One IAS and two HCS officers transferred

The Haryana government has issued transfer orders of one IAS and two HCS officers with immediate effect.
          Pradeep Dahiya, Additional Deputy Commissioner-cum-Chief Executive Officer, District Rural Development Agency, Nuh and Secretary, Regional Transport Authority, Nuh has been given additional charge of Additional Deputy Commissioner-cum-Chief Executive Officer, District Rural Development Agency, Nuh and Secretary, Regional Transport Authority, Palwal.
          Parvesh Kumar, awaiting orders of posting, has been posted as Secretary, Haryana Shahari Vikas Pradhikaran, Panchkula and has also been given the additional charge of Secretary, Housing Board.
          Suresh Kumar Chahal, awaiting orders of posting, has been posted as Sub Divisional Officer (Civil)-cum-Additional Collector, Hathin.
GRIEF OVER DEATH OF KULDEEP NAYAR:  Haryana Chief Minister, Mr Manohar Lal has expressed grief over the sad demise of Mr Kuldip Nayar, a veteran journalist, an eminent writer and a former Member of Parliament in the Rajya Sabha. Mr Nayar was 95 and breathed his last in New Delhi, yesterday.  
            In a condolence message issued here today, the Chief Minister said that Mr Nayar was an intellectual, who fought for the freedom of press for a long period. Through his writings, he has left an indelible imprint on people, for which he would always be remembered.  
          The Chief Minister conveyed his heartfelt sympathies to the members of the bereaved family and prayed to the Almighty that the departed soul may rest in peace.
          The Media Advisor to Chief Minister, Mr Rajiv Jain, Principal Secretary, Information, Public Relations and Languages, Mr Rajesh Khullar and Director General, Information, Public Relations and Languages, Mr Sameer Pal Srow also mourned the death of Mr Kuldip Nayar.

USA company offers to invest Rs 200 crore in Haryana

CHANDIGARH, AUG 23
 Buoyed with all-round development of Haryana and with ample investment opportunities, Northern Lakes Data Corporation (NLDC), a leading USA based Company has offered to invest Rs 200 crore in Haryana to further strengthen public transport system and mobility. This would create 2000 direct and indirect employment opportunities for the youth in the State. 
        The offer was made by Vice President (Transportation), NLDC, Mr Michael Wayne Stewart when a delegation led by him called on the Chief Minister, Mr Manohar Lal here today. NLDC is based in Minnesota, USA and has expertise in providing state-of-the-art back office solutions to the Transportation, tolling and public safety.
          Initially, NLDC  plans to invest Rs 200 crore in the first phase and after the success of the project, the Company would come up with more investment in the bus-transportation system in the State, said Mr Michael.   He also offered to provide 250 regular buses and 10 luxury buses to the State for plying on different routes as per the requirement. 
          Mr Michael hailed the accomplishments of the State Government led by  Chief Minister, Mr Manohar Lal, especially the construction of the 135 km Kundli-Manesar-Palwal Expressway and said that this Expressway would open new vistas of the development in the State. 
          He said that the Company has also a plan to introduce a bus e-ticketing system statewide including Long-Haul Buses through the Point of Sale (POS) devise besides upgrading all existing and new buses with GPS tracking devices to facilitate the passengers with safety, reliability and comfort. The Company also has dedicated team of experts that could support the State Government in better audit controls and reduce operational costs, he added.
          He said that the other facilities which the Company plans to introduce in the State included epass management system, real time passenger information system, back office to support reporting and financial reconciliation and central command and control centre.
          It was informed in the meeting that tenders had been floated for the purchase of 700 new buses out of which the State Government got the delivery of 510 buses. A fresh tender would be made soon for the purchase of remaining 190 buses.

