Haryana Election Commission announces election schedule iof MCs

CHANDIGARH, AUG 30
 Haryana State Election Commission has announced the schedule for General Elections of Municipal Corporation, Gurugram, Municipal Committee, Barara in Ambala, Radaur in Yamuna Nagar and Bye-elections in ward No. 9, 2 and 10 of Municipal Committee, Pehowa (Kurukshetra), Pataudi (Gurugram) and Dharuhera (Rewari). The polling would be held onSeptember 24 between 7 am and 5 pm. Votes would be counted after the close of voting at polling stations on the same day. The election result would be declared on the same day.
          While stating this here today, State Election Commissioner, Dr. Dalip Singh said that as many as 5,57,967 voters, including 2,92,462 males and 2,65,505 females, in the Municipal Corporation, Gurugram, 16,689 voters, including 8,765 males and 7,924 females, in the Municipal Committee, Barara, and 10,280 voters, including 5,460 males and 4,820 females in the Municipal Committee, Radaur, would exercise their franchise. Similarly, 1,607 voters including 873 males and 734 females in bye-election to Municipal Committee Pehowa, 747 voters including 376 males and 371 females in Municipal Committee Pataudi and 400 voters including 241 males and 159 females in Municipal Committee Dharuhera would exercise their franchise. 
          The Model code of conduct in respect of these municipal elections shall come into force from today. No Officer/Official connected with the election work would be transferred till the completion of election process. 
          Dr. Singh said that the expenditure limit for contesting the election of Municipal Corporation has been fixed to Rs. 5 lakh and for contesting the elections of Municipal Committee it is Rs 2 lakh.  All the contesting candidates are required to maintain account of election expenditure and submit the same within 30 days from the date of declaration of election result to the Deputy Commissioner or an officer authorized by the State Election Commission, failing which the defaulting candidate shall be liable to be disqualified for a period of five years from the date of issue of such order.  
          He said that notice would be published by the Returning Officer for inviting nominations onSeptember 1 and nomination papers would be presented between September 8 and 13 from 11 am to 3 pm except September 10. The list of nomination papers would be posted betweenSeptember 8 and 13. He said that information would be furnished by the candidate to the concerned Returning Officer that he is not suffering from any disqualification on September 14 and scrutiny of nomination paper would be carried out on the same day from 11.30 am onwards. The last date for withdrawal of candidature would be September 15 and symbols would be allotted to the contesting candidates on the same day after 3 pm. While list of contesting candidates would be posted on September 15, list of polling stations would be posted on the same day. Election to these municipalities would be conducted with the use of EVMs. 
          He said that as many as 18 of the 35 wards of the Municipal Corporation, Gurugram, are reserved— four for SC members, two each for SC women and BC and 10 for women candidates. As many as 546 polling stations would be set up for the election. Similarly, out of 15 wards of Municipal committee, Barara, two each are reserved for SC and BC candidates, one for SC woman and four for women candidates. He said that out of 13 wards of Municipal Committee, Radaur, two each are reserved for SC and BC candidates, one for SC woman and four for women candidates. 
          In case of bye-election, ward number 9 in Municipal Committee, Pehowa is reserved for women and ward number 2 in Municipal Committee Pataudi for SC candidate. The ward number 10 in Municipal Committee Dharuhera is unreserved. 
          Dr. Singh also added that the last general election of Municipal Corporation Gurugram was held in the year 2011.  During that election there were 35 wards, 459 polling stations and 423597 voters (223783 male and 199814 female) of the corporation. The poll percentage remained 63.3% (64.98 % male and 61.42% female).   Whereas, both the Municipal Committees i.e.  Barara (Ambala) and Radaur (Yamuna Nagar) have newly been constituted by the Government on June 16, 2015 and February 9, 2016, respectively. 
          He said that elaborate arrangements for the conduct of elections in free, fair, transparent and peaceful manner and to maintain law and order would be made. Heavy police force would be deployed to maintain the law and order at the polling stations and the sensitive and hyper sensitive areas for conducting the elections.
          The photographs of the contesting candidates shall be got printed on the ballot papers alongwith other particulars to be displayed on the balloting unit of EVMs and in the tender ballot papers in addition to the existing particulars. The photograph of the candidate shall be printed in the panel and shall appear on the right side of the name in between the name and symbol of the candidate.  
          Dr. Singh added that NOTA (None of the above) option will be used in these elections, so that voters, who come to the polling stations and decide not to vote for any candidate in fray, may be able to exercise their right of not to vote while maintaining their right of secrecy.
          Dr. Singh further apprised that with the amendment of Rule 14 of the Haryana Municipal Corporation Election Rules 1994 and the Haryana Municipal Election Rules 1978 through gazette notification dated March 14, 2017 and May 22, 2017 only those persons are entitled to get their names included in the electoral rolls of the municipality whose names exist in the relevant part of assembly electoral rolls till the first day of filing of nomination papers for the elections of municipality. Hence any person intending to get his name registered as voter in the relevant municipal ward will first have to get his name registered in the assembly rolls. 
          He appealed to the voters to participate in the elections to elect the members of municipalities for strengthening the democracy at grass root level.

