Haryana Steelers stage comeback against Patna Pirates

 PATNA, AUG 7

After three consecutive defeats Haryana Steelers staged a big comeback beating Patna Pirates 35-26 in Patna on Wednesday. Raider Vikash Kandola  starred for the visiting team scoring 10 points.

 The return of Vikash against Tamil Thalaivas was a major boost in confidence for the Steelers. They got off to a fine start, taking an eight point lead in the first 10 minutes of the match. Dharmaraj Cheralathan and Vikas Kale ensured that the raiders of the Pirates were at bay not scoring any easy points.

 The Steelers’ plans to subdue opponent captain Pardeep Narwal were clearly working out as the skipper couldn’t get the scorecard ticking. Right before the end of the first period Steelers raider Vinay increased the lead winning three crucial points through a Super Raid. 

 Pardeep made sure the Pirates were still in the hunt as he too won three points through his raid right before the whistle. The first half was clearly one sided favouring the Steelers who were in command at 17-9.

 During the start of the second half, Vikash’s raid wiped the Pirates All-Out for the second time in the match, while he also got past 250 points in the PKL.

Halfway through the second period, Steelers were dictating proceedings with a 10 point lead but were still aware of the threat posed by the opponent’s captain. The defenders of the Steelers were executing their game plan to perfection by keeping Pardeep out of the pitch. The visitors took it easy and did not give away much to the Pirates to register an easy win.

 The Steelers will next take on Bengaluru Bulls at the EKA Arena in Ahmedabad on  August 11.

Defence Pension Adalat in Chandimandir on Aug 20 and 21

The office of the Principal Controller of Defence Accounts (Pensions), Allahabad will be holding a Defence Pension Adalat at Jadunath Sainik Institute, Headquarters Western Command, Chandimandir on August 20 and 21, 2019 for spot settlement of pension related grievances of the Defence Pensioners including Defence Civilians residing in the state of Haryana and Punjab.

ADDITIONAL CHARGE: The Haryana Government has ordered that Mr Jitender Kumar-I, IAS, Secretary, Municipal Corporation, Faridabad will  look after the work of Additional Deputy Commissioner, Faridabad, Special Officer, APZ, Faridabad and Secretary, RTA, Faridabad during the  leave period of Mr Dharmender Singh, IAS.

  Ms. Punam Pandey, Principal Accountant General, Punjab (Audit) has been given the additional charge of Principal Accountant General, Haryana (Audit) till further orders.

           While stating this here today, a spokesman of Haryana Finance Department said that Ms Namita Sekhon, Principal Accountant General is relieved from this office to take charge of new assignments of Additional Deputy Controller and Auditor General of India, New Delhi.  Ms Punam Pandey, Principal Accountant General (Audit) Punjab would hold the additional Charge of Principal Accountant General (Audit) Haryana, Chandigarh till further orders, he added. 

 CM EXPRESSES GRIEF: Haryana Chief Minister, Mr Manohar Lal has expressed deep grief over the sad and sudden demise of senior BJP leader and former External Affairs Minister, Mrs Sushma Swaraj who breathed her last after suffering a cardiac arrest at AIIMS Hospital, New Delhi.

           In a condolence message issued here today, Mr Manohar Lal described Mrs Sushma Swaraj as an astute stateswoman and her contributions for Haryana and India will never be forgotten. 

          Mr Manohar Lal conveyed his heartfelt condolences to the bereaved family and prayed to the Almighty that the departed soul might rest in peace.

NODAL OFFICER: The Haryana Government has designated all the Additional Deputy Commissioners as Nodal Officer in their respective District to look after all cases of all Municipal Committees and Municipal Councils.

           While stating this here today, an official spokesman said that they would assist the respective Deputy Commissioner in processing of the said cases.

