CM assures financial grant to late photographer Anil Bhandari's family

Haryana Chief Minister  Manohar Lal today assured to give financial assistance of Rs five lakh to the family of the late senior photographer, Mr Anil Bhandari and Rs two lakh to the family of Late, Mr Joginder Mittal Editor of Karnal Deep Weekly.

        The Chief Minister gave this assurance on the request of the delegation of journalists at Karnal today.

        He said that various scheme are being implemented by the State Government for the welfare of journalists which included pension of Rs 10,000 per month, setting up of media centre in all the districts, financial assistance to journalists and their families. He said that Health Insurance Scheme would soon be initiated for the welfare of journalists.

          A delegation of journalists led by Haryana Patrakar Sangh President, Mr K.B. Pandit today met the Chief Minister in Karnal. The delegation informed the chief minister about the untimely demise of two media persons namely Mr Anil Bhandari and Mr Joginder Mittal. On which, the Chief Minister assured to provide financial assistance to their families.

Departments warned for not taking proper action on complaints received on CM Window.

CHANDIGARH, SEPT 17

The Haryana Chief Minister, Mr Manohar Lal, has expressed discontentment with such departments as are not taking proper action on the complaints received on CM Window. He has directed the HSIDC, Industries and Commerce, Rural Development and Panchayats, Agriculture and Farmers’ Welfare and Urban Local Bodies Departments to hold a separate meeting on this issue.

        It was directed to suspend four officers and officials, and get registered FIRs against four others.

        This was informed by the Additional Principal Secretary to the Chief Minister, Dr. Rakesh Gupta, at a meeting with nodal officers of CM Window, here today. The meeting was presided over by Dr. Gupta and OSD to Chief Minister, Mr. Bhupeshwar Dayal.

        The Chief Minister has directed that strict action would be initiated against nodal officers for not showing seriousness in addressing the complaints received on CM Window.

        Cautioning officers of the Rajya Sainik Board, Town and Country Planning and School Education Departments, he said if there is no improvement in their functioning, a separate review meeting would be held with these departments, and action would be initiated against the erring officials.

He directed the Rural Development and Panchayats, Agriculture and Farmers’ Welfare and Urban Local Bodies Departments to promptly redress the complaints received on CM Window. As these departments are directly linked with people, officers should address the complaints pertaining to these departments at the earliest.

        Dr. Gupta said that the Chief Minister had sent a written communication to the Additional Chief Secretary, Cooperative Department, on a complaint received on CM Window of embezzlement in cooperative societies in Panipat. He directed registration of an FIR against Senior Accountant of Karnal in a case of Social Justice and Empowerment Department.

        Dr. Gupta said orders had been issued suspending Akashdeep, ADA of Horticulture Department, and Dilbag Singh, Inspector, State Vigilance Bureau, in a case of embezzlement of Rs 7 crore received in the form of subsidy for installation of fountain and underground pipeline by the Horticulture Department in Nuh district.

        Apart from this, the Additional Chief Secretary, Vigilance Department, would investigate the role of DSP in this matter and Superintendent of Police, Nuh, would investigate regarding who had submitted the wrong report.

        At the meeting, directions were issued to charge-sheet and suspend Rakesh Kumar, Accountant of Power Department posted in Rewari, in the matter of harassing a consumer and overcharging. Apart from this, directions were issued to suspend Pradeep, Assistant Environment Engineer, for causing delay and misguiding others in the matter of discharge of untreated effluent through tankers of residential colonies in agricultural fields.

        The Chief Minister has asked for a report on the action taken against M/s TDI Infrastructure Private Limited.

        Disciplinary action and FIR was ordered against Babita, Assistant of School Education Department, for tampering with official records to take alimony from her husband.

        It was also directed to cancel the license of medical store and stockist of district Sonipat for charging higher rates of medicines. The District Excise and Taxation Commissioner, Ms. Suman Sandhu, and Mr. Alok Pasi have been directed to issue show-cause notice in this matter.

CM directs DGP to arrest all accused in Rewari gang-rape case

CHANDIGARH, SEPT 16: 

Haryana Chief Minister Manohar Lal today cancelled all his programmes at Punjab and came back to Chandigarh to review the progress on investigation of Rewari gang-rape case. He directed the Director General of Police, Mr B.S. Sandhu to ensure arrest of all accused at the earliest.

