Centre starts procurement of paddy on MSP in Haryana mandis

On the request of Haryana Chief Minister Mr Manohar Lal, Union Minister of Consumer Affairs, Food and Public Distribution Mr Ram Vilas Paswan announced to begin from today the procurement of paddy on Minimum Support Price (MSP) in all the mandis and purchase centres in the State.
            Mr Ram Vilas Paswan was addressing a well attended gathering after he alongwith Mr Manohar Lal launched the e-Kharid System, developed jointly by Haryana Haryana State Agricultural Marketing Board (HSAMB) and Food, Civil Supplies and Consumer Affairs Department at Karnal today.
            He said that the e-Kharif system is a unique system and would benefit farmers, traders and consumers. He said that with the launch of this system, the name of Haryana would be written in letters of gold in the days to come.
             The Union Minister said that Chief Minister Mr Manohar Lal telephonically informed him that as the farmers produce has already started arriving in the mandis, the procurement of paddy should be started at the earliest. He said that though the MSP is usually implemented from October 1 yet considering the request of the Chief Minister and in the larger interest of farmers, he has taken the decision to start the procurement process from today. “I have  asked the Food Corporation of India (FCI) and other agencies to start the procurement process from today”, said Mr Paswan.
             While describing today as a historical day for Haryana, Mr Paswan said that Haryana is considered as a model state in the country whose people are well known for their hard work. He said that he recently visited Brazil and he was surprised to listen from the authorities there that 95 per cent cows in Brazil are from Haryana. Though, Haryana has no advantage of natural resource such as mines, yet it has made its mark in many spheres of its own, he added.
             Mr Paswan also appreciated the State Government for taking various e initiatives in the State. He said that he is thankful to the State Government for linking all the ration cards with Aadhar. He said that this system has helped the State Government in unearthing about one lakh fake ration cards.  He said that the aim of the Government is to ensure computerization and in the same series Point of Sale devises would be set up at all ration depots in the State from November 1, 2016.
            Mr Paswan said that the Central Government has completed just over two years of its tenure, corruption has taken the back seat. Under the able leadership of Prime Minister Mr Narendera Modi, various new welfare schemes have been started. Prominent among these are Pradhan Mantri Jeevan Suraksh Yojna, Pradhan Mantri Jeevan Jyoti Yojna, Pradhan Mantri Fasal Bima Yojna and Pradhan Mantri Jan Dhan Yojna.
            While giving his assurance to the farmers, traders and consumers, he said that the Central Government is soon going to bring a law to safeguard the interest of consumers and to ensure that they get produce as per the specified standards.
            Earlier, while speaking on this occasion, Chief Minister Mr Manohar Lal described the day as an e-yug. He said that it is a matter of pride that Haryana has also taken the lead in implementing e-Kharif System   through e-NAM in the country. He said that this system would be beneficial for farmers, aarhtis, consumers and  Marketing Board. This system would ensure transparency as it would provide complete details about the quantity of produce sold and money received.
            He said that a delegation of Aartiyas recently called on   him at Chandigarh regarding the e-Kharif System. He said that he  assured the delegation that the system would be implemented with the  consent of farmers and arhtiyas.
          While stressing the need of proper financial management for the farmers, he said that a sound financial management is must to run any venture into  profit. Less educated people or those who are dependent on others  could be easily misguided said Mr Manohar Lal adding that the  farmers should be made aware of the financial management.
            The Chief Minister said that the State Government would implement a system as per which the amount of farmers would be deducted on the basis of moisture content   in their  produce. He said that upto moisture content of 17  per cent, no amount would be deducted but if the moisture content is above 17 per cent then amount would be deducted in proportion   to the increased moisture content.
            Union Minister of State for Consumer Affairs, Food and Public Distribution Mr C. R Chaudhary said that usually people were scared of computerization but it is important to bring India in top five countries of the world. He said that e-kharif system would also be beneficial for the traders as they would get SMS alerts on their phone having information about the current rate of produce.
            Haryana Agriculture and Farmers Welfare Minister Mr O.P Dhankar said that with the implementation of e-kharif system, the farmers would be able to sell their produce in any mandi across the country and similarly, the traders could purchase the produce from any mandi in the country. This system would bring transparency.
            Minister of State for Food and Supplies Mr Karan Dev Kamboj said that e-kharid system is a step forward towards realizing the vision of Prime Minister Mr Narendra Mod to ensure transparency and curb corruption.
