With zero tolerance, corruption has been considerably reduced in Haryana

CHANDIGARH, DEC 26
The Chief Minister, Mr Manohar Lal, has said that by following the resolution of the Prime Minister, Mr Narendra Modi, on zero tolerance, corruption has been considerably reduced in Haryana during the tenure of the present state government.
Referring to a survey published in a magazine, he said earlier the corruption level was 51 per cent in Haryana which had now decreased to 20 per cent. Efforts would be made to eliminate this 20 per cent also for which a ‘carrot and stick’ policy would be adopted.
The Chief Minister was speaking after inaugurating the newly constructed PWD Rest House in Gurugram today. He also laid foundation stone of office building of the Excise and Taxation Department which would be set up over 1.5 acres at a cost of about Rs 20 crore for first phase in Sector 32.
He said this rest house, having capacity of 100 rooms, was estimated to  cost about Rs 40.80 crore, but its construction had been completed at the cost of just Rs 35 crore. Now, the scenario has changed in Haryana as maximum number of development works are being completed at less than expected expenditure.
The Chief Minister said recently the mini-secretariat building in Panchkula was completed at the cost of Rs 26 crore instead of the estimated cost of Rs 41 crore. Similarly, Rs 9 crore was saved in the construction of a bus-stand at Jhajjar. The funds saved on these development works would be utilised in other works, he added.
Describing Gurugram as the icon of the state, Mr Manohar Lal  said after Delhi, Gurugram was the most popular place. The present government has also got completed the works left pending by the previous governments.
Referring to the demands put forth by the Public Works (Buildings and Roads) Minister, Rao Narbir Singh, the Chief Minister said land had been transferred to the National Highway Authority of India for the Kherki Daula toll plaza, and soon the process would be initiated to transfer the toll plaza.
He said construction work on university in the village of Kankrola-Bhangrola would begin. Apart from this, he announced setting up of a multi-level parking at Sadar Bazar in Gurugram.
On the demand of Rao Narbir Singh for establishing a multi- speciality civil hospital, Mr. Manohar Lal gave the assurance that health services would be improved and said he would speak to the Health Minister, Mr. Anil Vij, on this issue.
Giving an assurance on extending the metro facility, he said it would be extended up to Manesar, Bawal and Gurugram Old City. Apart from this, the project to connect Gurugram with Faridabad is under consideration. A global city would be established over 1,000 acres in Gurugram with world class facilities, he added.
While laying the foundation stone of office building of the Excise and Taxation Department, the Chief Minister said Gurugram, contributing about 25 per cent to the state revenue, was the financial capital of the state. After implementation of GST, about 35,000 traders and businessmen in Gurugram have got themselves registered. So far, the office of Excise and Taxation Department was running from a rented premises costing about Rs 3 crore annually.
Speaking on the occasion, Rao Narbir Singh said the rest house inaugurated today should have been established 20-25 years ago. Gurugram remained neglected during the tenure of previous state Governments.
He apprised the Chief Minister of the worst condition of the civil hospital and said it would benefit none if funds are spent on it. Instead, a new civil hospital could be established on land adjoining government school and the school could be shifted elsewhere, he suggested.