Haryana Vidhan Sabha passes Haryana Municipal (Second Amendment) Bill, 2019

Haryana Vidhan Sabha today passed the Haryana Municipal (Second Amendment) Bill, 2019 further to amend the Haryana Municipal Act, 1973. The Government has already implemented to conduct the election of Mayors of Municipal Corporations in the state directly by the eligible voters by making the necessary provision in the Haryana Municipal Corporation Act, 1994 vide notification dated October 3, 2018 on the recommendations of the State Election Commission. Accordingly, successful elections of Mayors in Municipal Corporation, Yamunanagar, Karnal, Panipat, Rohtak and Hisar have already held. The election of Presidents of Municipal Councils/Committees is still holding indirectly by the elected members of the concerned Municipal Councils/Committees. Therefore, it has been decided to hold the elections of Presidents of Municipal Councils and Committees, on the pattern of election of Mayors of Municipal Corporations, directly by the eligible voters under the supervision and control of State Election Commission.
          Also, provision has been made in the proviso of Section 9(3)(iii) of the Haryana Municipal Act, 1973 that Members of House of the People and the Legislative Assembly of State would not have right to vote in the meetings of election and No-Confidence Motion of the Vice-President. Apart from this, a provision has been made in Section 25 of the Haryana Municipal Act, 1973 to hold atleast one meeting in every six months of duration of not less than three days, in addition to the existing provisions of meetings mentioned in Section 25 of the Haryana Municipal Act, 1973.
The Haryana Municipal Corporation (Second Amendment) Bill further to amend the Haryana Municipal Corporation Act, 1994.
        As provided in the proviso of Section 4(4) of the Haryana Municipal Corporation Act, 1994, the first election to the Corporation is to be held within a period of four years of its constitution. The Municipal Corporation, Sonepat was constituted vide Government notification dated July 6, 2015 and its four years tenure of constitution has been completed on July 5, 2019. The election of newly constituted Municipal Corporation, Sonepat could not be held during the period of four years of its constitution. In order to avoid legal complications in this matter, amendment in the proviso to Section 4(4) of the Haryana Municipal Corporation Act, 1994 has been made to substitute term “four years” into “five years” to conduct the elections of newly constituted Corporations within five years from the date of their constitution, due to the practical difficulties involved.
          To provide for a dedicated forum for meaningful debates in the interest of the concerned municipalities, a provision has been made in Section 52 of the Haryana Municipal Corporation Act, 1994 to hold atleast one session of Corporation in every six months of atleast three days consisting of atleast eight hours each day, in addition to the existing provisions mentioned in Section 52 of the Haryana Municipal Corporation Act, 1994. Apart from this, to provide for a dedicated forum for meaningful debates in the interest of the concerned Corporation, a provision has been made in the Section 52 of the Act to ensure atleast one meeting of every Corporation in every six months of a duration of not less than three days, in addition to the existing provisions of meetings mentioned in Section 52 of the Act.
 Meanwhile, the Haryana Development and Regulation of Urban Areas (Amendment) Bill was passed to further amend the Haryana Development and Regulation of Urban Areas Act, 1975.
        The abbreviation for both the Infrastructure Development Charges and Internal Development Cost is IDC. Therefore, for the sake of clarity, the nomenclature of Infrastructure Development Charges has been changed to State Infrastructure Development Charges. A provisio to sub-section (1) of Section (3) has been inserted for introducing flexibility in the schedule of payment of fee and charges. Apart from this, Section 8B has been inserted for surrender of license granted under the Act.
 ELECTRICITY ACT 1941: The Vidhan Sabha today passed the Vidhan Sabha also passed the Punjab Electricity (Emergency Powers) Haryana Repeal Bill to repeal the Punjab Electricity (Emergency Powers) Act, 1941, in its application to the State.
          After enactment of the Electricity Act, 2003 (Act 36 of 2003) supply of electricity is performed by State-owned Distribution Companies and the Punjab Electricity (Emergency Powers) Act, 1941 has lost its significance in the present scenario.
 MOTOR VEHICLES BILL:  The Vidhan Sabha passed the Motor Vehicles (Haryana Amendment) Bill, 2019 further to amend the Motor Vehicles Act, 1988 in its application to the state.
          As per the amendment, the State Government has been given the powers to make rules for grant of exemption to all or any portion of the fee leviable under Chapter IV of the Motor Vehicle Act, 1988 including the additional fee to be charges for delay after expiry of the certificate of fitness in retrospective or prospective manner.

