Haryana revises pay scales of LUVAS teachers

CHANDIGARH, NOV 30
The Haryana Government has revised the pay scale of teachers and equivalent cadres in Lala Lajpat Rai University of Veterinary and Animal Sciences (LUVAS), Hisar and College of Dairy Science and Technology on the recommendations of the 7th Central Pay Commission.  
        While giving this information here today, an official spokesman said that the revised pay of Vice-Chancellor of University has been fixed at Rs 2,10,000 with the existing special allowance of Rs 5,000 per month.
The revised pay of Assistant Professor of LUVAS and College at Academic Level 10 is Rs 57,700, Assistant Professor at Academic Level 11 is Rs 68,900, Assistant Professor at Academic Level 12 is Rs 79,800, Associate Professor at Academic Level 13A is Rs 1,31,400, Professor at Academic Level 14 is Rs 1,44,200 and Professor at Academic Level 15 is Rs 1,82,200. The revised pay would be effective from January 1, 2016.
        He said that the pay revision would involve arrear amount to about Rs 12.21 crore from January 1, 2016 to March 31, 2019, however, 50 per cent financial liability would be borne by Indian Council of Agricultural Research (ICAR) and its annual financial liability would be about Rs 4 crore.
        He said that the incentive structure is built-in the pay structure itself wherein those having M.Phil. or Ph.D. degree would progress faster under Career Advancement Scheme (CAS).

GEETANJALI BEREAVED: Haryana Chief Minister, Mr. Manohar Lal has expressed deep grief and sorrow over the demise of Mr Ghansham Das, father of Mrs Geetanjali Gayatri, Special Correspondent with The Tribune and father-in-law of Dr Gurmeet Singh, Chairman, Department of Hindi, Panjab University. Mr Ghansham Das was retired as Deputy Registrar, Panjab University.
          In a condolence message issued here today, the Chief Minister expressed his heartfelt condolences to the bereaved family members and prayed the Almighty that the departed soul might rest in peace.
          The Media Advisor to Chief Minister, Mr Rajiv Jain, the   Principal Secretary to Chief Minister and  Additional Chief Secretary, Information, Public Relations and Languages  Department, Mr Rajesh Khullar, and Director General, Information, Public Relations and Languages Department, Mr Sameer Pal Srow have also condoled the demise of Mr Ghansham Das.

Haryana to 'Yatra' in a big way to commemorate 550th Birth Anniversary of Guru Nanak Dev Ji

CHANDIGARH, NOV 30: 
Haryana Chief Minister Manohar Lal said that to commemorate the 550th Birth Anniversary of Shri Guru Nanak Dev ji in a big way, a ‘Yatra’ would be organized covering those places in the State which had been visited by Shri Guru Nanak Dev ji.  Such places have already been identified in the state.  
          Mr Manohar Lal was presiding over the 1st meeting of State Level Committee for the celebrations of 550th Birth Anniversary of Shri Guru Nanak Dev ji at Kurukshetra today.   
          Earlier, the Chief Minister sought suggestions from the members of the Committee for the year-long celebrations which will continue till November next. The State Government has constituted about 100-member Organizing Committee under the chairmanship of Chief Minister, Mr Manohar for celebrating the  550th Parkash Purab of Shri Guru Nanak Dev ji  in the State .
          The Chief Minister said that the Yatra would pass  through different parts of the State. He said that an App would be developed soon on which information about the places visited by  Shri Guru Nanak Dev ji along with year of his visit, name of Gurughars on those places would be made available for the people. 
          He said that the State Government had started two special trains one from Ambala and other from Sirsa to take devotees for the 350th birth anniversary celebrations of Guru Gobind Singh in Patna Sahib last year. The State Government would also consider the matter of taking the devotes to Gurdwara Darbar Sahib Kartarpur in Pakistan on the occasion of 550th Parkash Purab of Shri Guru Nanak Devji and the same would be taken up with the Central Government, he added.
          The Chief Minister said that Guru Nanak Dev ji performed an arti ‘Gagan Me Thal’ in Jagannath Puri.  This arti would be played at any one big lake in the State through light and sound system. The name of the lake would be finalized soon.  Apart from this, to apprise the young generation about the life and teachings of  Shri Guru Nanak Dev ji, seminars and competitions would be organized in school, colleges and universities as a part of the year long celebrations.
          While exhorting the people to come forward and assist the State Government in its fight against the drug menace, he said that de-addiction centers in the name of  Shri Guru Nanak Dev ji would be opened in the State. He said that the State Government has decided to launch an extensive campaign to keep the youth away from drugs. Recently, he has convened a meeting of Chief Ministers of Northern States to evolve an effective mechanism to deal with the problem of drug menace especially in northern States due to increased smuggling of drugs through Pakistan border.
          The Chief Minister said that the Sikh Community has always been in the forefront in serving the society. He said that though Langar is arranged by the Gurughars, in case they want to start similar service at Chowks (roundabouts) for the poor people, the State Government would provide assistance for the same. He said that the State Government has started an ‘Antyodaya Thali’ programme under which food is provided to the poor people at nominate rate of Rs 10.  The remaining cost is borne by the State Government.  He said that recently the Central Government has launched national campaign ‘The Eat Right Movement’ to improve public health and combat lifestyle diseases by encouraging people towards making right food and dietary choices.
          While referring to Kuruskhetra, he said that it was the land where Lord Krishna had delivered celestial message of Gita to Arjuna.  It was the first occasion when scriptures (Shastra) and weapons (Shastar) were used in the same battlefield. He said that Haryana had a glorious history of great saints and personalities who have shown path to the society through their teachings. Recognizing their contribution to the society, the present State Government has celebrated the Jayantis of great personalities at the State Level.
          Speaking on this occasion, Baba Jatinder Pal Singh Ji Sodhi, the 10th ancestor of Baba Banda Singh Bahadur thanked the Chief Minister, Mr Manohar Lal for taking an initiative to commemorate the 550th Birth Anniversary of Shri Guru Nanak Devji in the State. He said that today there is a need to inculcate the moral and religious values among the children right from the early age to enable them to contribute in building a new nation.
          Director General, Information, Public Relations and Languages Department Mr Sameer Pal Srow, who is also the Member Secretary of Organizing Committee set up to commemorate 550th Birth Anniversary of Shri Guru Nanak Devji said that valuable suggestions that emerged from today’s meeting would definitely help in organizing a series of programmes during the year long celebrations.  He said that it is the present State Government which has started the tradition of celebrating the Jayanti’s of our great personalities. He also credited the Chief Minister, Mr Manohar Lal for giving international shape to the Gita Jayanti.

