During the year 2018, several development schemes and projects were dedicated to people of Haryana and the state got a distinct identity at national and international level. As a result of the efforts of the present State Government, Haryana is among the leading states of the country. In 2018, Haryana has achieved unprecedented development and achievements and long pending projects got completed due to which the state is marching towards great heights.
While giving details of the decisions and achievements of the present State Government in 2018, an official spokesman said that the Kundli-Manesar-Palwal (KMP) expressway which lying incomplete for decades was completed at a cost of more than Rs 2,320 crore and was dedicated to the people of Haryana by the Prime Minister, Mr Narendra Modi. Similarly, the work of Rohtak-Meham-Hansi Railway Line has already been started and it is likely to be completed in the next two years.
The spokesman said that Haryana has won the Best State Award under Swachh Survekshan Grameen 2018. The best six districts of the country in terms of sanitation included three districts of Haryana namely Gurugram, Karnal and Rewari.
The Inter-District Council has been constituted in which some representatives of Urban Local Bodies and Panchayati Raj Institutions have been included so that all the institutions together play a vital role in the development of the state.
He said that on January 26, 2018, a 7-Star Gram Panchayat Rainbow Scheme has been launched to bring a positive competition among Panchayats. Under the scheme, Pink Star is given for improvement in the sex ratio, Blue Star for promoting education and to prevent dropout, White Star for cleanliness, Saffron Star for peace and brotherhood, Green Star for protection of environment, Golden Star for good governance and Silver Star for social participation. Under this scheme, 1122 Gram Panchayats have received these stars in different categories in the first attempt. The gram panchayat, which received the star, has been given a grant of Rs. one lakh per star and a grant of Rs. 50,000 in addition to one lakh to the village panchayats, which received the ‘Sex Ratio’ and ‘Good Governance’ Star. Under this scheme, prize money of Rs 20.10 crore was distributed. He said that a decision has been taken to give monthly pension of Rs 1,000 to former Sarpanch.
The foundation stone of the National Cancer Institute has been laid in Bhadsa, district Jhajjar. Being constructed on the pattern of NCI of America, the 710-bedded institute will be ready in 2019.
He said that 425 schemes and services of 37 departments were made online on the occasion of Good Governance Day on December 25, 2018. The present government has reduced the electricity bill to almost half under which consumers with monthly usage up to 200 units will now get electricity at the rate of Rs 2.50 per unit. Earlier, the rate applicable was Rs 4.50 per unit up to 150 units and Rs 5.25 per unit for the next 50 units. Consumers with only 50 units monthly consumption will now have to pay only Rs 2 per unit. He said that consumers with monthly consumption up to 500 units will also get benefit of 16 percent. Under a new scheme, no charges are being collected from the consumers for connecting dhanis to the rural domestic feeders and Protocol Advance Type (PAT) transformers are being set up on each agriculture feeder in the state. He said that a new connection up to 2 KW in rural areas is being given in only Rs. 200 and the balance amount is taken in 12 instalments.
As part of the measures to prevent pollution caused by burning crop residues in the National Capital Region, 6,338 farmers have been provided equipment for crop residue management and 208 custom hiring centers are being set up. Subsidy amounting to Rs 45 crore has been provided to the farmers of the state.
He said that departmental exhibitions and technical seminars were organized under the Third Agricultural Leadership Summit and owners of outstanding cattle were honoured in Rohtak from March 23 to March 26, 2018.
He said that for the year 2018-19, the support price of sugarcane has been increased by Rs 10 per quintal. The price of Early, Mid and Lateral varieties has been increased from Rs 330, 325 and Rs 320 to Rs 340, Rs 335 and Rs 330 respectively, which is so far the highest rate suggested by the state.
He said that ‘Shivdham Navinikaran Yojana’ has been started under which various works are being carried out including construction of boundary wall of cremation grounds, sheds, arrangement of drinking water and pucca roads to cremation grounds.
Ten new private Industrial Training Institutes have been started in the academic session of 2018-19. He said that Haryana has received a total of 11 medals including three Gold, two Silver and six Bronze in IndiaSkills Competion 2018 which was held in New Delhi from October 1 to 6, 2018. On November 5, 2018, Haryana was appreciated for achieving first position in engaging maximum apprentices per lakh of population across the state.
In view of the convenience of merchants who honestly pay taxes, e-Way Bill scheme has been started from April 1, 2018 for Inter-State transport of goods. From April 20, the process of e-Way Billing has been started for 'Intra-State' transport of goods in the state.