Cabinet approves Sports University of Haryana Bill

CHANDIGARH, AUG 6 
 Haryana Vidhan Sabha today passed the Sports University of Haryana Bill, 2019 to establish and incorporate a Sports University in the state, a specialized university, to promote sports education in the areas of sports sciences, sports technology, sports management and sports coaching besides functioning as the training centre for select sports disciplines by adopting best international practices and for matter connected therewith or incidental thereto.
        The headquarters of the University would be at Rai in district Sonipat and it may establish or maintain outlying campuses, colleges, regional centres and study centres at such other places in the state, as it may deem fit. The University may, with the prior approval of the State Government, also establish outlying campuses and study centres outside the state. The University will be open to persons of any sex and of whatever caste, creed, race or class.
        The objects of the University would be to evolve as an institute of advanced study in the field of physical education and sports sciences. It will provide for research and development and dissemination of knowledge in physical education and sports sciences by providing specially designed academic and training programmes in various areas of physical education and sports sciences and training in advanced technologies of sports. The University will strengthen physical education and sports training programmes to promote sports and establish centres and institutions of excellence for imparting state of the art educational training and research in the fields of physical education and sports sciences, sports technology and high-performance training for all sports and games.
        The University will provide vocational guidance and placement services in physical education, sports sciences, sports medicine, sports technology and other related fields. It will serve as a centre of excellence for the elite and other talented sportspersons of all sports and games and innovation in physical education and sports sciences and to carry out, endorse and propagate research. The University will function and a leading resource centre for knowledge and development and provide international collaboration in the fields of physical education and sports sciences, sports technology and high-performance training for all sports and games. It will train talented athletes so as to help them to evolve into elite athletes of international level.
          The State Government may, from time to time, appoint one or more persons to review the work and progress of the University, including outlying campuses, colleges, institutions, regional centres and study centres maintained by it, and to submit a report thereon. Upon receipt of the report, the State Government may, after obtaining the view of the Executive Council thereon through the Vice-Chancellor, take such action and issue such directions, as it considers necessary, in respect of any of the matters dealt with in the report and the University would abide by such action and be bound the comply with such directions.
        The officers of the University will include the Visitor, Chancellor, Vice-Chancellor, Registrar, Deans of Schools, Finance Officer, Controller of Examinations, Proctor, Librarian and such other officers as may be declared by the Statutes to be the officers of the University. The Governor of Haryana will be the Visitor of the University. The Authorities of the University will include the Court, Executive Council, Academic and Activity Council, Board of Sports Studies, Finance Committee and such other authorities, as may be declared by the Statutes to be the authorities of the University.

