Candidates have to certify every content

 Haryana Chief Electoral Officer Shrikant Walgad today said that all the contesting candidates would have to get each and every content certified  before posting it on the social  media and would also have to give expenditure details, if any incurred on posting such content which will be added in the expenditure limit prescribed for contesting elections.
          Mr. Walgad, who was addressing a press conference here today, after the announcement of Lok Sabha elections by the Election Commission of India, said that all arrangements have been made for conducting elections in the state. He said that polling for ten seats of parliamentary constituencies in Haryana would be held on April 10, 2014. He said that model code of conduct has been enforced with immediate effect after the announcement of election schedule by the Election Commission of India.
He said that notification of scheduled for Parliamentary Elections in Haryana would be issued on March 15 and last date of filing nominations would be March 22, 2014. Similarly, scrutiny of nominations filed would be carried out on March 24 whereas last date for withdrawal of candidatures would be March 26. The counting of votes would be held on May 16, 2014, he added.
          On being asked about the procedure to be followed for checking the paid news in print as well as on electronic media, Mr. Walgad informed that a monitoring committee has been formed to keep a watch on paid news during elections. In case any news proved to be a paid news as verified by the committee, expenses of such news would be added in the total expenditure limit of the contesting candidate. The expenditure limit of parliamentary elections is Rs.70 lakh. Notice would also be issued to candidates and the Press Council of India would be informed about it, he added.
          Mr. Walgad said that three flying squads in each constituency would supervise the entire process during elections. Flying squad teams would conduct videography of political functions or rallies. The teams would also put nakas on different locations based on information received in this regard. Apart from this, 140 companies of CRPF have been demanded for free and fair elections in the state. He said that 54 CRPF companies have been pressed into service during last parliamentary election held in the year 2009.  Apart from this Haryana Police and Home Guards would also deputed during upcoming election, he added.
          Mr. Walgad said that about 1.5 crore electorate would excise their franchise in these polls. Electoral Photo Identity Cards (EPICs) have been issued to all the eligible voters in the state. He said that a special camp would be organized at booth level on March 9 where Booth Level Officers (BLOs) would be available with the list of voters to facilitate them. New voters would be able to get themselves registered on the spot on this day by filling form 6 which would be available with BLOs. The existing voters would also get any error in their details rectified there so that they do not face any difficulty while exercising their right to vote, he added.
          The CEO said that for the first time in Haryana, the option of   None of The Above (NOTA) would be provided in the Electronic Voting Machines (EVMs). However, it would neither be counted nor effect the results. The first level of EVMs checking has already been completed.
          In reply to a question, he said that hyper-sensitive or sensitive booths are being examined at district level. He said that two Awareness Observers have been appointed for the six parliamentary constituencies namely Gurgaon, Faridabad, Rohtak, Sonipat, Karnal and Ambala as the voting percentage was less in these constituencies in last elections. They would observe the awareness campaign launched in these areas so that maximum participation in the elections could be ensured. A pledge for awareness would also be organized on National Women’s Day on March 8, he added.
          Giving details of polling stations, he said that there are 16129 polling stations in the state. Each polling station would either have a micro observer for supervision or web casting or videography would be carried out at each station. All voters would be given photo voter slips through BLOs which would be accepted as an identity proof at polling stations.
          He said that more than 70,000 polling personnel and about 1300 supervisors would be pressed into service for fair conduct of elections. An Assistant Expenditure observer would be deputed in each of  the 90 assembly constituencies of the state and a General Observer would be deputed for each Parliamentary Constituency.

Enrolment in TA at Ludhiana from March 25 to 29

 Civil Education is :  General Duty10th pass with 45% of marks except and 33%   marks in each subject (Dists of Lahul, Spiti and Kinnaur of (HP) for which 8th standard is  minimum. 
  Tradesman: 10th simple pass marks.  Individual should be gainfully employed.  (A certificate to the effect that the individual is gainfully employed written by the employer giving out employment details  is mandatory during recruitment).

Five IAS officers transferred in Haryana

The Haryana Government has issued posting and transfer orders of five IAS officers with immediate effect.
            Mr.R.P.Chander, Additional Chief Secretary, Industrial Training and Labour and Employment Departments has been posted as Additional Chief Secretary, Animal Husbandry and Dairying department and Labour and Employment vice Mr.Avtar Singh, who goes as Principal Secretary, Industrial Training Department.
            Mr.Sudhir Rajpal, Director General and Special Secretary, Information, Public Relations and Cultural Affairs and Grievances Department and Director General and Secretary, Archeology and Museum Department has been given the additional charge of Excise and Taxation Commissioner and Secretary, Excise and Taxation Department in place of Mr.Anil Malik, who goes as Managing Director, Uttar Haryana Bijli Vitran Nigam and Secretary, Power Department vice Mr.Anurag Agarwal. Mr.Malik will also look after the work of Managing Director, Haryana Medical Services Corporation.