Under the national strategy for eliminating Measles disease and controlling Rubella, the Measles-Rubella Immunization Campaign was started from April 25, 2018 in all the districts of Haryana. In this, all children from 9 months to 15 years will be administered MR vaccines. A target of 74.38 lakh has been fixed of which 73.64 lakh children have been vaccinated.
Two new Government Medical Colleges (one nursing college and one physiotherapy college), Pt. Deen Dayal Upadhyaya, University of Health Sciences, Kutail (Karnal) and Nursing School and College have been opened in Safidon Jind and the admission of first batch has been done in session 2018-19.
He said that free treatment facility up to Rs five lakh is being given to 15.50 lakh families of poor and needy people under Ayushman Bharat Pradhan Mantri Jan Arogya Yojana. There is a target to implement this scheme in 10 percent of the districts (which constitute two districts). It has been started in main district hospitals in all 22 districts and four other medical institutions. In this way, the scheme has been started in 26 Government Medical Institutes of the state. Of the 4.68 lakh registered construction workers of the state who are not covered under the Ayushman Bharat Yojana, they will also get free treatment up to Rs five lakh. He said that free treatment facility up to Rs. five lakh is also being given to Emergency Victims, Hindi Matribhasha Satyagrahis, journalists and nambardars.
In the Swachh Survekshan 2018, the Gharaunda Municipality has been awarded the Best Town in the North Zone for Innovation and Best Practices. In the process of strengthening infrastructure in urban areas, Haryana has reached at 10thposition from 28th position.
He said that it was decided to give monthly pension of Rs. 2,500 to former Mayor and Rs 2,000 to former Senior Deputy Mayor, former Deputy Mayor and former head of Municipal Council. It was also decided to give an insurance coverage of Rs.10 lakh to employees working on hazardous jobs like Fireman and Sewerman. The premium will be borne by the government.
The spokesman said that a decision has been taken to set up Faridabad Metropolitan Development Authority (FMDA). Under this Code, provision of 4th floor has been made in the residential buildings. Provision of Stilt Parking has been made for the purpose of redressing the parking issue in residential areas. Car-bay has been made compulsory in each residential plot. The condition of CLU has been ended to establish educational institutions in the agricultural sector.
Metro service has been started from YMCA of Faridabad to Ballabhgarh. Under the Metro Policy, 11.183 km long Bahadurgarh-Mundka Metro was started from June 24, 2018 at a cost of Rs 2,028 crore. It has seven elevated metro stations. The Chief Minister inaugurated the airstrip and passenger terminal of Hisar Airport on August 15, 2018.
He said that under the Old Age Samman Allowance, pension being given to elderly persons aged 60 years and above has been raised to Rs. 2,000 from November 1, 2018. As many as 15,25,223 beneficiaries are receiving benefits under this scheme. Similarly, pension of widows and destitute women has been increased from November 1, 2018 to Rs. 2,000. Under this scheme 6,77,648 beneficiaries are receiving benefits. He said that under the Disability Pension Scheme, the pension has been increased to Rs. 2,000 from November 1, 2018, of persons 18 years of age or more with 60 percent or more disability. 1,55,064 beneficiaries are receiving benefits under this scheme. Under the Allowance to Dwarf scheme, payment of beneficial allowance of Rs 2,000 per month is being paid from November 1, 2018 and currently 28 beneficiaries are availing the benefits of this scheme. He said that allowance of Rs 2,000 per month is being given to eunuchs from November 1, 2018 under Allowance to Eunuchs scheme and currently 26 beneficiaries are availing benefits of this scheme. Parents of 45 years or up to 60 years of age, who have single girl child or only girls and their annual income is not more than two lakhs per annum, are given the benefit of Ladli Pension Scheme. Presently, rate of allowance is Rs 2,000 per month from November 1, 2018. At present 34,331 beneficiaries are receiving benefits under this scheme.
The Nutrition Mission was launched by Prime Minister, Mr Narendra Modi from Rajasthan on March 8, 2018. The Mission has been implemented in three phases from 2017-18. While districts of Nuh and Panipat were covered in the first phase, ten districts including Bhiwani, Gurugram, Kaithal, Karnal, Kurukshetra, Palwal, Rohtak, Sirsa and Sonipat covered in the second phase. The approval for covering remaining districts in the third phase has been received from the Central Government. The Nutrition Mission has been implemented as a mass movement and scores of people are participating in it.
