The Indian Buildings Congress has adjudged Nirman Sadan of Haryana PW(B&R) Department the best for Award for Excellence in Built Environment for 2009. As many as 21 entries were received from all over the country.
The prestigious award will be presented during the inaugural function of 16th Annual Convention of Indian Buildings Congress on June 17 in Vigyan Bhawan at New Delhi. As may as 91 site meetings were chaired by Mahesh Kumar, Engineer-in-Chief and that resulted this building to be state of art building, completed in shortest possible time and at the most economical rates.
The background for construction of Nirman Sadan building was Haryana Government’s decision to bring under one roof, all the offices scattered at 10 places in Sector-19, 7 and 17 to achieve inter departmental co-ordination and improve efficiency of work. Both departments were entrusted the task of planning a state of the art, efficient, modern building at a site measuring 3.19 acres with covered area of 10,436 sq.m located on NH-21 in Sector 33-A Chandigarh.
The design of building was a challenging task due to multiple constraints and parameters mandatory as per by laws of Chandigarh Administration. Site parameters include 16% ground coverage, zoning setback, height restrictions, volumetric zoning, parking norms, F.A.R. as 0.65, strict facade control. This building comprises three blocks namely Block-A G+6 (houses offices of PW (B&R), canteen, video conference room), Block-B (G+1 contains library, conference, tender ,audio visual rooms, ladies common room, display area, ATM, reception) and Block-C (G+3 houses Architecture Department).
Salient features of the building are that Nirman Sadan has been constructed on green building concept. It is also energy efficient, earthquake resistant and barrier free building. Rain water harvesting and solar water heating systems have been provided. Big windows are placed in north for natural light, ventilation and visibility of open areas for better environment to cater for better mood, mind and health of employees. Central courtyards have been provided with landscape for better ambience, air circulation. Building facade is with structural glazing, heat reflecting glass, aluminum composite panels give a pleasant aesthetic outlook. The basement below all blocks is well ventilated with natural light.
Fans and fittings are energy efficient as per Haryana Renewable Energy Development Agency and BEE Guidelines thus saving about 25% in electricity consumption. Appliances used adhere to five star rating of Bureau of Energy Efficiency. Plantation on south west side to deflect heat in line with green concept. Glass lifts have been provided to enjoy view of landscape.
This building has been designed conforming to IS 1893-2002, IS 4326 and IS 13920-1993. Fire sensing/alarm systems have been provided. Automatic Sprinklers provided in basement operate when temperature rises to 65ยบ C. Carbon Dioxide flooding system has been provided for electrical panels. There is motorable area around the building for free movement of fire tenders. Surveillance system is through CCTV cameras and Biometric access control with sensor doors.
