Hooda hikes refreshment allowance of NCC cadets

Haryana Chief Minister Bhupinder Singh Hooda today announced to increase the refreshment allowance being given to the cadets of National Cadet Core (NCC) in the State from Rs. six to Rs. 25 per cadet per parade  per day.

The decision to this effect was taken in a meeting which Mr Hooda had with Director General, NCC, Lt. Gen. P.S. Bhalla here today.It was also decided in principal to set up a NCC Academy in the State.

Mr. Hooda also approved the setting up of a new NCC group Headquarters at Hisar, new NCC Girls Battalion at Nuh in district Mewat and a new NCC (mixed) Battalion at Sirsa. It was for the first time in the history of the State that two new NCC battalions and a Group Headquarter have been approved in a financial year. With this, the number of NCC units in the State will rise to 25. At present 20 NCC Battalions and two NCC Group Headquarters aree operational in the State. As many as 34,000 cadets are getting NCC training in different schools, colleges and universities of the State.

        In the meeting the Chief Minister also approved the increase in POL grant for NCC Group Headquarters and NCC Battalions in the State as per the existing Manual issued by the Director General, NCC, Ministry of Defense.
                It was informed in the meeting that at present State Universities have reserved a seat in each of the teaching departments for NCC “C” certificate holders in Post-graduate courses. Also, the State Government has already increased the messing allowance for Associate NCC Officers (ANO’s) and Cadets with effect from 2008 for camps.

        Principal Secretary to Chief Minister Mr. Chhatar Singh, Additional Principal Secretary Dr. K.K. Khandelwal, Principal Secretary, Finance Mr. Sanjeev Kaushal, Principal Secretary, Higher Education Mr. S.S. Prasad, Major General P.S. Mander, Brig. C.K. Sood and Lt. Col. Sukhdev Singh were also present in the meeting.

Haryana women win Shiksha ka Suraj quiz

 A three-member neo-literate team of females of Haryana has won first position in the national level quiz programme known as “Shiksha ka Suraj” organized by the National Literacy Mission Authority under Union Ministry of Human Resource Development  on the occasion of celebrations of International Literacy Day at Luknow from September 7 to 9, 2012.

          While stating this here today, a spokesman of State Literacy Mission Authority (SLMA) said that first position was bagged by three member neo-literate’s female team of Kavita from Narnaul, Sona and Bubbly from Karnal. He said these neo-literates were put to test in reading, writing Arithmatics and understanding. He said that teams of  neo-literates from all over India participated in the quiz Programme. They got LCD TV sets as awards  by Ms. Krishna Tirath, Minister of Child Development and Women Empowerment, Ms D. Purandeshswari, Union Minister of State for Education and Mr. Jagmohan Singh Raju, IAS, Director General NLMA. He said that the main objective of the quiz programme was to create awareness among the people of India about literacy, its importance and impact.

He said that a contingent of 200 participants including male and female Resource Persons, Master Trainers, Mission Coordinators, ‘Preraks’ and Master Working for the implementation of Saakshar Bharat Mission in Haryana participated in the celebrations of the International Literacy Day at Lucknow.

He said that these participants were conspicuous by their Haryanvi dresses, T-shirts, caps and trousers especially designed for the celebration. He said that the contingent was led by Haryana’s Assistant Project Managers namely G.L. Singla and Raj Kumar Arya.

Centre approves 5.35 crore for prevention of burn injuries

The Central Government has approved Rs 5.35 crore for Burn Units in three districts of Haryana under a National Programme  for Prevention of Burn  Injuries for management of   burn care, rehabilitation of patients suffering from burn injuries and prevent cases of such injuries.

Dr Narveer Singh, Director General Health Services, Haryana said this in a State level workshop organised here today. This workshop was jointly organised by Haryana Health Department, Central Health Education Bureau of Central Health and Family Welfare Department with an objective to create awareness about prevention and treatment of burn injuries.          Dr Singh said that this national programme has been commenced in Himachal Pradesh and Assam alongwith Haryana on pilot basis. He said that out of the total approved budget for this programme in Haryana, the Central Government has already released Rs 1.73 crore.