VCs asked to implement Justice Roopanwal Committee recommendations

Haryana Higher Education Department has directed the Vice-Chancellors of all universities in the state to implement the measures recommended by Justice Roopanwal Committee to address the issue of student suicides.
        While stating this here today, a spokesman of the Department said that the university should evolve a mechanism where the students can appeal in case there is any excess by the university. 
        He said that counselling centres consisting of professionally trained counsellors should be set up which would provide services to students, research scholars and faculty, including non-teaching staff. Monitoring committees should be constituted which should be headed by supervisors who would provide guidance on the matters related to the subjects studied by the students.
        Equal Opportunity Cell headed by anti-discrimination officer as per UGC (Promotion of Equity in Higher Educational Institutes) Regulations, 2012 should be made functional. Grievance Redressal Committee headed by Ombudsman as per the UGC (Grievance Redressal) Regulations, 2012 should be made effective.
        Other recommended measures include strong induction programme for better acclimatisation, establishment, as far as possible, of local guardian system for outstation students, and remedial teachings for academically weak students. Grievances should be discussed and dispensed with on weekly basis and Vice-Chancellors should hold meeting on monthly basis. Deans would closely monitor department problems. Any serious issue would be brought to the notice of Vice-Chancellor immediately.
        Besides, university would select suitable student volunteers to act as mentors and help freshers. The university would also ensure effective administration and supervision of hostels and strict compliance of hostel admission rules and regulations so that only current students allotted hostel accommodation by the university stay in the hostels.

SPECIAL CAMPAIGN: With a view to ensure quality of construction works being carried out in the State, the Haryana Government has decided to run a special campaign to identify and blacklist contractors who use low-quality raw material.
        This was disclosed by Public Works (Buildings and Roads) Minister, Rao Narbir Singh, who was presiding over a review meeting here today. 
        The Minister directed the Technical Adviser of the Department to carry out field visit and take samples of material being used in construction work for investigation. He also directed to take samples of materials being used in four-laning of National Highway-71 from Masani Barrage to Rewari, Rewari rest house and overbridge being constructed on National Highway-8 over Sahibi river for testing.

Attack on journalists in Panchkula condemned

CHANDIGARH, AUG 29

Journalists of Punjab, Haryana and Chandigarh,under the banner of the Chandigarh Press Club, on Tuesday, staged a protest over the violence against their fraternity in Panchkula on August 25. 

Carrying placards and raising slogans, journalists demanded action against the policemen and government functionaries who largely remained silent spectators during the attack on the journalists during the verdict of Dera Sacha Sauda chief Ram Rahim Singh on August 25.

 The club Governing Council later submitted a memorandum to Haryana Governor Kaptan Singh Solanki, demanding action against the policemen.

“A charter of demands was submitted to the Governor, who assured timely action against the erring officials,” Club President Jaswant Rana said, adding that Haryana government must compensate media persons for the damage caused to their property. 

 Rana said the Governor also assured the journalists that he would speak to Haryana Chief Minister in this regard.

Over 40 vehicles, comprising cars, two-wheelers and OB vans, of the journalists parked in Sector 5 near the Hafed office on the day of the judgment were set on fire by the mob.

Cameras of the photojournalists and TV channels were also snatched and damaged by the mob.

Describing the attack on journalists unfortunate, Club Secretary General Barinder Rawat said this was an attack on the freedom of expression.

“Journalists are not safe in Haryana. The government allowed the gathering, with the police not implementing the orders under Section 144 of the CrPC.  This is an unfortunate instance and deserves the strictest condemnation,” Rawat added.

