Hooda announces incentives for all sections of society

Haryana Chief Minister Bhupinder Singh Hooda  today announced a bonanza of incentives for all sections of the society including enhancement in old age allowance and widow and as well as handicappeds’ pension to Rs 1000 per month and minimum daily wages, implementation of new schemes  for farmers and agiculture labourer, live stock, one time settlement scheme for cooperative loans and enactment of new legislation for those operating rehri/fadi. He also announced incentives for traders, employees, teachers, students  and minority communities as well as weaker  sections of the society.
  Mr Hooda was addressing a mommoth Haryana “Shakti Rally” organized at Gohana in district Sonipat today. Impressed with the unprecedented crowd for such a rally in the state, Mr Hooda thanked the people for coming in a large number and was all praise for the efforts made by the party workers for the success of the rally.
            The Chief Minister announced to increase old age allowance, pensions for widows and that of the handicapped to Rs.1000 per month. In addition, he announced to give financial assistance ranging from Rs.200 to Rs.500 per month to orphan and destitute children so as to enable them get education.
            While announcing new schemes, he said that a “Mukhyamantri Kisan evm Khetihar Majdur Jeewan Suraksha Yojna” would be implemented under which financial assistance of Rs.five lakh would be given to the wife and dependent children of farmer  or agricultural labourer in case of their death during work. Similarly, in case of becoming disabled during work, they would get a financial assistance ranging from Rs 30,000 to Rs two lakh. 
He said that another scheme known as Mukhyamantri Dudharu Pashu Suraksha Yojna” would be implemented to give a financial assistance ranging from Rs.20,000 to Rs.50,000 in case of death of a milch cattle.
He announced to implement an OTS scheme under which those farmers who have taken crop loan and long term  loans from cooperative banks would get the benefit of One Time Settlement Scheme. The scheme would benefit the farmers by giving them a rebate of 50 per cent in total interest. He said that although the state government is giving the highest compensation of Rs.5500 per acre in the country in case of damage to crops due to natural calamities like floods and drought yet it would be increased to Rs.10000 per acre.
Mr.Hooda also announced to increase minimum wages of labourers from Rs.5342 to Rs.8100 per month saying that it would be the highest in the country.
He announced to implement “Mukhyamantri Sharamik Samajik Suraksha Yojna” to benefit all labourers working in factories/industries and unorganized sector. Under this scheme a compensation of Rs.five lakh would be given in case of death of a worker during performing his duty at the place of work. Also, in case of his becoming disabled, the amount of compensation would range from Rs.50,000 to Rs.one lakh.
He announced to fill up the backlog of 15,041 posts including 8781 posts of Scheduled Castes and 6260 of Backward classes within a year by launching a special campaign. Under the Mukhyamantri Anusuchit Jati evm Pichada Warg Chaupal Yojna, a sum of Rs.400 crore would be spent to construct and repair about 8000 chaupals in urban and rural areas within a year. He said that a one time settlement scheme would be implemented to provide an opportunity of settlement of loans to those members belonging to Scheduled Castes and Backward Classes who have taken loans under different schemes from Scheduled Castes Finance and Development Corporation and Backward Classes and Economically Weaker Sections Welfare Corporation. Under this scheme the entire amount of interest on their loan would be waived off. It would benefit 1.64 lakh persons. Mr. Hooda also announced to set up special cells to redress the grievances of members belonging to Scheduled Castes and ensure their security. These cells would be set up at every police station, district level and state level.
Mr.Hooda announced to increase the wages of those 11000 Safai Karamcharis, who were appointed by the present state government, from Rs.4848 to Rs.8100 per month. He said that he has decided to do away with the system of  contracts in municipal committees from January 1 next and give wages of Rs.8100 per month to the safai karamcharis on the pattern of those working in villages.
While expressing his concern for petty shopkeepers and those operating rehri/fadi, he announced to enact a new legislation to safeguard the interests of those operating fadi or rehri. He said that they would be got registered and identity cards would be issued to them so as to facilitate them in earning their living. Also, they would be able to get loans from banks to run rehri/fadi and would get the facility of insurance to compensate them for their sudden losses, if any. It would benefit about two lakh families. He said that “rehri bazars’ would be developed on the vacant lands in HUDA sectors or municipality for the benefit of those running rehri/fadi.
Mr.Hooda said that it has been observed that there have been occasions when the shopkeepers suffer financial loss due to fire or floods. Therefore, the state government would set up a fund to give financial assistance of upto Rs.five lakh to shopkeepers in case they suffer any such financial loss.
He said that with a view to provide relief to the traders from “Inspector Raj”, it has been decided to completely do away with a necessity of form 38 from January next. He said that on the basis of the survey conducted in the year 2009, the state government has decided to provide basic amenities in the unauthorized colonies. He said that it has been observed that some colonies were some how not included in that survey, but a survey of such colonies would also conducted.
He said that the government has decided to absorb about 3000 teachers and non teaching officials of government aided schools in government schools or offices.
He said that a special campaign would be launched to fill the backlog of posts of ex-servicemen. In case of death of soldier or that of Paramilitary Forces or any employee of Haryana Police during any war or any anti terrorist activity, government job in the category of class III or IV would be provided to the wife or a dependent on the basis of  their eligibility. This facility would be in addition to the financial assistance. Thus Haryana would be the first state to provide employment in addition to the financial assistance.
Under a special scheme, 50,000 residential flats would be constructed for soldiers and ex-servicemen in big cities like Gurgaon, Faridabad and Panchkula. These would be allotted to soldiers and ex-servicemen on concessional rates. He also announced to give exemption from house tax to soldiers and ex-servicemen. He said that 65,000 vacant posts would soon be filled up under a special campaign within a year. He urged incharge party Affairs in Haryana, Mr  Shakeel Ahmad to recommend giving 50 per cent tickets to the youth so as to enable them contest elections.
Under the Mukhyamantri Muft Ilaj Yojna, a sum of Rs.300 crore would be spent to provide 600 kinds of medicines and facility of medical tests free of cost in government medical colleges and hospitals. It would benefit about 1.75 crore persons.
He said that the government has decided to increase the honorarium of Numberdars from Rs.1100 to Rs.1500 and that of Chowkidars from Rs.2500 to Rs.3500 per month.
The government has also decided to increase the honorarium of anganwadi workers from Rs.5000 to Rs.7500 per month and that of anganwadi helpers from Rs.2500 to Rs.3500 per month. Similarly, the honorarium of mini anganwadi worker would be increased from Rs.3250 to Rs.4000 per month. He said that the government has also decided to increase the honorarium of cook-cum-helper of mid day meal schemes from Rs.1150 to Rs.2500 per month. This honorarium admissible to anganwadi workers and helpers would be the highest in the country.
The government decided to provide free to and fro bus travel facility to girl students of schools and colleges. The women would get 50 per cent rebate in application fee for government jobs. He said that by the time the recommendations of the 7th Pay Commission are received, about three lakh employees of class III and IV categories would get an interim relief of Rs.2000 per month. In addition, the police personnel  would get risk allowance of Rs.5000 per month thus benefitting them to the tune of Rs.7000 per month.
Mr.Hooda said that with a view to make the government officials responsive, it has been decided to enact “Jawabdehi Kanun”. With the implementation of this Act, each government official  or official  would have to complete the works of the people within a fixed schedule.This would make officers responsive and those found derelicting their duties would invite stern action against themselves.
