The Haryana Secondary Education Department has issued instructions regarding Annual Performance Appraisal Reports (APARs) of Teaching Categories in government schools in the State.
While stating this here today, a spokesman of Secondary Education Department said that in a written communication addressed to all District Education Officers and District Elementary Education Officers, the Director Secondary Education has directed them to instruct all reporting or reviewing or accepting authorities under their control to instruct them that in case of independent primary schools where the post of ‘Head Teacher’ is not sanctioned or the same is vacant, the senior most teachers (in-charge) would write the APARs of Primary Teachers (PRTs) or JBT teachers of the school. However, the senior most Teacher (in-charge) would submit his own APAR for reporting to the neighbourhood ‘Elementary School Head Teacher.
He said that in case where the ‘Head Teacher’ is posted, he would write the APAR of Primary Teachers (PRTs) or Junior Basic Teachers (JBT) and would submit his APAR for reporting to the neighbourhood ‘Elementary School Head Master’. Similarly, in case of independent Elementary School or High School if the post of ‘Elementary School Head Teacher’ or Head Master is vacant, the Drawing and Disbursing Officer (DDO) or senior most teacher of the school would write the APARs or Post Graduate Teacher (PGT) or Trained Graduate Teacher (TGT) or C and V Teachers of the school and would submit his APAR for reporting to the Head Master or Principal of the neighbourhood school. In case the Elementary School or High School is situated in the campus of High School or Senior Secondary School or in the same village, in that case the APARs of TGT or C and V teachers of the school would be written by the Head Master High School’, he added.
The spokesman said that APARs of Physical Training Instructors (PTIs) or degree holders in Physical Education (DPEs) would be reported by their respective Heads of the Institutions that is Elementary School Head Master, Head Master High School and Principal Senior Secondary School. He said that in case, the post of Block Education Officer (BEO) or Block Elementary Education Officer (BEEO) is vacant and the additional charge of the post has been given to any officer, then that officer holding the additional charge of any particular post would act as reporting or reviewing or accepting authority.
He said that in case the post of Primary School Head Teacher, Elementary School Head Master in the school and in the neighbourhood school are vacant and the post of Block Elementary Education Officer is also vacant, the APARs of TGT and C and V Teachers or PRTs of these schools would be sent to the BEO, he added.
