Haryana Chief Minister Manohar Lal today said that the State Government has set a target to provide jobs to two lakh youth in the next two years through Haryana Vishwakarma Skill University. Besides, efforts are being made to fill up the backlog of posts in various government departments meant for Scheduled Castes and Backward Classes.
Mr Manohar Lal was addressing representatives of Backward Classes from all districts of the State in a first-of-its kind interactive meeting at his residence here today.
It was the first time when any Chief Minister has interacted with people in such a manner where he also sought their suggestions for the welfare of the community. The Chief Minister said suggestion received from them would be considered while framing new policies and programmes. The representatives also appreciated the State Government on various issues including transparency in government jobs, abolishing interview system in class III and IV category jobs and for keeping a check on corruption in the administration.
He said that that Haryana is the first State to set up a Skill Development University after the name of Lord Vishwakarma. Now following the footsteps of Haryana, Rajasthan is also contemplating to set up a similar university. He said that the University has introduced about 50 courses in various trades including Mason, Saloon, goldsmith and those who wanted to get themselves trained in latest technology in this new era could get admission in these trades.
The Chief Minister said with a view to keep check on issuance of fake certificates by the skill development centres as result of which the youth could not get an employment due to lack of training skills, a scheme is being prepared under which all the Skill Development Centres in the State would run under the Skill Development Mission set up by the State Government or under the concerned university.
While launching a scathing attack on the Congress Party for non-passage in the Rajya Sabha, of a bill that sought to give constitutional status to the National Commission for Backward Classes, the Chief Minister said that ‘I am sure that the Government would get support in the Upper House and the Bill would be passed’. He also asked the people to expose the anti-OBC mindset of the Congress which created hurdles in the passage of this Bill in the Rajya Sabha.
He said that Haryana has already constituted Backward Class Commission with aim to ensure welfare of people belonging to Backward Classes in the State. Apart from this, schemes were also be prepared for Nomadic Tribes in the State so that they could settle at a single place rather than roaming around at different places. For this, Haryana Vimukt Ghumantu Jati Vikas Board has also been constituted. The State Government would also provide houses to the people belonging to Nomadic Tribes, if required, he added.
The Chief Minister said that there is no shortage of electricity in the State. He blamed the previous governments for creating a mindset among the people that they need not to pay electricity bills. He urged the people to pay their electricity bills regularly and said that besides government, the cooperation of the society is must to change this mindset in the interest of the State. He said that the State Government has also decided that now the people could make an appeal against the fine imposed on the electricity theft to Superintending Engineer (SE) operations. There are 18 SE (operations) in the State, he added further.
Reiterating his commitment to bringing the people belonging to backward classes into the main-stream, the Chief Minister said that the State Government is working in-sync with mantra of Antyodaya given by Pt. Deen Dayal Upadhayay as per which we could not dreamt of a prosperous society till the upliftment of person standing last in the queue is ensured. He said that is working to provide them with all necessary facilities like food, shelter, quality education to the children, economical medical facilities, skill development and employment.
The Chief Minister said that during about 30 month’s tenure of present State Government, various steps have been taken to ensure transparency at all levels in the State. The Public Distribution System (PDS) system has been made online which resulted in checking large scale corruption prevailing in the distribution of food grains. The government has been successful in saving about 20,000 metric tonnes of food grains per month after the implementation of online system in PDS.
He said that a survey would be got conducted in the State for the ‘Swasthya Bima Yojna’ next month on the basis of which various welfare schemes and programmes would be implemented. He urged the people to provide accurate information so that the eligible people could get the benefit of government schemes. The services of prominent people of the society and elected representatives would also be sought for this purpose, he added.
Minister of State for Welfare of Scheduled Castes and Backward Classes, Mr Krishan Kumar Bedi thanked the Chief Minister for approving 11 new hostels for the students belonging to Scheduled Castes and Backward Classes. He said that the State Government is also contemplating to the increase the amount of loan being given to the beneficiaries of these castes from Rs 1.50 lakh to Rs five lakh.
Principal Secretary, Welfare of Scheduled Castes and Backward Classes Mr Anil Kumar said that free coaching facility is being provided to the students belonging to SC and BC for IIT, NIT and MBBS. Earlier, coaching was given only for the post of Probation Officer in Banks. At present 2000 students of SC and BC category are attending coaching classes. He said that the department has also simplified the system for loan. Now, the people could apply online for obtaining loan from the Department. Chief Minister, Mr Manohar Lal would soon launch this website, he added.
Chairperson of the Haryana Backward Classes and Economically Weaker Sections Kalyan Nigam, Mr Ram Chander Jangra said that the after the constitution of this Board in 1980, loan of only Rs one crore was given in Sonipat district whereas after assuming the charge of Chairperson of the Commission, loan of Rs 2.56 crore has been disbursed to the beneficiaries in the district.
Among those present on this occasion included State BJP Media Incharge, Mr Rajiv Jain, Political Secretary to Chief Minister, Mr Deepak Mangla and large number of representatives of Backward Classes.
