CM generates online transfer of 409 forest guards

CHANDIGARH, OCT 25 

 Taking another step to ensure good governance and transparency in transfer system, the Haryana Chief Minister, Mr. Manohar Lal today generated online transfer list of forest guards with a click and transferred 409 Forest Guards who were found eligible for transfer as per the online transfer policy of Forest department.

          Out of the 409 Forest Guards transferred, 154 got postings as per their first preference of station. Similarly 48, 35 and 22 Forest Guards got postings as per their second, third and fourth preference of station, respectively.

          The activation of online transfer system in the Forest department is a step forward in the direction of transparency and good governance. The draft online transfer policy was prepared in March, 2018 which envisaged the transfer of forest guards through a computerized system based on merit-cum-preference system. The merit points were determined in accordance with the online transfer policy. The posting preferences and acceptance of merit points for posting priority were submitted by the forest guards through an online interface, thus ensuring transparency and fairness in the transfers.

          The software for the implementation of the online transfers was developed by Haryana Knowledge Corporation Ltd. (HKCL) while all the relevant data was prepared by the Forest department. Out of the total 664 forest guards currently deployed in the department, 409 forest guards were identified for transfers by the online system. As per the policy, the guards who have completed more than 30 months in the present posting or have completed more than 54 months in the same district or currently deployed on the frozen beats or were on special duty/awaiting posting, were considered eligible for transfer.

          The online system was activated on August 9, 2018 for the forest guards to give their preferences and acceptance of merit points calculated by the online system. It was ensured that sufficient time was offered to forest guards to verify their particulars, merit points, for redressal of their grievances and providing posting preference online. Subsequently, all the reported anomalies in the data were duly resolved and finally acceptance of the merit points and their posting preference of all the eligible forest guards were submitted by them on the online portal. Based on the posting preference given by forest guards and their merit points, the transfer list was generated by a click of a button on the online transfer portal.

CM appeals to Haryana Roadways employees to join their duty

CHANDIGARH, JULY 20 
Haryana Chief Minister, Mr Manohar Lal has appealed to the representatives  and office-bearers of Haryana Roadways Employees Unions to join their  duty immediately keeping in view  the festival season and  also the problems  being faced by the general public. The Government is always ready to hold discussions with them. All the Unions’ office-bearers have been appealed to  come to the office of Director General, State Transport, Haryana  located on second floor, 30-bays building, Sector 17-B, Chandigarh at 12 noon on October 21, 2018 (Sunday) for discussion with the  Director General and officers of the department.  Their genuine demands would be considered sympathetically and action would be taken to fulfill them.
          The continuous five days strike by Haryana Roadways employees since October 16 has caused inconvenience to the general public in their daily routine work. It is our Constitutional and moral responsibility that any of our acts should not create problem for the general public. In festival season, on not getting cheap, convenient and reliable travel facility by the Haryana State Transport, public resentment is understandable.
          The representatives of Haryana Roadways Employees Unions have this misconception that by hiring 700 buses of private bus owners would lead to privatization of the department and the employees would be sorted out. Whereas this is not true as the buses hired from private bus owners will have conductors from the department only. Thus according to the norms of the department, 980 conductors would be recruited for these buses. The fare charged from the passengers of these buses would be deposited to the state exchequer. The owners of these buses would be paid as per the fixed rate of the various depots (from Rs 31.01 to Rs 37.30 per km). It is not a stage carriage or contract carriage scheme. In fact, under Public Private Partnership mode, 700 additional buses would be added to the fleet of Haryana State Transport so that the general public would get cheaper, reliable and convenient transport facility. It is pertinent to mention here that these buses hired on per kilometer basis would not be given any permit and these buses would ply on the permit and fixed routes of Haryana Roadways buses. Inspite of this, some representatives of Haryana Roadways Employees Unions are on strike. The state government always protects the interest of the employees but it is also the priority and moral responsibility of the State Government to provide better facilities to the people of the state.
 JAN SAHYOG RALLY: Haryana Finance Minister Capt. Abhimanyu said that Jan Sahyog Rally to be organised in district Jind on October 21 would prove to be a milestone for the development of Jind. Haryana Chief Minister Mr Manohar Lal would inaugurate and lay the foundation stone for 11 development projects worth Rs 570 crore on this occasion.
          Capt. Abhimanyu said this while reviewing the preparations of upcoming Jan Sahyog Rally at Jind today. He said that under the leadership of Mr Manohar Lal, the present state government has completed four years tenure. In these four years,  the number of  development works  completed by present government  have not been  undertaken in the 40 years of the previous governments. He said that by seeing the support of people towards Jan Sahyog Rally, it is very much sure that Jind rally would be historic.
          He said that the previous governments were doing politics based on region or caste. The present government has started various development projects for Jind. The workers and leaders of the BJP are ready for byelection in Jind and the party candidate would surely win here. He said that Jind would not be left behind in terms of development.

