Haryana Civil Aviation Department invites Expression of Interest

Haryana Civil Aviation Department has invited Expression of Interest (EoI) from interested applicants and reputed infrastructure developers for the development of Integrated Aviation Hub in Hisar through Private Participation on Design, Build, Finance, Operate and Transfer (DBFOT) basis.
           While stating this here today, a spokesman of the Department said that the proposed ‘Integrated Aviation Hub’ would be developed on about 3,000 acres of Government owned available land adjoining the existing Hisar airfield.
           He said that this would cater to facilities comprising of Passenger Airport, Maintenance Repair and Overhaul (Aircraft, Airframe, Engine, Components) and other needs of the aviation industry including Fixed Base Operators (FBO), Aircraft Parking and Transit facilities, an Aerospace Park for A and D components manufacturing, Cargo and other commercial and residential developments.
           He said that while the distance of proposed Integrated Aviation Hub in Hisar would be 150 kms from Indira Gandhi International Airport, it would be 200 kms from Chandigarh International Airport, 260 kms from Jaipur International Airport and 300 kms from Amritsar International Airport.
           He said that the Department or the Authority for this project endeavours to initiate equitable growth and put Haryana on the world Aviation map, proposes to scale up aviation infrastructure and develop existing civilian airfields in the State. He said that the proposed project at Hisar would include Passenger Airport, Fixed Base Operation, Maintenance Repair and Overhaul (MRO) , Cargo, Defense Manufacturing, Aerospace Manufacturing, Aviation Training Centre, Aviation University, Aerotropolis – Commercial and Aerotropolis – Residential.
           The spokesman said that as a conscious strategy, it is proposed to establish these facilities at Hisar which would propel the economic growth in the state in general and in the region in particular. He said that the Authority intends to develop this Project under DBFOT from entities (Indian and Overseas Companies, either as a single entity or as a Consortium) for a concession period of 30 years. He said that the Authority would short-list suitable applicants who would be eligible for participation in the bid stage, for awarding the project through an open international competitive bidding process in accordance with the procedure.
           He said that in view of the impending supply-demand gap for airport connectivity and services like MRO and FBO in India; and significant ramp-up in passenger traffic across the country, Haryana is well positioned to provide the necessary environment required to create the demand for development of an Integrated Aviation Hub. The district Hisar which has been selected as the location for the proposed ‘Integrated Aviation Hub’ is located towards the western region of the state of Haryana and has close proximity to other states like Punjab, Rajasthan and New Delhi.
           The spokesman said that due to its close proximity to neighbouring airports and states including the National Capital – New Delhi, Hisar could also serve as a potential location for commercial development. Keeping this in view, there is a plan to develop the civilian airfield at Hisar as an Integrated Aviation Hub.
           He said that Haryana also offers unique opportunities that support development of an Integrated Aviation Hub in the state like close proximity to large consumption base including the National Capital of New Delhi and states like Punjab, Rajasthan, Uttar Pradesh, Uttarakhand and Himachal Pradesh; proven advantage in ‘Ease of Doing Business’ throughout the business cycle from investor facilitation, simplified land allotment, single window clearance system, relaxation of labor laws and environment inspection, grievance redressal mechanism and industrial security. State expertise in Aviation with Civil Aviation Department (CAD), to assist candidates with flying training and certification for aviation industry, Flying Training Centres under Haryana Institute of Civil Aviation (HICA) at Hisar, Karnal and Pinjore, proposed multimodal logistics hub in Nangal Chaudhary (Mahendragarh) covering about 1000 acres of land, Indian Airforce Station at Ambala and Sirsa, Industrial Influence of Amritsar-Kolkata Industrial Corridor (AKIC) and Delhi Mumbai Industrial Corridor (DMIC) are among other key projects and features that support the development of this  Aviation Hub.
              He said that the last date and time for submission of EOIs has been extended to April 10, 2017 up to 3 p.m. The EoI documents could be downloaded from the department website and all notifications, changes and amendments to the EOI would be posted on the same website. Interested applicants could submit their documents in person or post before the due date and time at Civil Aviation Department, Government of Haryana, Sector 17, Chandigarh. Only those documents received before the due date and time would be considered for evaluation, he added.