Haryana CS reviews safety and security measures following revoking Article 370

CHANDIGARH, AUG  5 
 In the wake of Central Government’s decision to revoke Article 370 and Article 35 A of the Constitution which granted special status to the state of Jammu and Kashmir, Haryana Chief Secretary, Mrs Keshni Anand Arora today reviewed the safety and security measures of the state through Video Conferencing with all the Divisional Commissioners, Range Inspector General of Police, Deputy Commissioners and Superintendents of Police here today. She issued necessary directions to maintain law and order situation in the state.
              The Additional Chief Secretary, Home, Mrs Navraj Sandhu has also issued advisory in this regard subsequent to decisions taken by Union Cabinet today concerning Jammu and Kashmir.  The Divisional Commissioners, Deputy Commissioners and Superintendents of Police have been directed to ensure safety and security of all individuals hailing from Jammu and Kashmir, particularly students studying in various parts of the State.
            She said that law enforcement agencies have been placed on high alert to pre-empt any breach of security and public order. All necessary measures should be taken to maintain communal amity, particularly in sensitive and fragile areas.
            She directed that adequate publicity should be given to sensitize the concerned sections of society against mischief and breach of security by miscreants. Abundant caution be exercised regarding false, malicious and unverified messages, that can disturb public tranquility, both in electronic and print media and social media and people should be made aware through media.  Proper vigil should  be kept on public utilities including water and transport and it  should also be ensured that health, fire facilities and other logistic facilities are geared up to meet any potential exigencies.
             In the meantime, Haryana Police has also issued an alert across the state after the decision of Central government on Article 370 of the Constitution, which gave special status to Jammu and Kashmir State. Additional Director General of Police (Law and Order) Mr Navdeep Singh Virk said that all Commissioners of Police and district Superintendents of Police had been directed to take adequate steps for safety and security of Kashmiri students studying in various educational institutes in the state. “Steps must be taken to ensure their safety not only at their places of education or stay but also if they decide to head back home”, added Mr Virk.
            In view of the possibility of disrupt peace by anti-national elements, he said that Police officers have been directed to take necessary precautions and to mobilize all possible resources to avoid any eventuality or unlawful act in the state. Police presence in crowded or vulnerable areas should be increased till August 17, 2019.  Apart from this, adequate security, traffic and law and order arrangements should be made at sensitive places.
          Mr Virk said that Police Officers have been asked to increase security at bus stands and railway stations so ensure safety of Kashmiri people and other travelers. It has been directed them to avoid any probable mischievous act and to maintain peace, communal harmony and law and order in their respective jurisdiction.
          The ADGP said that Union Ministry of Home Affairs has issued an advisory to all security forces for remaining on alert following revocation of Article 370 from Jammu and Kashmir. The States have been asked to maintain vigil against circulation of false, unverified news, rumours and unscrupulous messages on social media aimed at disturbing peace and pubic tranquility and inciting violence and communal discord.
HISTORICAL DECISION: Haryana Parliamentary Affairs Minister, Mr Ram Bilas Sharma termed the central government's move to revoke Article 370, which  guaranteed special status to Jammu and Kashmir,  a historic decision. The Minister also congratulated the members of the Vidhan Sabha. 
          Mr. Sharma spoke over the issue, soon after the proceedings of the second day of monsoon session of Haryana Vidhan Sabha had started. Speaking during the session, Minister said that the decision to revoke Article 370 taken in the Cabinet meeting chaired by Prime Minister Mr Narendra Modi will certainly give a strong message about India's strength to the entire world.
          He said that many other parties including Biju Janata Dal, Aam Aadmi Party (AAP), Shiv Sena, Bahujan Samajwadi Party (BSP) have supported government on this issue of unity and integrity of the country.
          Mr. Sharma, while recalling Dr. Shyama Prasad Mukherjee, said that he was a patriotic and a self-respecting nationalist and he devoted his life for the unity and integrity of India.
          He said that Dr. Mukherjee was the most vocal opponent of Article 370 and he wanted that the laws applicable in other states of the country should be made applicable in the state of Jammu and Kashmir too. 
          Mr Ram Bilas Sharma further said that Shyama Prasad Mukherjee, who served as the Minister in Prime Minister Jawaharlal Nehru's cabinet, while remaining firm on his demand, had even resigned from the cabinet.

Haryana Steelers suffer third defeat despite fine show by Vikash

PATNA, AUG 4

Haryana Steelers played their heart out, but went down 28-35 to the Tamil Thalaivas here on Sunday. Vikash Kandola bolstered the Haryana team after making a return to the side, but the Thalaivas found a way to maintain their lead in the last few minutes of the match.  

 Haryana Steelers got off to a great start through fantastic raids by Kandola and Naveen in the opening minutes of the match. Vinay pulled off a brilliant raid point in the sixth minute and Sunil scored a tackle point in the next minute which helped Haryana take a four-point lead. Kandola widened the gap between the two teams when he helped Haryana carry out an all out of the Tamil Thalaivas team in the eleventh minute. 

Naveen and Vinay backed up Kandola with a few raid points as the Haryana Steelers ended the first half with a nine-point lead at 19-10.

Tamil Thalaivas tried to fight back through a tackle point and a few raid points, but raiders Kandola and Naveen ensured that Haryana stay in the lead. Dharmaraj Cheralathan tackled Ajay Thakur in the 26th minute as the Haryana Steelers took a five-point lead at 24-19.