Employing persons on contractual basis

CHANDIGARH, AUG 16
The Haryana Government has directed all the Heads of Departments and Managing Directors or Chief Administrators of Boards, Corporations and Public Undertakings, to engage persons on contractual basis in various departments or boards or  corporations, under Part-II of outsourcing policy, through the Saksham Portal.
    Giving details on this today, an official spokesman said that all department, boards and corporations of the state government would hire persons for Group C vacant posts under Outsourcing Policy Part-II, through the Saksham Web Portal developed by Employment department https://hreyahs.gov.in.
      He said that all persons desiring to be engaged under Outsourcing Policy Part II should register themselves on the Saksham Portal. While applying for the job on Saksham Portal, the applicant should mention his Saksham Portal registration number, he added.
    According to instructions issued on June 9, 2016, the departments, boards and corporations are required to frame transparent selection criteria approved at the level of Administrative Secretary. There should be no written examination and interviews. The applications should be taken on Saksham Web Portal only, he added.
ADDITIONAL CHARGE: Nikhil Gajraj, Director, Consolidation of Land Holdings and Land Records, Special Officer (HQ) and Special LAO and Special Secretary, Revenue and Disaster Management department, Haryana, has been given the additional charge of Managing Director, Global City Project,  with immediate effect.
 STIPEND FIR BAMS SUDENTSl The Haryana Chief Minister, Mr Manohar Lal has accorded approval to increase the stipend of internship students of B.A.M.S. in MSM Institute of Ayurveda, Bhagat Phool Singh Mahila Vishwavidyalaya, Khanpur Kalan Sonipat.
          Giving details an official spokesperson said that on the  request of registrar and the students, the stipend of BAMS interns which was earlier Rs. 4500 per month is now increased to Rs. 10,000 per month. This stipend is at par with the stipend of students of Shri Krishna Ayurvedic College, Kurukshetra which is fixed by the AYUSH Department.

Cadre change policy for District Cadre Teachers framed

The Haryana Government has framed Cadre Change Policy for District Cadre Teachers that is, PRT, JBT, HT Teachers and Classical and Vernacular (C&V) Teachers working on regular basis in Elementary Education Department.
        While stating this here, the Education Minister, Mr. Ram Bilas Sharma said that only District Cadre Teachers who are working on regular basis in Elementary Education Department are eligible to be considered for transfer under this policy. The applicant teacher must have completed three years of regular service as ‘Teacher’ under School Education Department of the State Government, he added.
        He said that all those teachers who have been recruited specifically against Mewat cadre would not be transferred out of Mewat. However, others teachers, though working in Mewat are eligible to be considered for transfer under this policy. The applicant teacher would mention maximum three districts of his or her choice on the MIS portal of the department.
         The Minister said that at any point of time, the Department would have the district wise requirement of teachers based on the latest rationalisation along-with the reserve staff. Reserve staff would comprise of the vacancy created due to teachers being on various kind of leaves like maternity leave, child care leave, study leave and extraordinary leave. The percentage of various categories such as General, SC, BC-A, BC-B and ExServiceman as ratio of district requirement would be maintained at the district level as much as possible. However, the state would relax this rule for certain categories like Physically Handicapped.
          He said that if a teacher volunteer to participate in the transfer drive then it would be assumed that he or she consents to the change of his or her cadre and that his lien and seniority would be affected as specified in this policy. If a teacher had participated in a particular cadre change drive under this policy, then he or she would be ineligible to participate in such cadre change drives for next three years. The department can specify additional conditions which would be deemed to be consented by the teacher voluntarily participating in the transfer drive.
          Mr. Sharma said that for every category, there would be two kind of vacancies except Physically Handicapped category. He said that the difference in the requirement of a district and the regular teachers posted in a particular district would constitute the Actual Vacancy. Apart from this, a teacher who is participating in the transfer drive, that is, who has volunteered and filled at least one choice district on portal would contribute to the vacancy in that district in his or her own category, would be known as Deemed Vacancy.
          He said that teachers who are 90 per cent or more physical disability, currently suffering from cancer, having undergone bye-pass heart surgery, had kidney transplant or currently undergoing dialysis would be assigned the district of their choice irrespective of the vacancy position in the district. Rest of the teachers would be sorted in the decreasing order of the marks obtained by them in their respective category. Their choices would be considered against the available vacancies. Teacher with more marks would get priority over teachers with lesser marks.
          The Minister said that in the eventuality of tie, that is, teachers having exactly same marks, the seniority for the purpose of consideration of the choices would be decided. He said that on joining new district, teachers would be placed at the end of seniority list of that district. Their lien in the previous district would end on joining the new district. The teacher whose date of joining in the current district is earlier would be considered senior after getting transferred to the next same district or cadre.
          If any teacher feels that his or her cadre has been changed against the provisions of this policy then he or she can file online grievance on the portal provided by the department within 15 days of issuance of such order. Such grievance would be redressed as per the provisions of this policy and an appropriate decision would be taken by the department as deem fit, he added.