367 new buses to be included in fleet of Haryana Roadways

 Haryana Additional Chief Secretary, Transport Department, Mr. Dhanpat Singh said that soon, 367 new buses would be included in the fleet of Haryana Roadways. For this, orders have been issued for the release of tenders. Besides, 700 buses would be plied on Public-Private Partnership (PPP) mode to provide bus travel facility to the people.
        The Additional Chief Secretary was interacting with media persons at a press conference held regarding strike of Haryana Roadways Employees’ Union, here today.
        Mr Singh said that plying of 700 buses on PPP mode would not  harm the interests of any employee of roadways  infact it would facilitate people.
        He said that in the coming time, Special Purpose Vehicle and formation of a Corporation could also be considered so as to run the Haryana Roadways efficiently. He said that the stand of state government is very clear on buses being plied under Kilometer Scheme. These buses would be plied keeping in view the interest of people and there would be no compromise on this issue.
        In reply to a question, he said that in the last strike held on September 5, 2018, actions were taken against  180  persons,  under which Essential Services Maintenance Act (ESMA) was imposed on Union leader, Dalbir Kirmara and others. He said that on October 16, 2018, 1,507 buses were plied and some buses were plied even without conductors. At some places, the buses were run with the assistance of the police and Special Police Officers (SPOs). He said that even today, about 40 buses were run in Hisar with the help of heavy vehicle drivers of other departments.
        In reply to a question related to strike, he said that if the strike is not called off then recruitment would be carried out through outsourcing policy and buses would be plied for the facility of people. He said that the drivers and staff on probation period who participated in strike on September 5, 2018 as well as at present on strike for  two days and action is taken against them under ESMA then such employees would be terminated.
        He said that though, the state government has sent the requisition to Haryana Staff Selection Commission for the recruitment of conductors, but till then, 930 conductors and 500 drivers would be recruited under the outsourcing policy for the facility of the people. From ‘Saksham’ portal of the state government, those having license of conductor could be recruited as conductors, he added.
        He said that the department has taken action  against not only on  officials but also against the officers. In this connection, it had been recommended to suspend the General Manager, Haryana Roadways, Palwal, Lajpat Rai. Similarly, Duty Inspector, Rewari, Karan Singh and works manager, Bahadurgarh, Bhagwan Dahiya have been suspended. He said that be it an employee or a leader, whosoever would give provocative  speech, actions would be taken against the one.

