CHANDIGARH, MAY 20
The Haryana State Vigilance Bureau (SVB) has, during the last three-and-a-half-year tenure of the present government, registered 455 fresh enquiries against officers, including 5 IAS, 1 IPS, 4 HCS, 1 HPS officers, 6 Chief Engineers, 6 Superintending Engineers, 45 Executive Engineers, 8 Tehsildars, 7 Naib Tehsildars and 47 Sub Divisional Officer, Sub Divisional Engineers, Mechanical Engineers of other departments.
Giving details, an official spokesperson said the complaints against them pertained to corruption, misappropriation of government funds and owning disproportionate assets.
During this period, 276 enquiries were finalized on the basis of which, 49 criminal cases against 60 government officers (GOs) and 56 NGOs and 71others were recommended and departmental action recommended in 94 enquiries against delinquent officials. Out of theses, criminal cases and departmental action was recommended in 14 enquiries.
He stated that 482 criminal cases (including 389 trap cases) had been registered against various officers/officials. The SVB conducted 389 raids in which 39 GO, 374 NGOs and 49 other persons were caught red-handed while accepting illegal gratification. Criminal cases under Section 7/13 of Prevention of Corruption Act, 1988, have been registered against them in various police stations of the Bureau.
During this period, 325 assessments were carried out by the technical wing of SVB headed by XEN level officers throughout the state. On the basis of the checking, the SVB recommended action against 517 officers/officials of various departments along with recovery of more than Rs 11.1 crore which acted as a major deterrent against misutilisation of government funds
Giving further details he said that during this period, 128 cases were decided by the courts, in which 139 officers/officials and 47 other private persons were convicted under various sections of the Prevention of Corruption Act, 1988 in the cases filed by SVB, Haryana.
Those sentenced included 30 officials of Revenue Department, 25 of Police Department, 16 of Education Department, 11 of Power Department, 9 of Co-operation Department, 8 of Health Department, 7 of Urban Local Bodies Department, 3 of Animal Husbandry & Dairying Department, 3 of HUDA, 3 of Public Health Deparment, 3 of Transport Department, 3 of Agriculture Department, 3 of Irrigation Department, 2 of Panchayati Raj Department, 2 of Labour Department, 2 of Wakf Board, 2 of Treasury Department, one of Food & Supplies Department, one of Industrial Department, one of Social Justice & Empowerment Department, one of Excise & Taxation Department, one of Sports & Youth Affairs, one of Development & Panchayat Department and one of Administration of Justice Department.
He said the highest numbers of persons convicted belong to Revenue, Police and Education Departments followed by Co-operation Department. Jail terms of up to 5 years have been awarded by the courts in these cases. Special emphasis is being laid on laying traps for corrupt officials so that with Effective and thorough investigation maximum convictions can be secured and corrupt officials brought to book.
For further strengthening of their internal vigilance efforts, the Bureau is working for collaboration with various government departments with appointment of Chief Vigilance Officers/Vigilance Officers in all govt. departments, corporations and boards of the state government. It would build up clean image of the government and also help eradicate corruption from among public servants, the spokesman added.
