Dharam Vir announces Municipal general elections

Haryana State Election Commissioner Dharam Vir today announced the schedule for the 4th Municipal General Elections for which about 20,78,281 voters would exercise their right of franchise.
Addressing media persons here today he said that municipal general elections would be held in 35 wards of Municipal Corporation, Faridabad, 266 wards of 10 Municipal Councils and 436 wards of 28 Municipal Committees that is Municipal Councils, Palwal, Fatehabad, Tohana, Hansi, Jind, Narwana, Thanesar, Narnaul, Sirsa, Sonipat, and Municipal Committees, Naraingarh, Charkhi Dadri, Ratia, Sohna, Barwala Jhajjar, Safidon, Cheeka, Gharaunda, Taraori, Assandh, Nissing, Shahabad, Ladwa, Pehowa, Mahendergarh, Nuh, Ferozepur Zhirka, Hodel, Punhana, Samalkha, Bawal, Meham, Kalanwali, Ellenabad, Rania, Gohana and Ganaur.
He said that notifications of election programme would be issued today. The Model code of conduct in respect of the Municipal Election would come into force from today. No Officer or Official connected with the election work would be transferred till the completion of election process. All the municipal elections would be conducted with Electronic Voting Machines (EVMs). The State Election Commission has purchased 5,314 EVMs and remaining EVMs would be taken from the Chief Electoral Officer, Haryana, he added.
The notice would be published by the Returning Officer on April 27,2010 for inviting nominations. Nomination papers shall be presented from May 3 to 7 between 11 a.m. and 3 p.m.The list of nomination papers received shall be posted from May 3 to 7. He said that by May 8 before 11.a.m. the candidates would have to furnish information in the format prescribed to the concerned Returning Officer that he is not suffering from any disqualification.
He said that the nomination papers would be scrutinized on May 8 at 11.30 a.m. onwards.The last date for withdrawal of candidature by a candidate would be May 10 between 11 a.m.and 3 p.m. The symbols would be allotted to the contesting candidates on May 10 after 3 p.m. The lists of contesting candidates and polling stations would be posted on May 10. The poll, if any, would be held under Rule 19(2)(ix) on May 20 between 7.30 a.m. and 4 p.m.
The votes polled will be counted immediately after the polling is closed, at the polling station itself on the same day.The election result would be declared immediately after the account of ballot papers received from the Presiding Officers of the polling stations of the constituency (Ward) is consolidated by the Returning Officer. The election process will be completed on May 25.
Mr Dharam Vir said that keeping in view criminalization of politics and that persons convicted by court of law for criminal offences are entering into the election fray and contesting elections, the State Election Commission had issued directions in compliance of the orders of the Supreme Court of India to the effect that a contesting candidate is required to submit in writing his criminal background if any, details of moveable or immoveable assets and educational qualification.Also, he has to submit with his nomination paper in the shape of affidavit that he is not suffering from any disqualification as provided in Section 13 A of the Haryana Municipal Act, 1973, Rule 21 of the Haryana Municipal Election Rules, 1978 and Section 8 of the Haryana Municipal Corporation Act, 1994, in respect of election to Municipal Council or Committee or Corporation.
He said that the Commission has prescribed the limit of the expenditure, that may be incurred by the contesting candidates or his authorised election agents in connection with the election, to Rs.75,000 for a member of Municipal Corporation, Rs 50,000 for a member of Municipal Council and Rs. 35,000 for a Member of Municipal Committee.
The contesting candidates are also required to maintain account of election expenditure and submit the same within 30 days from the date of declaration of the result of the election to the Deputy Commissioner or with any other officers specified by the Commission, failing which the defaulting candidate shall be liable to be disqualified under the Haryana Municipal Election Expenditure (Maintenance & Submission of the Accounts) Order, 2006 for three years from the date of issue of such order, he added.
