District Medical Boards for Negligence constituted

CHANDIGARH, JUNE 4
The Haryana Government has constituted district-level medical boards named ‘District Medical Boards for Negligence’ to decide complaints against private or government doctors or hospitals for medical negligence.
          Stating this here today, an official spokesman said these boards would consist of civil surgeon of the district as chairperson and have principal medical officer or medical superintendent of district hospital as member-secretary.
          Its three members would include two specialists in the domain related to the complaint, either both from government or one from government and one from the private sector. In case subject specialist is not available, the chairperson can call one from other district and one member of district IMA, who would be selected by the District IMA President.
          He said the board would look into all complaints against the private or government doctors or hospitals for medical negligence and would be empowered to call and seek the assistance of anybody or any record associated with the complaint. It would also have the power to inspect the premises, if required.
          The investigating officers would obtain independent and competent medical opinion from the board before proceeding against the doctors accused of rash or negligent act. The board would give an impartial and unbiased opinion by putting the facts to test and devise a transparent procedure to receive complaints.
    The boards have been constituted in pursuance of the order of the Supreme Court dated August 5, 2005.

HEALTH DEPT ADVISORY: The Haryana Health Department has issued advisory for prevention of heat stroke, besides directing all civil surgeons to inspect emergency wards and to ensure availability of necessary provisions for management of heat stroke. Emergency wards should have round-the-clock electricity supply and fans, coolers and air-conditioners should be functional. 
          While stating this here today, a spokesman of the Department said that as per the advisory, people should drink sufficient water as often as possible, even if they do not feel thirsty. They should wear lightweight, light-coloured, loose and porous cotton clothes.
          The advisory stresses on the usage of protective goggles, umbrella or hat, shoes and chappals while going out in the sun. While travelling, people should carry water and in case they work outside, they should use a hat or an umbrella, and should also use a damp cloth on their head, neck, face and limbs. If they feel faint or ill, they must consult a doctor immediately. People should use ORS, homemade drinks such as lassi, torani (rice water), lemon water and buttermilk, which helps to rehydrate the body. They should keep animals in shade and give them plenty of water to drink. They should keep their home cool, use curtains, shutters or sunshade and open windows at night. They should use fans, damp clothing and take bath with cold water frequently.
          He said that people should avoid going out in the sun especially between 12 noon and 3pm, should avoid strenuous activities when the outside temperature is high and working outside between 12noon and 3pm. They should also avoid high-protein or stale food, alcohol, tea, coffee and carbonated soft drinks, which dehydrate the body. They should not leave children and pets in parked vehicles, he added.
