Haryana Engineer awarded Ph.D. Degree

 Mr Mahesh Kumar, Managing Director, Haryana State Roads and Bridges Development Corporation Limited (HSRBDC) has been awarded Ph.D (Civil Engineering) for research on “Development of Integrated Quality Assurance Model for Upgradation of Highways” during 45th Annual Convocation held on 17.10.2015 at PEC University of Technology here.
The subject of research is highly useful to society in view of large scale highways being under taken by Government of India or Haryana. It may be mentioned that Engineers rarely do higher studies in form of Ph.D. degree in field Engineering Departments of the State. Earlier for eight years Mr  Mahesh Kumar also had been Engineer-in-Chief, Haryana Public Works (Buildings & Roads) Department.
Mr Mahesh Kumar at present is President of the Indian Roads Congress (IRC).
 IRC is the apex body of Highway Engineers in the country. Over the years, it has grown into a multi -dimensional organisation, devoted to the cause of better roads and better bridges in the country. IRC provides a National forum for sharing of knowledge and pooling of experience on the entire range of subjects dealing with the construction & maintenance of roads and bridges, including technology, equipment, research, planning, finance, taxation, organization and all connected policy issues.
 Earlier, Mr Mahesh Kumar had also been as President, Indian Buildings Congress. Mr Mahesh Kumar had also been conferred Outstanding Concrete Engineer award by Indian Concrete Institute.
A highly qualified engineer, Mr Mahesh Kumar, aged 55 years, had served on various prestigious positions during last 32 years of his career including National Highways Authority of India (NHAI).
He executed successfully a large number of Highway (BOT) projects during his posting as Chief General Manager in NHAI costing over Rs.5000 Crore. Important among them being Ambala-Chandigarh (NH-21/22), Zirakpur-Pinjore-Kalka-Parwanoo (NH-22), Amritsar-Jalandhar, Amritsar-Wagah border, Kurali-Kiratpur NH-21A, Delhi-Rohtak (NH-10), Jaipur-Mahua-Bharatpur-Agra (NH-2) etc.
He had been instrumental in successfully implementing the first BOT project of such kind in PWD(B&R) of Haryana State i.e. 4-lanning of Gurgaon-Faridabad & Widening and Strengthening of Ballabhgarh-Pali-Dhauj-Sohna costing Rs.300 Crores, where in Haryana Govt. got negative grant of Rs. 150 Crores before start of project.
Mr Mahesh Kumar has also published more than 20 research papers relating to highways and other topics of Civil Engineering which have been published in prestigious journals. He has been a key note speaker in many technical seminars organized by prestigious organizations.
Under his able chairmanship, eight Highway Codes and State of the Art Reports for Indian Roads Congress have been published for implementation in India. It is pertinent to mention here that no Engineer in capacity as Convenor of any Technical Committee of Indian Roads Congress has prepared such a large number of documents throughout India in such a short span of time as have been prepared by Mahesh Kumar.
He has been very innovative in bringing new ideas for improving the working and quality of the works of Haryana PWD (B&R) and Haryana State Roads and Bridges Development Corporation.

24 lakh MT of paddy arrives in Haryana mandis

CHANDIGARH, OCT 16

During the current Kharif season, more than 23.87 lakh metric tonnes (MT) of paddy have so far arrived in the mandis of Haryana. During this period last year, more than 14.10 lakh MT paddy had arrived in the mandis.

          While stating this here today, a spokesman of the Food and Supplies Department said that of the total arrival, more than 23.22 lakh MT paddy was leviable and 65,231 MT paddy was non-leviable.

          He added that Kurukshetra had received the maximum amount of paddy at more than 6.49 lakh MT. Of the total arrival, more than 5.87 lakh MT paddy has arrived in Karnal, more than 3.38 lakh MT in Kaithal, more than 3.18 lakh MT in Ambala, more than 1.65 lakh MT in Yamunanagar, more than one lakh MT in Fatehabad, 71,038 MT in Panchkula, 68,871 MT in Sonepat, 39,702 MT in Sirsa, 36,473 MT in Jind, 5,573 MT in Hisar, 5,288 MT in Palwal, 1,021 MT in Faridabad, 331 MT in Mewat and 58 MT in Jhajjar.

          While government procurement agencies have purchased more than 21.51 lakh MT paddy, millers and dealers have purchased 2.35 lakh MT paddy. The Food and Supplies Department has purchased more than 10.55 lakh MT of paddy, more than 7.51 lakh MT have been purchased by Hafed, 2.20 lakh MT have been purchased by the Haryana Agro-industries Corporation and more than 1.23 lakh MT have been purchased by the Haryana Warehousing Corporation.

