103 crore approved for development work in MCs

The Haryana Government has approved the release of grant amounting to more than Rs 103.30 crore for the development works in all the 79 Municipal Corporations, Municipal Councils, Municipal Committees for the year 2015-16.

        While giving this information Urban Local Bodies Minister, Mrs. Kavita Jain said that of the total grant amount, a sum of more than Rs 50.62 crore has been released out of scheme - Normal P-01-15-2217-80-800-75-51 and a sum of more than Rs 52.68 crore has been released out of scheme SCSP P- 01-15-2217-80-789-91-51. This is the third installment and amounts for different cities are based upon their Infrastructure Deficit Index.

        The newly constituted Municipal Committee Barara has also been included for this grant-in-aid, she added.

        The Minister said that Rs 219.83 lakh has been released for Ambala, Rs 74.94 lakh for Naraingarh, Rs 73.02 lakh for Barara, Rs 168.11 lakh for Bhiwani, Rs 67.26 lakh for Bawanikhera, Rs 108.14 lakh for Charkhi Dadri, Rs 63.41 lakh for Loharu and Rs 55.73 lakh for Siwani. Similarly, Rs 865.78 lakh has been released for Faridabad, Rs 88.40 lakh for Bhuna, Rs 133.59 lakh for Fatehabad, Rs 106.02 lakh for Ratia, Rs 148.43 lakh for Tohana, Rs 488.93 lakh for Gurgaon, for Rs 40.35 lakh for Farukh Nagar, Rs 82.63 lakh for Haily Mandi, Rs 84.55 lakh for Pataudi and Rs 82.63 lakh for Sohna. Apart from this, Rs 240.94 lakh has been released for Hisar, Rs 150.55 lakh for Barwala, Rs 151.21 lakh for Hansi, Rs 67.26 lakh for Narnaund, Rs 71.10 lakh for Uklana Mandi, Rs 185.96 lakh for Bahadurgarh, Rs 48.04 lakh for Beri, Rs 131.47 lakh for Jhajjar.

          Mrs. Jain said that Rs 163.41 lakh has been released for Jind, Rs 65.34 lakh for Julana, Rs 125.10 lakh for Narwana, Rs 139.95 lakh for Safidon, Rs 34.59 lakh for Uchana. Similarly, Rs 202.86 lakh for Kaithal, Rs 100.49 lakh has been released for Cheeka, Rs 69.18 lakh for Kalayat, Rs 73.02 lakh for Pundri, Rs 49.96 lakh for Rajaund. Likewise, Rs 359.7 lakh for Karnal, Rs 118.75 lakh has been released for Assandh, Rs 129.35 lakh for Gharaunda, Rs 32.67 lakh for Indri, Rs 49.96 lakh for Nilokheri, Rs 30.75 lakh for Nissing and Rs 195.08 lakh for Tarori.

          She said that Rs 171.87 lakh for Thanesar, Rs 108.14 lakh for Pehowa, Rs 201.45 lakh for Shahabad, Rs 137.83 lakh for Ladwa, Rs 61.49 lakh for Ferozepur Jhirka, Rs 55.73 lakh for Nuh. Likewise, Rs 63.41 lakh for Punahana, Rs 92.24 lakh for Taoru, Rs 24.98 lakh for Ateli Mandi, Rs 40.38 lakh for Kanina, Rs 78.79 lakh for Mohindergarh, Rs 165.39 lakh has been released for Narnaul, Rs 32.67 lakh for Nangal Choudhary. Apart from this, Rs 247.45 lakh for Panchkula, Rs 353.13 lakh has been released for Panipat, Rs 82.63 lakh for Samalkha, Rs 167.51 lakh for Hodel and Rs 53.81 lakh for Hathin.

          She said that Rs 118.33 lakh for Palwal, Rs 42.28 lakh for Bawal, Rs 88.4 lakh lakh for Dharuhera, Rs 175.63 lakh for Rewari, Rs 217.66 lakh for Rohtak, Rs 57.65 lakh for Kalanaur, Rs 88.4 lakh for Meham, Rs 42.28 lakh for Sampla, Rs 139.95 lakh for Mandi Dabwali, Rs 92.25 lakh for Ellenabad, Rs 59.57 lakh for Kalanwali, Rs 61.49 lakh for Rania and Rs 164.35 lakh for Sirsa. Similarly, Rs 82.63 lakh for Gannur, Rs 176 lakh for Gohana, Rs 76.87 lakh for Kharkhoda, Rs 267.66 lakh for Sonepat and Rs 302.17 lakh for Yamunanagar.