Haryana plan to increase the capacity of all sugar mills

Buoyed by the record crushing of sugarcane, the Haryana Government has decided to further increase the capacity of all sugar mills in the state at a cost of about Rs 1,100 crore which would immensely benefit the cane growers of the state. 
       Disclosing this at a press conference here today, the Minister of State for Cooperation, Mr. Manish Kumar Grover, said the capacity of Sonepat sugar mill would be increased from 1,600 ton crushing per day (TCD) to 2,200 TCD, of Panipat sugar mill to 5,000 TCD, Karnal sugar mill to 3,500 TCD, and Hafed to 3,300 TCD.
          It is for the first time in the history of Haryana that all sugar mills have crushed about 500 lakh quintals of sugarcane this year; these had crushed 369 lakh quintals last year. Last week, Rs 200 crore was paid to the sugarcane growers and the pending dues of Rs 110 crore would be released soon.
          Mr Grover said Hafed had started the process to set up Mega Food Project at IMT, Rohtak, for which grant amounting to Rs 50 crore had been received from the Central Government. This would provide employment opportunities to about 1,500 youth.
          Referring to the purchase of mustard, he said Hafed had purchased 2.75 lakh metric tonnes (MT) of mustard from Nafed during the current fiscal. Besides, it also purchased 36,940 MT of mustard to extract oil from it. No previous government in Haryana ever purchased mustard.
          Mr Grover said dairy cooperative societies purchased an average of 5.62 lakh litres of milk per day in 2017-18. It was 4.3 lakh litres per day in 2013-14, 4.9 lakh litres per day in 2014-15, 4.5 lakh litres per day in 2015-16 and 4.51 lakh litres per day in 2016-17. 
       Under the Mukhya Mantri Utpadak Protsahan Yojana, incentive amounting to Rs 5 per litre is being given to the farmers during the current fiscal, benefiting about 88,000 milk producers in the state.
The Kanyadan Yojana for the daughters of milk producers has also been implemented. Under this scheme, Rs 17.39 lakh was given from March, 2015 to June 2018 to 1,580 girls on their wedding.
Similarly, under the scholarship scheme for children of milk producers studying in classes 10th and ten plus two, 1,845 students have been provided scholarships worth Rs 63.58 lakh.
          Under the Swarna Jayanti Bal Dugdh Yojana, sweet flavoured milk powder is being supplied to the Elementary Education Department. Under this scheme, 200 ml milk is given to 15.22 lakh children three days a week. So far, 607.94 lakh litres of milk has been supplied. 
          The minister said insurance scheme of Rs 5 lakh per person had been implemented for 50,000 milk producers in the state from March 1, 2015. The insurance companies have so far settled 22 insurance claims under this scheme.
          The number of female members in cooperative milk societies which was 66,202 in 2013-14, has now increased to 91,175 in 2018-19. A curd unit with capacity of 5,000 litres per day has been inaugurated recently in Jind plant at a cost of about Rs 14 crore.
         The net profit of banks has reached Rs 35.65 crore. Out of the 19 Central Cooperative Banks, 11 have earned profit. The cooperative societies have 12.37 lakh Kisan Credit Card holders and Kisan Credit Cards have been issued to 6.95 lakh farmers with good transaction record, and credit cards of 2.65 lakh farmers have been activated by the Central Cooperative Banks.
     Mr Grover said an ATM had been installed at the headquarters in Chandigarh and soon ATMs would be installed in all district headquarters.
         As a result of the new conditions implemented for panchayat elections, the cooperative banks had recovered outstanding dues of Rs 158.53 crore. The central cooperative banks have so far opened and uploaded 3.58 lakh bank accounts related to old age pension.
       About 5 lakh farmers, who repaid loan on time, have been provided relief of Rs 202 crore under the scheme which has been extended till February 28, 2020. Under this scheme, the Central Government provides interest relief of three per cent whereas the state government provides interest relief of four per cent. The effective rate of interest is zero per cent for farmers who repay their loans on time.

POPULARISING VITA PRODUCTS: The Haryana Minister of State for Cooperation, Mr. Manish Kumar Grover, has said that 32 places have been identified in Chandigarh to popularise products of Vita brand where Vita booths would be opened.
          Mr Grover, who was addressing a press conference here today, said during the last four years, the state government had started various new schemes related to agriculture, and the Cooperation Department.
          Replying to a question, he said Vita booths were functional at 387 places and 112 sites awaited allotment. Similarly, 72 booths have been allotted and 32 booths are located at national highways.