Haryana to restart board examinations for 8th class

The  Haryana Government is considering to restart board examinations for class 8th as after the implementation of Right to Education Act, it has  been made mandatory to pass every student upto class 8th which is adversely affecting the results of class 9th and 10th. Haryana Chief Minister, Mr. Bhupinder Singh Hooda has written  a letter to Union Ministry of Human Resource to restart board examinations for class 8th.
          Haryana Education Minister, Mrs. Geeta Bhukkal said this while replying to a question raised by MLA Narender Sangwan regarding upgradation of school in Gharaunda constituency and poor performance of the students in class 10th examinations during  the ongoing Budget Session of Haryana Vidhan Sabha here today.
          She said that poor performance of the students in class 10thexaminations is a matter of great concern and explanations are being sought from the officials of schools with results ranging from zero to 20 per cent. She said that this measure taken by the State government is yielding positive results as improved performance of the students is seen in the next semester. She said that Shiksha-Diksha Programme have been started for class 3rd to 8th. She said that Right to Education Act is implemented as per the directions of the Union Government and the State Government could not change it at its own level so Haryana Chief Minister, Mr. Bhupinder Singh Hooda has written to Union Ministry of Human Resource to restart board examinations for class 8th. She said that 13 schools of Gharaunda constituency have been upgraded and in the entire state 207 schools have been upgraded.

Salvage operation brings to light a 1000-year old Pratihara Period Mint in Haryana

The ancient mounds at village Bohar Majra in Rohtak are gradually disappearing in the wake of coming up of new colonies under HUDA. The mounds located near Sri Baba Mastnath University have never been protected by either ASI or the State government. It was during the middle of January 2014 that Prof. Manmohan Kumar, a retired professor of MD University, Rohtak informed Dr. B R Mani, Additional Director General, ASI to do something to understand the site as it has yielded some terracotta moulds for making coins. The site was informed to be under constant levelling.
ASI decided to immediately do some salvage operation through exploration followed by excavation, if required. Dr. Mani ADG visited the site on  February 2, 2014 and in a brief exploratory survey could collect 31 pieces of terracotta coin moulds for casting coins of King MihiraBhoja, the mightly ruler of the Pratihara dynasty of Kannauj who ruled between 836 and 885 AD and whose empire covered almost entire northern and central India.
Regular salvage excavation at the site started with the approval of the DG, ASI on 15th February, 2014 under the direction of Dr. B R Mani, Additional Director General, ASI assisted by Sri V.C. Sharma, SA and staff of the Chandigarh Circle of ASI. So far seven trenches of 3 squares of 10 x 10 m have been excavated revealing remains of a rectangular structure considered to be the mint, of almost 20 x 10 m which seems to have belonged to about 8th century and probably continued to exist till about 11th century AD.
The bricks used are around 30 x 20 x 5 cm in measurement. According to Dr. Mani ,“the ceramic assemblage and other evidences of material culture suggest that it is a single culture site, though there are three structural places connected with the habitational deposit which is at the maximum around 3.25 m in thickness. The site has yielded hundreds of terracotta coin moulds and crucibles from the last phase of the site and an interesting fact is that some potsherds are having glazed surfaces of primitive type over red ware pottery. Knife edge bowls are the features of all the three phases of the site”.
The mint site is spread over an area of about 100 m in east-west and 50 m in north-south direction amidst a comparatively very large spread of an early medieval city site at village Majra which seems to have been occupied after the destruction of the earlier city site of Rohtak which is located at Khokra-Kot a few kilometers towards north-west from the locality of Majra. The discovery of the mint belonging to the Pratihara period is the first of its kind ever found in the country.
 