Under the Dr Shyama Prasad Mukherjee Durghatna Sahayata Yojana, the permanent citizens of the state having 18 to 70 years of age are being provided accidental insurance of Rs one lakh. As many as 131 beneficiaries have been given benefit under the scheme during the year 2018-19 up to June 30, 2018.

Under the Mukhya Mantri Samajik Samrasta Antarjatiya Vivah Shagun Yojana, the incentive money of Rs 50,000 given on the marriage of boy or girl belonging to Scheduled Castes who are permanent residents of the State has been increased to Rs 1,01,000 from February 5, 2016 and further increased to Rs 2,50,000 from May 7, 2018.
Under the Dr. Ambedkar Medhavi Chhattar Sansodhit Yojna, class wise annual scholarship ranging from Rs 8,000 upto Rs 12,000 at matriculation level and incentive money to the students of class 10th belonging to Backward Classes on the basis of percentage is given so as to encourage the spirit of competition and excellence among the students belonging to Scheduled Castes and Backward Classes. He said that the unemployed youth belonging to Scheduled Castes and Backward Classes whose annual family income is less than Rs 1.50 lakh are provided one year free training in computer typing and data entry through HARTRON under the Skill Development Scheme. In the year 2018-19, 240 trainees of six districts of Ambala, Karnal, Rohtak, Bhiwani, Rewari and Hisar are being imparted training through HARTRON. A monthly scholarship of Rs 250 is also provided to them during the training.
With a view to made available all information to the poor under one roof, Antyodaya Bhawan were opened in seven districts in the first phase namely Faridabad, Gurugram, Kaithal, Jind, Karnal, Kurukshetra and Yamunangar on the occasion of Ambedkar Jayanti on April 14, 2018 and on the Good Governess Day on December 25, 2018 these were also be opened in the remaining 15 districts.
He said that Haryana bagged 17 medals in the 18th Asian Games held at Jakarta, Indonesia which included five Gold, five Silver and seven Bronze. He said that Haryana is the only state in the country to have won 25 per cent medal of total medal won by the country in the 18th Asian Games.
The financial assistance being given to the ex-servicemen of 60 years of above or their widows or orphan children of ex-servicemen and war widows of 1962, 1965 and 1971 have been increased from Rs 3,400 per month to Rs 3,800 per month from November 1, 2018 and this amount is increased every year by Rs 400 from November 1. Similarly, the financial assistance being given to the divyang, blind, paraplegic, tetraplegic and hemiplegic ex-servicemen has been increased from Rs 3,400 per month to Rs 3,800 per month and this amount is increased every year by Rs 400 from November 1.
He said that the State Government, from July 1, 2018, has increased minimum monthly wages and daily wages of daily wagers and labourers of various categories. The unskilled workers in the State will now get minimum monthly wages of Rs 8541.64, semi-skilled ‘A’ Rs 8968.71 per month and semi-skilled ‘B’ Rs 9417.13 per month. He said that Skilled workers ‘A’ will now get monthly minimum wages of Rs 9887.99 and Skilled workers ‘B’ will get Rs 10382.40 as monthly minimum wages. Similarly, Highly Skilled Workers will now get monthly minimum wages of Rs 10901.52 per month.
The spokesman said that provision of capital punishment has been made under Criminal Law Bill-2018 for raping girl up to 12 years of age. He said that Durga Rapid Action Force has been constituted for the security of school and college going girl students and other women. Similarly, Durga Shakti App has been started for women security and Durga Shakti Vahini Service started for the security of women. He said that the Union Ministry of Law and Justice on December 17, 2018 declared the Haryana State Legal Services Authority as best in the country. He said that monthly pension of Rs 10,000 is given to the victims of Emergency and their widows. Similarly, benefit of Life Insurance Scheme has been extended to accreditated media persons and cashless mediclaim of up to Rs five lakh started for them. He said that Life Insurance of accreditated journalists of up to Rs 20 lakh on the payment of 50 per cent premium amount.
He said that the state government has been setting up media centres at district level. In order to made available food to registered workers and labourers on concessional rates, concessional Bhojnalya (canteens) has been opened in Sonipat, Yamunanagar, Gurugram, Hisar and Faridabad districts. The work for the setting up of these canteens in other districts is in progress. In these canteens, the registered workers are being provided food in Rs 10 only.
