Aadhaar-enrolled birth certificates for new born babies within seven days

Come May 2 and all babies born in Haryana will be concurrently Aadhaar-enrolled and their birth certificate issued within seven days. This visionary measure, designed at the behest of the Chief Minister, Mr Manohar Lal, will not only help monitor delivery of all welfare and health-related benefits to an infant but will also help in tracking the child from birth to immunization to school admission. Besides, it will seek to serve as a data-base of children for timely and assured delivery of services.
          Inspired by the success of the pilot project launched at Tigaon Primary Health Centre (PHC) in Faridabad district in February-March in coordination with NITI Ayog and UIDAI where more than 3,500 children were Aadhaar-enrolled, the Haryana Government has decided to launch a state-wide programme on May 2, 2015. It will encompass all PHCs, community health centres (CHCs), urban local bodies (ULBs) and civil hospitals at the district HQ level.
          More than 550 Aadhaar enrolment kits have been deployed for the purpose. Each and every CHC, PHC and MC has been mapped with an enrolment kit and provided with an operator to facilitate registration of birth of an infant along with Aadhaar enrolment. The kits will be installed every Tuesday in CHCs/PHCs/MCs. The next day i.e. every Wednesday, the left-out children in Anganwadis under CHC/PHC will be enrolled for Aadhaar.
          While Aadhaar-enrolling a child (0-5 years), his biometrics is not captured. Instead, Aadhaar number and biometrics of parents (either father or mother) are linked with child enrolment. Different data bases like Birth and Death Information System (BDIMS), Mother Child Tracking System (MCTS) and Integrated Child Development Scheme  (ICDS) can be integrated with and woven into the common thread ‘Aadhaar’ as a key parameter for maintaining uniqueness. It will help facilitate better monitoring and assurance of timely delivery of the services provisioned for mother and child.
          Haryana has scored with Aadhaar saturation topping 86.7 per cent- mark; out of the total population of 2.53 crore, only 33.7 lakh remain to be enrolled. The left-outs are mostly children in the age group of 0-5 years (nearly 25 lakh). The programme will cover not only the newborns but also children pending for Aadhaar enrolment. The state has set the target of achieving 100 per cent Aadhaar saturation by June, 2015. With the launch of this programme, the pending population will be covered in the next two months.
          At present, about 1,000 Aadhaar enrolment kits are running in the state. Given average enrolment of 50 with each kit, 3 lakh enrolments can be done every week. The new program envisages that the Aadhaar enrollment of an infant will be done at the enrolment centre set up on the premises where he is born. Photo, name, address and parents’ details are captured and EID (Enrollment ID Number) or UID (Aadhaar Number) of either mother or father is linked with child enrolment. This data is pushed online from the Aadhaar enrolment machine to the birth and death registration software where the Health Department staff enter the details of the child required for birth registration.
          Once approved by the competent authority, birth certificate is generated having EID number of the infant. The biometrics of the child is captured after attaining the age of five years. It can be done at any Aadhaar enrolment centre in the state.
