Haryana promotes nine Accounts Officers of Finance Dept

The  Haryana Government has promoted nine Accounts Officers of Finance Department to the post of Senior Accounts Officers (SAOs) and has issued their posting orders with immediate effect.
          Those who have been promoted included Vijay Kumar Singla, Naresh Kumar Bansal, Subhash Chand Kathuria, Anil Kumar, Ram Lal Singla, Rajesh Kumar Garg, Govind Raj Bhardwaj, Om Parkash Sharma and Om Parkash Yadav.
          After promotion, Vijay Kumar Singla has been posted as SAO in the office of Labour Commissioner-cum-Secretary, Board of Construction Workers and Welfare Board, Haryana. Similarly, Naresh Kumar Bansal, Subhash Chand Kathuria, Anil Kumar and Ram Lal Singla have been posted in the office of Director General, Agriculture, Commissioner MC Panchkula, Director General ITI and Director Prosecution Haryana respectively.
          Rajesh Kumar Garg has been posted in the office of Director Secondary Education Department whereas Govind Raj Bhardwaj, Om Parkash Sharma and Om Parkash Yadav have been posted in the office of Managing Director, Haryana Scheduled Caste Finance Development Corporation, Estate Officer, HUDA-II, Gurgaon and Director cum Principal, Shaheed Hassan Khan Mewati Government Medical College, Nalhar in Mewat respectively.

Czech Republic Ambassador calls on Haryana CM

 Czech Republic has evinced keen interest in mutual cooperation with Haryana in the areas of water management, power and solid waste management.
          The Ambassador of Czech Republic to India Mr. Miloslav Stasek along with Mrs. Andrea Kucerova, Deputy Head of Mission/Political
 made a courtesy call on the Haryana Chief Minister, Mr Bhupinder Singh Hooda here today discussed various issues of mutual interest and expressed the desire to exchange business expertise between Czech Republic and Haryana.
          Mr. Miloslav Stasek said that a delegation from Czech Republic would be visiting Haryana in the month of May 2014 to explore and discuss various possibilities of mutual cooperation. He appreciated the development that has taken place in the Haryana during the last few years. He said that Gurgaon is offering a good base to the international entrepreneurs to set up their ventures and apprised Mr. Hooda that the Czech Companies have already set up three projects in Haryana with an investment of about Rs. 18 crore.
          Mr. Hooda said that during the last nine years, the State has witnessed unprecedented development in almost all spheres especially in the National Capital Region (NCR). Haryana surrounds Delhi on three sides, he added. Mr. Hooda emphasized that Haryana has lot of potential for power generation through solar energy. Haryana has 320 days of good quality sunlight available in a year which is very high and could be tapped to generate power. Besides, we also generating power by using sugarcane straw further added Mr. Hooda. He said that the State already has solid waste collection centres and further processing and storage is another area where mutual cooperation could go a long way to serve this purpose.
          Principal Secretary Mr. S.S Dhillon said that the delegation from Czech Republic which is scheduled to visit Haryana should also rope in some solid waste management experts also so as to discuss the technology in the field of solid waste management. On this, Mr. Miloslav Stasek said that Czech technologies are environment friendly and could be extensively used.