Haryana to ply buses under PPP mode

With a view to ensuring convenience and to facilitate the people of the state, it  has been decided to ply buses under Kilometer(Km)  Scheme throughout the State. These buses would be plied on PPP Mode.
        This was disclosed by Additional Chief Secretary, Transport department, Mr Dhanpat Singh during a press conference regarding his meeting with the Haryana Roadways Employees Unions here today.
        Giving details about the  district wise Kilometer scheme, he said that in Ambala 12 buses would be plied at the rate of Rs. 37.10 per Km. Similarly, in Chandigarh, 20 buses would be  plied at the rate of Rs. 37.30 per Km, 15 buses in Kurukshetra  at the rate of Rs. 36.80 per Km, 10  buses in Yamuna Nagar at the rate of Rs. 36.60 per Km, 20 buses in Karnal at the rate of Rs. 36.50 per Km, 20 buses in Panipat  at the rate of Rs. 34.75 per Km, 15 buses in Kaithal at the rate of Rs. 34.30 per Km, 25 buses in Hisar at the rate of Rs. 36.75 per Km, 20 buses in Fatehabad at the rate of Rs. 36.90 per Km, 17 buses in Sirsa at the rate of Rs. 36.80 per Km, 58 buses in Bhiwani at the rate of Rs. 36.50 per Km, 15 buses in Charkhi Dadri at the rate of Rs. 36.30per Km, 15 buses in Faridabad at the rate of Rs. 36.75 per Km, 40 buses in Gurugram at the rate of Rs. 37.10 per Km, 45 buses in Jhajjar at the rate of Rs. 34.65 per Km, 5 buses in Bahdurgarh at the rate of Rs. 31.01 per Km, 15 buses in Narnaul at the rate of Rs. 36.09 per Km, 5 buses in Nuh at the rate of Rs. 36.75 per Km, 10 buses in Palwal at the rate of Rs. 36.75 per Km, 48 buses in Rohtak at the rate of Rs. 35.65 per Km, 42 buses in Sonipat at the rate of Rs. 35.75 per Km, 5 buses in Rewari at the rate of Rs. 37.24 per Km and 15 buses in Jind at the rate of Rs. 36.40 per Km.
        He said that in this scheme the department would not be required to do any investment.  This scheme would also benefit the people as the buses would be maintained by the operators themselves. The scheme would also benefit the State Government by saving of Rs 5 to Rs 8 per kilometer.

Students’ union elections held peacefully

CHANDIGARH, OCT 17
The students’ union elections in colleges and universities of Haryana were held peacefully today. Till the time of filing of news, results have been declared in 11 state universities and 224 colleges.
        Congratulating the winning candidates of students’ unions, the Education Minister, Mr. Ram Bilas Sharma said that he is sure that the winning candidates would further improve the educational environment and bring the student related issues to the notice of the State Government, and get them implemented in the right manner.
        He said that for 22 years, students’ union elections were not held in the colleges and universities of the state. During these years, several governments were formed in the state, but no one paid attention to this issue. As per its commitment made in the election manifesto, the present State Government has successfully got completed the students’ union elections today in a peaceful manner for which students, teachers and departmental officers of the colleges and universities deserve applause.
        Mr. Sharma said that as per the results received up to 5 p.m. today, elections to 1,108 Class Representatives in 11 state universities were completed in which 517 candidates were elected unopposed, 254 through election process and 296 class toppers were elected. These candidates have cast their votes to elect president, vice-president, secretary, deputy secretary and five executive council members, he added.
        He said that elections were also held in all colleges which have established in 2016-17 or before. As per the results received up to 5 p.m. today, elections to 4,011 Class Representatives were held in 224 colleges out of total 288 colleges in the state. In these elections, 1,862 candidates were elected unopposed, 966 through election process and 1,183 class toppers were elected. The elected candidates had also cast their vote to elect students’ council in their colleges, he added.

HEB officials to get 7th Pay Commission benefits

CHANDIGARH, OCT 15

Haryana Chief Minister, Mr. Manohar Lal said that officers and officials of Board of School Education, Haryana, Bhiwani would soon get the benefit of 7th Pay Commission. Apart from this, in future, the students belonging to Scheduled Castes and Backward Classes studying in government schools would not have to pay board examination fee.

          The Chief Minister made these announcements while addressing the gathering at the Annual Investiture Ceremony of Haryana School Education Board in Bhiwani today. He also announced that teachers playing significant role in putting a check on use of unfair means cases would be honoured at district level.

          On this occasion, the Chief Minister, Mr. Manohar Lal and Education Minister, Mr. Ram Bilas Sharma released the Swarna Jayanti Logo of the Board. They also laid foundation stone of Atal Multipurpose Auditorium which has been named after former Prime Minister and Bharat Ratna, Late. Mr. Atal Bihari Vajpayee. A sum of Rs 55 crore would be spent on this Auditorium.

          Mr. Manohar Lal said that said that the Board has made concerted efforts to put a check on Unfair Means Cases (UMC) in board examinations. The Chief Minister appreciated the Board for this achievement. He said that the Board also has to conduct HTET examination which it had been conducting with full transparency.

