Haryana Engineer awarded Ph.D. Degree

 CHANDIGARH, OCT 17
 Mr Mahesh Kumar, Managing Director, Haryana State Roads and Bridges Development Corporation Limited (HSRBDC) has been awarded Ph.D (Civil Engineering) for research on “Development of Integrated Quality Assurance Model for Upgradation of Highways” during 45th Annual Convocation held on 17.10.2015 at PEC University of Technology here.
The subject of research is highly useful to society in view of large scale highways being under taken by Government of India or Haryana. It may be mentioned that Engineers rarely do higher studies in form of Ph.D. degree in field Engineering Departments of the State. Earlier for eight years Mr  Mahesh Kumar also had been Engineer-in-Chief, Haryana Public Works (Buildings & Roads) Department.
Mr Mahesh Kumar at present is President of the Indian Roads Congress (IRC).
 IRC is the apex body of Highway Engineers in the country. Over the years, it has grown into a multi -dimensional organisation, devoted to the cause of better roads and better bridges in the country. IRC provides a National forum for sharing of knowledge and pooling of experience on the entire range of subjects dealing with the construction & maintenance of roads and bridges, including technology, equipment, research, planning, finance, taxation, organization and all connected policy issues.
 Earlier, Mr Mahesh Kumar had also been as President, Indian Buildings Congress. Mr Mahesh Kumar had also been conferred Outstanding Concrete Engineer award by Indian Concrete Institute.
A highly qualified engineer, Mr Mahesh Kumar, aged 55 years, had served on various prestigious positions during last 32 years of his career including National Highways Authority of India (NHAI).
He executed successfully a large number of Highway (BOT) projects during his posting as Chief General Manager in NHAI costing over Rs.5000 Crore. Important among them being Ambala-Chandigarh (NH-21/22), Zirakpur-Pinjore-Kalka-Parwanoo (NH-22), Amritsar-Jalandhar, Amritsar-Wagah border, Kurali-Kiratpur NH-21A, Delhi-Rohtak (NH-10), Jaipur-Mahua-Bharatpur-Agra (NH-2) etc.
He had been instrumental in successfully implementing the first BOT project of such kind in PWD(B&R) of Haryana State i.e. 4-lanning of Gurgaon-Faridabad & Widening and Strengthening of Ballabhgarh-Pali-Dhauj-Sohna costing Rs.300 Crores, where in Haryana Govt. got negative grant of Rs. 150 Crores before start of project.
Mr Mahesh Kumar has also published more than 20 research papers relating to highways and other topics of Civil Engineering which have been published in prestigious journals. He has been a key note speaker in many technical seminars organized by prestigious organizations.
Under his able chairmanship, eight Highway Codes and State of the Art Reports for Indian Roads Congress have been published for implementation in India. It is pertinent to mention here that no Engineer in capacity as Convenor of any Technical Committee of Indian Roads Congress has prepared such a large number of documents throughout India in such a short span of time as have been prepared by Mahesh Kumar.
He has been very innovative in bringing new ideas for improving the working and quality of the works of Haryana PWD (B&R) and Haryana State Roads and Bridges Development Corporation.