No new posts for wrestling, hockey and tennis coaches

 Haryana Government has invited online applications  to fill up various posts of  different categories. The candidates could apply online latest  by  March 23, 2014 up to 5 p.m.
          While stating this here today, an official spokesman said that online applications have been invited for 1175 posts of drivers (heavy vehicles) under transport. Similarly, online applications have been invited for 10 posts each of junior coach athletics and junior coach badminton, 15 posts each of junior coach boxing and junior coach cricket, five posts of junior coach fencing, 10 posts each of junior coach football and junior coach gymnastics, 15 posts of junior coach judo, five posts each of junior coach kayaking and canoeing and junior coach shooting under Sports and Youth Affairs. Similarly, under the Sports and Youth Affairs, 15 posts of junior coach table tennis, 10 posts each of junior coach taekwondo and junior coach weightlifting, 35 posts of junior kabaddi coach and 10 posts of junior kho-kho coach.
Surprisingly no post of wrestling, hockey and tennis coaches have been announced. Haryana contributes nearly 90 per cent of wrestlers to the national pool.
          He said that online applications have also been invited for nine posts of Inspectors, 188 posts of Sub-Inspectors, nine posts of Senior Auditor, 28 posts of Auditors and seven posts of Junior Auditors under Cooperative Societies of Haryana. Also, online applications have been invited for five posts of Election Kanoongo under the Chief Electoral Officer and one post of Junior Engineer (Electrical) under Chief Electrical Inspector.
          The spokesman said that online applications have been invited under the Economic and Statistical Analysis for six posts of Assistant Research Officer or Assistant District Statistical Officer or Assistant Planning Office or Scrutiny Inspector and four posts of Field Assistant. Similarly, Under the Food and Suplies, online applications have been invited for nine posts of Inspector Legal Metrology, eight posts of Inspector Food and Supplies, one post of Auditor and four posts of Manual Assistant. He said that online applications have also been invited for six posts of Chemists, two posts of Senior Analytical Assistant and one post of Statistical Assistant under Food and Drugs Administration.

Police Public schools to be olpened in Rewari, Panchkula, Yammunanagar and Jind

          He said that there are total 817 students in DAV Police Public School, Madhuban, 728 students in Police Vidya Mandir School, Kurukshetra, 1973 students in DAV Police Public School, Ambala, 1016 students in DAV Police Public School, Hisar, 1086 students in DAV Police Public School, Panipat, 484 students in DAV Police Public School, Sunaria, Rohtak and 303 students studying in Shri Ram Public School, Bhondsi, Gurgaon.
          Mr. Hooda said that the students of these schools have been showing excellent performance in education alongwith sports and other activities. The students of these schools have bought laurels to the state by winning sports competitions at national level. He said that all police personnel of Haryana Police make an annual contribution towards Haryana Police Educational Fund.           On being asked about the medicines being provided to patients at PGIMS, Rohtak, Health Minister, Rao Narender Singh said that at present about 230 medicines are available for the patients at PGIMS, Rohtak. Supply orders for about 205 medicines have been placed. As many as 15 Chemotherapy medicines are being provided free to Cancer patients and 65 medicines to all delivery cases under Janani Shishu Surksha Karyakaram. He said that efforts would be made to fill up the vacant posts of doctors of teaching faculty.

