‘One MP-One Idea’ competition

With a view to foster, a grass-root bottoms-up approach to innovation and development and to arrive at solutions for local problems which are sustainable and scalable,the Central Government has decided to have ‘One MP-One Idea’ competition in each Lok Sabha constituency  annually. The aim of the competition is to select three best innovations for cash awards.

While stating this here today, a spokesman of Haryana Government  said that for the competition, innovative solutions would be invited in the areas of education and skills, health, water and sanitation, housing and infrastructure, agriculture, energy, environment and community and social service. He said that there was a need for campaigning for ideas that have the potential to solve challenges.

He said that innovative solutions could be submitted either directly by any individual or by a group of individuals, industry,  academia, NGO or other institution from the constituency. Also, innovations could be nominated by reputed people in the constituency in the capacity of third party having knowledge of the nominated innovative solution, he added.

He said that following a transparent process, a Selection Committee headed by the Deputy Commissioner, Sirsa would select three best innovations from this competition. He said that Certificate of Honour and cash prize of Rs 2.5 lakh, Rs 1.5 lakh and Rs one lakh would be given away to first, second and third prize winner respectively by Mr. Ashok Tanwar, Member of Parliament from Sirsa in a public function. He said that certificates of appreciation would also be given for next five best innovations based on the list prepared by the Selection Committee. Innovative Solutions for Sirsa Parliamentary Constituency must reach Deputy Commissioner, Sirsa by September 30, 2012, he added.

Haryana State Advisory Board reconstituted

The Haryana Government has re-constituted the State Advisory Board under the Chairpersonship of Minister-Incharge, Women and Child Development Department to advice State Government on matters related to establishment and maintenance of Homes.

          While stating this here today, an official spokesman said that Director General, Women and Child Development Department would be Member Secretary of this Board. He said that other members of the Board included Mrs Anita Yadav, Chief Parliamentary Secretary, Women and Child Development Department, Financial Commissioner and Principal Secretaries of Finance, Home, Technical Education, Labour and Employment, Health, Women and Child Development, School Education and Industrial Training Departments,

He said that other members of the Board included Mrs Sushila Sharma, Chairperson, Women Commission, Director Generals of Health Services and Police, Director, Prosecution Department and Director, Sports and Youth Affairs Department. Similarly, other members included State representatives of Indian Medical Association, Lions Club and Rotary Club, Honorary General Secretary of Haryana State Council for Child Welfare, Chandigarh, General Manager, BSNL, Haryana, Mr B. S. Johar, President Governing Body, G. M. N. College, Ambala Cantt. and Khalsa College, Yamunanagar, Vice Chancellor of B. P. S. Mahila University, Khanpur Kalan in Sonepat and Dr Madhu Nagla from Maharshi Dayanand University Campus, Rohtak.

          He said that the Board would consider ways and means for mobilisation of human and material sources for implementation of Juvenile Justice (Care and Protection of Children) Act. The Board would issue guidelines for provision of facilities for education, training and rehabilitation of children in need of care and protection and Juvenile in conflict with law. It would serve as a forum for an effective coordination among various official and non official agencies concerned. Also, the Board would function for administration of Juvenile Justices Fund set up under section 61 of the Act. The term of the Board would be for a period of five years and meeting of an Advisory Board would be held twice in a year, he added.

ITI to be set up in Jeevan Nagar Sirsa

An Industrial Training Institute costing Rs 4.50 crore  will be set up at village Jeevan Nagar in district Sirsa under Multi-sectoral Development Plan (MsDP).

          While stating this today, an official spokesman said that under this scheme during current financial year, Rs 5.50 crore would be spent in 70 villages of four blocks namely Rania, Dabwali, Odhan and Baragudha of district Sirsa. He said that two districts of Haryana namely Sirsa and Mewat have been included under a scheme for minorities. This scheme was started in both these districts during the year 2009-10. He said that for the year 2012-13, the villages of district Sirsa with majority of Sikh population have been included. The population of chosen villages constitutes more than 40 per cent of people belonging to Sikh community.

          He said that directions have been issued to officers of Public Health Engineering Department to prepare waterworks schemes for four villages chosen by Central Government under Multi-sectoral Development Plan to provide clean drinking water facilities in these villages.

          He said that under Multi-sectoral Development Plan, so far over Rs 13.13 crore had been spent in district Sirsa, out of which Rs 1.62 crore were spent to construct 63 additional school rooms. Rs 2.13 crore were spent to construct 71 Anganwadi Centres. He said that district administration, through this programme under Indira Awas Yojana has constructed 1941 houses whereas construction of 59 houses was under progress. Similarly, Rs 47 lakh have been spent on drinking water facilities. Under this scheme, construction work of Industrial Training Institute, Odhan has also been started, he added.

Construction work in Gurgaon colonies banned

 Construction by builders in licensed colonies of Gurgaon has been banned and the District Administration has issued notices to 81 builders with immediate effect.

    This ban would remain enforced till the builders get verification from Haryana Urban Development Authority (HUDA) for use of recycled sewage and treated water.