Ban on interstate smuggling of mining material

CHANDIGARH, OCT 16

Haryana Chief Minister Manohar Lal has directed the officers to immediately enforce complete ban on interstate smuggling of mining material in the state. He also directed them to keep a check on overloading and over-sizing of transport vehicles as the government had already given one year period which is going to be expired on January 16. Thereafter no time extension would be provided.

          The Chief Minister, who was presiding over a meeting of Deputy Commissioners and Commissioners or Superintendent of Police here today, said that joint teams of Transport, Excise and Taxation and Police Departments should conduct collective checking for its proper enforcement in their respective areas.

          While reviewing the progress of online transfer of Old Age Samman Allowance and other pensions, Mr. Manohar Lal said that about 18 lakh beneficiaries have been enrolled so far. He said that all the Deputy Commissioners must ensure payment through bank accounts to 100 per cent beneficiaries’ upto October 31. The work of mutations should also be completed by January 2016. The Deputy Commissioners should also ensure adequate arrangements for ensuing crushing season to be started in all sugarmills.

          The Chief Minister also directed the Deputy Commissioners to appoint a Nodal Officer for meeting the real purpose of Swahh Prerit Adarsh Gram Yojana as many people from the country and abroad are interested to adopt their village. They wish to adopt villages and after the appointment of Nodal Officer, it will be easy for them to get in touch with district administration. The DCs should also identify and prepare a list of people which belongs to Haryana, and wish to do something their ancestral village.

          While reviewing the activities undertaken to control of vector borne diseases, the Chief Minister directed the officers to prepare a chart of yearwise challenges that can be faced by health department so that preventive measures could be taken in advance.

          While reviewing the progress of CM Window, he invited suggestions from the officers to further improve its operation. There are many petty issues which can be sorted out with the intervention of police administration at an early state. The DCs must ensure the conduct of monthly District Public Relations and Grievances Committee meetings after taking consent of Ministers concerned.

          Describing DCs and SPs as pillars of the government at district level, the Chief Minister said that both should carry out all welfare activities on priority basis with better coordination in the larger interest of the people. This is the main agenda of the government and initiatives have been taken to ensure good governance through Information Technology and e-services. He also directed DCs to ensure that Gram Sachivalaya should be fully operational alongwith facility of Common Service Centre in atleast 700 villages by December 25, 2015, the Day of Good Governance.  In addition, 100 per cent Aaadhar seeding should also be ensured by December 25.

          While reviewing the status of paddy procurement, the Chief Minister directed the officers to find out feasibility for installation of separate drying machine outside mandis besides availability of moisture meter to measure moisture in crop. This should be experimented on pilot basis through HSAMB.

          He also directed the officers to ensure adequate arrangements of fertilizers for Rabi 2016. They should timely assess the availability of Urea and DAP. We have to be cautious so as to avoid any kind of problem. They should also keep a check on illegal transportation of fertilizers in border areas.

          The Chief Minister also reviewed the law and order situation, Aadhar Linked Birth Registration, Swachh Haryana-Swachh Bharart programme, Mhara Gaon-Jagmag Gaon, Beti Bachao-Beti Padhao programme.

Khullar, Additional PSCM Dr. Rakesh Gupta, Additional Chief Secretary Revenue Mr Dalip Singh, Additional Chief Secretary Electronics and IT Mrs. Keshni Anand Arora, Additional Chief Secretary Finance Mr. P.K. Das, Additional Chief Secretary Transport Mr. S.S. Dhillon, Director General of Police Mr. Y. P. Singal and senior functionaries of the State Government were also present in the meeting.

Haryana CM launches e-Sewa portal of HSIIDC

Haryana Chief Minister Manohar Lal today launched e-Sewa portal of Haryana State Industrial and Infrastructure development Corporation (HSIIDC) in the presence of Industries Minister, Capt. Abhimanyu. The Chief Minister, while launching the e-Sewa portal informed that with this initiative, Haryana has taken a giant leap towards achieving the vision of Prime Minister of India, Mr. Narendra Modi of Digital India and Ease of doing business.

Capt. Abhimanyu, said that with the launch of web portal www.hsiidcesewa.org.in through the Integrated Payment Gateway the prospective entrepreneurs and allottees will able to deposit the payment in offline mode through challan (for payment via RTGS, NEFT etc.) or in online mode through payment gateway aggregator (for payment via net banking Debit card, Credit card etc.), for remitting various payments such as plot cost, Instalments, Maintenance charges, transfer fee, Leasing fee  Water & Sewerage charges etc.