Leave of 90 days to be treated as long leave

The Haryana School Education Department has issued instructions to govern circumstances of long leave as per which posts of teachers on leave of significant long duration would  be treated as vacant thereby open to be utilized for the academic and administrative needs of the department in the interest of the children studying in the schools. 
            While stating this here today, a spokesman of the Department said that the provision of Child Care Leave (CCL) for the female employees is a welfare measure to facilitate them to take care of their children as and when needed by them. 
          He said that all kinds of leave of 90 days or more duration would be treated as long leave. For every order which grants a long leave a record would be maintained in the branch or office in a mode to be prescribed by the IT Cell of the directorate. All posts which would be part of this record would be treated as deemed vacant open for giving posting to any other teachers due to other compulsions, whether new recruitment or administrative grounds, he added.
          He said that a teacher who has been granted long leave would   draw the salary from any vacant post in the same school. In case of non-availability of a vacant post for drawing salary in same school, then the school of the posting where from the teacher applied for leave would   relieve and direct the teacher to report to the Block Education Officer (BEO) concerned who would arrange for the salary of such teacher from any vacant post in the block. He said that upon return from the leave the teacher would have to be posted afresh. For the posting purposes, the Directorate or Office has devised a criteria whereby the teacher would be posted in high teacher deficiency schools of the anywhere in the state or district category. 
          He said that the Directorate or Office would have to maintain a list of all schools in order of level of deficiency of teachers in the schools and the list would be kept as continuously updated. If the post by the time a teacher returns from leave remains available, then such teacher would be retained posted on the same post of the same school.  These instructions are meant to bring in a system whereby with the issue of any long leave order, the post would   be declared deemed vacant carrying a high potential of being allotted to other teachers during the period of leave of the teacher on leave. 
He said that a female teacher employee is responsible for care of the children admitted in schools as part of her service conditions. Such female teacher employee may also need to take exclusive care of her own children thereby demanding CCL or any other kind of leave. He said that the leave other than CCL may be demanded by teachers for different reasons like study leave, Earned Leave (EL), Extra-ordinary Leave (EOL). He said that a leave for a significant long duration creates a void in the schools by rendering that particular post dormant and the academic work of that post comes to a grinding halt. Thus, the interest of students is badly hurt. By keeping such post immune from the administrative dynamics of the department puts up unproductive restraints. Therefore, while the department would take care of the leave needs of the teachers, it would also keep in mind the academic interest of the students in the availability of a teacher. 
CLAIMS: Deputy Commissioner, Panchkula has invited applications or claims from affected entities regarding damage caused to public and private property in view of the violence that took place on August 25, 2017 in the district. 
          The applications or claims shall be submitted to the respective Sub Divisional Officer (Civil) in their offices. Claims shall also be entered by applicants on Haryana Government website www.haryana.gov.in. The claims shall be entered within a period of 15 days.

Filing applications on HEPC portal for setting up of industry or warehouse mandatory

The Haryana Government has decided that all applications for setting up of industry or warehouse in the State would be mandatory to file on the portal of Haryana Enterprises Promotion Centre (HEPC). The scrutiny fee would be deposited and all necessary documents would be scanned and filed by the applicant on the HEPC portal.
        While stating this here today, a spokesman of the Town and Country Planning said that as the HEPC portal did not generate any alert regarding such filing of application, the Town Planning Wing of HEPC would be responsible for bringing the matter to the notice of the DTP office concerned. 
He said that the DTP office would verify that the scrutiny fee and requisite documents necessary for scrutiny of the Change of Land Use (CLU) application filed by the applicant, and deficiencies, if any, would be pointed out on the HEPC website, till all such deficiencies are cleared by the applicant. 
Upon online submission of all necessary documents and scrutiny fee by the applicant, the documents would be downloaded by the DTP office and uploaded on the TCP e-office portal for further scrutiny. Simultaneously, the applicant would also be informed by the DTP office through HEPC portal, e-mail or TCP e-office portal to submit a copy of original CLU-I application as well as ownership documents, aks sajra plan and survey and land utilisation plan on a scale of 1 inch to forty feet showing existing means of access, certified by revenue authorities in original, in the office of Director, Town and Country Planning. The date of submission of these documents would be considered as the date of receipt of CLU application.
He said that the DTP office would complete its scrutiny within seven days from the receipt of CLU application and would accordingly forward its report to the circle office online through TCP e-office portal and would also upload a copy of the report on the HEPC portal. The circle office would complete its scrutiny within three days from the receipt of report from DTP office and would accordingly forward its report to the Directorate online through TCP e-office portal and would also upload a copy of the report on the HEPC portal. The field or circle office would not convey any observations to the applicant on the merits of the case. The matter would then be examined at the Directorate on the TCP e-office portal for taking a final decision on the CLU application. Upon a final decision regarding either issue of letter-of-intent or rejection, the case would be submitted to the DTCP, as the case may be, for approval or orders. 
He said that while issuing any observations to the applicant, it would be ensured that all observations, whether pertaining to ownership, technical deficiencies or financial capacity were conveyed to the applicant in one go, in order to ensure that the timelines prescribed for taking final decision in the matter are strictly adhered to. While conveying such observations, the applicant would be granted a maximum of one week to remove such shortcomings. All communications in this regard would be issued electronically through the TCP e-office portal, which enables generation of e-mail and SMS messages to the applicant. The applicant is required to file reply to the observations and also upload all necessary documents online through the TCP e-office portal. 
The final orders in this regard would be issued and conveyed to the applicant through the TCP e-office portal and the HEPC portal, he added.

