Teacher’s day celebration at Hallmark School

Teachers training institutes to be set up in Jhajjar and Jind

The Haryana Chief Minister, Mr Bhupinder Singh Hooda today said that two teacher training institutes were being set up in Jhajjar and Jind districts to train the teaching fraternity  and Community Colleges would also be opened in the State to provide professional education to persons of any age group.

          Mr Hooda was speaking at a State Teacher’s Award organised on the occasion of Teacher’s Day at Haryana Raj Bhawan here today where the Governor, Mr Jagannath Pahadia  conferred State Teacher Awards upon 61 teachers for the year 2010 and 2011. Also, while a teacher  was honoured by Education Department and Intel Education Initiative for innovative use of technology in schools, two were honoured  for their exemplary work in the field of training  and six teachers were honoured by British Council for incorporating British School System in their schools.

          Congratulating the awardees, Haryana Governor, Mr Jagannath Pahadia said that future of our country depended upon the quality of teachers and it was very important that teachers performed their duty in an efficient manner. He said that in today’s era of competition, it was mandatory to provide employment-oriented education to the students alongwith general education. He expressed gratitude towards Central Government for launching National Vocational Education and Qualifications Framework (NVEQF) scheme from Haryana. Mr Pahadia also paid rich tributes to former President of India Dr Radhakrishnan, on whose birthday Teacher’s Day is celebrated every year, saying that he was a great teacher, thinker, statesman, visionary and scholar and had given a new direction to our education system.

         Haryana Chief Minister, Mr Bhupinder Singh Hooda said that there was a dire need for quality teachers in our society. He also applauded the teachers for taking up quality teaching as their mission. He said that the tradition of ‘Guru’ and ‘Shishya’ which is followed in our country is found nowhere else and India has been a centre of education since ancient times as the oldest universities were found here only. He said that modern technology has converted the world into a small place and the State leading in education would lead the world. Providing good teachers to society is a great service towards mankind and in this direction, the State Government is taking effective steps to convert Haryana into an education hub of international level.

          Mr Hooda said that Medical Colleges, National Institute of Design, IIM, IIT, Rajiv Gandhi Education City, Central University and Defence University were being set up as a part of the initiative to promote education in a big way in the State.   He said that during the current financial year, the budget for education has been increased upto Rs 8245 crore as against merely Rs 1370 crore during the year 2005.

          Haryana Education Minister, Mrs Geeta Bhukkal said that the teachers play a major role in shaping the future of the students and they should try their level best to provide good and quality education to the students. She said that under the guidance of Chief Minister Haryana was  emerging as a hub of education. She said that the teachers of Haryana were most qualified and highly paid. She said that we should get inspiration for Dr Radhakrishnan who dedicated his whole life towards the noble cause of education.

          Chief Parliamentary Secretary Rao Dan Singh and Mrs Surina Rajan, Principal Secretary, School Education also spoke on the occasion.

          Earlier the Governor and Chief Minister also paid floral tributes to Dr Radhakrishnan.

2583 cr for Panchayati Raj Institutions and Urban Local Bodies

An amount of Rs 2583 crore will be given to Panchayati Raj Institutions (PRIs) and Urban Local Bodies (ULBs) for taking up development works as per recommendations of the 4th State Finance Commission during the current financial year.

          This was stated by the Chairman of 4th State Finance Commission Mr LSM Salins ( Retd IAS) while addressing a meeting with officers of Gurgaon Division . He said that in the changed scenario of constitutional amendments, local bodies both rural and urban, are reckoned as vibrant units of local governance. The 73^rd and 74^thConstitutional amendments have given new dimensions and institutional strength to the rural and urban local bodies vis-à-vis the democratic decentralization in the country. He said that the 11^thand 12^th Schedules listing out 29 functions for PRIs and 18 for ULBs have given new impetus and strength to the local bodies. The Constitutional Amendments Acts (CAAs) also envisage devolving to the local bodies functions relating to preparation of plans for economic development and social justice as well as for implementation of various development schemes.

          According to Mr Salins, the 4^th State Commission Haryana is required to make recommendations on measures needed to improve the financial and functional status of PRIs and ULBs and recommend devolutions of funds, functions and functionaries for these institutions for their empowerment during the next three years. Keeping this in view, the Finance Commission is organizing interactions at the Divisional headquarters of the state followed by district meetings and field visits. The Commission is also taking opinion of the elected representatives of these bodies.