Door-to-door garbage collection in Ambala

CHANDIGARH, NOV 3

Municipal Corporation, Ambala becomes the first civic body in the State where citizens have been provided with the facility of door-to-door garbage collection. Under Swaach Bharat Mission launched by Prime Minister Mr. Narendra Modi, Municipal Corporation Ambala has started a scheme for collecting garbage from every house in all its 20 wards. Under a scheme started in coordination with a private agency, 10 rehris would be pressed into service for collection of garbage in each ward. The number of rehris would be increased as per the requirement.

          This was stated by Haryana Minister of State for Renewable Energy Mr. Nayab Singh Saini during inauguration of the scheme from Ambala city late last evening. MLA Mr. Assem Goel was also present on this occasion.

          Mr. Saini said that this would not only make Ambala clean and healthy but would also give impetus to Swacchta Mission launched by Prime Minister Mr. Modi and Chief Minister Mr. Manohar Lal. He called upon the people to provide their unstinted support so as to ensure its success.  He also emphasized the need for garbage collection from markets besides households.

          Speaking on this occasion, MLA Mr. Aseem Goel said that indeed it’s a significant initiative started by joint efforts of Corporation and all citizens could collectively make Ambala neat and clean. While emphasizing the need to add sanitation activities into daily routine, he said that mindset of people towards sanitation should be changed. He also highlighted about various projects of town including Rs 97 crore plan prepared under Atal Bharat Mission for making Ambala flood-free, Rs 10.53 crore funds for construction of Ambala drain, a flood control scheme costing Rs 2.20 crore for Naseerpur and efforts made during last one year for sanitation as well as for drainage.

          MC Commissioner Mr. Ajay Singh Tomer said that the work of garbage collection has been entrusted to Pooja Consultation Company. In case, company did not collect garbage on daily basis, fine of Rs 1000 per household for first offence and Rs 2000 per household for second offence would be imposed. Before release of payment to contractor, firm would have to present satisfactory report from Sanitation Inspector and Municipal Counselors of respective wards. Apart from this, rehris for garbage collection, vehicles, staff, safety equipments and other required facilities have been arranged by company at their own level. The wages to safaikaramcharis would be paid on DC rates. Company would also establish four complaint centres in Municipal area for receiving grievances and their redressal where company would station their own personnel.

          He said that it would be responsibility of contractor to unload garbage collected from households to Solid Waste Management Plant. In addition, contractor would also have to collect garbage from  drains, he added.

Bharti Poswal given cash award of Rs 1 lakh

Haryana Vidhan Sabha Speaker Kanwar Pal Gurjar honoured three-time gold medal winner at national level boxer Bharti Poswal of Bhiwani and gave her an cash award of Rs one lakh on the occasion of 8th foundation day function of Gurjar Samaj Kalyan Parishad at Panchkula.
Speaking on the occasion, Mr Gurjar appreciated the efforts of Gurjar Samaj for the welfare of the society and announced assistance of Rs five lakh for the Parishad. Bharti Poswal was encouraged to give excellent performance in the next Olympics and bring more laurels to the state.
The programme was presided over by Dr Roshan Lal, Vice Chancellor, Manav Bharti University, Solan. Mr Vipul Bainsla of Indian Foreign Service was the chief guest.
As the main speaker, Mr Bainsla threw light on the importance of foreign services and gave tips to the youth for qualifying Indian Civil Services so that maximum youth qualify this exam and serve the society. During the programme, he awarded the meritorious students of class XII and graduation level of this Society with memento and gave a cash amount of Rs 1100 to each.
On the occasion, Dr S. S. Kasana, Sukhpal Singh Panwar, Isam Singh Chauhan, Dr Kalam Singh, Dr Jagdeep Chhokar and Dr Prakam Chand Bhumla were honoured with S. P. Singh award. Similarly, Sardar Amrik Singh, Vij Singh Pathik, Multan Singh, Sardar Patel and Dr C. V. Raman were honoured with lifetime achievement award.

DCs directed to ensure free and fair conduct of Teacher Eligibility Test

CHANDIGARH, NOV 3 

Haryana Chief Minister Manohar Lal has directed all the Deputy Commissioners in the State to make adequate arrangements to ensure free, fair and peaceful conduct of Haryana Teacher Eligibility Test (HTET)-2015 scheduled to be held on November 14 and 15, 2015.

          These directions were given during a video conferencing here today regarding the preparedness for the successful conduct of HTET-2015. As many as 625 centres have been set up in the State for conducting the examination out of which 568 centres are for pen based exam while 57 are for computer based exam. It was the first time that Computer based centres has been set up in the State.