Admission into Govt and aided ANM and GNM courses

 Haryana Directorate of Medical Education and Research has notified that admission to government and private unaided Auxiliary Nursing Midwifery (ANM) and General Nursing Midwifery (GNM) courses in the State against 100 per cent seats for the academic session 2017-18 would be conducted by the Haryana Nurses and Nurse Midwives Council.
While stating this here today, a spokesman of the Directorate said that the admission to government and private unaided MPHW(M) Training Schools in the State against 100 per cent seats for the academic session 2017-18 would be conducted by the Directorate, following the State Government reservation policy. 
He said that the detailed online prospectus and list of valid government and private schools along with seat matrix have been made available on web portal www.merhryadmissions.in.
        As per the admission schedule, online applications would be accepted from August 12 to 31, 2017. The first round would commence with declaration of allocation on September 6, and admissions, reporting to the allotted school and deposition of fee would be carried out fromSeptember 7 to 12. 
        The second round would commence with declaration of allocation on September 15, and admissions, reporting to the allotted school and deposition of fee would be carried out fromSeptember 18 to 22.
        In the spot round, online applications would be received on September 25 and 26, declaration of allocation would be done on September 28, and admissions, reporting to the allotted school and deposition of fee would be carried out on September 29 and 30.
        He said that Haryana domicile was mandatory for applying to this course and the minimum age for admission was 17 years on or before December 31, 2017. The maximum age for admission would be 35 years and age relaxation would be applicable as per Haryana Government policy. The candidate must have cleared Class X plus two examination in any stream.
        Offline applications would not be accepted. Institutions have been directed to admit candidates by September 13 for round one, by September 23 for round two and September 30 for round three. Further time would not be provided for admitting candidates online or for generation of registration numbers separately, he added.

Academic credit in transfer matters for Headmasters/Principals

The Haryana School Education Department has decided that Headmasters and Principals would also be considered for academic credit in transfer matters. Accordingly, the benefit of the result, general or special, as the case may be, of the last latest opportunity given to them is allowed for MIS transfers.
        While stating this here today, a spokesman of the Department said that the Teachers’ Transfer Policy counts as teachers the cadres of Principal, Headmaster, Post Graduate Teacher (PGT), Trained Graduate Teacher (TGT), Classical and Vernacular (C&V) teacher and Junior Basic Teacher (JBT).
        He said that in view of the decision of the Haryana Government that a teacher would be given credit of academic performance of the last latest opportunity given to him to perform academically, all teachers, including headmasters and teachers, have been asked to perform academically and thereby to earn credit for that. Credit for the academic performance is given in APAR, State Award and in transfer matters. As the headmasters and principals do some actual teaching as well as supervisory work, they have been given credit for general results of the schools which they ensure as part of their supervisory duty, in the State Awards and APAR.
        Recently, many PGTs have been promoted to the supervisory posts, mainly that of the principal. Therefore, these teachers have credits of their academic performance of last five years and the latest performance from amongst these five years that they will be taking credit of. Now, after promotion, these PGTs have been indistinguishably merged with the other principals. Therefore, for such teachers, the supervisory performance would be subsuming in it the general results of the school and the special teaching is simply the teaching by a teacher in class, he added.

Haryana to give pipes and other equipment at subsidised rates

CHANDIGARH, AUG 12
The state government would soon provide pipes and other equipment at subsidised rates in southern Haryana to ensure conservation of water and promote drip irrigation.
        This was disclosed by the Chief Minister, Mr. Manohar Lal, after visiting various distributaries in the villages of Bahal, Paju, Sirsi, Chahar Khurd, Sorda Kadim and Sorda Jadid in Bhiwani district, today. Water has been supplied to these villages through distributaries after many years.
         As a result of the concerted efforts made by the present government, water has now been supplied to the areas of Haryana neighbouring Rajasthan, which had been deprived of water for almost three decades.
       The Chief Minister said while the previous governments had neglected southern areas of Haryana, the present government has made arrangements to provide water to villages in Loharu division through Sorra distributary and Nangal Paju and Chahar Minors out of the total water presently available in the state.
    “The canal network in Haryana has 1,300 tail-ends, of which water has been supplied to more than 1,200. Water would be supplied to the remaining tail-ends after repairs,” he added.
        Urging the farmers not to be misled by the leaders of opposition parties and avail themselves of the benefits of the schemes being implemented by the present government, the Chief Minister said  the farmers should take to drip irrigation instead of sprinklers, which would help them conserve both water and electricity.   
        He said solar power projects would be established to supply electricity to ‘dhaanis’ of the area, and electricity would be provided for operating tubewells for irrigation by establishing solar power plants on vacant lands of gram panchayats. Since the state government provides 24-hour power supply in villages with line losses below 20 per cent, people should pay their electricity bills on time. 
        Mr. Manohar Lal also urged the farmers to store canal water in wells and ponds to increase groundwater level. Canal water would also be provided to farmers on the completion of projects such as Sutlej-Yamuna Link Canal, Hansi-Butana Canal, Lakhwar Dam and Renuka Dam, he added.