          Meanwhile, Mr Rahul Sharma, Superintendent of Police, Security has been posted as SP, Rewari in place of Mr Rajesh Duggal.

          Earlier in the morning interacting with the media persons at Pathankot on his way to Chandigarh, Mr Manohar Lal highly condemned the Rewari gang-rape incident and said that accused in the case would not be spared at any cost. The police has registered the case against all the three accused after identifying them and they would be nabbed soon.

         The Chief Minister said that in this case, all the three accused are known to the victim and it is most unfortunate when any known is involved in such a gruesome and heinous incident. He said that out the three accused, one is serving in the Army, which is even more unfortunate. A reward of Rs one lakh has been announced on them and they would be nabbed soon, he added.

          When asked to comment on the issue of Sutlej Yamuna Link (SYL) Canal, Mr Manohar Lal said that the issue has been hanging fire since long. As per the water sharing agreement, Haryana’s share in the Ravi-Beas water is 3.5 MAF but we are getting less water. The present State government has strongly pleaded the case in the Supreme Court (SC) and as a result of this, the Apex Court has given its decision in favour of Haryana. Now, the Supreme Court is to pass the execution order in the case.

          When asked to comment on the statement made by INLD that BJP and Congress are hand in glove on the issue of SYL, the Chief Minister refuted the allegations saying that we are working for the people’s welfare and would continue doing same.

          When his attention was drawn towards a major portion of river water of Punjab flowing to Pakistan, the Chief Minister said that this water should be restricted from flowing to Pakistan as it would not only be in the interest of Haryana and Punjab but benefit other States also.

          Asked to comment whether the launch of second leg of Swachta Abhiyan by Prime Minister Mr Narendra Modi  yesterday can be seen as Party’s preparation for the upcoming Lok Sabha Elections, the Chief Minister said that Swachta Abhiyan and Parliamentary Elections are two different thing. The Prime Minister, Mr Narendra Modi  had launched the Swachta Abhiyan in the country in 2014 under which towns and villages are being made Open Defecation Free (ODF). Haryana has already been declared ODF and now we are heading towards achieving the status of ODF+. Besides the government, it is also the responsibility of the people to come forward and contribute in ensuring cleanliness in their cities and villages.  He also urged the people and politicians to take up the cleanliness drive and said that media could also play a vital role in making this campaign a huge success.

          The Chief Ministers said that during his visit to Jammu yesterday, he paid obeisance at Mata Vaishno Devi and laid the foundation stone of a CBSE school at Nowshera.

          Mr Manohar Lal was on a two day visit to the State of Jammu and Kashmir and Punjab to attend programmes, he was invited to attend as Chief Guest. However, he cancelled all his programmes and came back to Chandigarh.

Applications invited for PGTS and TGTs

Haryana School Education Department has invited applications from the Post Graduate teachers (PGTs) and Trained Graduate teachers (TGTs) working in Government Schools,  who are willing to work on deputation in 36 Aarohi Model Schools situated in Educationally Backward Blocks of 10 districts in Haryana against vacant posts, by September 24, 2018.

          While giving this information today, a spokesman of the department said that the willing applicants could apply against vacant post by filling up the option of three choices in the prescribed performa. Principals, PGTs, TGTs and DPE from Mewat or Nuh Cadre could apply in Nuh District and the rest of Haryana Cadre could apply in rest of Haryana. CHANGE OF DESIGNATION: Haryana Government has changed the designation of Joint Director (Admn.), Tourism, Mrs Manita Malik to Additional Director (Admn.), Tourism. The orders regarding posting or transfer of Mrs Manita Malik, General Manager, Haryana Tourism Development Corporation have been withdrawn.

          An order to this effect has been issued by the Chief Secretary Office today.

POSTINGS:  Haryana Government has posted Sumit Kumar, Estate Officer, HSVP, Hisar and Joint Director (Admn.) Development and Panchayat and Rural Development as Joint Director (Admn.) CM EXPRESSES GRIEF: Haryana Chief Minister, Mr Manohar Lal has expressed grief  and sorrow on the sad  demise of Mrs Savitri Devi, mother  of Chief Secretary, Mr D.S. Dhesi, who left for her heavenly abode here today.  She was 90 years old. She was not keeping well from the past few days. 