Haryana FM Chattha present tax free budget

Haryana Finance Minister  Harmohinder Singh Chattha today presented a tax free budget of Rs. 32,731 crore for the year 2014-15  during the ongoing Budget Session of  Haryana Vidhan Sabha with an increase of 35.35 per cent in the planned budget.
          Later, while interacting with the media persons in the press lobby of Vidhan Sabha, Mr. Chattha gave information about the important aspects of the Budget. Parliamentary Affairs Minister Mr. Randeep Singh Surjewala, Transport Minister Mr. Aftab Ahmed, Principal Secretaries to Chief Minister Mr. S.S Dhillon and Dr. Khandelwal, Additional Chief Secretary, Finance Mr. Rajan Gupta and Director General, Information, Public Relations and Cultural Affairs Department Mr. Sudhir Rajpal were also present on this occasion.
          Mr. Chattha, who presented the Budget for the third consecutive year described the Budget as Surplus Budget.
          While giving details about the Budget on the behalf of Mr. Chattha, Mr. Randeep Singh Surjewala said that  the planned budget this year is 5,539 crore higher as compared to that of  last year whereas last year, the budget of Rs. 24,182 crore was presented. Despite economic slowdown, the State Gross Domestic Product (SGDP) remained 6.9 per cent whereas the national rate remained 4.9 per cent. He said that the Budget reflects the strong base of the State’s economy and wise collection of resources.
          He said that the per capita income at current prices which was Rs. 1, 20,352 in the year 2012-13 increased to Rs. 1,35,007 in the year 2013-14 which reflected an increase of 12.18 per cent. In the year 2013-14, financial resources of Rs. 51,649 crore were mobilized whereas for the year 2014-15, it was estimated Rs. 59,173 crore. The total revenue collection is expected to increase by 14.57 per cent thus Haryana is a leading State in this regard.
          He said that the total planned expenditure on account of development in the year 2014-15 is estimated to be Rs. 59,541.3 crore which is 11.02 per cent higher as compared to Rs 53,548 crore of the previous year. Similarly, the tax revenue collection of Rs. 34,384 crore was estimated which was Rs. 30,234 crore during the last year.  It  is estimated to be increased by Rs 4100 crore which is an indicator of efficient management  according to the provisions of  financial accountability  and Budget Management Act. Therefore, this could be called as a zero deficit budget.
          Mr. Surjewala said that the budget of the year 2014-15 would be of Social Inclusion Scheme. A provision of about Rs. 2560 crore has been made for old age allowance, widow and disabled pension which is  Rs 759 crore more than that of last year. Similarly, a provision of Rs. 4500 crore has been made for the farmer’s subsidy. He said that Chief Minister Mr. Bhupinder Singh Hooda has given opportunity to people of every section of society to become a part of governance.

Haryana to launch Monetary Reward Scheme for trainees

With a view to skilling the youth and empowering girls and women, the Haryana Government has decided to launch Monetary Reward Scheme, namely 'STAR'. On completion of the minium of one-month training, every trainee will be rewarded Rs 7500 to Rs 15,000, depending on the discipline.
             Giving this information here today, the Education Minister, Mrs Geeta Bhukkal, said that the first phase of the centrally sponsored scheme would be implemented in the state from April 1, 2014 under which a minimum of one-month training would be imparted to the youth in various disciplines, including IT, retail,
 security, automotive and health care.
The scheme would be implemented post-school hours in schools and more courses and sectors would be covered in phase-2 of the scheme.
 Mrs Bhukkal said that training providers under the STAR Scheme had been allocated various trades to conduct training in schools. Any
approved training provider can approach the principal of school and present his credentials for conducting the training under the scheme.
 The approved training provider would train school teachers post-school hours under the supervision of the principal. While the equipment and
lab would be provided by the concerned school, the raw material for lab work and reading material would be provided by the training
 partner.
            The minister said that the scheme aimed at rewarding such trainees as undergo minimum one-month training and pass the assessment
conducted by the Sector Skill Council constituted by the NSDC.
      The trainee would be rewarded Rs 10,000 for passing the assessment for non-manufacturing course in IT and retail , Rs 15,000
would be given  for passing manufacturing course in automotive and plumbing and Rs 7500 will be given for passing construction work and agriculture course.
The reward money could be availed of by a trainee only once under the scheme. On successful completion of the training and
 assessment, each candidate would also be given a National Skill Certificate under STAR.
            Mrs Bhukkal said that all the 29 Pragati schools in the districts of Ambala, Faridabad, Gurgaon, Jhajjar, Palwal, Rohtak,
 Yamunanagar, Jind, Panipat, Kurukshetra and Hisar skill training in retail would be provided. Similarly, skill training in security would
be provided in all the 23 ASTM schools in the districts of Ambala, Faridabad, Mewat, Jhajjar, Palwal, Rohtak, Yamunanagar, Panchkula,
 Karnal, Sirsa and Rewari.
Skill training in automobile would be provided in all the 16 EDU jobs schools in the districts of Ambala, Mahendergarh, Mewat, Jhajjar,
Bhiwani, Rohtak, Yamunanagar, Panchkula, Gurgaon, Sirsa, Kaithal, Hisar and Jind.
Apart from this, skill training in healthcare would be provided in 16 skill tree schools in the districts of Karnal, Rewari, Sonipat,
Panipat, Jind and Bhiwani and 16 Vidyanta Schools in the districts of Rewari, Sonipat, Bhiwani, Mahendergarh, Jind and Hisar and 17 Max
schools in the districts of Kaithal, Kurukshetra, Panchkula, Sirsa, Gurgaon and Fatehabad.
She said that skill training in IT would be provided in 18 NIIT Yuva Jyoti Schools in the districts of Ambala, Fatehabad, Hisar, Jind,
Kurukshetra and Sirsa, 19 Rooman Technologies Schools of district Bhiwani, Gurgaon, Mahendergarh, Rewari, Rohtak, and Jhajjar, 19 Laqsh
schools of district Faridabad, Mewat, Palwal and Jhajjar and 17 IL and FS schools of district Kaithal, Karnal, Panchkula, Panipat, Sonipat
and Yamunanagar.
            The STAR project aims at skilling 10 lakh Indian youths in the country. Haryana has already carved a niche for itself at the