Haryana Govt signs MoU with LLF

The Haryana Government has signed a Memorandum of Understanding (MoU) with the Language and Learning Foundation (LLF), New Delhi, for capacity building of resource persons in the teaching of Hindi in primary schools of the state.
          The MOU was signed in the presence of Mr. P.K.Das, Additional Chief Secretary, School Education, Dr. Dhir Jhingran, Executive Director and representative of LLF, and Dr. S.S.Phulia, State Project Director. It would be valid for three years on pro bono basis. 
          Disclosing the rationale behind and objectives of the MoU, Mr. P.K.Das said it would enhance professional skills of teachers and improve teaching/ learning practices in early grades. The core objective of this intervention is to strengthen the academic support that can be provided by the state resource persons, including the BRPs, ABRCs and others to Hindi teachers, he said.
          Children studying in government schools are not learning to read and write with complete understanding. Language and literacy skills are not well developed by the end of Grade 3. This is evident from the different achievement surveys conducted in recent years. 
          With a view to improving conceptual knowledge and skills of children various activities such as Joyful Saturday and introduction of Skill Passbooks for all students in schools have been started.
          The main focus of the MOU will be to build the capacity of state resource persons in terms of conceptual knowledge and classroom practice to effectively support the teachers in the process of literacy and language development in early grades, and to implement developed literacy package in the state, Mr Das added.
          After signing the MoU, Dr. Jhingran said the LLF would raise about Rs 2.75 crore from external agencies for investing in schools/teachers in Haryana. The main target group of the project would be BRP, ABRCs and other officials in the state.
          The intervention would also reach out to teachers as direct intervention. The total number of expected participants is 450 (250 resource group + 200 teachers). The intervention will demonstrate school level change in the teaching-learning process of language and literacy in 200 schools, he added.

Action against teachers for filing wrong information under TT Policy

While taking stern action against the teachers who have given wrong information on the MIS Portal under the Teacher Transfer Policy and take undue benefit in the transfer process, the Haryana School Education Department has transferred five teachers to Mewat on administrative grounds. Apart from this, disciplinary action under Rule-8 has also been initiated against them and their approving authorities.  
           While stating this here today, Additional Chief Secretary, School Education Department Mr P.K Das said that the department has received information that these teachers deliberately took undue advantage and wrongful gain by feeding false information on the MIS portal. 
          Mr Das said that Teacher Transfer Policy casts an inviolable duty on every teacher to fill the accurate details on the MIS portal and a corresponding duty on every approving authority to verify such details and then approve the same duly and timely. A teacher is liable for disciplinary action as well as been posted out of the current school of posting on administrative ground if such teacher has given wrong information on the MIS portal to take undue benefit in the transfer process, he added. 
           He said that while Sunita Sapra, Lecturer Economics, Government Girls Senior Secondary School (GGSSS) , Gurugram (Jacubpura) has been transferred to Government Senior Secondary School (GSSS) Malab in district Nuh against a vacant post, Yag Dutt, Lecturer Political Science, GSSS, Sarhaul (Gurugram) has been transferred to GSSS Nagina (Nuh) against a vacant post. Both these teachers showed their regular service as contractual service to reduce the quantum of stay in present Zone. 
           He said that Kalawati Lecturer Economics, GSSS Sarsod Bichpari (Hisar) which was earlier transferred to GGSSS Mangali (Hisar)  has now been transferred to GSSS Bajidpur (Nuh), Surinder Kaur Head Master, Government High School (GHS)   Sasoli (Yamuna Nagar) which was earlier transferred to  GHS Sudhail (Yamuna Nagar) has now been transferred to GHS Nai (Nuh)  against a vacant post. Four 20-and-under Americans awarded wild card

CINCINNATI, AUG 8
 Four Americans aged 20-and-under have been awarded wild card entries into the men’s field at the Western and Southern Open. Tommy Paul (20), Jared Donaldson (20), Stefan Kozlov (19) and Frances Tiafoe (19) will play in the main draw of the tournament that will be held from August 12 to 20 at the Lindner Family Tennis Center in Mason, Ohio.
“We are thrilled to welcome these four American rising stars to the Western & Southern Open,“ said Tournament Director Andre Silva. “There is an energy and buzz around the youth movement that is taking place in the game, and we’re excited to have the opportunity to see that firsthand.”
Paul, who was raised in North Carolina, has reached consecutive quarterfinals this summer in Atlanta and Washington, D.C. Those results propelled him to win the 2017 US Open Wild Card Challenge, and have cut his ranking in half since Wimbledon, pushing him to a career high ranking this week. In juniors, Paul was ranked as high as No. 3 after winning the French Open title and reaching the US Open final during the 2015 season.
Donaldson is a Rhode Island native who will be making his third main draw appearance at the Western & Southern Open, where he owns a 2-2 record. Last year, Donaldson reached the third round at the US Open, becoming the youngest American to do so since 2007. This summer, Donaldson has won at least one round in his last four events, including reaching the third round at both Wimbledon and Washington, D.C.
Kozlov, who lives in South Florida, was the junior finalist at both the Australian Open and Wimbledon while reaching as high as No. 2 in the junior rankings in 2014. He closed the 2016 season by claiming his first career Challenger title in nearby Columbus, Ohio. Kozlov will be making his Western & Southern Open main draw debut.
Tiafoe, one of just two teenagers in the Top 100 of the ATP Rankings, whose father is an immigrant from Sierra Leone who brought Frances to work while serving as the facilities manager of a tennis center in Maryland. In 2015, Tiafoe won the USTA Boys 18s title at Kalamazoo. The winner of two Challenger titles this season, he will be making his main draw debut.
The four join a men’s field that includes seven-time champion Roger Federer, two-time champion Andy Murray, former champion Rafael Nadal and defending champion Marin Cilic.