          He said that under this pilot programme, a full-fledged burn unit of 12-bed has been set up at State Medical College of PGIMS, Rohtak with proposed budget of Rs 3.44 crore. Similarly, at two district hospitals namely General Hospital, Gurgaon and General Hospital, Panipat, six-bed units each have been set up for which Rs 1.91 crore were proposed.

          He said that after successful implementation of this pilot programme in three districts of Haryana, such units would be set up in general hospitals of other districts too.

Recruitment of 11000 constables in Haryana soon

The Haryana Government has approved 11000 new posts of constables in Haryana Police for which the process of recruitment would soon commence.

          This was disclosed by Director General of Police, Mr. Ranjiv Singh Dalal while presiding over State level welfare meeting of police officers held at Recruit Training Centre, Bhondsi in district Gurgaon today.

          Mr. Dalal said that to fill up these posts, advertisement would be given in newspapers. He said that State Government was taking effective steps to modernize State Police and  provide every kind of facility to police personnel. The State Government was giving special emphasis on education of children of police officials besides providing residential facility to them.

          He said that to provide residential facilities to police officials, quarters have been built in various districts of the State including Panchkula, Sonepat and Gurgaon. He said that Haryana Chief Minister, Mr. Bhupinder Singh Hooda had already inaugurated 400 residential quarters built at Gurgaon police line and they would be allotted within next 10 days. While replying to a question, Mr. Dalal said that a new police line was being set up over an area of 60 acres in Manesar in district Gurgaon which would be ready by next year.

          Mr. Dalal said that police training centres had been set up at various places in the State with each having 500 policemen. These centres were in Hisar, village Sunaria in district Rohtak, Ambala, Madhuban in district Karnal, Jind and Faridabad. Mr. Dalal said that the State has four battalions of Indian Reserve Battalion out of which one is deployed in Jammu and Kashmir and three are in the State. He said that out of these three battalions, one would be deployed in Manesar. For this, Haryana State Industrial and Infrastructure Development Corporation  has been requested to provide 10 acres of land, he added.

          He said that Health Awareness Refresher Course would also be organized for police officials.

Haryana to set up Legal Literacy Clubs in schools/colleges

With a view to create awareness amongst the youth about their rights and to groom them as responsible citizens, Haryana State Legal Services Authority (HSLSA) will establish Legal Literacy Clubs in all schools, colleges, medical and polytechnic institutes of the State. Also, lessons of law would be introduced in all schools and colleges from next academic session.

          Mr Justice Satish Kumar Mittal, Judge,Punjab and Haryana High Court and Executive Chairman of HSLSA said this while laying foundation stone of Alternative Dispute Resolution (ADR) Centre in Kaithal today. He said that a tower of justice would be built in Gurgaon for 50 courts, wherein District ADR centre in an area of 20,000 square feet would be housed on ground floor.

          He said that Legal Literacy Clubs had already been opened by HSLSA in 1544 schools and 171 colleges of the State and steps were being taken to open such clubs in all private schools, colleges, technical, educational and medical institutions. He said that 812 advocates were on the panel of District Legal Services Authorities (DLSAs) and Sub-Divisional Legal Services Committees (SDLSCs) and there were 2833 Para Legal Volunteers (PLVs) out of which about  20 per cent were women in Haryana. Directions had been issued to DLSAs and SDLSCs to involve more women Para-Legal Volunteers for spreading legal awareness amongst women and to help single women.

          He said that in order to reach senior citizens, missing children, single women, differently-abled persons, unorganised labourers, migrant labourers, trafficked children and child labour, about ten Legal Aid Clinics in the urban areas of each district were being established  in Old Age Homes, hospitals, Nari Niketans, office of Resident Welfare Association, slum areas, industrial areas and labour colonies. He said that 530 Legal Aid Clinics had been established in the villages, Primary Health Centres, Protection Officer’s office, Jails, Courts and Law Colleges in the State.