                    Directing the DCs to take HTET as a challenge, the Chief Minister said that total 4.61 lakh students in the State are appearing in this examination including 1.44 lakh for JBT, 1.81 lakh for TGT and 1.37 lakh for PGT.  He said that this year, the State government has also decided to hold this examination in those eight districts also namely Bhiwani, Jhajjar, Rohtak, Jind, Mewat, Palwal, Sirsa and Mahindergarh where the examination was not being held during the previous government . This decision would facilitate the candidate especially women candidates who have all been allotted centres in their home districts.

          He directed the Deputy Commissioners and Superintendents of Police to make foolproof system in their respective  districts for the free and fair conduct of examinations and complete all arrangements  by November 12 and also remove shortcomings, if any. Special precautions should be taken near the strong room where the examination paper would be kept and adequate arrangements should be made to avert any possibility of its leakage.

          The Chief Minister said that Section 144 of Indian Penal Code be imposed around all the examination centres in all the districts as preventive measure till the completion of examination. He directed the Deputy Commissioners to make necessary arrangement for temporary connection of three land line phones including one exclusively for incoming call in those examination centres which don’t have the facility of telephone. Besides, he also directed them to ensure that no outsider enter into the examination centre. ‘We want to improve the standard of education in the State and strive to become a role model by ensuring a free and fair examination system for judging teachers’ eligibility’, he added.  

          He said that the state government          has introduced monthly test system in the State with a view to bring about a positive change in the education system. He directed the Deputy Commissioners to ensure the proper implementation of Learning Enhancement Programme (LEP) in their concerned districts so as to strengthen the base of children.

           In the meeting, the Chief Minister also directed to ensure effective implementation of Beti Bachao Beti Padhao Programme and asked them to ensure strict implementation of PNDT and MTP Act for this purpose. He said that the State government is committed to root out this social evil at any cost. He also directed the DCs to ensure maximum Aadhaar enrollment in their respective districts and complete the target of setting up 2500 Common Service Centres by December 25, 2015. He said that besides setting up CSCs, it should also be ensured that the people get the delivery of services. He said that target of uploading accounts of beneficiaries of various social security pensions should be completed in a mission mode and also ensure their Aadhaar seeding later on. He said that on Haryana Day on November 1,  he has announced that Social Welfare Department would set up its offices at Sub Divisional Level  so that the beneficiaries need not to go to district headquarters to get themselves  enrolled under various social security pensions.

          Haryana Education Minister Mr Ram Bilas Sharma said that the private school associations in the State have assured their full support to the State government in conducting this examination.

           Chief Secretary Mr D.S Dhesi, Principal Secretary to Chief Minister Mr Sanjeev Kaushal, Special Principal Secretary Mr R.K Khullar, Additional Principal Secretary Mr Rakesh Gupta, Additional Chief Secretary, School Education department Mrs Keshni Anand Arora, Additional Chief Secretary Higher Education Mr Vijai Vardhan, Additional Chief Secretary Home Mr P.K Mahapatra, OSD Mr Vijay Sharma and other senior officers were also present in the meeting.

21,636 enrolled under ‘Aapki Beti Hamari Beti’ scheme

As many as 21,636 beneficiaries have so far been enrolled under the ‘Aapki Beti Hamari Beti’ scheme launched by the Haryana Government to improve child sex ratio, ensure survival and proper health and promote education of girls in the State. A budget of Rs 83 crore has been provided under this scheme for the financial year 2015-16.
While giving this information here today, Haryana Women and Child Development Minister, Mrs. Kavita Jain, said that this scheme, which is being implemented in urban and rural areas of the State, has been launched in consonance with the announcement made by Chief Minister, Mr. Manohar Lal, on March 8, 2015 on the International Women’s  Day.
Mrs. Jain said that under the scheme, all Scheduled Castes and Below Poverty Line (BPL) families in Haryana whose first girl child was born on or after January 22, 2015, would be eligible to receive a onetime grant of Rs 21,000. All families in the State whose second girl child was born on or after January 22, 2015, would also receive a onetime grant of Rs 21,000, irrespective of their caste, creed, religion, income and number of sons. In case of birth of twins or multiple girls on or after January 22, 2015, their families would get a onetime grant of Rs 21,000 per girl child. This sum would be invested with the Life Insurance Corporation of India and by the time the beneficiary reaches the age of 18 years, a sum of Rs one lakh would be available for utilisation by her, she added.
The Minister said that One Stop Centre for Women ‘Sakhi’ has been set up at Mahila Ashram in Karnal in order to provide integrated support and assistance to women affected by violence, both in private and public space, under one roof.  Here, they would be facilitated immediate emergency and non-emergency access to a range of services including medical, legal, psychological and counselling support under one roof to fight against any form of violence.
Giving details about Operation Muskaan, Mrs. Jain said that 3,840 children have so far been reunited with their families under this operation, which was started in Haryana on July 1, 2015.
She said that under this operation, conducted jointly by Haryana Police and the Women and Child Development Department, teams of Police Officers and District Child Protection Officers have been constituted at district level to identify the missing children who are residing in public places and child care institutions, shelter homes and children homes. Directions have been given to identify the missing children who are residing in bus stands, railway stations, market areas, hospitals, dhabas, brick kilns, restaurants, religious places, roads etc. by conducting surprise visits and raids during day and night. During the raids, the team is accompanied by a District Child Protection Officer, counsellor and social worker to provide psychological support to the child. The children are being referred to child care institutions till they are rehabilitated and reunited with their parents or guardians.
The Women and Child Development Minister said that to promote the development and empowerment of girls in the State, the Haryana Kanya Kosh Scheme was launched by the Chief Minister on the occasion of the state-level celebration of International Women’s Day on March 8, 2015. So far, a sum of Rs 56 lakh has been deposited in this fund, which would be utilised for various schemes and initiatives taken in this direction.