Farmers' grievances to be redress by Kisan Panchayats.

CHANDIGARH, AUG 8
 Now the grievances of farmers in Haryana will be redressed by organizing Kisan Panchayats. The government has decided to constitute a five-member team of Ministers headed by Agriculture and Farmers’ Welfare Minister Mr OP Dhankar which will visit in the state and interact with the farmers to resolve their grievances. 
          This was stated by Minister of State for Social Justice and Empowerment, Mr Krishan Kumar Bedi while interacting with media persons here today. A decision to this effect was taken in a meeting of the Ministers, chaired by Chief Minister Mr Manohar Lal.
          The other members of team include Education Minister Mr Ram Bilas Sharma, Public Works (Building and Roads) Minister Rao Narbir Singh, Minister of State for Social Justice and Empowerment Mr Krishan Kumar Bedi and Minister of State for Labour and Employment, Mr Nayab Singh Saini. 
          He said that team of Ministers would visit all over the state and organize Kisan panchayats on farmers issues. The team would also inform about various initiatives taken in the interest of farmers by the government during its last three years regime. 
          He said that present government is completing its three years on October 26, 2017 and the concluding of the golden jubilee year on November 1. A big event will also be organized on this occasion. Apart from this, many other important issues have also been discussed in the meeting, he added. 
CDLSIET PANEL DISSOLVED: With a view to bring Chaudhary Devi Lal State Institute of Engineering and Technology, Panniwala Mota, district Sirsa under its ambit, the Haryana Government has decided to dissolve the society running the institute.
        This decision was taken unanimously in meeting of Board of Governors of the institute presided over by Education Minister, Mr. Ram Bilas Sharma, here today. 
        The Minister said that the decision of the State Government to accept the long-pending demand to bring the institute completely under its own ambit would benefit the staff and students. The society had been operating the institute since 2003.
PAY BAND-IV: Meeting of screening committee of Haryana Higher Education Department for granting pay band-IV to Assistant Professors in government colleges of the State would be held under the chairmanship of Principal Secretary of the Department, Dr. Mahavir Singh, in the conference hall, ground floor, Shiksha Sadan, Sector 5, Panchkula on August 17 and 18, 2017 at 10.30 a.m.
        While stating this here today, a spokesman of the Department said that the meeting was earlier scheduled to be held on August 8 and 9 for granting Pay Band-IV (Scale 37400-67000-9000 grade pay) to Assistant Professors.
        He said that written communication in this regard had been sent to all principals of government colleges in the State to ensure that all the cases of Pay Band-IV have been incorporated in the list of cases. If any case has not been incorporated in the list, then they would have to inform the department through e-mail at hechrycollege5@gmail.com by August 9.  
SWISS DELEGATION: A delegation from Switzerland would call on Haryana Tourism Minister, Mr. Ram Bilas Sharma, on August 10, 2017 to discuss possibilities of mutual cooperation in fields such as education, tourism, Information Technology, Smart Cities and agriculture.
        While stating this here today, an official spokesman said that the delegation would visit Haryana ahead of the visit of the President of Switzerland to India next month. 