Haryana to regularise services of daily wage and contratual employees

The Haryana Government has decided to regularize the services of such daily wage and contractual employees as have completed three years of regular service, and amend the Assured Career Progression (ACP) Scheme and Grade Pay Structure.
These decisions show that the Chief Minister, Mr Bhupinder Singh Hooda, has given to the employees more than the representatives of the Employees Coordination Committee had asked for.
Disclosing this here today, an official spokesman said that leaders of the employees had demanded regularization of the services of daily wage and contractual employees and amendment in the Assured  Career Progression (ACP) Scheme and Grade Pay Structure. Mr Hooda considered their demands sympathetically and conceded more than their demands.
According to the regularization policies of 1993, 1996 and 2003 of the state government, the left-out employees would be regularized as per these policies. Amendment would also be made in the regularization  policy of 2011. Under these policies, employees completing 10 years of service would be regularized taking benefit of the judgment in the cases of State of Karnataka and M.L. Kesari.
Besides, the state government has decided to frame a policy on the pattern of the Punjab Government. The daily wage and contractual employees completing three years of service would be  included in this policy and regularized as per rules and conditions.
Besides, all unskilled employees would be given a minimum of Rs 8,100 as wage per month. Also, the state government would deposit the money of the Employees Provident Fund (EPF) and Employees  State Insurance of such employees. This would benefit every employee to tune of Rs. 1200 per month.
Besides, employees will get five percent increase in the minimum pay annually. It has also been decided to amend the Assured Career Progression (ACP) Scheme. Earlier, the benefit of ACP Scheme was given  after completion of 10, 20 and 30 years of service which would now be
given after completion of 8, 16 and 24 years of service.
Similarly, amendment has been made in Grade-Pay of Class III and IV employees under the ACP Scheme. After amendment, the Grade-Pay under the ACP Scheme of these categories would be increased  from Rs 1,650 to Rs 1,800, Rs 1,800 to Rs 1,900 and Rs 1,900 to Rs 2,000.  Similarly, the Grade-Pay under the ACP Scheme would be increased from Rs 3,300 to Rs 3,600, Rs 3,600 to Rs 4,000 and Rs 4,000 to Rs 4,200. This shows that the state government has given more than
 the demands made by the employees.
On implementation of the new ACP Scheme and Grade-Pay structure, for example, a Class-IV employee who used to get Grade-Pay of Rs 1,900 after completion of 30 years of service, would get Grade-Pay Rs 2,000 on  completion of 24 years of service. Similarly, a Class-III employee who used to get Grade-Pay of Rs 3,300 on completion of 30 years of service, would now get Grade-Pay of Rs 3,600 on completion of 24 years of service. About 80 per cent employees of Class III and IV would be benefitted with these two decisions.
Semi-Skilled and skilled employees would be given wage of more than Rs 8,100 and the committee under the Chairmanship of Secretary, Finance, would submit its report within 15 days on any
 other changes. These employees would also be given an increase of five per cent of minimum wage annually.
Also, such daily wage and contractual women employees as were not getting maternity leave and other benefits would also get the benefit.
The committee would also review and submit its report on the issue of  allowances on the pattern of the Central Government, the spokesman added. after completion of 30 years of service, would get Grade-Pay Rs 2,000 on  completion of 24 years of service. Similarly, a Class-III employee
 who used to get Grade-Pay of Rs 3,300 on completion of 30 years of service, would now get Grade-Pay of Rs 3,600 on completion of 24 years of service. About 80 per cent employees of Class III and IV would be benefitted with these two decisions.

