Colonisers, builders in Gurgaon to get treated water round the clock

The colonizers and builders in Gurgaon will get treated water round the clock from the Sewage Treatment Plants (STPs) of HUDA for using in construction works instead of earlier 9.00 am to 5.00 pm time.
          This was revealed by the Deputy Commissioner Mr P. C. Meena in a meeting of colonizers and builders called to sensitize them about the instructions of High Court regarding not to use fresh underground water in construction activities. Mr Meena made it clear to all the builders and colonizers in Gurgaon to follow the instructions of Punjab and Haryana High Court meticulously. He said that the builders can only use treated and recycled water of STPs whether from government or private source for construction purposes and the builder will have to disclose the source of obtaining such recycled water to the authorities. He clarified that construction is not banned in Gurgaon but use of underground water in construction is not allowed.
          Mr Meena said that the daily discharge at HUDA sewage treatment plants is about 33 MGD and requirement of builders in Gurgaon is not more than 9 MGD. Besides STP of HUDA and MCG, there are private STPs also. The builders can use treated water from any source but they have to get it certified from HUDA authorities. HUDA has appointed Executive Engineer of Circle – 2, Mr A. K. Makkan as nodal officer for receiving applications. He will forward the application to the concerned officer who would inspect the STP set up by the builder for final treatment and certify that only treated water was being used at the construction site. The setting up of an STP takes time, so the builders can opt for a mobile packaging unit for further treating the recycled water obtained from HUDA’s STP and making it suitable for construction works.
          Regarding arrangement of drinking water for the workers engaged on the site, Mr Meena said that the builders having already registered borewell at the site can use its water for drinking purposes only, provided a water meter and separate electricity meter is installed on it so that track on extraction of underground water could be kept. HUDA Administrator said that the builders can arrange drinking water for labour from HUDA Boosting Station of Sector 16 where rate of ` 50 per tanker has been fixed and that water can be poured in a tank on which it should be clearly written ‘drinking water’.
          Dr Praveen Kumar said that the builders have to give an undertaking that they are not using underground water in construction activities. He said that it is responsibility of the builders to ensure that the recycled water was suitable for construction activities. If after some time, damages were noticed in the building, the builder will be held liable. He said that the HUDA authorities will also conduct surprise checking that the treated water was upto the mark for constructions. He appealed the builders to send their demands for STP treated water. He said till today morning 21 applications have been received. Five hydrants were available at the STP for filling the tankers round the clock where a tanker can be filled in 1.5 to 2 minutes time. The builder will have to maintain daily log book in which record of quantity of recycled water demanded and used. Dr Praveen Kumar advised the builders to designate a responsible person whose name, mobile number and address should be mentioned in their application from whom the information can be sought while checking, Dr Kumar added.