Haryana committed to provide maximum number of jobs to unemployed youth

CHANDIGARH, NOV 29 
The Haryana Government is committed to provide jobs to maximum number of unemployed youth and in this direction, the State Government has provided employment to 40,802 unemployed youth from October 1, 2014 to May 31, 2018, whereas only 50,753 youth were given placement from March 2004 to September 30, 2014. After coming to power, the present government has provided employment to 28,000 youth in various Government Departments. Haryana Skill Development Mission (HSDM) has provided employment to 5,428 youth by providing skill training to 30,192 youth.
          While giving this information here today, a spokesman of Employment Department said that 301 Job Fairs have been organized by the Employment Department either by itself or in association with other Departments up to August 31, 2018, in which 25,368 unemployed youth have been provided jobs. Apart from this, various departments and organizations have been provided employment opportunities to youth by imparting skills training.
           He said that in order to provide jobs to maximum number of youth, Memorandum of Understanding (MoUs) have been signed with Ola and Uber for providing jobs to unemployed youth, who knew driving in June and July, 2018. It is pertinent to mention that during a period of four months that is from July to October, 2018, as many as 12,889 unemployed youth have been provided jobs, of which 9,710 by Uber and 3,179 by Ola.    In addition, 388 youth have been provided job by another organization, namely G4S Secure Solutions (India) Pvt. Ltd. during August-September, 2018 as Security Guards. 
          He said that thousands of job opportunities have been created for unemployed youth by providing them skill training by Haryana Skill Development Mission under its skill training schemes and by other Departments or Organizations that is Deen Dayal Upadhyaya Grameen Kaushalya Yojna (DDUGKY), Haryana State Rural Livelihood Mission, Haryana Knowledge Corporation Ltd, Haryana Urban Local Bodies, Technical Education Department, HARTRON and Haryana Tourism Corporation Ltd.
          He said that according to the latest India Skill Report, 2019 conducted with renowned partners like UNDP, AICTE and Association of Indian Universities, the employability of the unemployed youth of Haryana has gone up significantly. 
          In October, 2014, total number of unemployed youth as per the Live register was 7,70,763 which has reduced to 7,26,640 as on May 31, 2018. During October 1, 2014 to May 31, 2018, a total of 6,47,895 persons got themselves registered in Employment Exchanges in the entire State, out of which 4,06,896 were registered in the 15 Districts, he added.

