By Haryananewswire

CHANDIGARH, DEC 20
While Haryana has been adjudged as the best state in consumer market among big States,  Goa  has been  declared as such among small States in the country. The awards were given away by Union Rural Development Minister, Mr Jairam Ramesh, at the India Today State of States Conclave-2013 in New Delhi today.
Haryana Chief Minister, Mr Bhupinder Singh Hooda received the award for his State being the best in consumer market among big states.
Participating in the discussion on the subject of ‘Promise of growth versus reality of populism’ along with the Chief Minister of Andhra Pradesh, Mr Kiran Reddy and Chief Minister of Goa, Mr Manohar Parrikar in the presence of Mr Jairam Ramesh, Mr Hooda said that Haryana Government’s emphasis is on inclusive growth, so that benefit of development reaches every part of the State and all sections of the society. Termed as economically unviable State at the time of its inception in 1966, Haryana has today developed to become one of the progressive States in the country, he said. In the four parameters of economic growth - per capita income, per capita investment, per capita plan expenditure and resources mobilization, Haryana is ahead of other States. In productivity of wheat and mustard, Haryana is at number one position and has been awarded ‘Krishi Karman Puruskar’ for two consecutive years.
Mr Hooda said that populism to him means fulfilling the aspirations of the people through economic development and for this proper balance must be maintained between populism, welfare programmes and economic prudence. Haryana Government is paying full attention to the development in various fields like education, agriculture, sports, industry, health. Scholarships are being given to about 20 lakh schools going children of poor families every year. Under Sports Policy, training alongwith scholarship is being provided to groom promising players.  Transparency is being maintained in ensuring that benefits of schemes must reach the beneficiaries and money is sent in their accounts, he said.
On devolution of power to Panchayats, Mr Hooda said that Panchayats in Haryana have been empowered and they can plan to spend money upto Rs 10 lakh themselves. Local bodies and Gram Sabhas are taking decisions on behalf of the people and in the interest of the people.
Mr Jairam Ramesh said that every State has its own model of progress. Government schemes must be oriented towards bringing social transformation through development. India’s model is not unity in diversity, but unity through diversity, he said.