He said that Haryana Safai Karamchari Ayog has been constituted on March 1, 2018 for the welfare of Safai Karamcharis in the State. For the first time in the State, Divyang women employees are being given special allowance of Rs 1,500 per child for child care from May 2018. He said that the medial allowance of employees has been increased from Rs 500 to Rs 1000 from May 2018. Similarly, the children education allowance of employees has been increased from Rs 750 per month to Rs 1,125 per month from May 2018. The uniform washing allowance of Group D employees has been increased from Rs 240 per month to Rs 440 per month from May 2018. He said that the cycle allowance of Group D employees has been increased from Rs 100 per month to Rs 200 per month from May 2018. The special allowance of safai karamcharis has been increased from Rs 325 per month to Rs 625 per month from May 2018. The travelling allowance of employees has been increased from minimum Rs 200 and maximum Rs 400 to Rs 350 and Rs 700 from May 2018. The Divyang employees are being given vehicle allowance at the rate of 8 per cent of basis pay or maximum Rs 4,000 per month from May 2018.
The spokesman said that electricity connections have been provided in 51,170 houses in district Nuh.
As a result of efforts made by State Government and cooperation of people under the Beti Bacho Beti Padhao programme, gender ratio has reached to 912 in November 2018, he added. Under the Mid-Day Meal Scheme, the work of supplying 500 gm and 1,000 gm sweet flavored skimmed milk powder in rose, cardamom, chocolate, vanilla and butter scotch flavors has been started as per the requirement of Primary Education Department. Similarly, the statue of Deenbandhu Sir Chhotu Ram was unveiled in Rohtak, which is the largest statue of Haryana. This statue was unveiled by Prime Minister, Mr Narendra Modi.
Rail Coach Refurbishing and Factory will also be set up in Sonipat, Haryana, whose foundation was laid recently by Prime Minister, Mr. Narendra Modi at Sampla in Rohtak. With the establishing of this factory, there will be employment opportunities for the youth of Haryana.
Similarly, for the promotion of films and promoting local films in the state, the Haryana Film Policy was released by the Chief Minister, Mr. Manohar Lal in the Gurugram. Under this policy, Haryana Film Cell has also been set up to promote the films of Haryana and other films.
The players of Haryana have consistently maintained their domination in the national and international games and this year, in the Commonwealth Games held in Gold Coast, the players of Haryana had won 22 medals out of the total 66 medals awarded to the country.
Under the plantation scheme, all 26 lakh students from 6th to ten plus two classes in the state are planting one plant each in their homes or other places near to their houses. BPL and AAY families are being given two liters of mustard oil per family under Antyodaya Aahar Yojana.

Under the Mukhya Mantri Samajik Samrasta Antarjatiya Vivah Shagun Yojana, the incentive money of Rs 50,000 given on the marriage of boy or girl belonging to Scheduled Castes who are permanent residents of the State has been increased to Rs 1,01,000 from February 5, 2016 and further increased to Rs 2,50,000 from May 7, 2018.
Under the Dr. Ambedkar Medhavi Chhattar Sansodhit Yojna, class wise annual scholarship ranging from Rs 8,000 upto Rs 12,000 at matriculation level and incentive money to the students of class 10th belonging to Backward Classes on the basis of percentage is given so as to encourage the spirit of competition and excellence among the students belonging to Scheduled Castes and Backward Classes. He said that the unemployed youth belonging to Scheduled Castes and Backward Classes whose annual family income is less than Rs 1.50 lakh are provided one year free training in computer typing and data entry through HARTRON under the Skill Development Scheme. In the year 2018-19, 240 trainees of six districts of Ambala, Karnal, Rohtak, Bhiwani, Rewari and Hisar are being imparted training through HARTRON. A monthly scholarship of Rs 250 is also provided to them during the training.
With a view to made available all information to the poor under one roof, Antyodaya Bhawan were opened in seven districts in the first phase namely Faridabad, Gurugram, Kaithal, Jind, Karnal, Kurukshetra and Yamunangar on the occasion of Ambedkar Jayanti on April 14, 2018 and on the Good Governess Day on December 25, 2018 these were also be opened in the remaining 15 districts.
He said that Haryana bagged 17 medals in the 18th Asian Games held at Jakarta, Indonesia which included five Gold, five Silver and seven Bronze. He said that Haryana is the only state in the country to have won 25 per cent medal of total medal won by the country in the 18th Asian Games.
The financial assistance being given to the ex-servicemen of 60 years of above or their widows or orphan children of ex-servicemen and war widows of 1962, 1965 and 1971 have been increased from Rs 3,400 per month to Rs 3,800 per month from November 1, 2018 and this amount is increased every year by Rs 400 from November 1. Similarly, the financial assistance being given to the divyang, blind, paraplegic, tetraplegic and hemiplegic ex-servicemen has been increased from Rs 3,400 per month to Rs 3,800 per month and this amount is increased every year by Rs 400 from November 1.