Haryana Government notifies public holidays

CHANDIGARH, NOV 29
The Haryana Government has notified the schedule of holidays to be observed as public holidays in the public offices under the State Government during the calendar year 2019. The Government has also notified the holidays to be observed as public holidays in the State (Except Judicial Courts, in Haryana) within the meaning of section 25 of Negotiable Instrument Act, 1881.
        While stating this here today, an official spokesman said that a notification in this regard has been issued by General Administration Department.
        He said that besides all Sundays and Saturdays, the holidays which would be observed as public holidays in the public offices included Guru Ravidas Jayanti on February 19, Mahashivratri on March 4, Holi on March 21, Mahavir Jayanti on April 17, Lord Parshu Ram Jayanti on May 7, Id-ul-Fitr on June 5, Maharana Pratap Jayanti on June 6, Sant Kabir Jayanti on June 17, Shaheed Udham Singh’s Martyrdom Day on July 31, Id-ul-Zuha (Bakrid) on August 12, Independence Day/Rakshabandhan on August 15, Shaheedi Divas/Haryana War Heroes’ Martyrdom Day on September 23, Mahatma Gandhi Jayanti on October 2, Dussehra on October 8, Vishvakarma Day on October 28, Haryana Day on November 1, Guru Nanak Dev’s Birthday on November 12 and Christmas Day on December 25.
          The spokesman said that the festivals and occasions which falls on non-working days and have been excluded from the list included Guru Gobind Singh Jayanti on January 13, Republic Day on January 26, Basant Panchami/Sir Chhotu Ram Jayanti on February 10, Shaheedi Diwas/Martyrdom Day of Bhagat Singh, Rajguru and Sukhdev on March 23, Ram Navmi on April 13, Dr B.R. Ambedkar’s Jayanti on April 14, Janmashtami on August 24, Maharaja Agrasen Jayanti on September 29, Maharishi Valmiki Jayanti on October 13 and Diwali on October 27.
          He said that besides these holidays, employees may be allowed any three holidays to be chosen out of the Restricted Holidays. These included Maharishi Dayanand Saraswati Jayanti (with State celebration) on February 28, Good Friday on April 19, Budh Purnima on May 18, Guru Arjan Dev’s Martyrdom Day on June 7, Hariyali Teej on August 3, Muharram on September 1, Karwa Chauth on October 17, Goverdhan Puja on October 28, Chhath Puja on November 2, Milad-un-Nabi or Id-E-Milad (Birthday of Prophet Mohammad) on November 10, Guru Teg Bahadur’s  Martyrdom Day on November 24 and Shaheed Udham Singh’s Birthday on December 26.