  In a condolence message issued here today, the Chief Minister expressed his deepest condolence to the bereaved family members and prayed the Almighty that the departed soul might rest in peace.

         Principal Secretary to Chief Minister and Principal Secretary, Information, Public Relations and Languages Department, Mr Rajesh Khullar and Director General, Mr Sameer Pal Srow also expressed their deepest condolences on the sad demise of Mrs Savitri Devi.

HSEB releases revised date sheet for Half Yearly Exams

CHANDIGARH SEPT 14 

 Haryana School Education Board has released the revised Date Sheet for Half Yearly Exams, September 2018 from Class IX to Class XII of government schools. The examination will begin from September 20, 2018 will end on September 28 for Classes IX and X and on October 3 for Classes XI and XII.

While giving this information today, a spokesman of the department said that on September 20, Social Science exam of Class IX, Science exam of Class X, English exam of Class XI and History or Physics or Accountancy exam of Class XII would be held.

On September 21, Economics exam of Class XI and Hindi exam of Class XII would be held.  

On September 22, Science exam of Class IX, English exam of Class X, Mathematics exam of Class XI and English exam of Class XII would be held.

On September 24, Mathematics exam of Class IX,  Mathematics exam of Class X,  History or Physics or Accountancy exam of Class XI and Sociology, Business Studies or Chemistry exam of Class XII would be held.

On September 25, Political Science or Public Administration or Biology exam of Class XI and Sanskrit or Punjabi or Physical Education or Entrepreneurship or Urdu or NSQF exam of Class XII would be held.

On September 26, English exam of Class IX,  Social Science exam of Class X, Sociology or Business Studies or Chemistry exam of Class XI and Mathematics exam of Class XII would be held.

He said that regular classes would resume for Class l to Class XII immediately after the end of half yearly exams. Students appearing for State or National or Inter-National events or games would be allowed to appear in exams after their return from these events.

Haryana allows construction of four-storey residential buildings

CHANDIGARH, SEPT 13

The Haryana Government has allowed the construction of four-storey residential buildings in the State, the registration of which will be opened from today onward.  

           The State Government has framed a policy in this regard and the registration could be made from today onward announced Chief Minister, Mr Manohar Lal, while addressing a press conference here today.

           He said that Haryana Building Code – 2017 has been framed in order to remove the variations and bring uniformity in Building Bye-laws adopted by different development agencies. He said that self certification has been implemented for all residential plot building plan and occupation certificate. Also, the self-certification has been implemented for building plan of commercial plot upto 2000 square meter. Similarly, self-certification has been implemented for building plan and occupational certificate in industrial plots. The Floor Area Ratio (FAR) for institutional and educational buildings has been increased from 100 per cent to 150 per cent.

           The Chief Minister said that with a view to address the problem of parking in residential areas, a provision of Stilt has been made. Apart from this, it has made mandatory to provide Car bay in every residential plot. He said that use of basement in residential plots has also been allowed for residential purpose provided they fulfill provision of fire, lighting and ventilation. He said that a provision of green building has been made under which the building owner is provided the benefit of additional FAR of three to 15 per cent. In case, the building owner set up solar photovoltaic plant and solid waste management plant for management of     water, electricity and waste, he would be provided additional FAR.

APPELLATE TRIBUNAL: Haryana Government has decided to constitute an Appellate Tribunal to hear the complaints of allottees against the decision of Haryana Real Estate Regulatory Authority (HRERA). The office of the Appellate Tribunal would be set up at Karnal.

 This was announced by Chief Minister, Mr Manohar Lal while addressing a press conference here today.

 He said that the State Government has set up Haryana Real Estate Regulatory Authority (HRERA) to redress the grievances of allotees. Though geographically, Haryana is comparatively a small state, we have set up two separate Authorities- one at Gurugram to exclusively deal with the cases of Gurugram and the second one at Panchkula to deal with the cases of rest of Haryana. To ensure the convenience of allottees of both Gurugram and Panchkula, it has been decided to set up the office of Appellate Tribunal at Karnal, he added. He said that Haryana is first State in the country to have set two separate units of HRERA in the State.

