister told the delegation that the process of regularization is to be undertaken by the Union Government. However he assured the delegation that on its part the Punjab government would pursue the case of these teachers with the Union government for which a Detailed Project Report (DPR) would be sent to the centre government so that budgetary allocation could be made for it.
Regarding the demand of delegation of giving the SSA teachers an option for posting at the nearest station, the Chief Minister said that it would be given due consideration during the annual general transfers of the education department to be held in coming year.

The Central Government has invited nominations to confer National Awards to the teachers for the year 2011. An official spokesman said here today that in Haryana all District Education Officers and District Elementary Education Officers have been directed to recommend the cases for the National Award by December 15.
He said that the names of the teachers for these awards would be first recommended by the Block Education Officers to the District Level Committee comprised of District Education Officer, Principal, District Institute of Education and Training (DIET), Principal of Senior Secondary School and Principal of Navodaya School of the district.
The Committee would recommend the names to the State Level Committee which would finally recommend the names of teachers for these awards to Government of India. The State Level Committee was comprised of Director Secondary Education, Additional or Joint Director Administration, Director State Council of Educational Research and Training (SCERT) and nominee of the Government of India. He said that the categories of teachers eligible for nominations would be primary teachers who were teaching upto class 8th and secondary teachers who were teaching classes 9th to 12th.
The eligibility for these awards included classroom teachers with atleast 15 years of regular teaching experience and headmasters and Principals with 20 years of regular teaching experience. For teachers promoting integrated inclusive education, the regular teaching experience would be reduced from 15 years to 10 years and in case of Headmasters and Principals it would be reduced from 20 years to 15 years.

The Haryana Government has launched a drive to identify self styled and fake universities or institutions operating in the state. FIR will be lodged against these institutions under appropriate sections of the Indian Penal Code and UGC Act.

While stating this here today, an official spokesman said that these self styled and fake universities and institutions were creating an impression amongst students that their degrees were recognised both for the purpose of admission in higher studies and for the employment in the central and the state governments, which amounts to cheating. This kind of fraud might ruin the career of young students and also bring the entire higher education system into disrepute.

"According to UGC Act, only those universities which have been established under an act of parliament or state legislature or have been granted 'deemed to be a university' status under section 3 of the UGC Act, are entitled to call themselves "universities" and confer degrees. The degrees provided only by such institutions are recognised by educational institutions and central or state governments for purpose of admission and employment. Contravention of this provision of UGC Act attracts the penalties under the Act", he added.

Mrs Bhukkal,who was redressing the grievances of the people at her residence at Jhajjar, said that the state government was determined to make right to education campaign launched recently from Mewat a big success. The campaign had been launched to make people aware of Right to Education Act. Besides government it was the duty of the educationist, panchayats, school management committees and non governmental organisations to ensure that no child was deprived of education.

She said that Right to Education Act was being implemented in the state in the right earnest. Besides providing free education and other facilities the state government was also giving scholarships to the children from class first. Referring to Dastak-e-talim programme being carried out in Mewat for the last month, she said that one lakh houses of 163 villages had been approached under the programme and the people had been urged to send their children in schools. Besides social organisations and panchayats women of Mewat had also contributed overwhelmingly to this programme. As a result of this programme about 5500 children out of 7000 non school going children had been admitted to schools. As many as 125 villages would be covered under second phase of this programme.

Redressing the grievances of the people, Mrs Bhukkal directed the officers to address the grievances of the common men on priority basis.

Haryana State Teachers' Eligibility Test-2011 was conducted smoothly in the morning session from 11 a.m. to 12:30 p.m. today. As per preliminary report, as many as 14 unfair means cases (UMCs) have been registered which include one case of impersonation.

While stating this today, a spokesman of Haryana School Education Board said that 1,81,184 students took this examination at 602 examination centres.

He said that one case of impersonation was caught at Ambala Cantt.-47 examination centre. The impersonator had been handed over to the police. One UMC each was registered at Fatehabad, Hisar, Karnal and Yamunanagar, two at Faridabad, three at Chandigarh and four at Sonepat.

The spokesman said that the examination was conducted without any interference. Officers of state administration and police, effective flying squads and police personnel kept eyes on the examination centres. The OMR sheets of the lecturer category examination which was conducted yesterday had been kept at board headquarters Bhiwani under police custody.

Haryana Police has decided to provide three-tier elaborate security arrangements for smooth and fair conduct of Haryana State Teachers Eligibility Test scheduled to be held on November 5 and 6.

This was disclosed by Director General of Police Ranjeev Dalal while holding video conference with concerned Superintendents or Deputy Commissioners of Police in the state. The test would be conducted in 607 centres across 14 districts namely Ambala, Hisar, Kurukshetra, Gurgaon, Panipat, Rohtak, Fatehabad, Karnal, Panchkula, Faridabad, Kaithal, Rewari, Yamunanagar and Sonipat in the state.