He said that the State Government, from July 1, 2018, has increased minimum monthly wages and daily wages of daily wagers and labourers of various categories. The unskilled workers in the State will now get minimum monthly wages of Rs 8541.64, semi-skilled ‘A’ Rs 8968.71 per month and semi-skilled ‘B’ Rs 9417.13 per month. He said that Skilled workers ‘A’ will now get monthly minimum wages of Rs 9887.99 and Skilled workers ‘B’ will get Rs 10382.40 as monthly minimum wages. Similarly, Highly Skilled Workers will now get monthly minimum wages of Rs 10901.52 per month.
The spokesman said that provision of capital punishment has been made under Criminal Law Bill-2018 for raping girl up to 12 years of age. He said that Durga Rapid Action Force has been constituted for the security of school and college going girl students and other women. Similarly, Durga Shakti App has been started for women security and Durga Shakti Vahini Service started for the security of women. He said that the Union Ministry of Law and Justice on December 17, 2018 declared the Haryana State Legal Services Authority as best in the country. He said that monthly pension of Rs 10,000 is given to the victims of Emergency and their widows. Similarly, benefit of Life Insurance Scheme has been extended to accreditated media persons and cashless mediclaim of up to Rs five lakh started for them. He said that Life Insurance of accreditated journalists of up to Rs 20 lakh on the payment of 50 per cent premium amount.
He said that the state government has been setting up media centres at district level. In order to made available food to registered workers and labourers on concessional rates, concessional Bhojnalya (canteens) has been opened in Sonipat, Yamunanagar, Gurugram, Hisar and Faridabad districts. The work for the setting up of these canteens in other districts is in progress. In these canteens, the registered workers are being provided food in Rs 10 only.
He said that Haryana Safai Karamchari Ayog has been constituted on March 1, 2018 for the welfare of Safai Karamcharis in the State. For the first time in the State, Divyang women employees are being given special allowance of Rs 1,500 per child for child care from May 2018. He said that the medial allowance of employees has been increased from Rs 500 to Rs 1000 from May 2018. Similarly, the children education allowance of employees has been increased from Rs 750 per month to Rs 1,125 per month from May 2018. The uniform washing allowance of Group D employees has been increased from Rs 240 per month to Rs 440 per month from May 2018. He said that the cycle allowance of Group D employees has been increased from Rs 100 per month to Rs 200 per month from May 2018. The special allowance of safai karamcharis has been increased from Rs 325 per month to Rs 625 per month from May 2018. The travelling allowance of employees has been increased from minimum Rs 200 and maximum Rs 400 to Rs 350 and Rs 700 from May 2018. The Divyang employees are being given vehicle allowance at the rate of 8 per cent of basis pay or maximum Rs 4,000 per month from May 2018.
The spokesman said that electricity connections have been provided in 51,170 houses in district Nuh.
As a result of efforts made by State Government and cooperation of people under the Beti Bacho Beti Padhao programme, gender ratio has reached to 912 in November 2018, he added. Under the Mid-Day Meal Scheme, the work of supplying 500 gm and 1,000 gm sweet flavored skimmed milk powder in rose, cardamom, chocolate, vanilla and butter scotch flavors has been started as per the requirement of Primary Education Department. Similarly, the statue of Deenbandhu Sir Chhotu Ram was unveiled in Rohtak, which is the largest statue of Haryana. This statue was unveiled by Prime Minister, Mr Narendra Modi.
Rail Coach Refurbishing and Factory will also be set up in Sonipat, Haryana, whose foundation was laid recently by Prime Minister, Mr. Narendra Modi at Sampla in Rohtak. With the establishing of this factory, there will be employment opportunities for the youth of Haryana.
Similarly, for the promotion of films and promoting local films in the state, the Haryana Film Policy was released by the Chief Minister, Mr. Manohar Lal in the Gurugram. Under this policy, Haryana Film Cell has also been set up to promote the films of Haryana and other films.
The players of Haryana have consistently maintained their domination in the national and international games and this year, in the Commonwealth Games held in Gold Coast, the players of Haryana had won 22 medals out of the total 66 medals awarded to the country.
Under the plantation scheme, all 26 lakh students from 6th to ten plus two classes in the state are planting one plant each in their homes or other places near to their houses. BPL and AAY families are being given two liters of mustard oil per family under Antyodaya Aahar Yojana.