           The Chief Minister said that HRERA has so far received 842 complaints out of which 209 complaints have already been disposed off. Remaining complaints would also be redressed soon, he asserted.  

AFFORDABLE HOUSES: With a view to curb the development of unauthorised colonies and make available affordable plots to people, the Haryana Government would grant licenses for construction of affordable houses on 5 to 15 acres of land under Deep Dayal Jan Awas Yojana.

        The Chief Minister, Mr. Manohar Lal gave this information while addressing a press conference, here today.

        He said that the State Government has removed the maximum limit for affordable group housing colony of 75 acres in small towns and 300 acres in Gurugram. Apart from this, the maximum limit in each residential sector has been increased from 10 acres to 15 acres and preference in allotment of flats would be given to beneficiaries of Pradhan Mantri Awas Yojana.

        He said that 1,534 licenses were granted in the tenure of previous government, of which maximum were granted after 2002. However, the present State Government has, during last four years, given  175 licenses including 107 licenses for colonies falling under Deen Dayal Jan Awas Yojana and 68 other licenses.

        The Chief Minister said that licenses are granted on 5 to 15 acres of land under Deen Dayal Jan Awas Yojana and the maximum size of plot would be 150 square metres. Keeping in view the success of this scheme, the government has implemented this scheme in cities with high density.

The Department has so far granted 107 licenses on 1,051 acres of area where 20,819 residential plots have been made available for people. Apart from this, 39 LOI were issued on 415 acres where 7,392 residential plots would be made available for middle class. For this, 120 applications were received for 1,250 acres and licenses would soon be issued to them. This would create 22,220 additional residential plots. He said that completion certificates have been issued to six colonies among those which have granted licenses. As many as 950 residential plots and 2,850 residential units have been made available in these colonies. He said that about 1.50 lakh people would be benefitted after these 250 licenses are granted.

Haryana State Commission for Scheduled Castes Bill passed

CHANDIGARH, SEPT 12 

Haryana Vidhan Sabha has passed Haryana State Commission for Scheduled Castes Bill, 2018 on the concluding day of Monsoon session.

          Haryana State Commission for Scheduled Castes Bill, 2018 has been passed to provide for the constitution of Commission for Scheduled Castes in the State for the overall development and welfare of Scheduled Castes and safeguard their interests. Besides this, the Commission would also check and curb the atrocities being committed on the Scheduled Castes.

The Commission will investigate and examine the working of various safeguards provided in the Constitution of India or under any other law for the time being in force or under any order of the Government for the welfare and protection of the Scheduled Castes.

 It will also inquire into specific complaints with respect to the deprivation of rights and safeguard of the Scheduled Castes and to take such matter with the appropriate authorities. Besides, it will participate and advise on the planning process of socio-economic development of the Scheduled Castes and to evaluate the progress of their development.

The Commission would make recommendation as to the measures to be taken by the government for the effective implementation of safeguards and other measures for the protection, welfare and socio-economic development of  scheduled castes and to make report to the government annually and at such other time, as the Commission deems fit.

The Commission will have all the powers of a Civil Court trying a suite. It will also have the power of summoning and enforcing the attendance of any person from any part of India and examining him on oath. It will have the power of issuing commissions for the examination of witnesses and documents.  

          The Commission would consist of Chairperson and Vice-Chairperson who would be eminent person belonging to any of the Scheduled Castes, having wide experience in social life and who has worked, contributed in government activities or a retired officer of the government belonging to the Scheduled Castes. The Vice-Chairperson would be designated from amongst the Members. The Commission would also comprise of a Member Secretary, who is or has been an officer of the government, not below the rank of Special Secretary. Similarly, the Commission would also have four members belonging to the Scheduled Castes from amongst the persons of ability, integrity and standing who has worked and served for the welfare and uplift of the Scheduled Castes and at least one of them would be a woman.

          The Chairperson, Vice-Chairperson and Members would hold office for a term of three years.

The  Punjab Land Improvement Schemes (Haryana Amendment) Bill, 2018 has been passed to facilitate farmers for laying out underground pipeline for irrigation purposes passing through the fields of other farmers. As in some areas of the State underground water is brackish in nature or quality which is not fit for irrigation. Thus irrigation efficiency can be achieved through supply of underground pipeline based irrigation water to the fields.

