Haryana to grant 10 per cent reservation to economically weaker sections

CHANDIGARH, FEB 13 
The  Haryana government has decided to grant reservation to the extent of ten per cent each to Economically Weaker Sections in case of direct recruitment to Group A, B, C and D post in all Departments, Boards, Corporations and Local Bodies of the state government and in admissions to all educational institutions in government or government aided educational institutions.
          A decision to this effect was taken in the meeting of State Cabinet, which met under the chairmanship of Chief Minister, Mr. Manohar Lal here today.
          Family for this purpose will include the person who seeks benefit of reservation, his/her parents, spouse and children and siblings below the age of 18 years. The income will include income from all sources that is salary, agriculture, business and profession and it will be income for the financial year prior to the year of application. Also, persons whose family owns or possesses any of the following assets will be excluded from being identified as Economically Weaker Sections irrespective of the family income:- five acres of agricultural land and above, residential flat of 1000 square feet and above, residential plot of 100 square yards and above in notified municipalities, residential plot of 200 square yards and above in areas other than the notified municipalities and any immovable property worth more than Rs one crore.
          The income and assets of the families would be required to be certified by an officer of the rank of Tehsildar and the officer will do the same after carefully verifying all relevant documents as prescribed in the instructions issued by the Chief Secretary and Revenue Department.
STATE SPORTS UNIVERSITY: The  Haryana Cabinet, which met under the chairmanship of Chief Minister, Mr. Manohar Lal here today, approved the establishment of State Sports University, Haryana to promote sports education in the areas of sports sciences, sports technology, sports management, sports coaching besides functioning as the training centre for select sports disciplines by adopting best international practices.
          Haryana Governor will be the Chancellor of the University. The Vice Chancellor will be the Principal Executive and Academic Officer of the University and will exercise general supervision and control over the affairs of the University.
HDRUA RULES: The Haryana Cabinet also approved the amendment in the Haryana Development and Regulation of Urban Areas Rules, 1976. 
          As per the amendment, the rate of extension fee per acre for allowing further time period for construction of community sites will be Rs 10 lakh in the hyper area forming part of the development plan of Gurugram-Manesar Urban Complex, Rs nine lakh in high-I areas forming part of development plan of Faridabad-Ballabhgarh Urban Complex, part of Sohna Development Plan falling in Gurugram district, areas forming part of development plan of Gwal Pahari and Rs seven lakh in the high-II Periphery Controlled Areas of Panchkula, Sonipat-Kundli Urban Area Complex and Panipat.
          For medium areas, the rate of extension fee per acre for construction of community sites will be Rs six lakh, for low-I areas Rs five lakh and for low-II areas Rs four lakh.
          The time period for renewal of licence has been extended from existing two years to five years. Therefore, the licence renewal fee has been increased from existing ten per cent to 20 per cent of licence fee for licences wherein part completion certificate is yet to be granted and from 2.5 per cent to five per cent of licence fee for licence wherein part completion stands granted.
PROTECTION TO HANDICAPPED PERSONS:The Haryana Cabinet approved the Haryana Rights of Persons with Disabilities Rules, 2019 under the Rights of Persons with Disabilities Act, 2016.
          The Rules lay down enabling provisions for the protection of persons with disabilities like the establishment of a state fund, appointment of a state advisory committee, a committee for research on disability. Significantly these rules also laid down the procedures for limited guardianship which aims at ensuring the protection of legal rights and interests of persons with disability.
GST: The Haryana Cabinet decided that the delegation of powers to the Chief Minister will be continued for a further period of six months for all matters pertaining to the implementation of GST in the state including framing of new rules and rate of tax, amendments thereto and issue of notification under the Haryana Goods and Services Tax Act, 2017.