          He said that in order to improve Alternative Dispute Resolution Mechanism, HSLSA would set up District ADR Centres in all judicial districts of State with funds provided by 13th Finance Commission. These ADR centres would be set up with an objective to have a permanent single place, where disputes could be resolved by any of the ADR processes like arbitration, conciliation, Lok Adalat or mediation. He said that as Primary Health Centres have proved beneficial to the health sector, District ADR Centres would play an important role in legal aid and legal service sector.  These centres would provide the option to parties to settle their matters in satisfactory manner. He said that sites have already been identified in all the districts of Haryana and lay out plans of these Centres have been approved by Building Committee of Punjab and Haryana High Court in 14 districts. He said that model plan of District ADR centre prepared by Architect Department, Haryana has been approved by HALSA.

 Haryana Director General Police R.S.Dalal has sought financial assistance from Central Government on the pattern of Delhi to further improve policing in Gurgaon and Faridabad which have become cosmopolitan cities.

          Mr Dalal, who was speaking in the All India Conference of Directors General/Inspectors General of Police -2012, in New Delhi today said that the State should be given funds out of Metro Police Fund to further strengthen the police force.

          He said that apart from, his counterpart in Delhi has also drawn the attention of DGPs of Uttar Pradesh and Bihar to effectively check the activities of unauthorized arms in their respective States as the criminals hailing from these States have admitted during their interrogations that they get unauthorized arms from these two States as these are manufactured there.He said that specific information in this regard was also being shared with these States.

          As the Prime Minister Mr Manmohan Singh had honoured the Haryana Olympian Yogeshwar Dutt on this occasion, Mr Dalal thanked the Prime Minister for giving a cash reward of Rs 22 lakh to Yogeshwar Dutt.

Colonisers, builders in Gurgaon to get treated water round the clock

The colonizers and builders in Gurgaon will get treated water round the clock from the Sewage Treatment Plants (STPs) of HUDA for using in construction works instead of earlier 9.00 am to 5.00 pm time.

          This was revealed by the Deputy Commissioner Mr P. C. Meena in a meeting of colonizers and builders called to sensitize them about the instructions of High Court regarding not to use fresh underground water in construction activities. Mr Meena made it clear to all the builders and colonizers in Gurgaon to follow the instructions of Punjab and Haryana High Court meticulously. He said that the builders can only use treated and recycled water of STPs whether from government or private source for construction purposes and the builder will have to disclose the source of obtaining such recycled water to the authorities. He clarified that construction is not banned in Gurgaon but use of underground water in construction is not allowed.

          Mr Meena said that the daily discharge at HUDA sewage treatment plants is about 33 MGD and requirement of builders in Gurgaon is not more than 9 MGD. Besides STP of HUDA and MCG, there are private STPs also. The builders can use treated water from any source but they have to get it certified from HUDA authorities. HUDA has appointed Executive Engineer of Circle – 2, Mr A. K. Makkan as nodal officer for receiving applications. He will forward the application to the concerned officer who would inspect the STP set up by the builder for final treatment and certify that only treated water was being used at the construction site. The setting up of an STP takes time, so the builders can opt for a mobile packaging unit for further treating the recycled water obtained from HUDA’s STP and making it suitable for construction works.

          Regarding arrangement of drinking water for the workers engaged on the site, Mr Meena said that the builders having already registered borewell at the site can use its water for drinking purposes only, provided a water meter and separate electricity meter is installed on it so that track on extraction of underground water could be kept. HUDA Administrator said that the builders can arrange drinking water for labour from HUDA Boosting Station of Sector 16 where rate of ` 50 per tanker has been fixed and that water can be poured in a tank on which it should be clearly written ‘drinking water’.

          Dr Praveen Kumar said that the builders have to give an undertaking that they are not using underground water in construction activities. He said that it is responsibility of the builders to ensure that the recycled water was suitable for construction activities. If after some time, damages were noticed in the building, the builder will be held liable. He said that the HUDA authorities will also conduct surprise checking that the treated water was upto the mark for constructions. He appealed the builders to send their demands for STP treated water. He said till today morning 21 applications have been received. Five hydrants were available at the STP for filling the tankers round the clock where a tanker can be filled in 1.5 to 2 minutes time. The builder will have to maintain daily log book in which record of quantity of recycled water demanded and used. Dr Praveen Kumar advised the builders to designate a responsible person whose name, mobile number and address should be mentioned in their application from whom the information can be sought while checking, Dr Kumar added.