Mr. Dalal directed them to ensure proper security measures in and around the examination centres. Proper screening of unauthorized articles like mobile phones, pagers and any other which were of prohibited nature in the examinations would be carried out. Strict vigilance would be carried out for malpractices like impersonation. He said that the test would be held under the strict security measures. The responsibility of implementing security measures in all concerned districts had been given to concerned officers. Adequate force would also be mobilized from police training centres for this purpose, he added.

He said that those who would try to create disturbance and disorder during the test would be immediately arrested and put behind bars. Eligible candidates would only be allowed to enter in examination centres. He informed that concerned district police chiefs would visit all the centres to ensure proper arrangements. Along with upgrading and preparing for strong measures, district police chiefs would also ensure that all Photostat shops adjacent examination centres should be closed on November 5 and 6, 2011 so as to avoid Xerox of paper outside the centre.

Mr. Dalal said that all district police chiefs have been asked to ensure traffic management outside examination centres. As the vehicles of candidates would be parked away from examination centres, he appealed them to reach two hours before the start of exam so as to avoid any traffic congestion. The DGP said that about 4.6 lakh candidates would appear for this test. Police team would be very vigilant for conduct of fair test, he added.

In view of ensuring two bye elections going to be held on November 30, he directed district police chiefs to start special drives, check every suspect person and work hard for the smooth conduct of elections. He also directed them to prevent crime like cattle smuggling, burglary, illicit arms and illegal weapons.

As a result of a tripartite agreement reached between the Haryana Government, Management of Maruti Suzuki India Ltd and Workers, the labour unrest, continuing since October 7 in the four plants of Maruti Suzuki India Ltd, Suzuki Motorcycle, Suzuki Powertrain Ltd and Suzuki Casting Plant came to an end today and the workers would return to work with immediate effect.

While giving this information here today, an official spokesman said that this had been made possible due to the intervention of the Haryana Labour Department and the District Administration of Gurgaon in a series of talks held with the Management of Maruti Suzuki India Ltd and the representatives of the workers of the plants.

As a part of the agreement reached, the management has agreed to take back 64 of the 2,000 permanent workers who had been sacked for breaching disciplinary guidelines. Another 30 will remain suspended because of the “serious nature” of their actions during the industrial dispute. All the contractual workers would now be allowed to come back and work in these Plants and the situation of the workers would now be the same as was on August 29, 2011.

He said that Maruti had decided to set up a “grievance redressal committee”, with representation from the management and workers, to prevent further strikes. A labour officer would also be a permanent member on the committee. In order to provide a harmonious working environment at the facility, it was also decided that in future if there was a strike in any one Plant of Maruti Suzuki, the workers of the other plants would not join the strike.

It was further decided amongst both the sides that the concept of ‘no work no pay’ would also come into force, thereby no pay would be due towards the striking workers. Besides this, only one day’s pay would be deducted as penalty.

The Haryana Government has accorded approval to its new nursing policy to issuance of Essentiality Certificate for starting Nursing Colleges and Schools in the state. A notification to this effect has been issued.

Haryana Health Minister Rao Narender Singh said that the new nursing policy would smoothly regulate the functioning of such colleges and schools. This step would also help in meeting the requirements of nursing staff and would bring quality in nursing training. He said that Chief Minister Bhupinder Singh Hooda is committed to promote medical education in the state and new policy would prove a step forward in this direction.

He said that any organization under the Central Government, State Government, Local Body or a Public or Private Trust, Mission, Society registered under Societies Registration Act or not for profit company registered under Companies Act may apply for issuance of Essentiality Certificate to the State Government in the Directorate of Medical Education and Research, Haryana. Any private hospital with minimum 120 beds might open its own nursing school for which essentiality certificate might be granted by the State. Processing fee of Rs.25,000 should accompany with the application.

He said that the basic unit of a nursing school would be 40 students of General Nursing and Midwifery (GNM) and 40 students of Auxiliary Nursing Midwifery (ANM). While the Essentiality Certificate for setting up of such a basic unit would be issued by the Government, the affiliating institution or university and Indian Nursing Council may grant permission for opening of ANM or GNM or both the schools depending upon availability of infrastructure, faculty and training hospital. If an already established and functional institution applies for additional basic unit of nursing school, the same could be considered subject to meeting the requirements of faculty and infrastructure as per norms and also subject to the condition that not more than two basic units would be allowed to any institution.

Giving details about essentially certificate, the Minister said that the applicant should have at-least four acre of land at one place. Land fragmented in more than one piece should not be considered. The land should either be owned by the applicant or leased for at least 33 years. The applicant should have adequate arrangement of funds for construction of buildings as per norms of Indian Nursing Council (INC), for installation of other infrastructure including laboratories, libraries equipments and for initiating operations of the college. Adequacy of funds would be judged from cost of construction and equipment of constructed area as per INC norms.

He said that the applicant, other than Central or State Government, should have either its own 120 bed hospital or an irrevocable Memorandum of Understanding, for atleast five years with 120 bed hospital containing facilities and infrastructure as prescribed in the guidelines of Indian Nursing Council provided that for meeting with the condition of 120 beds, the combined bed strength of upto three hospitals only would be considered.