Haryana Panchayati Raj (Amendment) Rules notified

CHANDIGARH, AUG 8
The Haryana Government has notified the draft rules called the Haryana Panchayati Raj (Amendment) Rules, 2017 to amend the Haryana Panchayati Raj Rules, 1995.
           While stating this here today, a spokesman of Development and Panchayats Department said that the draft rules would be taken into consideration by the government on or after the expiry of a period of seven days from the date of publication of this notification in the official gazette, together with objections and suggestions, if any, which may be received by the Additional Chief Secretary, Development and Panchayats  Department from any person in respect to the draft of rules before the expiry of the period so specified. 
           He said that in case a street or drain is required to be dug, altered or damaged by the inhabitants of the concerned village for the purpose of having connection from the already laid down pipeline within the abadi area, the permission would not be granted by the Gram Panchayat unless the person seeking permission has deposited the restoration charges as per the estimated prepared by the Sub-Divisional-Officer (Panchayati Raj) through bank transfer or demand draft, to the account of the concerned gram panchayat. He said that the Gram Panchayat would ensure that the pavement, street or drain is restored to its original condition, as soon as possible, but not later than a period of 30 days from the date of completion of the work by the applicant. 
           The spokesman said that in case the street, passage, drain or pavement owned by the Gram Panchayat is required to be dug, altered, damaged or utilized by any person for the purpose of laying down utility infrastructure, the applicant would submit an application to the Gram Panchayat in this behalf and, thereafter, the Gram Panchayat may considered after passing a resolution, forward the proposal to the concerned Sub Divisional Officer SDO (Civil) through the concerned Block Development and Panchayat Officer.
          He said that a committee headed by the concerned SDO (Civil) and comprising of the District Town Planner or his representative not below the rank of Assistant Town Planner, concerned Block Development and Panchayat Officer (BDPO), Sub Divisional Officer (Panchayati Raj) would consider such applications and make its recommendation to the Deputy Commissioner,within 30 days of the application. The Deputy Commissioner would examine and forward the report of the Committee with or without modification in the proposal for approval to the Director, Panchayats. The Director, Panchayat may is of the opinion that granting of permission in not in public interest, may refuse the grant of permission. 
          He said that the Director, Panchayat may, either suo motu or on application made to him by a Panchayat or an inhabitant of the village or the BDPO examine the record for the purpose of satisfying himself as to the legality or propriety of any approval. If such approval is found detrimental to the interest of the villagers and is not longer required in public interest, the competent authority may, after making such enquiry as it may deem fit, cancel the same. The Panchayat would be competent to remove the infrastructure and the constructions thereon, if any for which no compensation would be payable, he added. 
     The spokesman said that after the approval of Director, the applicant would deposit besides the on time upfront land use charges at the rate of an amount equal to five per cent of the collector rate of the land used for laying the utility infrastructure, annual charges at the rate of an amount equal to 0.5 per cent of the collector rate of the land used for the purpose, which would be worked out on per square meter basis. The user charges would be payable  by the applicant in advance in the account of the concerned Gram Panchayat through Bank Instruments that is Demand Draft or Real Time Gross Settlement. In addition, the applicant would have to deposit the restoration charges with the gram panchayat by way of Demand Draft or Real Time Gross Settlement or National Electronic Fund Transfer as per the estimates prepared by the concerned Sub Divisional Officer (Panchayati Raj). 
     He said that applicant would have to lay the utility infrastructure at least one meter below the surface of the ground with provision for sufficient number of man-holes, as advised or approved by the SDO, Panchayati Raj. The applicant would also provide adequate buffer at the top of the utility pipeline or cable to save the same from any possible damage on account of surface loads. Also, the applicant would have to undertake a defect liability and if any damage is caused to the surface during this period, the applicant would be liable to rectify the defects at his cost. In case the passage become unusable during the course of execution of works, the applicant would be responsible to provide an alternate passage during such period so as to ensure that no inconvenience is caused to the public, he added.

Develop an integrated aviation hub at Hisar

CHANDIGARH, AUG 7
As part of its commitment to develop an integrated aviation hub at Hisar over 4200 acres of land, the Haryana Government has decided to provide additional incentives to airlines over and above the commitments made in the UDAN MoU signed with Union Ministry of Civil Aviation for starting Regional Connectivity Scheme (RCS) Flights. 
          These and several other decisions were taken in a meeting of Civil Aviation Department held under the Chairmanship of Chief Minister, Mr Manohar Lal here today.  
          It was decided to develop Maintenance, Repair and Operations (MRO) and Fixed Based Operator (FBO) facilities in the time bound manner, creation of a Joint Working Group as well as a special purpose vehicle comprising the Civil Aviation Department and the Industries Department which would  carry out the task of preparation of draft civil aviation policy for the state, ensure additional facilities required for three phases, preparation of Detailed Project Report (DPR) , master planning to plan and  monetize surrounding areas, especially Government lands to generate additional revenues for the state, obtaining environment approval, carry out the bidding process, get aerospace  and  defence and other manufacturing activities on the site.
          It was informed in the meeting that immediately in the first phase; the existing Hisar Airport would be upgraded and developed as a domestic airport under the Regional Connectivity Scheme- UDAN of Government of India. In the second phase, the existing airstrip of 4000 feet would be extended to 9000 feet with the facilities of night landing and state of the art navigational aids to facilitate the airlines and operators for fixed based operations, MRO, Night Landing and Parking of Aircraft within a period of next 18 months. In the final phase, an Aerotropolis comprising an International Airport along with Aerospace and Defence manufacturing facility and commercial as well as residential areas would be developed.        
          The meeting was also informed that the Aviation Hub would be developed as a 'brown field' project by expanding the existing project. The state is already in communication with the Ministry of Railways and National Highways to provide rapid rail and road connectivity between Hisar and New Delhi through high speed train and expressway. The State Government is also planning to extend the existing airstrips in Bhiwani, Narnaul, Karnal and Pinjore from 3000 feet to 5000 feet to accommodate bigger aircraft and provide parking and MRO facilities. In addition, there is a proposal to acquire additional land to develop aerospace, defence and other industries in the vicinity of these airports.  
Earlier, a detailed presentation in this regard was made today by the Civil Aviation Department. 
Among those present in the meeting included Haryana Chief Secretary Mr D.S Dhesi, Principal Secretary to Chief Minster Mr Rajesh Khullar, Additional Chief Secretary, Revenue, Mrs Keshni Anand Arora, Principal Secretary, Civil Aviation Department Mr Devender Singh and other senior officers of the State Government.