Haryana Govt and Israel Company sign MoU

The Haryana Government today signed a Memorandum of Understanding (MoU) with Mekorot Development and Enterprises Ltd., a Government of Israel Company for Joint Development of Dual Pipeline Project in order to re-use and recycle sewage  water after treatment with dual piping system.
         The MoU was signed by Additional Chief Secretary, Public Health and Engineering Department, Mr Sarban Singh on behalf of the state and Indian representative of the Company, Dr Mahesh Gandhi on behalf of the Mekorot Development and Enterprises Ltd in the presence of Haryana Chief Minister, Mr Bhupinder Singh Hooda and Public Health Engineering Minister, Mrs Kiran Choudhry and Mr Puneet Thakur, Mr. Gaurav Singh and Ms Kirti Gulati, all representatives of the Company. The Principal Secretaries to Chief Minister, Mr S.S. Dhillon and Dr K. K. Khandelwal and Additional Principal Secretary to Chief Minister, Mr Shiv Raman Gaur were also present on the occasion.
         MEKOROT is a subsidiary of MEKOROT Water Company responsible for managing water and related assets and issues throughout Israel and is a Government of Israel Company. The MEKOROT has extensive know-how, experience, capability and expertise in the management,operation and execution of water and waste water projects.
         The drinking water is used for industrial purposes and also for irrigating lawns in developed areas. In order to conserve the water, it should be treated to the extent that it is fit for use for industrial purposes and for irrigating lawns.
         Haryana Government has nominated Public Health Engineering Department (PHED) as Nodal Agency to rejuvenate and remodel the existing water supply system in the State of Haryana by upgradation of the existing water supply infrastructure by introducing "Dual Pipeline System" in the State of Haryana.
         Mekorot Development and Enterprise Ltd. (MEKOROT) has extensive know-how, experience, capability and expertise in the management, operation and execution of water projects and has developed a high level of expertise in water resources management, water supply systems, micro-irrigation, desalination (seawater and brackish water), municipal water management, wastewater treatment and the like.
         The purpose of the MOU is to formalize the cooperative relationship between nodal Agency (PHED) and MEKOROT in order to effectively address issues pertaining to reuse of wastewater for industrial,, agriculture and residential use, upgradation of basic water supply infrastructure, or any other potential area of cooperation that may be required by PHED from time to time
         The expertise of MEKOROT would be used in implementing important water related projects in Haryana by dual piping system i.e. one for potable water and second for reuse of Sewage after treatment for other purposes.
         The objectives of this MOU are to develop feasible project of reuse of wastewater for industrial, residential and agricultural use, supporting conservation of water by replacing drinking water or fresh water being supplied for non-consumptive use with reclaimed water,Upgradation of existing water Supply infrastructure in the State, develop any additional water supply, wastewater projects and desalination project as will be agreed from time to time under MoU.