Date-sheet for the departmental examinations issued

 Haryana Administrative Reforms Department has issued the date-sheet for the departmental examinations of different departments of the State Government to be held in the month of September, 2018.
          While giving this information here today, a spokesman of the Department said that the examinations would take place at Saarthak Government Integrate Senior Secondary School, Sector 12 A Panchkula  in morning and evening shifts.
          He said that on September 17, the first paper in Criminal Law for Assistant Commissioners, Extra Assistant Commissioners (EACs) and the candidates for the post of EACs, Tehsildars and examination of Forest Law for Forest Department, Accounts paper for Animal Husbandry and Dairying Department and Fisheries Department, Group-I Paper-A for Block Development and Panchayats Officers and Paper in Account and Departmental Rules for Wild Life Preservation Department would be held from 10 a.m. to 1 p.m.

Paper in Subject-I (Law of Crimes) would be held on September 24   from 10 a.m. to 1 p.m. whereas paper in subject-II (Excise Law) would be held the same day from 2 p.m. to 5 p.m. He said that paper in Subject-III (Allied Taxes) would be held on September 25, 2018 from 10 a.m. to 1 p.m. and in Subject-IV (Sales Tax Law) from 2 pm to 5 pm. Similarly, paper in Subject-V (Book Keeping) would be held on September 26 from 10 am to 1 pm and in Subject- VI (Computer Operation) from 2 pm to 5 p.m. on the same day, he added.
            He said that those who intend to appear in the examination should immediately apply to their Head of the Department or Administrative Secretary with particulars in the prescribed form by August 27.  No direct application would be entertained by the Central Committee of Examination, he added.

Haryana to honour CW medal winners

CHANDIGARH, AUG  6  
 Haryana Sports and Youth Affairs Minister  Anil Vij said that the medal winners of Commonwealth Games and other events would be honoured at district level Independence Day function on August 15.
          He said that there would be no better occasion than this to honour these sportspersons. Directions have been issued to make all necessary arrangements, he added.
          Mr. Vij said that jobs would be provided to about 300 sportspersons under sports quota. For this, names would be forwarded to departments concerned which would finalize the recruitment process. A notification in this regard would soon be issued and advertisement would be released so that each sportsperson could get equal opportunity.
          He said that sportspersons affected during the tenure of former Chief Minister, Mr. Bhupinder Singh Hooda would also get equal opportunity because jobs and other facilities were given on facial value during the Congress tenure.

173 TEACHERS PROMOTED: The Elementary  Education Department, Haryana, has promoted 173 JBT or C&V  teachers to the rank of TGT English with effect from July 17, 2018.
          Giving details, the Additional Director, Elementary Education Department, Mr Virender Lather, said the department had promoted 173 JBT or C&V teachers, having requisite qualifications as TGT English in HES-II.
          Mr Lather said allotment of station and seniority would be finalized only after the promotion of all eligible candidates in these subjects. Teachers would be promoted as per service rules, their academic qualifications, and combination of subjects. 
VIDHAN SABHA SUMMONED:  Haryana Vidhan Sabha has been summoned to meet in the Hall of Haryana Vidhan Sabha, Vidhan Bhawan, Sector 1, Chandigarh at 2 p.m. on August 17, 2018.
PANEL ON RE-EMPLOYMENT: The Haryana Government has constituted a committee under the chairmanship of Chief Secretary, for re-fixation of criteria of re-employment of Government Employees  after their superannuation. After the approval from this committee matter would not be required to be taken to Council of Ministers Meeting (CMM).
          While giving details, an official spokesperson said that when seeking applications for re-employment, the Administrative Department would be required to prescribe the upper age limit  for re-employment as 63 years so that officials can serve for atleast two years i.e.  till the age of 65 years.
 He said that, the Haryana Services (Government Employees Conduct) Rules 2016 and Haryana Civil Services (Punishment and Appeal) Rules, 2016 would be applicable on such contractual appointments.

Online applications invited for 166 posts of HCS

CHANDIGARH, AUG 1
Haryana Public Service Commission has invited online applications for recruitment to 166 posts of HCS (Ex. Br.) and other Allied services.
          While giving this information today, a spokesman of the Commission said that as per the tentative schedule for the conduct of examination of these posts, Preliminary Examination is likely to be conducted in October, 2018,  Main Written Examination in December, 2018 and  Personality Test or viva- voce in March, 2019. The exact date for the schedule would be notified later on.
