10% reservation for women in Haryana Police

Haryana Chief Minister  Bhupinder Singh Hooda today exhorted the police to ensure security and help all citizens, especially the women, children and senior citizens while respecting their democratic rights as it would not only minimize the challenges of the police, but would also enhance its image thus succeeding in winning the trust of the common man.
          The Chief Minister, who was speaking at the passing out parade of women recruit basic course at Bhondsi in district Gurgaon, announced to create 100 new posts of Deputy Superintendents of Police (DSP).
          The Chief Minister said that in many cases, the women were more sensitive than men and by adding to the contribution of the women in public dealing like police service, the system would become more efficient and responsive. The Haryana Government has reserved 10 per cent posts for women in police recruitment thus making a new achievement in the country and it has encouraged women empowerment. Under this policy, 2203 women have been recruited in police force.
          Mr Hooda also announced to give Rs two crore to Shri Ram Public School being run with the support of police in Bhondsi.
          He said that the Government intended to provide better residential facilities and that too in adequate number. A sum of Rs 50 crore has been separately sanctioned to provide residential accommodation to police personnel in Gurgaon and Faridabad. Under this plan, 570 houses would be constructed. In addition to it, adequate funds would be provided for same purpose in other districts. He said that a total of 7375 new police personnel have been recruited during last three years to maintain law and order and check crimes. Also, 664 personnel of India Reserve Battalion and 267 Sub Inspectors have been recruited.
          With a view to give boost to the morale of the police force, the rules for promotion have been revised. Earlier, a constable used to get promotion to the rank of Havildar after 16 years, but now he would get it after 12 years. Similarly, a Havildar would become Assistant Sub Inspector (ASI) in 22 years as against 30 years earlier. Also, the duration of promotion from ASI to Sub Inspector has been reduced from 35 years to 30 years. The ranks of incharges of police stations have been raised from Sub Inspector to Inspector.
          He said that a financial assistance of Rs 10 lakh is given to the next of kin of those who while on duty sacrifice their lives in fighting anti-social elements. Those who get injured in such incidents, get financial assistance of Rs five lakh. While drawing the attention towards Cyber crime, which is increasing in this era of economic globalization and technological development, Mr Hooda said that it calls for training of police personnel with modern methods. Adequate funds have been provided during last seven years to modernize police force. As a result of it, the state police has implemented new technology and procured modern equipments.
          He said that under the new Sports Policy, the State Government has reserved three per cent posts for outstanding sports persons. Under this policy, 390 male sports persons and 54 women players have been recruited. Seven players of international level have been directly appointed as Inspectors. Sixteen sportsmen and 13 women players have been recruited as Sub Inspectors. Also, 16 players have been directly appointed as DSP.
          While referring to those who were passing out today, Mr Hooda said that in this police force, they would require courage, sense of sacrifice and dedication to duty. He said that they have to face many challenges and they would have to follow the high ideal of police that is “Suraksha, Sewa, Sehyog”.
          The Director General of Police, Haryana, Mr Ranjiv Dalal said that Haryana Police Housing Corporation has constructed 4500 new houses during last seven years to facilitate the police personnel. The Chief Minister has given Rs 300 crore to Haryana Police Housing Corporation.
          A total of 438 women recruits passed out today. Six outstanding women recruits were honoured on this occasion.
          Those present on the occasion included Minister of State for Home, Mr Gopal Kanda, Minister of State for Sports and Youth Affairs, Mr Sukhbir Kataria and senior officers of the State Government.