          He said that the First Central Finance Commission gave Rs 100 crore to PRIs and ULBs of Haryana. Similarly, 13^th Central Finance Commission recommended Rs 1580 crore grant for Haryana. He said that after the constitution of 3^rd State Finance Commission in Haryana, the amount of grants given to PRIs and ULBs was increased significantly and it was Rs 1305 crore. Mr Salins said that now the PRIs and ULBs in Haryana were given more powers and grants were transferred direct to them. As per recommendations of the 4^th  Finance Commission, the PRIs and ULBs in Haryana will get Rs 2583 crore during the current financial year.

In the meeting, Deputy Commissioner Mr P C Meena told that the operating and maintenance of water supply tubewells in 60 villages of district Gurgaon has been handed over to the respective gram panchayat. The electricity bill of the tubewell will be paid by the Public Health Engineering department and an amount of Rs 11000 was given per month to the Panchayat for keeping an operator and maintenance purposes. The gram panchayat can fix certain amount as fee per household in the village for supplying drinking water. If installation of new tubewell or change of pipe line was required, it will be got done by the department.

Mr Meena suggested that succession mutation should be registered at the Panchayat level which would help in improving the financial health of the panchayat. After one month or so, the Patwari can enter the mutation. He also suggested that like the municipal Committee, the Gram Panchayat should also get some percent of share in the sale deed registration fee of the property sold in its jurisdiction.

Work on Fatehabad Nuclear Power Plant begins on Sept 6

Work of Nuclear Power Plant at Fatehabad district would commence from September 6 at village Gorakhpur in the presence of officers of district administration and  NPCIL and farmers of Gorakhpur village. In the first phase, topographic survey and soil studies would be conducted.

A meeting to chalk out the framework of works to be carried out for setting up this Nuclear Power Plant was held today at Fatehabad in which Chief Parliamentary Secretary Mr. Prahalad Singh Gillankhera, Deputy Commissioner Fatehabad, Mr M. L. Kaushik, Chief Project Engineer, Nuclear Power Corporation of India Limited (NPCIL)  Mr. T.R. Arora, Chief Project Manager NPCIL,  Mr. S. K. Gomasta, farmers of Gorakhpur Narender Singh, Satpal Singh, Kashmir  Singh, Satyawan, Jitender, Suresh Kumar, Anil Kumar, Rajaram and Randhir participated.

It was informed that In the first phase  NPCIL would start the process of topographic survey and soil studies which would be conducted through DBM technique, Mumbai. Besides, survey work of tubewells, dhanis, kachha houses, hand pumps, trees, gardens, underground pipeline belonging to farmers would start from September 10 onwards for which a team consisting of Sub Divisional Magistrate, Superintending Engineer (PWD), Tehsildar, Deputy District Attorney, Divisional Forest Officer and District Horticulture Officer had been constituted. This team would submit its report to District Administration by September 25 so as to provide early compensation to farmers.

         Mr. Gillankhera said that villagers of Gorakhpur had created a history by giving their land for this Nuclear Power Project. They had become partners in development. He assured the farmers that all their demands regarding development of village would be fulfilled by the district administration, NPCIL and the State Government. Apart from employment, all modern facilities would be provided in the village, he added.

         All the demands raised by Gram Panchayat and farmers including developing Gorakhpur as Model Village would soon be implemented. Apart from this, direction had been issued to concerned officers for providing other amenities in the village. Developmental works would also be carried out in nearby villages of Gorakhpur. Compensation would immediately be given to farmers after the survey report. A details scheme was being envisaged for providing qualitative technical education to village children and for setting up hospitals, veterinary hospitals, street lights, modern parks, drainage system and pavement of streets.

It was informed that most of the farmers had already taken compensation in lieu of their acquired land for this project. As many as 838 farmers had so far received compensation amount of Rs. 410.99 crore for their 1337.37 acres of land acquired for this purpose. He said that 689 farmers of village Gorakhpur had received compensation amount of Rs.372.10 crore for their 1210.84 acres of land. Similarly, compensation over Rs.37.58 crore had been given to 122 farmers of village Badopal in lieu of over 122.29 acres of  their land. In case of village Kajalheri, 27 farmers had received over Rs.1.3 crore for their 4.24 acres of land.

Opposition did not raise any issue of public interest: Prof Sampat

Senior Congress Leader Prof. Sampat Singh today said that 90 per cent of the farmers have already taken compensation in lieu of their land acquired to set up a nuclear power plant in district Fatehabad.