However,Tamil Thalaivas gained momentum thereafter and clinched raid and tackle points quickly. The Haryana Steelers players fought hard but they couldn't catch up with the Thalaivas once they were in the lead. Tamil Thalaivas widened the gap when they scored a tackle point in the 35th minute.

Selvamani K pulled off an excellent raid in the 36th minute and Dharmaraj Cheralathan carried out a super tackle in the 38th minute, but the Thalaivas managed to stay in the lead.

The Tamil Thalaivas scored a tackle point in the dying minutes of the match and clinched their second victory of this season. The Haryana Steelers fought valiantly throughout the match, but they couldn't catch up with the Thalaivas after conceding the lead.

Haryana Steelers will next face Patna Pirates in Patna on   August 7.

Haryana wins Outlook Poshan Award 2019

CHANDIGARH, AUG 4

National Health Mission (NHM), Haryana has been adjudged winner of Outlook Poshan Award 2019 under the Policy and Governance category. NHM, Haryana as an institution had applied under the Policy and Governance category and submitted the Wheat Fortification project implemented in the state for which the institute has been adjudged the winner by the esteemed jury which comprised of experts and people with outstanding contributions in the field of nutrition. 

          This award was received by Additional Chief Secretary, Health, Mr Rajiv Arora and Mission Director, National Health Mission, Haryana Mrs Amneet P.Kumar from the Vice President of India, Mr Venkaiah Naidu at New Delhi late last evening.

          Mr. Rajiv Arora informed  that Outlook Group in partnership with Project Concern International (PCI) /India (its knowledge partner) recently launched a web platform ‘Outlook Poshan: All About Nutrition’ which aims to bring about a transformative change in the nutrition sector and make those changes visible at the ground level. With this spirit, it was decided to give away awards known as “Outlook Poshan Innovation Awards-2019” to acknowledge the exemplary efforts of individuals and institutions in the field of nutrition. The awards were aimed to recognize the outstanding work of individuals and professionals and institutions in providing innovative solutions to tackling the scourge of malnutrition in India.

          Mrs Amneet P Kumar said that Haryana has set targets for achievement of Sustainable Development Goals. NHM, Haryana organized a national level consultation meeting in collaboration with NITI Aayog and Centre for Health Research and Development–Society for Applied Studies to address the issue of severe acute malnutrition among children, discuss the strategies to curb malnutrition in Haryana and to bring malnutrition at Centre stage of state’s agenda.

          She said that Zero Home Delivery Campaign has been launched to ensure 100 per cent institutional deliveries in the State. High Risk Pregnancy Policy (HRP) has been implemented for early detection and timely management of high risk cases during ANC and delivery. Pradhan Mantri Surakshit Matritav Abhiyaan is being implemented in the state and institutional Deliveries have increased from 49 per cent in 2006 to 93 per cent in 2019. All the labour rooms across the State have shown tremendous improvement in terms of quality of services for care around birth and have been upgraded in terms of infrastructure, equipment, human resource with implementation of best practices. Haryana is the first State to devise and implement Pre-conception care Package for healthy outcome of pregnancy. For treatment of severe anaemia in pregnant women, Injection Iron Sucrose has been made available free of cost till PHC level. The incidence of Severely Anaemic Women coming for Delivery at Government Health Facilities in the state has reduced from 24 per cent to 5.2 per cent.

          She said that Haryana New Born Action Plan was developed in line with India New Born Action Plan to address State specific challenges. Rotavirus vaccine launched to prevent Rotavirus associated diarrhoea, inactivated polio virus vaccine for prevention of polio. Micronutrient Supplementation Programme had been initiated for targeting micronutrient deficiencies like Anaemia, Vitamin-A etc. State has successfully conducted Measles-Rubella campaign with 99 per cent coverage. Haryana is the first state to launch the Pneumococcal Vaccine from state resources in 2018. As per the guidelines of Government of India, on Anaemia Mukat Bharat, state has framed the strategy for Anaemia free Haryana under Atal Abhiyaan, she added.
