Haryana Chief Secretary Urvashi Gulati has clarified that State Government employees appointed on contract basis and those re-employed would also be entitled to get one month’s salary in lieu of Leave Travel Concession (LTC). Also, the Head of the Department will be competent to sanction one month’s salary in lieu of Leave Travel Concession (LTC) for visiting home town and any place in India for the State Government employees as per the new scheme regulating the LTC.
The Chief Secretary said that while in case of employees posted at the headquarters, the Head of the Department would be competent, those posted in the district, the Head of Office at district level would be competent for the same. However, payment of one month’s salary to the employee would be made by the concerned drawing and disbursing officer.
She said that government employees appointed on contract basis were also entitled to one month’s salary in lieu of leave travel concession after one year in service, if the contract was for more than four years. The block of four years would be reckoned from the actual date of joining the post under the State Government. The Head of the Department would be competent to sanction their one month’s salary.
She said that a Government employee appointed on re-employment could also claim one month’s salary in lieu of leave travel concession provided the official had completed one year’s continuous service after re-employment.The benefit could be availed after one year if the re-employment was for four years and more. In this instance also, the Head of the Department would be competent to sanction one month’s salary.Similarly, a Government employee who was under suspension would be entitled to get one month’s subsistence allowance drawn by him for the month in which the claim was preferred in lieu of leave travel concession with the condition that no arrears on this account would be admissible. One month’s salary in lieu of leave travel concession was admissible only to those who have completed one year of regular continuous service and it would not be admissible before completion of one year of service on regular basis, she clarified.
