DEC 24 Mehnaz Ansar offers USTDA assistance to Haryana under Global Procurement Initiative

CHANDIGARH, DEC 24

Haryana Chief Secretary  Sanjeev Kaushal met the U.S. Trade and Development Agency (USTDA), Senior Regional Representative of the South-Asia, Indo-Pacific Region, Ms. Mehnaz Ansari, at his office.

During the meeting, she offered USTDA assistance to Haryana under the Global Procurement Initiative: Understanding Best Value (GPI) program.

It is noteworthy that USTDA's Global Procurement Initiative: Understanding Best Value (GPI) is currently considering a Regional Energy Procurement Program for South Asia (REPPSA), which will include representatives from various states across the country. The purchase assistance program will include virtual training, in-country workshops, a study tour of the US and a virtual forum. Participants will learn about best practices in renewable energy procurement and life cycle cost analysis from government procurement law professors and private sector procurement experts to help procurement officers make sustainable infrastructure investments in a fair and transparent manner.

         During this, the Chief Secretary of Haryana talked about developing Hisar as a civil aviation hub. On this, Ms. Ansari talked about sending a special team for the study to develop Hisar as a civil aviation hub  She said that America is taking special interest in the work of civil aviation, for this emphasis will be given to get involved in further proceedings. 

Apart from this, she also offered to assist in programmes related to information technology and transportation. She said that the US government will also help in providing training to the officers and to implement the rights associated to it. The Chief Secretary said that he should take necessary steps regarding cooperation after discussion with the Additional Chief Secretary, Civil Aviation Department, Sh. Sudhir Rajpal.

During the meeting, Haryana Chief Secretary, Sh. Sanjeev Kaushal said that Haryana has established a solid foundation for future growth in the field of Heavy Engineering, Automobiles, Logistics and Warehousing by undertaking significant industrial development in the last decade. Haryana is one of the major states in terms of industrial production, especially in terms of passenger cars, two wheelers, mobile cranes and tractors.

Sh. Kaushal said that due to its proximity to the National Capital Region, there is tremendous potential for investment in civil aviation infrastructure. The upcoming project of Maharaja Agrasen Airport Hisar and Integrated Manufacturing Cluster (IMC) collectively referred to as Integrated Aviation Hub (IAH) indicates the bright prospect of not only the airport but also in the aerospace and defence sector maintenance. It also points towards development of related infrastructure like Industrial Manufacturing Clusters with focus on Repair and Overhaul (MRO) Hub, Air Freight Cargo Complex (Agriculture & Non-Agriculture) etc.

The Chief Secretary said that it also presents an opportunity to develop sustainable urban centres on the lines of Aerocity, which generate employment in manufacturing and service sectors with high quality of life. He said that the project has also taken up the aspect of human capital development through the proposed establishment of a world class Aeronautical University with an aim to provide trained manpower as per the demand of aviation and allied industries.

Sh. Sanjeev Kaushal said that this concept of all round integrated development would require careful planning, strong investment incentives and thorough procurement involving multiple stakeholders at all these stages. As the initial and major sponsor for the project, the Department of Civil Aviation has undertaken significant activities, which include detailed master planning, engineering design, layout, commercial advisory support.
