Haryana Skill Development and Industrial Training Department has framed a new transfer policy which would be implemented from April 1, 2018. All transfers would be made online from the new academic session.
While stating this here today, Skill Development and Industrial Training Minister, Mr. Vipul Goel said that there were total 6,288 sanctioned posts of field officers and employees in the Department, including 55 posts of Class I, 187 posts of Class II and 6046 posts of Class III categories. In order to facilities these employees, the new transfer policy has been framed and software is being prepared. Notification regarding this policy would soon be issued, he added.
Mr. Goel said that every year between April 10 and 30, the Department would finalize the information pertaining to closure of a trade or introducing a new trade in any ITI located across the state. Thereafter, notification pertaining to vacant posts would be issued between May 1 and 31, and employees can opt online for desired place of posting fromJune 1 to 15. The transfer would be issued at the end of academic session on July 15 every year and they would have to join the new station of posting within 15 days. The transfer orders would be applicable from August 1, he added.
The Minister said that for transfer, the general tenure of an employee at one station would be considered five years, but after completion of three years, an employee can apply for transfer on vacant post or mutual basis. The employee, whose retirement is just after one year, would not be transferred. Such transfer would be made on administrative grounds or on the basis of his or her own choice. Apart from this, an employee can be transferred anytime on the basis of valid complaint of misbehaviour, judicial inquiry or poor result.
He said that priority in transfers would be given to employees keeping in view their age, couple, widow, specific or serious illness. For this, different marks have been prescribed. Total marks would be 80 and preference in transfers would be given to employee bagging maximum marks.
The implementation of this new transfer policy in the Department would bring transparency and increase efficiency of employees, he added.
NON-OFFICIAL MEMBERS: Haryana Government has appointed seven non-official members of Haryana Gau Seva Aayog with immediate effect.
While giving this information here today, an official spokesman said that Vidya Sagar Bagla of Sirsa would be the Vice Chairman of Aayog, while its other members included Rajender Bansal of Ambala City, Gaurav Kumar of Yamunanagar, Puran Mal Yadav of Gurugram, Amit Bansal of Kurukshetra, Bal Krishan Matanheliya of Bhiwani and Dr Raj Saini of Jind.
SELECTION PANEL: The Haryana Government has constituted a Selection Committee for the purposes of Juvenile Justice (Care and Protection) Model Rules, 2016.
While giving this information here today, an official spokesman said that the Selection Committee would consist of Mr Justice, Dr Bharat Bhushan Parsoon (Retd.) as Chairperson, while Director, Women and Child Development Department would be its Member Secretary and its other members included Mrs Santosh Atreja, Mr D.R. Sharma, Dr Ramesh Kumar Bhardwaj, Dr Promila Batra and Mrs Jyoti Bainda.
The tenure of the Selection Committee would be three years from the date of assuming charge, he added.