Hooda's assurance on share of water from Bhakra

The Haryana Chief Minister, Mr. Bhupinder Singh Hooda, has assured the people of Haryana that he will do everything under the sun to get them their share of water from the Bhakra Dam for which the Hansi-Butana Canal has already been dug. "Some vested interests are plotting to derail our plan to get water to Haryana through the Hansi-Butana Canal but I would ensure that they do not succeed in their designs", he added.
         He gave this assurance while addressing a gathering after laying the foundation stones and inaugurating various projects at Ismaila village in Rohtak District, today. The canal has been dug to ensure that Haryana's share of water from Bhakra Dam reaches every part of the state, he said.
          The Chief Minister said that when he became an MP, he assured the people of the area that he would never compromise on the interests of the state. "The people of the state are with me and I will fulfill every promise I made to them", he added.
          Before the Congress came to power, the area was backward. The people of the state gave him a chance to remove backwardness. "When the Congress came to power in 2005 and I became the Chief Minister, people said my government won't last long. But with the blessings of the UPA Chairperson, Mrs. Sonia Gandhi, and cooperation of the people, my government has lasted full term and performed excellently", Mr Hooda said.
          In 2009 when the Congress got 40 seats in the Assembly, some people criticized him. "But I converted 40 seats into 54 seats, and since then have been running the government and taken numerous decisions for the welfare of the people. "If people continue to support us the Congress will surely form government for the third consecutively term in Haryana", he said.
          Mr Hooda said that from 1999 to 2004, the state had INLD-BJP Government. The Minimum Support Price of wheat was Rs 550 per quintal in the state in 1999 and Rs 630 in 2004. The INLD-BJP Government increased the MSP by only Rs 80. "The MSP of wheat has been increased every year after the formation of the Congress Government. It has been increased to Rs 770 during the last nine years and is the highest in the country", Mr Hooda said.
Similarly, the old age pension was only Rs 200 per month in 1999. The previous government had announced its decision to increase it to Rs 300 but it remained an announcement. "We raised the old age pension to Rs 300. Now, Old Age, Disability and Widow Pension is Rs 1,000 per month in the state which is the highest in the country", Mr Hooda added.
          The Chief Minister said that many announcements were made for the welfare of the people at the Gohana Rally on November 10, 2013 which had since been implemented from January 1, 2014. The state government has started a scheme for farmers and labourers to provide compensation of Rs 5 lakh in case of death at work. Similarly, compensation ranging from Rs 20,000 to Rs 50,000 is given in case of death of milch cattle.
The state government has also decided to give compensation of Rs 3,000 in case of death of goat. The state government also waived off electricity bills of farmers worth Rs 1600 crore. The black laws of cooperative banks have also been abolished by the Congress Government, he added.
          Mr Hooda said that the state government had worked for the welfare of every community in the state. It has been making efforts to ensure that no poor children was deprived of education due to financial problems faced by the family. The state government has been paying stipend ranging from Rs 75 to Rs 600 per month to about 20 lakh students in the state.
Mr Hooda said that plots of 100 square yards each had been allotted free of cost to poor and needy people. Also, financial assistance is given to eligible poor families for the construction of houses. All round developenmt has taken place in the state during the last nine years.
Mr Hooda said that with elections round the corner, many people would try to mislead the people. But facts speak for themselves. When Congress came into power in 2005, the crop loan was 14 per cent which has been decreased to four per cent. So much so, even the Central Government has reduced the interest on crop laons to four per cent on his recommendations. A working group had been constituted under his chairmanship with chief ministers of Punjab, Bihar and West Bengal along with Haryana for improving the conditions of the farmers. "We recommended to provide 50 per cent profit on crop cost to ensure the farmers remunerative prices. I also suggested paying subsidy directly to the farmers", the Chief Minister added.

New campus of Central University of Haryana inaugurated

 The new campus of Central University of Haryana was formally inaugurated today at village Jant Palli in district Mahendergarh and its first convocation was organised in which 113 students were conferred degrees.
Though the President of India Mr Pranav Mukherjee was the chief guest in the University’s first convocation who could not reach because of unavoidable circumstances, so Governor of Haryana Jagannath Paharia inaugurated the new campus in village Jant Palli. He also awarded gold medals to the outstanding students. Haryana Chief Minister Bhupinder Singh Hooda was also present in the convocation who presented PhD degrees to first researchers of the University.
While congratulating the recipients of the degrees, Mr Paharia lauded the development made by the Central University, Mahendergarh in a short span of time. Delivering Convocation Address at the first Convocation of the University, Mr. Pahadia said that since its inception in 2009, the University has expanded its academic programmes in a phased manner. It has acquired a respectable place among the major academic institutions of the State. He also appreciated innovative academic and social outreach initiatives launched by the University.
Addressing the august gathering, Haryana Chief Minister Bhupinder Singh Hooda said that the State Government is committed to provide access to quality higher education on equitable basis. For this all efforts are being made in the spheres of academic development, including manpower, infrastructure and budgetary allocation. At present there are 36Universities in the State including 14 Private Universities. Rajiv Gandhi Education City is being established by the State Government will be having world class institutions including National Law University which will be a State funded University and will be raised with Government grant of about Rs.138 crores.
 He expressed happiness that the  Gross Enrolment Ratio(GER) in Haryana is about 27.9 percent as compared to the National GER of 20.4 per cent. By 2020, the number of students receiving higher education in the State are expected to become more than double, he said.
Complimenting and congratulating the graduating students, Mr. Hooda called upon them to take up the challenge of  global competition. Be innovative and enterprising in spirit to move forward in pursuit of higher goals, he said.
Mr. Hooda appreciated the progress made by the Central University in a short period and expressed belief that the University will become a Center of Excellence in organizing advanced studies and research.
Education Minister Mrs Geeta Bhukkal said that the State Government under the leadership of the Chief Minister Mr Hooda is making all endeavors to make Haryana a hub of international education. The Government would like this University to become one among the best 200 universities of the world. She called upon the University to give education to the youth, which is matching the requirements of the society.
Earlier the Vice Chancellor of the University Maj. Gen. (Dr.) Ranjit Singh welcomed the Governor, the Chief Minister and other dignitaries and said that with the shifting of the Permanent Campus of the University to Jant-Pali, it is all set to emerge as a potential centre of higher education. In 2009, it started with two Schools- School of Language, Linguistics, Culture and Heritage and the School of Arts, Humanities and Social Sciences, with three Department of study. Presently, there are six Schools with twelve functional Departments. He also spoke about the outreach activities of the University with the objective of holistic development of the surrounding localities.

The Governor and Chief Minister also inaugurated ‘Innovation Exhibition’ in the University permanent campus at Jant Palli. They interacted with those who exhibited their equipments in the exhibition.