CM offers land for setting up of Armed forces preparatory institute

CHANDIGARH, NOV 29  
Haryana Chief Minister  Manohar Lal said that though Haryana has a sizable contribution in the armed forces of the country, efforts are being made to increase it beyond the 10 per cent. For this, he offered all support and cooperation including the land to the Army for the setting up of armed forces preparatory institute in the State so that maximum youth could join the armed forces.
           Mr Manohar Lal was speaking at the Civil Military Liaison Conference here today.
          General Officer Commanding-in-Chief (GOC-in-C), Western Command Lt. General Surinder Singh, Chief of Staff Western Command P.M Bali  and other senior officers of the State Government and Army were also present on this occasion.
          While describing Haryana as the State of ‘Jawan and Kisan’, he said that at present the contribution of Haryana in the Armed Forces of the country is over nine per cent which is significant but we want to further raise it to over ten per cent. To achieve this, we are ready to give all support and cooperation including the land to Army for the setting up of a preparatory institute in the State so that maximum youth could join the armed forces. Recently, the village panchayat Khanda in district Sonipat has offered 50 acres of land for the setting up of Armed forces’ preparatory institute, he added.  
          Highlighting the significance of Civil Military Liaison Conference, he said that this is the fourth annual conference being organized during the present State Government. The Army plays a vital role in the security and sovereignty of the country and therefore their liaison with the civil society is important. The conference provides a common platform to discuss and resolve various issues between the army and the civil administration, he added.
           Recalling his visit to Israel, he said that it was mandatory for every youth in Israel to spent atleast two-three years on army platform. He said that we have started new course of Police Cadet Corps on the pattern of National Cadet Corps so as to impart training to the students from the early age.
          Referring to the steps taken by the present State Government for the welfare of serving and ex-servicemen, he said that present State Government has taken several decisions for their welfare. A separate Sainik and Ardh Sainik Welfare Department has been set up and General K.J Singh (Retd.) has been appointed as Advisor to Chief Minister on Sainik and Ardh Sainik matters. Apart from this, government jobs have so far been provided to 252 dependents of the martyrs. It is the first time that dependents of martyrs of war of 1962 and 1971 are also being provided government jobs.
          Various issues were taken up on this occasion, most of were resolved on the spot.
          It was decided that a Memorandum of Understanding (MOU) would be signed between Western Command and the State Government for making provision of civil medical facilities to armed forces in case of war or duties. It was informed that there are 12,660 beds in state government hospitals besides having fully equipped surgical teams in 22 districts. Apart from this, the State has 28 government blood banks and 79 private blood banks. It also has 60 advance ambulances and 207 basic ambulances.
          It was informed that a General Degree College of Army would come up at village Bataur, Tehsil Barwala in district Panchkula for which the State Government has approved land measuring 10 acres to Head Quarter, Western Command free of cost. Lt. General Surinder Singh said that there was a huge demand of a Degree College in this area. He said that certain percentage of seats in this college would also be reserved for the wards of civilians.
          It was also informed that the Army Head Quarter has also approved the proposal for the setting up of Army Collage in village Budha Khera Lather; district Jind in the memory of Maj. Sanjeev Lather. Maj. Sanjeev who hailed from the village had attained martyrdom in November 2016 in a chopper crash at Sukhna in West Bengal. The village panchayat has offered 25 acres of land free of cost for this purpose.
          Regarding the updation of internal security scheme of Haryana, it was informed that the work for updation of the scheme is under progress and the same would be completed within 15 days. It was also informed that the project for enhancing the water supply to Ambala Cantt. from eight cusec to 20 cusec would be completed by March 31, 2020.
          Earlier speaking on this occasion, Chief Secretary Mr D.S Dhesi said that Chief Minister Mr Manohar Lal has been taking keen interest for the welfare of personnel of armed forces and para-military forces who hails  from the State. The amount of ex-gratia has been increased from Rs 20 lakh to Rs 50 lakh. Apart from this, it has been decided recently that in case of martyrdom of Class I army officer, his dependent would be provided class II government job.
          General Officer Commanding-in-Chief (GOC-in-C), Western Command Lt. General Surinder Singh thanked the Chief Minister Mr Manohar Lal for being receptive to the needs of serving soldiers and ex-servicemen in the State. He described the soldiers of Haryana as good and hardy and hoped that Indian Army would continue to get more soldiers from the State.
          Extending his gratitude to the Chief Minister for inviting them to the Civil Military Liaison Conference, Lt. General Surinder Singh said that aim of the conference is to maintain a regular link between Army and Civil Administration. He appreciated that the departments made a tremendous progress is resolving the issues discussed during the previous meeting.

Haryana Board of School Education declares results

 Haryana Board of School Education, Bhiwani has declared the results of the written examination conducted for recruitment of vacant posts on contract basis in Sarvepalli Radhakrishnan Lab School at Board’s campus, Bhiwani on October 28, 2018. Haryana State Election Commission issues new orders on daily expenses in MC elections

