About 26 lakh children between the age of 0 to 5 years in 13 districts of Haryana will be covered under the Sub-National Intensified Pulse Polio Immunization (IPPI) round scheduled to be held from December 6 to 8, 2009.
While stating this today, Haryana Health Minister, Mrs Geeta Bhukkal said that these targeted districts included Ambala, Faridabad, Gurgaon, Jhajjar, Karnal, Kurukshetra, Mewat, Palwal,Panchkula, Panipat, Rohtak, Sonipat and Yamuna Nagar.
She said that this IPPI round has been necessitated in view of the recently detected Wild Polio Virus P3 in district Faridabad and Solan in Himachal Pradesh. Therefore, the Central Government has decided to conduct this round with mOPV3 vaccine in districts of Faridabad, Gurgaon, Mewat, Palwal and Panchkula and in rest of the districts mOPV1 vaccine would be used.
Sofar in the year 2009, as many as 650 cases of polio have been confirmed in the country out of which 634 cases are from Uttar Pradesh and Bihar and one P3 case has so far been confirmed at Faridabad in Haryana. As Haryana is the bordering state of Uttar Pradesh and gets a lot of migration from this neighbouring State, it is very important to implement high quality IPPI round with increased administrative
involvement and advocacy to maintain high level of immunity.
Mrs Geeta Bhukkal said that all arrangements for the successful implementation of the Sub-national IPPI round have been finalized in the State. A total of 10,112 booths would be setup at locations convenient to the people. These booths would be manned by more than 40,000 vaccinators drawn from Health, Integrated Child Development Services Scheme, Education Departments, NGOs, Indian Medical
Association, Self Help Groups and community volunteers. Nodal officers from State headquarters and independent monitors from Pt. B.D.S. Post-graduate Institute of Medical Sciences,
Rohtak would also monitor the activity to ensure complete coverage.
To prevent the occurrence of polio cases in the state, it is of paramount importance that during the December 2009 round and subsequent rounds, no child of 0-5 year age group remains without receiving Pulse Polio drops. For Polio eradication, Pulse Polio Immunization (PPI) is one of the important strategies besides the
routine immunization programme. Pulse polio immunization aims at eliminating the environmental wild virus the disease causing virus, through simultaneous administration of oral polio vaccine to the susceptible age group of 0-5 years. With every successive round of PPI, the areas of poliovirus circulation gets reduced in number and extent.
The focus during December 2009 round will be to ensure coverage of each 0-5 year child, especially those residing in slums, labour colonies inhabited by migratory population, brick-kilns, children of industrial labour, rice-shellers, stone crushers, construction sites, nomadic population and children in transit at bus-stands, railway stations, Hatt-Bazaars and market places.

She said that for subsequent two days, that is December 7 and 8, teams would go from house to house to administer pulse polio drops to those children who might have not come to the booth on the

CHANDIGARH, DEC 2

With a view to accommodating tourists during Commonwealth Games 2010, the Haryana Government has formulated bed and breakfast scheme which is being implemented in Gurgaon. Under the scheme, the house owners will be able to rent out their premises to the tourists coming for Commonwealth Games.
Speaking about the rationale behind the Bed and Breakfast scheme, an official spokesman informed that it takes longer to build a hotel and, hence, the central government approved some 25 houses in Gurgaon itself, which could be converted into guesthouses, after a survey.
The government approved bed and breakfast for the NCR also to fill in the gap between the required number of rooms for the Commonwealth Games and those that could be provided by hotels. He said that the registration and other processes had also been simplified under the scheme adding the security issue would be specifically checked into.
He said that the hotel industry was also facing a financial crunch and the real estate market in a virtual slump, the bed and breakfast seems to be the only alternative. There were about 100 bed and breakfast places in Gurgaon and Faridabad. Ancillary services like restaurants, conference rooms, etc are also being looked into. He said that we have been able to meet a target of 7,000 rooms so far. The bed
and breakfast scheme was certainly going to be a great project once it’s in full swing. No doubt such kind of business provides employment and promotes tourism as in countries abroad; regulations, however, need to be in place to keep a tab on unethical practice,” he said.
Residents could apply under this scheme and give up a maximum of five
rooms for rent with complimentary services like power backup, Wi-Fi, air-conditioning and 24X7 security, among various others. Once approved for licensing, the state government would market the facility online.
At present, two kinds of licenses are being issued to owners, silver
and gold, which have different criteria and payment slots. Owners are charged residential rates for water and electricity. They are supposed to fill the Form-C and submit it to the respective offices when they have a foreign tourist staying with them. The government fixes the room rentals and the quality of food and services provided are monitored on a time-to-time basis.

Chandigarh, Nov 21
The Haryana Governor Mr. Jagannath Pahadia, today said that Police force being the most visible face of the ‘Government’ or the ‘State’, the people expect the police to behave just as an ideal Welfare State would interact with its citizens. This has brought about a sea-change in the perception of the public of the role of the police.
Mr. Jagannath Pahadia was interacting with a group of 22 IPS Probationers at Haryana Raj Bhawan here today. These probationers were led by Dr. Swarup Vedanand, Assistant Director, SVP National Police Academy, Hyderabad.
He said that the Police officers should always arm themselves with knowledge, latest scientific techniques, modern instruments and keep updating the same with the latest knowledge of law and its various procedures. They should remember that procedure itself ensures fairness and integrity in any profession.
The Governor said that the probationers belonging to different states of the country have joined the service at a very exciting time; when the role and responsibilities of the police are undergoing a transformation due to new and varied challenges being faced by the society and consequently the security forces of the country. The concept of a welfare State as envisaged by the makers of our
Constitution has evolved considerably over the last 60 years and this has altered the aspirations of the people, especially the expectations that they have from the various arms of the Government, he said.
Mr. Pahadia reminded them that the greatest quality for a civil servant, especially those like the probationers who have been assigned such important and sensitive tasks and deal directly with the public, is integrity. Integrity of purpose, intent and action; professional integrity, and personal integrity. He said the task of the police officer is very difficult and they should ensure the truth and reality before taking any action in any matter relating to the maintenance of
law and order.
He said that another important factor is fairness in dealings. Each action and interaction, whether with the public or with one’s own subordinates and colleagues should be such that shows a purposeful lack of bias–whether personal, religious, social or any other. Like justice, fairness must not just be done but should be seen to be done as well, the Governor emphasized.
On this occasion, the first lady of Haryana, Mrs. Shanti Pahadia, the elder son of the Governor, Mr. Om Prakash Pahadia and his wife Mrs. Poonam Pahadia alongwith ADC to Governor Mr. Jag Parvesh Dahiya were also present.