Haryana Governor and CM celebrate Raksha Bandhan

The Haryana Governor, Prof Kaptan Singh Solanki, and the Chief Minister, Mr  Manohar  Lal, celebrated Raksha Bandhan with girl students and  teachers at simple but impressive ceremonies here today. This auspicious occasion symbolizes the pious relationship between brother and sister, they said. 

The Governor, Prof. Kaptan Singh Solanki, celebrated Raksha Bandhan at Haryana Raj Bhawan with girl students and said this auspicious occasion reminded us of the pious brother-sister relationship.

Girls from various organizations and institutions tied rakhi on the wrist of Prof Solanki and prayed for his good health and long life. The Governor thanked the girls and distributed gifts to them. “Your presence has filled the  Haryana Raj Bhawan with joy and happiness and I would remember  this day for long”, he added.

         Addressing about 50 girls students and more than a dozen teachers of ten schools of Panchkula at his residence here, the Chief Minister said apart from tying rakhi on the wrists of their brothers on this auspicious occasion and praying for their long life, the girls should also contribute to the security of the nation.

         Girls should help generate awareness in the society that they do not lag behind in any sphere. The state government has ensured that girls get a distinct place in the society and also get due respect. 
           On this occasion, the girl students and teachers tied Rakhi on the wrist of Mr Manohar Lal and prayed for his good health and prosperity of the state. The Chief Minister gave them blessings and also distributed sweets and gifts.

Haryana to install ICT-based Feedback Monitoring System

CHANDIGARH, AUG 7

With a view to get feedback about cleanliness and functioning of toilets from citizens, Municipal Corporation, Karnal has decided to install “Information and Communication Technology (ICT) based Feedback Monitoring System” on pilot basis in community and public toilets in the town. 

In the first phase, this system will be installed by Bharat Sanchar Nigam Limited (BSNL) outside 25 toilets in Karnal and the process for the same will be started during current month. Out of these, it will be provided in 14 Sulabh Suchalaya and 11 community toilets. Thereafter, feedback systems will be installed on all the toilets in Karnal.

While stating this here today, a spokesman of Municipal Corporation, Karnal said that citizens could give their feedback in three ways about condition of toilet by pressing the button on a device to be installed outside the toilet. First button means clean, second OK which means fine and third means dirty.  Feedback given by the citizens would go to Corporation's IT department every day which help to ascertain about the situation of toilets.
          Giving more information about the feedback system, he said that the Union Ministry of Housing and Urban Affairs is committed to clean all the towns in the country under Swacch Bharat Mission. In order to keep the community and public toilets clean, it has been taken in the next survey in 2018 and each of its towns would get 16 numbers. He said that Union Ministry has signed an agreement with BSNL for setting up this ICT based feedback system, initially for three years. Government would provide Rs945 per month for each such system to BSNL.
          He urged the town citizens to give their feedback on the system after usage of toilets so that efficacy of all the toilets can be maintained.

ADDITIONAL CHARGE: Haryana Government has ordered that Mr Rippudaman Singh Dhillon, IAS, Special Secretary, Fisheries Department will also look after the work of Secretary, Haryana Human Rights Commission, in addition relieving Mrs Renu S. Phulia of the said charge.  

  ACADEMIC SESSION OF ITIs: Regular classes of academic session 2017-18 would commence in all government and private Industrial Training Institutes (ITIs) in Haryana from August 16, 2017.

        While stating this here today, a spokesman of the Skill Development and Industrial Training Department said that directions in this regard have been issued to all Principals and Group In-charges of the ITIs.

        He said that it had also been directed that students in ITIs would have to get their bank accounts linked with Aadhaar so that all types of scholarships and assistance for toolkits could be disbursed directly into their bank accounts under DBT scheme.
        He said that the head of the institution concerned would be held responsible if any student is unable to avail benefits of the schemes.

MODERATE RAINFALL: Many parts of Haryana has received moderate to heavy rainfall during current monsoon season on August 7, 2017.
          While stating this here today, a spokesman of Meteorology Department said that highest rainfall of 44.3 mm had been recorded in district Yamunanagar on August 7 followed by Panipat which had received 33.8 mm rainfall.

He said that 14.6 mm rainfall had been recorded in district Ambala, 25.8 mm in district Karnal, 11 mm in Panchkula, 2.2 mm in Faridabad, 1.8 mm in Palwal, 1.3 mm in Kaithal, 0.7 mm in Jhajjar, 0.3 mm in Jind, 0.2 mm in Mewat and 0.4 mm in Sonepat.