CHANDIGARH, NOV 27 
 Haryana State Election Commission has superseded the Haryana Municipal Corporation Expenditure (Maintenance and submission of accounts) Order, 2017 dated May 18, 2017 and further issued new orders, ‘Haryana Municipal Corporation Election Expenditure (Maintenance and submission of accounts) Order, 2018’. These orders would extend to the whole of Haryana in relation to elections in Municipal Corporation.
        While stating this here today, State Election Commissioner, Dr. Dalip Singh said that for the purpose of this Order, every contesting candidate at an election would have to maintain the day to day election expenditure account in accordance with the procedure laid in the order. The Returning Officer would, in writing, give a notice to the contesting candidate regarding maintenance of Election Expenditure account.
        As per the procedure, a register in a standard proforma would be issued to each candidate by the Returning Officer immediately after his nomination for keeping day to day record of expenditure. The register would be duly authenticated by the Returning Officer at the time of issue. All day to day account would be faithfully recorded in this register and in no other document by the candidate or his agent authorised by him on this behalf. All the documents such as vouchers, receipts, acknowledgements in support of the expenditure incurred would be obtained from day to day as the expenditure is incurred and maintained in the correct chronological order alongwith the register.
        He said that the register alongwith the supporting documents would be made available for inspection at any time during the process of election by the Deputy Commissioner, Returning Officer, Election Expenditure Observer appointed by the Commission or any other such authority nominated by the Commission in this behalf. Failure to produce this register on demand by the authority will be considered as a major default, he added.
        Dr. Singh said that each candidate would also maintain account of election expenditure in the proforma for showing the total expenditure on various items listed therein and would within 30 days from the date of declaration of the result of the election lodged with the Deputy Commissioners or any other officer, in duplicate, as authorized by the State Election Commission (SEC) by his election agent in the proforma. The Deputy Commissioner or any other officer as authorized by the SEC would check account of election expenses and a copy of election expenditure statement submitted by the candidates would be sent to the Commission within seven days from the date of filling such account and the list of contesting candidates who had not submitted their account of election expenses in time and who have made excess expenditure beyond of expenditure limit fixed by the SEC.
        The Deputy Commissioner or the officer authorized, within two days from the date on which the account of election expenses have been lodged by a candidate, cause a notice to be affixed to the notice board of this office specifying the date on which the account has been lodged, the name of the candidate and the time and place at which such accounts can be inspected. Any person would, on payment of a fee of Rupees five, be entitled to inspect any such account and on payment of such fee, as may be fixed by the SEC in this behalf be entitled, to obtain attested copies of such account or of any part thereof.
        The State Election Commissioner said that while lodging the account of election expenditure the candidate would file the prescribed register as a part of the record. Each candidate while lodging the returns of his election expenditure would also file an affidavit on oath that the expenditure shown as nil, if any, on items listed in the proforma or left blank therein, has not been incurred by him. The affidavit would also clearly state that all election expenditure on listed items relating thereto has been completely and unexceptionally included in the return and there is nothing that has not been disclosed.
        Since the return of election expenditure filed by a candidate has to reflect ‘correct’ account of ‘all’ election expenses, the Deputy Commissioner or the officer authorized, before accepting the account of the candidate, would conduct such enquiry as he deems necessary and at the time of communicating his report to the Commission, certify to the Commission with reference to the documents filed before him and as verified by him through an appropriate enquiry that the statement of accounts is in the manner prescribed. The Commission intends to super-check the authenticity of the returns filed through the said procedure and would hold the candidate personally responsible for any lapse or misrepresentation.
        Dr. Singh said that if the SEC is satisfied that a person has failed to lodge an account of election expenses within the time and in the manner required and has no good reason or justification for the failure, the SEC would by order published in the Official Gazette, declare him to be disqualified and such person would be disqualified for a period of five years from the date of the order under Section 8E of the Act.
        He said that these directions are absolutely mandatory and cannot be locally ordered or modified in any manner without prior written approval of the Commission. The Deputy Commissioner will not be competent to permit any relaxation.
        Dr.Dalip Singh has also intimated that election expenditure limit for Mayor has been fixed Rs.20 Lacs and for Councillor is Rs.5 lakh.

Haryana Governor pays dtributes to Ambedkar

On the occasion of Constitution Day, Haryana Governor, Mr Satyadeo Narain Arya today paid tributes to Babasaheb Dr. Bhimrao Ambedkar, the principal architect of the Constitution of India.
        A seminar ‘Revisiting Babasaheb Dr B.R. Ambedkar, Constitution Maker and Nation Builder’ was organised to mark the occasion of Constitution Day, at Raj Bhavan today.

CM advises people to follow ideals and values as enshrined in Constitution

Haryana Chief Minister Manohar Lal greeted the people of the state on the occasion of Constitution Day and urged them to follow the ideals and values as enshrined in the Constitution.  The Constitution Day is celebrated on November 26 every year since 2015 to commemorate the adoption of constitution on November 26, 1949.
          Paying tributes to the principal architect of the Constitution, Dr Bhimrao Ambedkar, he said that Baba Saheb dedicated his entire life to eradicate social inequality and establish a social order to give equal opportunities to all including the disadvantaged group. The day should be marked to create the importance of the constitution and to spread unparalleled vision of Dr Ambedkar, he added.
          Citing Baba Saheb’s quote, ‘Life should be great rather than long’, he said that noble deeds and empathy for human beings leads to a life lived to the fullest. 
          Mr Manohar Lal said that on Constitution Day, we should also salute the great women and men who gave the country a Constitution, which signifies the sovereignty of the people.
POLICE OFFIERS TAKE PLEDGE: The officers and officials of Haryana Police today took the pledge on the occasion of Constitution Day that commemorates the day the Constitution was adopted in 1949. In a function at Police headquarters, Director General of Police, Headquarters, Mr K.K. Mishra administered the pledge to all police officers, officials and other staff.
          It was on November 26, 1949 that our Constitution was adopted, enacted and given to the Nation.