          He said that the prospective entrepreneurs can submit the application containing details of the applicants, existing activities, undertakings, Project details, uploading of requisite documents through online mode along-with online payments through integrated Payment Gateway. The applicant can track or view status of application submitted to the Corporation. The facility to communicate through respective dashboard (applicant side and HSIIDC side) and through e-mails has been incorporated in the portal. The portal also contains the functionality to capturing the decisions at various levels for allotment of plot and generation of Regular Letter of Allotment and its acceptance.

The allottees can file the online application w.r.t. post allotment processes viz : Possession of plot, extension transfer, Leasing, conveyance deed etc. along with the requisite fees through online mode and can track or view status of application through their respective dashboard. The allottee can also view the ledger and outstanding dues. This portal will help in quick and time bound disposal of applications and requests.

          The portal will benefit the Corporation for taking quick decision for allotment of plot, immediate credit of payments, generating of ledgers, Uniformity in implementing the policy related matters, Generation of MIS for monitoring and decision making and Digitized/electronic record of all allottees data, he added.

Haryana Govt releases another DA installment

CHANDIGARH, OCT 15
The Haryana Government today released another installment of Dearness Allowance (DA) to the State Government employees with effect from July 1, 2015.

          While stating this here today, the Finance Minister, Captain Abhimanyu said that now the employees would get DA at the rate of 119 per cent of their basic pay thus registering an increase of six per cent in the dearness allowance. At present they are getting 113 per cent. The arrears of the hiked DA of six per cent from July 1, 2015 would be given in cash.

          He said that the State exchequer would have to bear an additional burden of over Rs. 314.39 crore annually.

ONE IAS OFFICER TRANSFERRED:  Haryana Government has issued transfer and posting orders of an IAS officer with immediate effect.

        Ms. Sangeeta Tetarwal, Assistant Commissioner (Under Training), Ambala has been posted as Joint Secretary, Information and Public Relations, Cultural Affairs and Languages and Grievances Departments against vacant posts.

DRAFT ELECTORAL ROLLS:  The office of Chief Electoral Officer, Haryana, today published the draft electoral rolls according to which the total number of voters in the State is 1,66,96,067, of which 89,79,784 are men and 77,16,283 are women voters.

        While stating this here today, Chief Electoral Officer, Haryana, Mr. Shrikant Walgad said that as per the directions of the Election Commission of India, special summary revision of electoral rolls of all the 90 Assembly constituencies in Haryana was being done with reference to January 1, 2016 as the qualifying date.

        He said that in order to facilitate people, the draft electoral rolls have been made available with all Booth Level Officers (BLOs) where people could check the rolls and ensure that voters’ lists are accurate and names of ineligible voters’ have been removed. If name of any eligible voter has not been included in the draft list then they could contact the concerned BLO from October 25 to November 8, 2015 with required form duly filled in all respect. On these days, Booth Level Officers (BLOs) would be available on their respective booths.

        Mr. Walgad said that reading of relevant part or section of Photo Electoral Rolls in Gram Sabha or Local Bodies and RWA meeting etc and verification of names would be done on October 20 and 28, 2015. Special campaign dates for receiving claims and objections would be October 25 and November 8, 2015. Disposal of claims and objections would take place by December 7, 2015 whereas updation of database would be done by December 24, 2015. Final publication of electoral rolls would take place on January 11, 2016.

US Ambassador offers help for Beti Bachao-Beti Padhao and Nutrition Programmes

CHANDIGARH, OCT 14

The United States Ambassador to India, Mr. Richard Verma has offered all help through USAID (United State Agency for International Development) and other such US agencies for the Beti Bachao-Beti Padhao and Nutrition Programmes of Government of Haryana.

            Mr. Verma, who called on Haryana Chief Minister Mr. Manohar Lal here today, also showed keen interest in the Government of Haryana’s initiative of inviting US based companies and entrepreneurs to invest in Haryana. He was happy to know that with the enthusiasm shown by the investors, the State has decided to hold a “Happening Haryana Global Investors Summit” in February 2016.

            The US Ambassador expressed that US is willing to enhance mutual cooperation with the State government in setting up of Theme Parks, Food Parks, online education and training, e-learning, skill based training modules, student exchange programmes and women empowerment related projects.  Mr. Richard Verma extended an invitation to the State government to participate in the 5^th US –India Aviation Summit being held at Mangalore on November 3 and 4.         

            Haryana Government on the other hand will explore possibilities of providing land for setting up defence or aeronautical related offset projects to US based companies. Besides, the State Government will also find possibilities of mutual cooperation and support in auto-automotive and precision manufacturing industries.

