In connection with the conduct of the upcoming Lok Sabha General Election 2019 in a transparent, fair and peaceful manner, the office of Chief Electoral Officer held a meeting with the representatives of state recognized political parties. In the meeting, representatives of all political parties were asked to appoint Booth Level Agents at polling booths so that voters' lists could be made error free.
The meeting was chaired by Director, Environment and Climate Change Department, Mr. Shekhar Vidyarthi appointed to assist the Chief Electoral Officer. Special Secretary, Revenue and Disaster Management, Mr. Maheshwar Sharma and Joint Chief Electoral Officer, Dr. Indra Jeet were also present in the meeting.
The representatives of political parties were informed that the voter list has been prepared by the Commission and 2 copies each have been given to all political parties. In order to prepare error free voter lists, the representatives were requested to appoint Booth Level Agents (BLAs) on all polling stations in all 90 Assembly Constituencies of Haryana, as per the directions of the Election Commission of India. It was informed that the political parties should also inform the voters about the Voter Helpline Toll Free Number - 1950, through which voters can get information about their form status, polling station, assembly constituency, BLO and District Electoral Officer. They will not need to go to the office for this. Apart from this, if any voter wants to get information from any other district, then he can get information by dialling the number 1950 along with the STD code of the district. The designated Voters' list has been published on January 31, 2019. In case, they have any objection, they could inform the Commission. The representatives informed that they have no objection in this regard.
It was informed in the meeting that according to the instructions issued by the Election Commission of India, all political parties and candidates should strictly adhere to the laws regarding the election expenditure. If a candidate does not keep account of his election expenditure in a proper manner or does not enter in the register, then he can be disqualified from contesting elections for up to three years. According to the directions of the Election Commission of India, every candidate can spend an amount of Rs 70 lakh on election campaign in the Lok Sabha General Elections 2019. While filing nomination papers, the candidate will be given expense register in which the details of funds and election expenses should be kept separately. Before filling up the nomination papers, the candidate has to open separate bank account and get issued a chequebook. Candidates can spend up to Rs. 10,000 in cash and the expenditure above this would be borne through cheque. Election Expenditure Observer will be appointed by the Election Commission of India for the purpose of monitoring election expenses. At the time of election campaign, the candidates will be required to get the expenditure register checked three times at the prescribed date and time given by the observer, otherwise the notice will be issued.
It was also informed that various types of publicity material are printed by candidates and political parties for campaigning. Therefore, the publisher should fill the Format-A and the printer should fill Format-B and send the details of printed material to concerned District Magistrate within three days. If the name of publisher and printer is not on the publicity material, then action will be taken against him.
It was informed that if it seems that any candidate has deliberately got published any news in his favour then Media Certification and Monitoring Committee will be constituted at district and the state level which will investigate such cases as per rules and after taking the decision, appropriate action will be taken. Apart from this, if any candidate and political party get publicity material published through print media, electronic media or social media, then it will be necessary to get it approved from the Media Certification and Monitoring Committee.
In the meeting representatives of political parties were informed that under the Haryana Prevention of Defacement of Property Act, defacing any type of property is considered illegal. Therefore, advertisements, banners and posters can be placed by political parties and candidates only at places designated for this purpose by the Municipal Corporation or Municipality. Apart from this, if any other person put up publicity material for any party or candidate at places other than the specified locations, he will also be deemed to be associated with the respective political parties and the candidate. There is a provision of six months imprisonment under the Act if publicity material is put up at any other place.
It was also informed that as per the directions of the Election Commission of India, all the voters in the state are being made aware of EVM and VVPAT and election process through mobile vans in every district. Therefore, all political parties should cooperate to make the public aware so that the general public can participate in this awareness campaign.