Schedule for general elections in 5 Municipal Corporations announced

CHANDIGARH, NOV 22  
Haryana State Election Commission has announced schedule for general elections in 5 Municipal Corporations and 2 Municipal committees. Polling in these Municipal Institutions would be held on December 16, 2018. First time in Haryana, eligible electors of the Corporations would elect their Mayor direct through casting the votes whereas earlier Mayor was got elected by the elected members of the Corporation among themselves. NOTA (none of the Above) option would have significant role in these elections. Elections would be conducted with the use of EVMs.
 While Stating this during a press conference here today, State Election Commissioner, Dr Dilip Singh said that general elections of seats of Mayor and Members of all  wards of 5 Municipal Corporations including Hisar, Rohtak, Yamuna Nagar, Panipat and Karnal and of 2 Municipal committees including  Jakhal Mandi (Fatehabad) and  Pundri (Kaithal) would be held on December 16. The Model code of conduct in respect of these municipal elections has come into force from today (i.e. November 22, 2018).
           Dr Singh said notice would be published by the Returning Officer for inviting nominations on November 24, 2018 and nomination papers would be presented between December 1 and December 6 from 11 am to 3 pm except December 2 and the list of nomination papers would be scrutinized on December 7 from 11.30 am onwards. . The last date for withdrawal of candidature would be December 8 and symbols would be allotted to the contesting candidates on the same day after 3 pm. The  list of contesting candidates and list of polling stations would be posted on December 8.
 Dr Singh said that polling in these areas would be held on December 16, 2018(Sunday) between 7:30 am to 4:30 pm. Re-poll if any would be held on December 18.Votes would be counted on December 19 at the place specified by the concerned Deputy Commissioner from 8 am onwards. The election result would be declared on the same day immediately after the completion of counting. No Officer or Official connected with the election work would be transferred till the completion of election process, he added.
           He said that as many as 1401157 voters including 746126 males, 655021 females and 10 transgender would exercise their franchise in the general elections of these 7 municipal institutions. As many as  1292 polling booths have been set up for 136 wards. Out of these, 14 wards are reserved for Scheduled Caste, 12  are reserved for Scheduled Caste women , 14 for Backward Class and 37 wards are reserved for women.
 He said that elaborate arrangements for the conduct of elections in free, fair, transparent and peaceful manner and to maintain law and order would be made. Adequate police force would be deployed to maintain the law and order at the polling stations and the sensitive and hyper sensitive areas for conducting the elections.
 He said that the seat of Mayor in Municipal Corporation Karnal and of Presidents in Municipal Committee Jakhal Mandi and Pundri have been reserved for women whereas of Mayor in Municipal Corporation Panipat is reserved for Backward Class women. Whereas seat of Mayor in Municipal Corporation Hisar, Rohtak and Yamuna Nagar are unreserved, he added.

Allotment of sites for CNG and PNG through e-tendering.

CHANDIGARH, NOV 22
With a view to ensure more transparency in the allotment of petrol pump sites and Compressed Natural Gas (CNG) and Piped Natural Gas (PNG) stations site in the State, the Haryana Government has decided to make allotment of these sites through e-tendering. Only the Oil Marketing Companies and CNG and PNG Distribution Company authorized for the city would be eligible to participate in the e-tendering.
          This was informed in the 116th meeting of Haryana Shehri Vikas Pradhikaran (HSVP) held under the Chairmanship of Chief Minister, Mr Manohar Lal here today. The Authority also approved the budget estimates of over Rs 15,334 crore of HSVP for the year 2018-19.
          It was informed that these sites would be designated as “filling cum charging station” and could be used by the allottee for CNG, petrol or diesel pump or allied activities like battery charging station for future vehicles etc. The allottees could use the site for any or all of these purposes.
          It was also informed that HSVP has extended the policy upto March 31, 2019 for granting relief to those allottees of mandi townships as well as urban estate of HSVP who had completed construction but had not applied on prescribed form for obtaining valid occupation certificate. Such allottees could make an application for the issuance of occupation certificate alongwith sufficient documentary proof in support of the time of construction of the building.
          It was informed that the construction of first floor on single storey booths and service booth has been allowed in HSVP markets. The first floor on single storey shops would be used for storage purposes only and the scheme would be applicable to all the allotted single storey shops governed by architectural controls having size 2.75mx8.25m and above.
It was informed that the incidental open space in various urban estates of the State would be considered for allotment to the corner allottees on 50 per cent of the current reserve price of the respective sector, as per their request. The Chief Administrator, HSVP would be the competent authority to allot the incidental open spaces and such open spaces would be used only for open purposes like lawn, kitchen and garden. Besides, the allottee could only be permitted to construct boundary wall of not more than 4 feet height with a gate for entry to it.