          Speaking on the occasion, Education Minister, Mr. Ram Bilas Sharma said that the Atal Multipurpose Auditorium being established in the Board premises would be one of a kind. He said that the Auditorium would have seating capacity of about 2,000 people. He said that there would be no dearth of funds for the education of poor bright students and for this, separate budget provision has been made.

          Member of Parliament, Mr. Dharambir Singh said that the future of the country and the society depends on children. In this direction, education is must for them. “Only that society and country can progress where children will be educated”, he added.

          Earlier on this occasion, the Chief Minister presented Dr. Kalpana Chawla Award, Gold medals and Silver medals to 216 brilliant students of government and open schools who have scored first and second position in Xth and ten plus two classes from 2012 to 2018. Apart from this, he also gave cash prizes of Rs 51,000 and Rs 31,000 respectively to medal winning students. As many as 95 schools which have improved quality of education and remained at top were also honoured with trophies. Similarly, the Chief Minister also honoured nine schools, which have played significant role in considerably eliminating UMC cases, with cash prizes of Rs 25,000 each. In the function, Dr. Kalpana Chawla Award was given to 59 girl students, gold medal to 57 students and silver medal to 100 students.

          Chairman, Haryana Board of School Education, Dr. Jagbir Singh apprised the Chief Minister and Education Minister about the Board’s achievements.

Rudra emphasizes need of adopting international marketing strategies by farmers

CHANDIGARH, OCT 11: 

Union Minister of State for Agriculture and Farmers’ Welfare, Mr. Parshottam Rupala emphasized the need of adopting international marketing strategies by the farmers and said that linking of national agriculture market with World Union of Wholesale Markets (WUWM) would contribute significantly in development and welfare of farming community.

           Mr Rupala was speaking on the occasion of inauguration of two-day 32nd World Conference of World Union of Wholesale Markets (WUWM) being organized in Gurugram today. Delegates from a total of 19 countries from five continents, Embassies and diplomatic officers from 16 countries and over 50 Indian delegates from different State Agricultural Marketing Boards of India are participating in this conference.

           While describing the WUWM conference as an important step towards the progress of farmers, Mr Rupala said that under the leadership of Prime Minister, Mr Narendra Modi, various steps are being taken by the Central Government for enhancing the productivity as well income of the farmers. He said that it is for the time in the history of the country that a conference of wholesale market has been organized in india keeping in view the interest of farmers adding that such type of conferences would prove to be milestone in realizing Prime Minister Mr Narendra Modi’s vision of building a new India.

           Mr Rupala said that farmers would be made more resourceful through linking of e-NAM (National Agriculture Market) system with WUWM. Appreciating the Haryana Government especially Agriculture and Farmers’ Welfare Minister Mr O.P Dhankar, he said that Haryana is the first state in the country to implement Bhavantar Bharpai Yojna for the benefit of farmers by using digital technology which clearly reflects the pro-farmer approach of the present State Government.

           He said that the Prime Minister, Mr Narendra Modi’s ambition is to ensure that the farmers get remunerative prices of their produce through linking of e-NAM system with International Trade Forums. He said that the suggestions received in the two-day conference here would go a long way in taking concrete decisions in the interest of farming community. Today Haryana is producing rice more than the prescribed quantities of international standards, which is a significant achievement but there is a need to link it with international trade markets, he added.   

            Speaking on this occasion, Haryana Agriculture and Farmers’ Welfare Minister Mr O.P Dhankar said that modern mandis of international standards were being set up in the State for the prosperity of farmers. He said that a flower mandi would be set up in Gurugram with the collaboration of International Flora market of Rio-De-Janerio. Apart from this, an apple market was being set up in Pinjore. He said that a huge market was also being developed in Gannaur, district Sonipat over 600 acre of land.

            Mr Dhankar said that this two-day conference has been organized for detailed deliberations on the improvement of wholesale markets. He said that persistent efforts were being made by the present State Government  to safeguard the interests of farmers. He said that Bhavantar Bharpai Yojna implemented by the State Government is being emulated by other states also. He said the scheme has been linked with digital technique so as to ensure that the benefit of scheme reached to the actual beneficiaries without the interference of middlemen.
