Haryana Election Commission announces election schedule iof MCs

CHANDIGARH, AUG 30
 Haryana State Election Commission has announced the schedule for General Elections of Municipal Corporation, Gurugram, Municipal Committee, Barara in Ambala, Radaur in Yamuna Nagar and Bye-elections in ward No. 9, 2 and 10 of Municipal Committee, Pehowa (Kurukshetra), Pataudi (Gurugram) and Dharuhera (Rewari). The polling would be held onSeptember 24 between 7 am and 5 pm. Votes would be counted after the close of voting at polling stations on the same day. The election result would be declared on the same day.
          While stating this here today, State Election Commissioner, Dr. Dalip Singh said that as many as 5,57,967 voters, including 2,92,462 males and 2,65,505 females, in the Municipal Corporation, Gurugram, 16,689 voters, including 8,765 males and 7,924 females, in the Municipal Committee, Barara, and 10,280 voters, including 5,460 males and 4,820 females in the Municipal Committee, Radaur, would exercise their franchise. Similarly, 1,607 voters including 873 males and 734 females in bye-election to Municipal Committee Pehowa, 747 voters including 376 males and 371 females in Municipal Committee Pataudi and 400 voters including 241 males and 159 females in Municipal Committee Dharuhera would exercise their franchise. 
          The Model code of conduct in respect of these municipal elections shall come into force from today. No Officer/Official connected with the election work would be transferred till the completion of election process. 
          Dr. Singh said that the expenditure limit for contesting the election of Municipal Corporation has been fixed to Rs. 5 lakh and for contesting the elections of Municipal Committee it is Rs 2 lakh.  All the contesting candidates are required to maintain account of election expenditure and submit the same within 30 days from the date of declaration of election result to the Deputy Commissioner or an officer authorized by the State Election Commission, failing which the defaulting candidate shall be liable to be disqualified for a period of five years from the date of issue of such order.  
          He said that notice would be published by the Returning Officer for inviting nominations onSeptember 1 and nomination papers would be presented between September 8 and 13 from 11 am to 3 pm except September 10. The list of nomination papers would be posted betweenSeptember 8 and 13. He said that information would be furnished by the candidate to the concerned Returning Officer that he is not suffering from any disqualification on September 14 and scrutiny of nomination paper would be carried out on the same day from 11.30 am onwards. The last date for withdrawal of candidature would be September 15 and symbols would be allotted to the contesting candidates on the same day after 3 pm. While list of contesting candidates would be posted on September 15, list of polling stations would be posted on the same day. Election to these municipalities would be conducted with the use of EVMs. 
          He said that as many as 18 of the 35 wards of the Municipal Corporation, Gurugram, are reserved— four for SC members, two each for SC women and BC and 10 for women candidates. As many as 546 polling stations would be set up for the election. Similarly, out of 15 wards of Municipal committee, Barara, two each are reserved for SC and BC candidates, one for SC woman and four for women candidates. He said that out of 13 wards of Municipal Committee, Radaur, two each are reserved for SC and BC candidates, one for SC woman and four for women candidates. 
          In case of bye-election, ward number 9 in Municipal Committee, Pehowa is reserved for women and ward number 2 in Municipal Committee Pataudi for SC candidate. The ward number 10 in Municipal Committee Dharuhera is unreserved. 
          Dr. Singh also added that the last general election of Municipal Corporation Gurugram was held in the year 2011.  During that election there were 35 wards, 459 polling stations and 423597 voters (223783 male and 199814 female) of the corporation. The poll percentage remained 63.3% (64.98 % male and 61.42% female).   Whereas, both the Municipal Committees i.e.  Barara (Ambala) and Radaur (Yamuna Nagar) have newly been constituted by the Government on June 16, 2015 and February 9, 2016, respectively. 
          He said that elaborate arrangements for the conduct of elections in free, fair, transparent and peaceful manner and to maintain law and order would be made. Heavy police force would be deployed to maintain the law and order at the polling stations and the sensitive and hyper sensitive areas for conducting the elections.
          The photographs of the contesting candidates shall be got printed on the ballot papers alongwith other particulars to be displayed on the balloting unit of EVMs and in the tender ballot papers in addition to the existing particulars. The photograph of the candidate shall be printed in the panel and shall appear on the right side of the name in between the name and symbol of the candidate.  
          Dr. Singh added that NOTA (None of the above) option will be used in these elections, so that voters, who come to the polling stations and decide not to vote for any candidate in fray, may be able to exercise their right of not to vote while maintaining their right of secrecy.
          Dr. Singh further apprised that with the amendment of Rule 14 of the Haryana Municipal Corporation Election Rules 1994 and the Haryana Municipal Election Rules 1978 through gazette notification dated March 14, 2017 and May 22, 2017 only those persons are entitled to get their names included in the electoral rolls of the municipality whose names exist in the relevant part of assembly electoral rolls till the first day of filing of nomination papers for the elections of municipality. Hence any person intending to get his name registered as voter in the relevant municipal ward will first have to get his name registered in the assembly rolls. 
          He appealed to the voters to participate in the elections to elect the members of municipalities for strengthening the democracy at grass root level.