Haryana Government employees to get enhanced DA

CHANDIGARH, NOV 21: 
The Haryana Government  has enhanced rate of Dearness Allowance (DA) by 6 per cent for State Government employees, who continue to draw their pay in the pre-revised pay scale or grade as per the 6th Pay Commission, from the existing rate of 142 per cent to 148  per cent of the basic pay, with effect from July 1, 2018.
       While stating this here today, Haryana Finance Minister, Capt Abhimanyu said that this DA enhancement would have extra financial liability of Rs. 127.90 lakh approximately per month. It would have additional financial liabilities of about Rs. 1015.20 lakh for 8 months (from July 2018 to February 2019) to the State exchequer.
POLL DAY HOLIDAY: The Haryana Government has notified December 7, 2018 (Friday), the day of poll for general election to Legislative Assembly of Rajasthan, as paid holiday for its employees who are enrolled as voters in Rajasthan, to enable them exercise their franchise. Such employees can avail special casual leave, paid, on that day. 
          While stating this here today, an official spokesman said that the holiday would be observed under section 25 of the Negotiable Instruments Act 1881 and section 135-B of Representation of the People Act in all Haryana government offices, boards and corporations and educational institutes in respect of those staff of the state government who are registered voters in Rajasthan.
          He said that it was also notified that employees of various factories, shops and private establishments located in Haryana, who are registered voters of Rajasthan, can take paid leave under Section 135-B of the Representation of the People Act for the similar purpose.
CONDOLENCE MESSAGE:  Haryana Director General of Police, Mr B.S. Sandhu has expressed deep sorrow and grief over the sad demise of Mr Vinod Kumar, DSP Kanina, who breathed his last today following a cardiac arrest. He was 57.
          In a condolence message issued here today, Mr Sandhu described him an experienced, intelligent and capable police officer, who had joined Haryana Police as an Assistant Sub-Inspector on December 1, 1994.  Praying for peace to the departed soul, he empathized with the bereaved family and wished them strength to bear this irreparable loss.
          All ranks of Haryana Police also expressed deepest condolences towards the bereaved family members and prayed the Almighty that the departed soul might rest in peace.
          Prior to joining Haryana Police, Mr Vinod Kumar also served with Indian Air Force for about 15 years.

Prime Minister Modi dedicates KMP Express to the nation

 

CHANDIGARH, NOV 19
The Prime Minister, Mr. Narendra Modi dedicated the Kundli-Manesar-Palwal Expressway also called as Western Peripheral expressway to the people of the State from village Sultanpur district Gurugram today. The expressway which is 136.65 km long has been built at a cost of Rs. 6434 crore including land acquired at a cost of Rs 2,788 crore and construction done at a cost of Rs.3646 crore.
        It is pertinent to mention that the Kundli-Manesar-Palwal (KMP) Expressway was rescheduled to be completed by February 19, 2019 but has been completed before the fixed date.
         Various facilities have been provided on KMP expressway for the convenience of commuters including vetiver grossing which easily absorbs carbon particles. Fountains, historical and cultural monuments connected to Shrimad Bhagwad Gita and Yoga have been placed at various locations to improve the aesthetic look of the expressway.
        Apart from this, near toll plaza a world class Art and Culture Gallery has been set up to depict the project development history through 3D Holographic models. For the convenience and safety of commuters, trauma centre and police patrolling vehicle have been deputed. And in every 14 Km, one ambulance and one recovery van with a helpline number have been stationed for speedy response in case of accidents or emergencies. The Expressway has been developed as a green corridor. The KMP expressway has been constructed by 200 engineers and 2500 labourers.
         Thus construction of this expressway would provide high speed link of Northern Haryana with Southern Districts and provide uninterrupted high-speed link for traffic, especially Commercial traffic, from Haryana to neighbouring States. It would also decongest the road traffic from Delhi and thereby reduce pollution.