 Haryana Public Health Engineering Minister Kiran Choudhry today welcomed the decision to set up Central Sports University named after Ch. Bansi Lal at Bhiwani and said that this has been possible with the consistent efforts of Member of Parliament Ms. Shruti Choudhry.
          Mrs. Kiran Choudhry, who was addressing a press conference here today, said that she and Ms. Shruti have consistently pursuing this matter for last about five years before the Central Government to set up a sports university at Bhiwani. Ms. Shruti had met UPA Chairperson Mrs. Sonia Gandhi, Vice President Mr.  Rahul Gandhi and Union Minister of State for Sports and Youth Affairs, Mr Bhanwar Jitendra Singh for the same and with her efforts, the people of Bhiwani today got the gift of a Sports university, she added.
          While expressing gratitude to Mrs. Sonia Gandhi, Mrs. Rahul Gandhi, Mr Bhanwar Jitendra Singh and Chief Minister Mr. Bhupinder Singh Hooda, the Minister said that Bhiwani is emerging as a sports hub as sportspersons of the area had brought glory to the state and nation at various national and international events. The university would prove to be a boon for players in the state as they would be able to  sharpen their skills and talent.
          Mrs. Choudhry said that Bhiwani and Mahendragarh have been included in NCR with the efforts of Shruti. Bhiwani had also got a medical college and a similar institute had also been approved for Mahendragarh whose foundation stone would be laid by President on March 1, 2014. She said that Ch. Bansi Lal wants to set up a medical college in Bhiwani but success was not achieved at that time. Now the dreams of Ch. Bansi Lal has been realized with efforts of Ms. Shruti, she added.
          In reply to a question, the Minister said that Medical College would be set up in the premises of Ch. Bansi Lal Civil Hospital. It would provide better health care facilities to the people of the areas and youth would also get an opportunity to pursue medical education and become doctors. All modern facilities would be available in the medical college, she added.
          On being asked to comment on status of roads in Bhiwani, she said that she had raised this matter before the government and even today she requested the PWD Minister Mr. Randeep Singh Surjewala in the House to prepare a Detail Project Report (DPR) of Bhiwani roads at the earliest and send the same to the central government. As soon as DPR is sent to the Central Government, Shruti would make all out efforts to get it approved. It is a matter of pride that now Bhiwani is a part of NCR, she added.
          On being asked to comment on the letter written to Chief Minister for his intervention in an incident of Tosham, Mrs. Choudhry said that she and Shruti were serving the masses with utmost dedication and honesty as a result of which unprecedented development had been taken place in Bhiwani during last nine years. She said that some people were trying to grind their own axe during election time. Level of politics is declining due to such people and this should not be happen in any civil society. The Chief Minister had ordered free and fair investigation in this matter and guilty would not be spared. Ms. Shruti would contest ensuing Lok Sabha election from Bhiwani and our political opponents are feeling afraid of her victory, added Mrs. Choudhry.

ECI instructions to contesting candidates

The Election Commission of India has issued instructions regarding the disclosure of assets and liabilities by the contesting candidates and clarified that the candidates contesting elections would also have to include the details of all deposits, investments in foreign banks and any other body or institution abroad besides details of all assets and liabilities in foreign countries in their affidavit while submitting their nomination papers.
            While stating this here today, the Chief Electoral Officer, Haryana Mr Shrikant Walgad said that now the candidates should have to ensure that they furnish full and complete information in this regard in their affidavit. 
It has been brought to the notice of the Commission that some candidates do not disclose details of their accounts in foreign banks, possession of properties or investment overseas alongwith loans and liabilities outside the country in their affidavit.  The Commission has clarified the matter for the benefit of all stakeholders and to remove any misgivings in the minds of the people, he added.

