Un-thoughtful offer of Union Home Minister for peaceful talks with Maoists particularly after the second biggest crime against humanity within a period of almost one month and ten days, says former Haryana DGP

Former Haryana Director General of Police Dr M S Malik has suggested formation of a special task force to deal with the terrorists humanity with an iron hand. Giving details about the formation of the STF, Dr Malik explained that Government of India should immediately constitute a Special Task Force consisting of 40 per cent ex-servicemen of different wings of Indian Army up to middle level ranks and 60 per cent of existing CRPF personnel.
He further suggested that the proposed composite force should be raised/constituted after through screening as some of the CRPF personnel including one officer of DIG rank were allegedly found to be involved in illegal and unethical acts of sale of fire arms and ammunition to the so called terrorists in the guise of Maoists/Naxals/Rebels.
Dr. Malik being an expert and having personal experience of fighting with insurgents during 1968-71 in Mizoram, Indo-China, Indo-Pak/Bangladesh borders said “at present there is an urgent need to adopt bullet for bullet operational strategy before initiating of peace talks with violent armed groups/rebels. In fact, peace talks and development plans should be initiated/introduced after attaining operational superiority in armed fight with the rebels. “
In addition, Dr. Malik being an ex-army officer and former D.G.P. Haryana further commented that the recent incidents of gruesome killings of security personnel proved the fact that there is total lack of command and control at the top level and absolutely no coordination between the Special Task Force, security forces and intelligence agencies at the ground level during the planning and execution of offences against militants operating in the region.
Dr. Malik further urged the top bureaucrats of Ministry of Home Affairs, GOI as well as Union Home Minister to exercise restrain while commenting upon the operational strategies of fighting with Maoists like use of air etc. Such like final details should always be left to the operational commanders in the interest of secrecy, safety, security and successful conduct of operations. At the same time, he also called upon Government of India as well as the concerned state governments to introduce village defense teams whereupon all the able bodied persons in the rural areas are to be equipped with requisite fire arms so as to give a befitting reply to the armed Rebels/Maoists/Naxals at the time of need.
Above all, the government in power as well as the responsible opposition parties are required to project a united front to counter the growing menace of potent terrorism to the security and safety of the great nation.
Dr. Malik further said that the prompt and un-thoughtful offer of Union Home Minister for peaceful talks with Maoists particularly after the second biggest crime against humanity within a period of almost one month and ten days at the same place is again a severe jolt to the already demoralized security forces operating in that region.
Moreover, more than 160 security personnel have since been killed by the Maoists in and around the same area since April 2008 to May 17, 2010. More than 3000 persons are being killed annually as sitting ducks in and around areas of West Bengal, North East States, J & K. Orissa, Chhatishgarh, Jharkhand, Uttrakhand, Bihar, Maharashtra, Tamil Nadu, Andhra Pradesh etc. by the ultras, Maoists/Naxalitis over the past ten years.
Expressing deep shock, sorrow and heart-stricken condolences on the ghastly and brutal killings of 50 bus passengers inclusive of SPOs and security personnel in Dantewada, Dr. M. S. Malik, IPS(Rtd.) President Jat Sabha Chandigarh, Federation of Jat Institutions and Akhil Bhartiya Shaheed Samman Sanghrash Samiti and former Director General of Police Haryana has assailed the State governments as well as the Government of India for inapt and act- less handling of the situation.
He further commented that the incident of May 17 in Chingawaran on Sukma Road in Dantewada about 550 km south of Raipur is a total failure of the so-called operation—Green Hunt launched by the security forces.
Dr. Malik further said that the continuing ghastly attacks on security forces as well as on civilians is not only posing a big challenge to the internal security of the country but is also a open challenge to the authority/authorities of the government in power.
These attacks have also proved that CRPF which is commonly known as “Chalte Raho Pyare” is totally incapable of handling the present war like situation in Dantewada both administratively and operationally.