            The Chief Minister said that State government is in the process of setting up of an international airport at Hisar and creating facilities for Maintenance,  Repair and Overhaul (MRO) shop for engine overhaul, avionics and complete overhaul of aircrafts. Bids have been invited for engaging an international consultant. Government has also signed an MoU with M/s Carrier Air-conditioning and Refrigeration Limited, a unit of United Technologies Corporation at Pratt and Whitney Plant, for setting up an additional plant for manufacturing air-conditioning devices in Gurgaon. He said that State government is also in the process of setting up University for Skill Development to enhance employability of youth.

            Mr. Manohar Lal shared with US Ambassador that his official-cum-business delegation recent visit to US was every purposeful and result oriented. He added that US based and Indo-American entrepreneurs were extremely responsive and evinced keen interest in investing in Haryana  as a result of which Haryana has received investment proposal worth Rs.10,000 crore which would help to create employment for 40,000 persons. Four MoUs were also signed during the visit, he added.

            The Chief Minister said that State Government had come out with a path breaking “Enterprises Promotion Policy-2015” with the objective to position Haryana as a pre-eminent investment destination. The thrust areas of the policy are auto, auto components and light engineering, electronics and IT/ITES, defence and aerospace manufacturing, renewable energy and solar parks, food processing and allied industry etc. He said that the policy aims to create employment opportunities to four lakh people in the state.

CM for opening of Sanskar kendra for education

CHANDIGARH, OCT 7
The Haryana Chief Minister, Mr. Manohar Lal, said that emphasis would be laid on opening ‘Sanskar Kendras’ for education in the State and commercialization of education would not be tolerated. He added that under the Enterprises Promotion Policy-2015, four lakh youth would be given employment opportunities with investment of Rs one lakh crore.
The Chief Minister was addressing the gathering at the inaugural function of the three-day Zonal Youth Festival organized by Kurukshetra University at Gandhi Memorial National (GMN) College, Ambala Cantonment today. Sports and Youth Affairs Minister, Mr. Anil Vij presided over the function.
The Chief Minister said that every youth has hidden talent and platforms like youth festivals enable them to showcase their talent. He said that even after 68 years of Independence, we are still unable to provide right direction to the youth, whose only goal is to obtain certificates as per the education system introduced by Lord Macaulay.
He said that the Prime Minister, Mr. Narendra Modi had started programmes like Skill India for skill development of youth and the Haryana Government was starting programmes on the same lines. He said that Haryana would complete 50 years of its inception and we all should pledge to unite under the banner of ‘Haryana Ek-Haryanvi Ek’. He said that under the present government, youth would be given jobs and employment opportunities on the basis of merit. He urged the youth to not be misled by false promises of employment.
Speaking on the occasion, Mr. Vij said that Youth Policy would be framed within next two months under which youth would get jobs as per their requirement. Praising the working of Chief Minister, he said that new Sports Policy has been framed under the leadership of Mr. Manohar Lal. Under this policy, cash prizes amounting to Rs 56 crore were distributed among sports persons and 144 sports nurseries were being opened in the State. He said that the Sports Department was preparing a database of sports persons in which sports related activities of every players would be entered.
COMPENSATION APPOINTMENTS
The Cabinet has decided to provide compassionate appointments to Mrs. Raksha, married daughter of Martyr Mannu Ram, Inspector Border Security Force, Mr. Satish Kumar, younger brother of Martyr Pankaj Kumar and Mrs. Santosh Kumari, a widow, daughter-in-law of Martyr Randhir Singh.All these appointments required relaxation in policy which provides for employments in class III and IV jobs to one dependent of every Haryana domicile martyr of Armed Forces or Paramilitary Forces.Mr. Mannu Ram was killed in an unknown terrorist attack during Tripura assembly elections on February 26, 2003 whereas Martyr Pankaj Kumar was killed due to enemy’s heavy artillery shelling while performing operational duties at a post point on the Line of Control in Jammu and Kashmir on May 28, 2002. He was unmarried. Martyr Randhir Singh was killed in terrorist attack at Darjeeling on April 13, 1987.
EX-FACTO APPROVAL
The Cabinet gave ex-post facto approval to a proposal of Power Department for providing Government guarantee in favour of Indian Overseas Bank (IOB) for obtaining a term loan of Rs 1,085.84 crore for repayment of the outstanding term loan of the Power Finance Corporation (PFC) for Deenbandhu Chhotu Ram Thermal Power Plant, Yamunanagar.