The Factories (Haryana Amendment) Bill, 2018 has been passed for ensuring benefits to the workers and the factories both. As per the amendment, small scale industries  which are having 20 number of workers with the aid of power and 40  number of workers without the aid of power to be exempted from the definition of Factories Act, 1948. Similarly, amendment in the act has  been made to increase the overtime working hours  from 75 to 115  so that the factories may achieve their targets and fulfill the orders.

Another amendment has been made to allow the women workers to  work in the factories in night shifts i.e. between 7 pm to 6 am provided these factories have adequate safety and security measures as per the State Government  rules and regulations.

Haryana Panchayati Raj (Amendment) Bill, 2018 has been passed to avoid inconsistency between the number of voters in the Assembly electoral rolls and the Panchayati Raj Institutions electoral rolls.

The Indian Stamp (Haryana Amendment) Bill, 2018 has been passed to revise the rates of stamp duty of small denominations fixed since 1967.

The Haryana Goods and Services Tax (Haryana Amendment) Bill, 2018 has been passed to overcome the problems faced by  the tax payers while filing their returns under Goods and Services Tax Act regime. The amendments provide quarterly filing of returns and tax payment for small tax payers along with minimum paperwork.

Haryana Appropriation (No.3) Bill, 2018 has been passed to provide for the appropriation out of the Consolidated Fund of the State of the sums required to meet the supplementary grants made by the Legislative Assembly for expenditure for the financial year 2018-19.

       The Haryana Dholidar, Butimar, Bhondedar and Muqararidar (Vesting of Proprietary Rights) Amendment Bill, 2018 has been passed to further amend the Haryana Dholidar, Butimar, Bhondedar and Muqararidar (Vesting of Proprietary Rights) Act, 2010 which was enacted for vesting of proprietary rights. According to amendment, the Act would be applicable to Dholidar, Butimar, Bhondedar and Muqararidar or any other similar class or category of persons of land belonging to private individual or entity which the state government might notify in the Official Gazette and would not be applicable to lands owned or deemed to have been vested in the Panchayat or Municipality or land owned by any Government Department, Board or Corporation.

The Vidhan Sabha also passed the Haryana Group D Employees (Recruitment and Conditions of Service) Amendment Bill, 2018 to further amend the Haryana Group Employees (Recruitment and Conditions of Service) Act 2018.

 The Haryana Group D Employees (Recruitment and Conditions of Service) Act, 2018 (Haryana Act No. 5 of 2018) was enacted with an objective of providing uniformity in qualifications for various Group D posts criteria, introduction of provision in preparing waiting list, uniformity in fixation of seniority, probation, provision of appeal in case of discharge, promotion, appointment by recruitment, by way of transfer and registration and acceptance thereof, in addition to provision of power to remove difficulties within a maximum period of three years of the commencement of the Act .

The Vidhan Sabha also passed ‘The Haryana Municipal Citizens Participation (Amendment) Bill, 2018 so as to provide amendments in  the existing  Haryana Municipal Citizens Participation Act, 2008.

At the time of conversion of any local area or gram panchayat into municipality or by including in the limits of any municipality, the prescribed tenure of elected representative of concerned local area or gram panchayat used to remain uncompleted. To continue the representation of elected members of such local area or gram panchayats the amendments have been made in the Haryana Municipal Citizens Participation Act, 2008.

As per the amendments when any local area  or Gram Panchayat is merged into a  Municipality, the incumbents of  the offices of Panches and  Sarpanches at the time of merger would act as the ward committee for the geographical area so merged till such time as the next elections to that municipality are held or till the term of erstwhile gram panchayat would have lasted, whichever is earlier.

Haryana Municipal Corporation (Second Amendment) Bill, 2018 has been passed to further amend the Haryana Municipal Corporation Act, 1994 for direct  elections of Mayors of Municipal Corportions.

          The Haryana Prohibition of Change of Public Utilities Bill, 2018 has been passed to prohibit the disturbing or changing of public utility and claiming such land to the exclusion of public rights and use in the State.