          The Financial Commissioner and Principal Secretary, Town and Country Planning, Mr. S. S. Dhillon, who, accompanied by Deputy Commissioner, Mr. P. C. Meena and Administrator HUDA, Dr. Praveen Kumar made a surprise visit to the licensed colonies being developed by builders along golf course extension road today and found that at most of the places no construction activity was in progress.

          While referring to the directions of the Punjab and Haryana High Court, Mr. Dhillon said that over exploitation of ground water has resulted in decline in water table and now a complete ban has been imposed on construction works. In addition to it the use of water in construction activity by getting it through tankers has also been prohibited as the Central Ground Water Authority has declared the entire Gurgaon district as a notified area.  

          Mr. Dhillon said that treated water for use in construction works could be obtained from sewerage treatment plants of the Municipal Corporation at Behrampur and Dhanwapur. The Municipal Corporation as well as HUDA would supply sewerage water after its primary and secondary treatment. However, the tertiary treatment of such water would have to be got done by the builder at the site of the construction.

          According to an estimate the three sewerage treatment plants set up Gurgaon are treating about 150 MLD water per day. Mr. Dhillon made it clear that in case any builder was found using ground water for construction work, he would invite action against himself from contempt of High Court’s instructions. The District Administration has constituted 25 teams to keep an eye on builders.

Faridabad win drama trophy in Haryana Youth Festival

Faridabad District won drama competition in the 19^th State Level Youth Festival which concluded in Sirsa today., Kaithal and Jhajjar finished runners-up and third, respectively.

          While stating this here today, a spokesman of Haryana Sports and Youth Affairs Department said that prizes were distributed to the young artists bagging first, second and third position in different events during the closing function held at CMK Girls College, Sirsa today. He said that in classical music singing Hindustani competition, Karnal stood first, Gurgaon second and Palwal third. Similarly, in classical music singing karnataki competition, Mahendergarh bagged first position. In sitar competition, Faridabad stood first, Karnal and Bhiwani stood second and third respectively.

          In flute competition, district Ambala bagged first position whereas Gurgaon and Sirsa bagged second and third positions respectively. In harmonium lite, Rohtak stood first, Sonepat second and Panipat third whereas in guitar, Gurgaon stood first and Rothak and Sirsa stood second and third respectively. Similarly, in folk song competition district Kaithal bagged first position, Fatehabad bagged second position and Rohtak and Mahendergarh stood third. In Manipuri dance, Narnaul bagged first position, Kaithal and Jind bagged second and third position respectively whereas in Odisi dance, Faridabad stood first, Sonepat and Kaithal stood second and third respectively.

          He said that in Bharatnatyam, Panchkula stood first, Yamunanagar second and Panipat third whereas in Kathak, Palwal stood first, Faridabad and Kurukshetra stood second and third respectively. Similarly, in Kuchipudi dance, Panchkula stood first, Yamunanagar and Narnaul stood second and third respectively whereas in folk dance, Rohtak bagged first position and Kaithal and Sirsa bagged second and third positions respectively. In debate competition, Gurgaon, Panipat and Sonepat stood first, second and third respectively.

         Financial Commissioner and Principal Secretary, Haryana Sports and Youth Affairs Department, Mr. Hardeep Kumar gave away prizes to the winners. Mr. Hardeep Kumar announced that new competitions would be added in the next State level Youth Festival so as to ensure participation of more artistes and prize money given to the participants would also be increased. The participants bagging first position would be sent to the National Level Youth Festival which would be held between January 12 and 16, 2013 in Patna.

Haryana to introduce pentavalent vaccination in October

The Haryana Health Department will launch pentavalent vaccination in October 2012, wherein vaccination for five vaccine preventable diseases would be given in a single injection, to further intensify  its campaign aimed at reducing infant and child mortality rate in the State.

          While stating this today, Health Minister, Rao Narender Singh said that the State Government has been making concerted efforts to reduce infant and child mortality rate by treating sick infants and children through implementation of Integrated Management of Neonatal and Childhood Illness (IMNCI) Programme. This programme includes counseling for breastfeeding, identification of sick children and management of pneumonia, diarrheal diseases and infections by female multipurpose health workers.

          He said that immunization of children against vaccine preventable diseases was one of the important steps to reduce infant and child mortality rate. He said that the current year has been declared as the Year of Intensification of Routine Immunization. Also, immunization services were being provided free of cost to prevent the children against seven diseases namely Poliomylitis, Diphtheria, Pertussis, Tetanus, Tuberculosis, Measles and Hepatitis B. The evaluated coverage of fully immunized children has increased to 71.7 per cent during the year 2009 as against 59.6 per cent during the year 2007-08.

          Rao Narender Singh said that Measles Catchup Campaign was conducted successfully throughout the State to immunize 48.50 lakh children between the age group of nine months and 10 years. He said that measles surveillance and routine immunization monitoring has been initiated with technical support from World Health Organization. He said that Haryana has become a Polio-free State since January 2010. He said that with the technical support of United States Agency for International Development (USAID), a supportive supervision exercise was being started to tackle technical issues related to immunization.

          He said that to ensure accurate reporting of deaths, a surveillance system namely Maternal and Infant Death Review System (MIDRS) has been introduced in the State which collects data from various stake holders and compiles the consolidated data.