BALLABHGARH METRO LINK:  Mr. Narendra Modi today inaugurated the Ballabhgarh Metro link connecting  Escorts Mujesar – Raja Nahar Singh (Ballabhgarh) section with the Kashmere Gate – Escorts Mujesar from village Sultanpur in district Gurugram.
          The 3.2 km long Escorts Mujesar – Raja Nahar Singh (Ballabhgarh) section of the Kashmere Gate – Escorts Mujesar corridor also known as the Violet Line is now ready for passenger operations.  This extension of Delhi Metro's Violet Line consists of two stations – Sant Surdas (Sihi) and Raja Nahar Singh.   Ballabhgarh has become the fourth city in Haryana to get Metro connectivity after Gurugram, Faridabad and Bahadurgarh. After the opening of this extension, the entire Kashmere Gate – Raja Nahar Singh Metro corridor will become 46.6 kilometres long.
          Currently, 25.8 km of Metro lines are operational across Haryana. After the opening of this section, the total length of Metro kilometres in Haryana will become 29 kilometres. All trains running on this section are manufactured in India.
          The work of this section of Metro Line was started in February, 2015. The Escorts Mujesar – Raja Nahar Singh (Ballabhgarh) section will be extremely crucial from the point of view of connectivity for the city of Ballabhgarh, Faridabad, South-East Delhi and Central Delhi areas. Ballabhgarh is an upcoming urban settlement which is an industrial city. Large numbers of people travel every day for their professional requirements from Ballabhgarh to Delhi and vice-versa. This corridor will be of help to these people.
          The Raja Nahar Singh Station in Ballabhgarh would now connect Ballabhgarh Interstate Bus Terminal and Ballabhgarh Railway Station. This station is five storey building having two commercial floors above track level. This station is having parking on the other site of the National Highway–2 which will be directly connected to the station via a Foot Over Bridge. Similarly, Sant Surdas (Sihi) Station has been set up near National Council for Cement and Building Material Institute. Lifts and escalators facility has been provided on both stations.
SVS UNIVERSITY: Mr. Modi also laid the foundation stone of Shri Vishwakarma Skill University, village Dudhola, Palwal from village Sultanpur in district Gurugram by pressing the button. A sum of over Rs 1,000 crore would be spent on setting up this University.
       This Skill University would impart skill training to the youth and encourage them to be self employed. The university campus at village Dudhola, would be developed over 82.7 acres. This year, tenders amounting to Rs 389.24 crore have been floated for construction of university building. The construction work would be carried out in three phases and there is a plan to complete the first phase by 2020.
       There is a plan to impart GST training to 1,000 youth. He said that under pilot project, 139 youth have so far been imparted training in Hisar, Gurugram, Rohtak, Karnal and Sirsa. Apart from this, the University has imparted entrepreneurship training to 68 students whereas training of German language was imparted to 30 students.
             The University has signed MoUs with 21 industries for training of different courses. In district Gurugram, youth have been imparted training in cyber security, network security and application security. As per the need of hour, training in communication and life skill has so far been imparted to 1,072 youth of Gurugram, Faridabad, Dharuhera, Ballabhgarh and Palwal in 2018. Under Saksham Certification Programme, training in Communication Skill and Personality Development has so far been imparted to 32 youth. Also, stipend amounting up to Rs 10,000 was being given to students getting training in the university.
          There is a plan to establish administrative block, auditorium and convention centre, cafeteria, centre of excellence, teaching and non-teaching residential area, separate hostels for boys and girls, shopping centre, health centre, community centre, stadium, gymnasium, swimming pool, sports and recreational facility, feeder school and common facility in proposed campus of the University.

CM okays “Core Areas” for registration

CHANDIGARH, NOV 16 
Haryana Chief Minister Manohar Lal has approved  the inclusion of “Core Areas” also for registration of 4th floor as independent dwelling unit on the already approved conditions and approval of maximum permissible height of 16.5 meters by carrying out amendment in the Haryana Building Code-2017.
             While stating this here today, an official spokesman said that as per the Chief Minister’s announcement, the matter regarding registration of 4th floor to be allowed as separate dwelling unit in case of residential plot has already been approved.
             He said that for increase in the maximum permissible height, the figures 15 meters would be substituted with 16.5 meters in the Haryana Building Code-2017 with the condition that the same would be permitted subject to fire NOC and certificate of conformity to rules and structural safety.
             He said that the draft of amendments in the building code would be hosted on the website of Town and Country Planning Department and other concerned departments that is Haryana Shehari Vikas Pradhikaran (HSVP), Haryana State Industrial and Infrastructural Development Corporation (HSIIDC), Public Works (Building and Roads) and Architecture for inviting objections and suggestions from the public before publication of final amendment in the building code.
ADMINISTRATIVE APPROVAL: Haryana Chief Minister Manohar Lal has accorded administrative approval amounting to over Rs 5.15 crore for the widening and strengthening of ten roads in Indri, district Karnal.
             While stating this here today, a spokesman of Public Works (Building and Roads) Department said that while Rs 18.41 lakh would be spent on the widening and strengthening of Ramgarh road, Rs 37.92 lakh would be spent on road from Raithkhana to Bir Raithkhana.
              He said that similarly, Rs 13.30 lakh would be spent on the widening and strengthening of main mati road, Rs 88.37 lakh on Janesron road, Rs 19.04 lakh on butan kheri road, Rs 113.91 lakh on road from Sangoha to Kamalpur Roran, Rs 49.29 lakh on Panjokhera road, Rs 55.92 lakh on chand samand road, Rs 51.08 lakh on road from Biana to Bir Majri and Rs 68.14 on Dhanaura to Kalra road.