All those applicants in whose favour an Essentiality Certificate is issued would apply to the University of Health Sciences, Rohtak and the INC for affiliation or recognition.

Haryana Janhit Congress (BL)-BJP candidate Kuldip Bishnoi was declared elected in the bye election to Hisar Parliamentary Constituency with a margin of 6335 votes as he had polled 3,55,955 votes.

While stating this today in Hisar, District Election Officer Dr. Amit Aggarwal said that his nearest rival Mr Ajay Singh Chautala of INLD polled 3,49,620 votes and Mr Jai Parkash of Congress got 1,49,776 votes. Jai Prakash lost his deposit.

The decision would strengthen the economy of thecooperative marketing societies. Narwana and Uchana in Jind district, Agroha, Barwala, Hansi-I, Hisar, Narnaund and Uklana in Hisar district, Tosham and Siwani in Bhiwani district, Baragudha, Dabwali, Ellanabad, Nathusari Chopta, Odhan and Rania in Sirsa district.

These Model Schools would have infrastructure and facilities of the same standard as in a Kendriya Vidalaya. The teacher pupil ratio would not exceed 1:25 and the classrooms would be spacious enough to accommodate at least 30 students, he added.

Mr. Vijayendra Kumar said that the state Government had invited applications to fill up posts of Principals and various teaching posts of postgraduate teachers in these schools. All applicants must give three choices of institutions in the order of preference in the application form. LTC facility for Govt employees can be carried forward

The Haryana Government has decided that if the facility of Leave Travel Concession (LTC) or Home Travel Concession (HTC) is not utilised by any state government employee during the current block of four years 2008-2011, it can be carried forward to the first year of the next block of four years that is up to December 31,2012.

It may be recalled that under new scheme of LTC, one month’s salary is admissible to the state Government employees in a block of four years in lieu of LTC or HTC and the first block is 2008-2011 and the subsequent blocks are 2012-2015, 2016-2019, 2020-2023 and so on.

Similarly, if this facility is not utilised by the any officer of All India Services during the current block of four years that is 2010-2013, it can be carried forward to the first year of the next block of four years that is upto December 31, 2014.

It is worth mentioning here that for the officers of the All India Services the first block is 2006-2009 and the subsequent block are 2010-2013, 2014-2017, 2018-2021 and so on under the scheme.

Both the parties resolvedthat the management would revoke the termination orders of 15 workers issued betweenAugust 29 and September 15 and would convert these orders into suspensionorders on October 1 itself. In this matter, action as per law will beinitiated against them after conducting a fair and impartial enquiry whichwould be acceptable to them. Similarly, it was decided that the 18 trainees whowere shown the doors on August 29 and 30 after they supported the strikingworkers would be allowed to continue as trainees and their services would beresumed. Their orders would be withdrawn by the management on Saturday.
As per the agreement,the 29 workers who were suspended during the period of July 1 cand September 17, 2011 will remain under suspension and they would be chargesheeted. Enquiry will be conducted against them and accordingly decision wouldbe taken which would be acceptable to them. Abiding by the rule of ‘no work nopay’, the workers will not be paid for the period of strike from August29,2011. In addition, their one day pay will be deducted as penalty.
It was also decided that all the workers will observe discipline andwould not try to obstruct the production either individually or in groups. Themanagement will also not adopt vindictive attitude towards the workers. Theyresolved that if any dispute erupts between them in future, it will be solvedthrough bilateral talks and they will not violate fundamental rights of eachother. After this agreement, all issues will be deemed to be settled and noissue will remain pending.
The agreement was signed by Mr LK Jain, Rajiv Gandhi, CS Raju, Anil Gaur,Avnish Dev and SG Mani on behalf of the management while nine representativesincluding Rishi pal, Sonu Kumar, Naveen Kumar, Shiv Kumar, Sumit Kumar, Arvind,Pawan Kumar, Kuldeep Janghu and Ishwar Singh signed on behalf of the strikingworkers.

Teachers Eligibility test postponed to Nov 5 and 6

The Teacher Eligibility Test, which was scheduled to be held on September 24 and 25 has been postponed to November 5 and 6,2011.

While stating this today, the Secretary of Haryana School Education Board, Mr Shekher Vidyarthi said that the test for category-3 (Lecturers) would be conducted on November 5, 2011 between 11 a.m. and 12.30 pm and for category-1 (for teachers from class 1 to 5) it would be conducted on November 6 between 11 a.m. and 12.30 p.m. Similarly, for category-2 (for teachers from class 6 to 8), the test would be held on November 6 between 2.30 p.m. and 4 p.m.

He said that admit cards would be sent to all eligible candidates prior to the examination, who had submitted their duly filled in application forms by the prescribed date. He advised all candidates to remain in touch with Board’s website www.hbse.nic.in from where they could get latest updated information regarding the test.