Gurgaon Civil Hospital to be upgraded

Haryana Chief Minister Manohar Lal has announced to upgrade the Civil Hospital in Sector 10, Gurgaon to 200 bedded hospital.
        The Chief Minister made this announcement during the inauguration function of 2nd phase of Mission Indradhanush Immunization Programme in Gurgaon today. The Chief Minister administered drops of micro nutrients supplements to children and launched the Micro Nutrient Supplement - 2015 Programme.
        He said that 2nd phase of Mission Indradhanush would have four rounds and every month campaign would be run for seven days in which vaccination of children up to five years of age would be done to protect them from diseases. The first round of 2nd phase of the Mission would continue till November 8, 2015 and the Micro Nutrient Supplement Programme would continue throughout the month under which iron, vitamin A etc nutrients would be given to children up to the age of five years.
        Later, while presiding over a meeting of the Shree Mata Sheetla Devi Shrine Board, the Chief Minister approved in principle the setting up of a diagnostic laboratory along with the Civil Hospital, Sector 10, Gurgaon under Public-Private Partnership mode.
        He said that registration of children would be made compulsory at the time of birth and this would be Aadhaar-based so that no child is deprived of vaccination. Under this, the guardians of the children would be informed about the vaccination schedule. He added that in the 2nd phase of Mission Indradhanush, a campaign would be run in Palwal and Mewat under the name of ‘Teeka Express’.
        Later while interacting with mediapersons, the Chief Minister said that the State Government has decided to set up a medical college in each district to meet the shortage of doctors in the State.
        Health Minister, Mr. Anil Vij  said that the mission of the State Government is “Swachh Haryana Swasth Haryana” for which all out efforts were being made. The Haryana Government is considering making it mandatory to add micro supplements to wheat on the pattern of iodised salt.

CM inaugurates Snapdeal building in Gurgaon

Haryana Chief Minister  Manohar Lal today inaugurated the newly constructed building of Snapdeal, India’s largest online marketplace in Gurgaon who have promised to invest Rs 500 crore in Gurgaon in the next one year which will provide employment opportunities to the youth there. They have told the Chief Minister that directly or indirectly Snapdeal has employed 9,000 people from Haryana.
        Speaking about Snapdeal’s move to Gurgaon, the Chief Minister said “Snapdeal is one of the largest digital commerce marketplaces in the country. Gurgaon becoming the nodal centre for their business operations, will encourage wider opportunities for employment and development for the state. I am quite certain that with Snapdeal, Gurgaon will also become an important hub of India's e-commerce sector.” He said that the Haryana Government has framed Enterprises Promotion Policy. The Government has succeeded in signing international MOU’s with Google, CISCO, United Technologies, Applied Materials and Algonquin. He said that Gurgaon is an iconic city and with the infrastructure available, it has become a preferred destination for investment. It is an important Centre of IT& ITeS Companies. He said that the State Government is also formulating an IT Policy of the State. The Chief Minister said that ‘we are planning to constitute an Economic Advisory Council of Haryana, in which I shall be inviting young Entrepreneurs like you to make road map for future growth of the State’. He said that an Investor Summit was being planned to organise in Gurgaon in the first week of February 2016, in which the State Government is expecting investment proposals of over Rs One Lakh Crore in Haryana, bringing employment opportunities for more than four lakh youth of the State.
