The Haryana State Election Commission has disqualified 30 candidates who contested the General Election of Zila Parishad, Faridabad, on 10.01.2016 but neither submitted expenditure statement nor respond to the show-cause notice, from being a member of Panchayats i.e. Gram Panchayat, Panchayat Samiti and Zila Parishad for a period of three years.
Disclosing this here today, Dr Dalip Singh, State Election Commissioner, Haryana, said under the provisions contained in the Haryana Panchayati Raj Election Expenditure (Maintenance and Submission of Accounts), Order 1996, every candidate contesting the election of Member, Zila Parishad, shall have to maintain day-to-day election expenditure account.
He will have to lodge it in the prescribed format with the deputy commissioner-cum-district election officer (P) or any other officer specified by the Commission within 30 days from the date of declaration of the result, failing which he shall be disqualified by the State Election Commission for a period of three years from the date of order. The Commission has prescribed the limit of expenditure at Rs.2,00,000.
The General Election of Zila Parishad, Faridabad, was held on 10.01.2016 and the result was declared on 28.01.2016. As many as 33 candidates who failed to submit their expenditure statement were served a show-cause notice. An opportunity of personal hearing was given to them in the interest of justice. During the hearing, two candidates submitted their expenditure statements and another candidate was given another opportunity for personal hearing.
The 30 candidates, who neither responded to the show-cause notice nor appeared for personal hearing, have been disqualified. They had been disqualified from being chosen as, and from being a member of Panchayats i.e. Gram Panchayat, Panchayat Samiti and Zila Parishad for a period of three years from the date of the order, Dr Dalip Singh added.