                    Prof. Sampat Singh was addressing a press conference here today. He said that about 1500 acres of land had been acquired for this project and farmers had sofar  taken compensation for about 1360 acres of land. The opposition is trying to mislead the farmers which resulted in late disbursement of compensation.

          He said that the opposition did not raise any issue of public interest during recent monsoon session of Haryana Vidhan Sabha. He said that far the last few days, the members of the opposition had been using foul language against the ministers and MLAs of ruling party which reflected their indecent and irresponsible behavior. While referring to the INLD, BJP and HJC (BL), he said that the leaders of these parties were trying to make false allegations against ministers and MLAs of Congress Party, on the contrary, it is a matter  of fact that neither any minister nor any MLA of Congress is has tainted image. Also,  they had  not been charged in any case of corruption. All this was propaganda of opposition, he added.

          Prof. Sampat said that opposition had no issue, therefore, they were trying to make false allegations. Taking a dig on INLD, he said that corruption cases were pending against their three top leaders and Central Bureau of Investigation had filed chargesheet against them for misappropriation of assets. First they have to see themselves and then raise fingers against others.

          In reply to a query, he said that the issue of former Minister of State for Home Gopal Kanda was sensitive and reality would  come out after enquiry. The matter is subjudiced thus this issue should not be discussed in the Vidhan Sabha. Criticizing the government and Chief Minister on this issue was not correct, he added. If Haryana Government had any clue about the whereabouts of Kanda before his arrest, the government would have certainly helped the Delhi police. On being asked to comment on this issue raised by opposition leaders that before his arrest Kanda was in Haryana, he said that the opposition had old relations with Kanda, therefore, they must be knowing his whereabouts.

          On the allegations leveled by opposition that there were defectors in Congress Party, he made it clear that there is no such thing in the Congress party. Five MLAs of a party had merged their party in Congress. Apart from independents, Congress has 46 MLAs and the government is in full majority. He said that Mr. Bhajan Lal remained an all time big defector followed by Mr. Om Parkash Chautala, who pulled down the government of Ch. Bansi Lal in year 1999.

          Prof. Sampat said that opposition leader Mr. Om Parkash Chautala had not even raised a single question in the monsoon session whereas opposition had an important role in democracy. Mr. Chautala used to speak in Vidhan Sabha as if addressing a public meeting which is indecent, he added. 

Haryana to introduce Hb Colour Scale Kit

Haryana would adopt painless and convenient method of Hemoglobin (Hb) estimation called Hb Colour Scale Kit from this year.

          This was stated by Mission Director, National Rural Health Mission (NRHM), Dr. Rakesh Gupta while presiding over a state level inter- convergence meeting organized by National Rural Health Mission on the Indira Bal Swasthya Yojana (IBSY) today. The meeting was attended by District School Health officers, District Education officers of all the districts and State Programme Officers of Health Department.

        Dr. Gupta said that under the IBSY, comprehensive health check-up would be conducted for all the children of government schools and Anganwadis to diagnose disease, deficiency and disability. The identified children would be provided the facility of corrective surgeries and treatment free of cost.He that the incidence of anemia was very high in the school going children and it was the responsibility of the Health and Education departments to curb anemia in hand to hand mode. He said that as a prophylactic measure,  all children up to the age of 18 years were being given Iron Folic Acid tablets for improving Hb level and Albendazole tablets for deworming.

       He said that external monitors from WHO would monitor the activities of IBSY to ensure proper implementation of the scheme in the entire state. He urged all the concerned officers  to help in effective implementation of this scheme.

First semester examinations from Sept 20

First semester September-2012 examinations of Secondary and Senior Secondary to be conducted by Haryana School Education Board would commence from September 20.

          While stating this today, a spokesman of the Board said that the envelopes containing roll numbers and pre-printed marksheets of Continuous and Comprehensive Evaluation (CCE) of regular candidates would be distributed by the Board at the office of concerned District Education Officer or any place decided by him between 11 a.m. and 5 p.m. on September 5 and between 9 a.m. and 4 p.m. on September 6.

          He said that the Heads of the schools would have to submit marksheets of CCE after filling marks at Coordination Centres of Board's office on any working day by September 12, 2012. If they fail to submit them on the decided date, they would submit these at the office of Board’s headquarters, Bhiwani with a fine of Rs 5,000.

          He said that the roll numbers of candidates of district Bhiwani would be distributed at 'Teacher Home' of the Board.