22.53 lakh children administered polio drops in Haryana

 About 22.53 lakh children below five years of age were administered polio drops in Haryana as the second National Immunization Round of Pulse Polio 2014 began in all districts of the State. The polio drops were administered to the children at specially set up booths to wipe out polio from the State. Thus, 54 per cent of the targeted children have been covered on the first day of the 3-day campaign.
While stating this here today, a spokesman of Haryana Health Department said that about 40  lakh children would be covered during this campaign in the state. Mrs. Sumita Singh, MLA, Karnal inaugurated the campaign in district Karnal.
This campaign will continue for another two days when the teams would go from house to house to administer polio drops to the children who could not come to the booths on Sunday. In order to smoothly carry out this campaign, a total of 16,669 booths were setup in the state and these were manned by about 66,000 health officials, volunteers, Anganwadri workers and ASHA workers. About 3300 officers and officials supervised the activity apart from independent Monitors of PGIMS, Rohtak and National Polio Surveillance Project (NPSP) of World Health Organisation.
The left out children during the booth activity on 1st day will be administered polio vaccine drops on 24thand 25th February 2014 through house-to-house teams.
During this round, special attention has been paid to high risk areas like slums, isolated hutments, brick kilns, floating or migrating population and construction sites so that no child is left uncovered in these areas. About 1500 mobile teams will be working during the campaign to cover all children in poorly approachable areas. It is important to know that wherever pockets of children remain un-immunized, the Poliovirus sustains survival and circulation. With every successive round of Pulse Polio Immunization, the areas of Poliovirus circulation get reduced. He urged the people to cooperate with the health authorities to eradicate polio from the State.

Work of courts should not be hampered: Justice Kaul

The Chief Justice of Punjab & Haryana High Court Sanjay Kishan Kaul today said that like the temples of prayer, the temple of justice, that is, the courts should never be closed and work of courts should never be hampered. The advocates are expected to extend their support in this endeavour.
          Mr Kaul was addressing the people after laying foundation stone of ‘Tower of Justice’ (new judicial complex) in Gurgaon today. The Haryana Chief Minister Mr Bhupinder Singh Hooda and Mr Kaul laid the foundation of ‘Tower of Justice’ here which would be constructed at an estimated cost of Rs 113 crore. The complex includes three projects including District Alternative Dispute Resolution (ADR) Centre and Lawyers Chambers.
          In his address, Mr Kaul said that the new judicial complex will have ultra modern facilities. He said that efforts are being made to provide best facilities to the advocates and also that they get appropriate place to sit with their clients in the court premises so that they can help in delivering justice to them. He said that the existence of advocates and judges is because of the people who come in the courts for seeking justice. The ultimate objective is dispensation of speedy and inexpensive justice to all. At the same time, he said that efforts were being made to reduce the number of pending cases in the courts, so that after some time, we can say that no case beyond 5 years is pending in any of the courts. This is possible here only when the advocates co-operate. During last one year, about 50,000 pending cases have been decided in courts in the states of Punjab and Haryana, he claimed.
          Mr Kaul appreciated the efforts of Haryana State Legal Services Authority (HSLSA) and said that the advocates should also contribute in the efforts of HSLSA. He appealed that an advocate should provide free services for at least one case every month.
          Earlier, the Haryana Chief Minister Mr Bhupinder Singh Hooda said that the new Judicial Complex of Gurgaon will be unique in the country. Initially, the cost is estimated at Rs 113 crore but till completion it would be Rs 225 crore as it includes Lawyers Chambers and ADR Centre as well. He said that Judiciary is strong pillar of democracy in which people have full faith.
          Mr Hooda said that the advocates should not only do their legal practice but also show right path to the society. He said that advocates played significant role in  freedom struggle. Mahatama Gandhi, Moti Lal Nehru, Lala Lajpat Rai, Pt Jawahar Lal Nehru all were advocates. He lauded the role of HSLSA in making the general masses aware about their legal rights. According to Mr Hooda, till now about 16 lakh cases have been settled in 64000 Lok Adalats organized in Haryana. He said that Haryana has many firsts; the first mobile court was started from Mewat in Haryana. The state has better judicial infrastructure, better than any other state of the country. After Congress government came into being in Haryana in 2005, an amount of Rs 538 crore has been spent on improving judicial infrastructure while only Rs 49 crore were spent during INLD-BJP regime.
Terming the advocates as important part of judicial system, Mr Hooda said that a welfare fund has been constituted for advocates and reservation was also given in draw of plots of HUDA. He announced to give Rs 21 lakh for purchasing books and furniture for library of Gurgaon Judicial Complex from his discretionary quota.
          Earlier, Judge of Punjab and Haryana High Court S K Mittal, who is also Executive Chairman of HSLSA, said that the main building of new judicial complex will be 9 storeys which will house 55 court rooms with provision of 10-15 more new court rooms in future. Every floor will have waiting area and sitting place for ADAs. On its first floor, there will be Bar Room with sitting capacity of 1500 persons. For the first time, facility of separate Bar room will be for women advocates and will house a big library on the same floor. The ground floor will have Single Window System and Centralized Filing System. Taking the firing incidents in courts, a provision of separate way and lift for accused coming to courts have been made. The area of ADR Centre here is also double as compared   to those of other districts of the state. This ADR Centre will have 20 Mediation Centres while other districts have only 6 Mediation Centers each. There will be separate block for facilities like Banks, Post Offices etc. It will cater to the need of 5000 to 10,000 persons visiting courts daily in Gurgaon.
           He said that a National Lok Adalat will be organized on 12th April. Mr Mittal appealed the advocates and litigants to get maximum number of cases settled in this Lok Adalat.

