Taking another step to ensure good governance and transparency in transfer system, the Haryana Chief Minister, Mr. Manohar Lal today generated online transfer list of forest guards with a click and transferred 409 Forest Guards who were found eligible for transfer as per the online transfer policy of Forest department.
Out of the 409 Forest Guards transferred, 154 got postings as per their first preference of station. Similarly 48, 35 and 22 Forest Guards got postings as per their second, third and fourth preference of station, respectively.
The activation of online transfer system in the Forest department is a step forward in the direction of transparency and good governance. The draft online transfer policy was prepared in March, 2018 which envisaged the transfer of forest guards through a computerized system based on merit-cum-preference system. The merit points were determined in accordance with the online transfer policy. The posting preferences and acceptance of merit points for posting priority were submitted by the forest guards through an online interface, thus ensuring transparency and fairness in the transfers.
The software for the implementation of the online transfers was developed by Haryana Knowledge Corporation Ltd. (HKCL) while all the relevant data was prepared by the Forest department. Out of the total 664 forest guards currently deployed in the department, 409 forest guards were identified for transfers by the online system. As per the policy, the guards who have completed more than 30 months in the present posting or have completed more than 54 months in the same district or currently deployed on the frozen beats or were on special duty/awaiting posting, were considered eligible for transfer.
The online system was activated on August 9, 2018 for the forest guards to give their preferences and acceptance of merit points calculated by the online system. It was ensured that sufficient time was offered to forest guards to verify their particulars, merit points, for redressal of their grievances and providing posting preference online. Subsequently, all the reported anomalies in the data were duly resolved and finally acceptance of the merit points and their posting preference of all the eligible forest guards were submitted by them on the online portal. Based on the posting preference given by forest guards and their merit points, the transfer list was generated by a click of a button on the online transfer portal.
Forests Minister, Rao Narbir Singh, Chief Secretary, Mr. D.S. Dhesi, Additional Chief Secretary, Forests, Mr. S.N. Roy, Principal Chief Conservator of Forests, Dr. Anil Hooda were also present on this occasion.