Haryana to fill up 13,563 posts of class IV employees

Move to merge HSCARDB with HARCO Bank

Haryana Chief Minister Mr. Bhupinder Singh Hooda today directed to constitute a committee under the Chairmanship of Additional Chief Secretary Finance Mr. Rajan Gupta to chalk out the modalities of merger of Haryana State Cooperative and Agriculture Rural Development Bank (HSCARDB) with HARCO Bank.
          Mr. Hooda was presiding over a meeting with Chairman, NABARD Dr. H.K. Bhanwala here today.
          The other members of the committee would include Secretary, Cooperation, Registrar, Cooperative Societies, Managing Directors of Haryana State Cooperative and Agriculture Rural Development Bank and HARCO Bank and a representative of NABARD. Mr. Hooda directed MD, HSCARDB to increase the loan recovery of the Bank.
          Mr. Hooda directed the concerned departments for full utilization of the Fund released by NABARD so that the various ongoing development projects complete in a time bound manner.  He also directed the officers that Funds ofNABARD which is pending with the departments should be utilized by the end of this financial year.
 Mr. Hooda also asked Chairman, NABARD Dr. H.K. Bhanwala to timely sanction the projects of the State Government so that the funds released by them should be fully utilized. Mr. Hooda directed the concerned officers to prepare  projects regarding the development of water bodies in rural areas of the State.
          On the demand of increase in quantum of refinance from 50 per cent to 70 per cent to made substantial increase in the advances to farmers, Dr.  Bhanwala said NABARD is in the process of increasing the quantum of refinance and initially it might be increased 60 per cent. He also informed that NABARD has also recommended the project costing Rs. 77.35 crore of Public Health Engineering Department for augmentation of drinking water supply scheme for 41 villages in Loharu Constituency of district Bhiwani .
          A total of 3482 schemes including 1880 ongoing and 1602 completed pertaining to irrigation, roads and bridges, water supply, up-gradation or veterinary institutions, construction of anganwadi centres, construction of separate girls toilets in secondary schools and construction of godowns have been completed under various stages of implementation in the State under Rural Infrastructure Development Fund (RIDF). At present, there are total 1880 ongoing projects and schemes of various departments with approved outlay of Rs. 3387.84 crore of which RIDF loan is Rs. 2793.61 crore and State share is Rs. 594.23 crore.

Housing Board launches massing housing progamme for EWS

Haryana Housing Board has launched a massive Housing programme for the construction of 50,000 affordable houses for Economically Weaker Section (EWS), BPL and other categories in the state. Out of these, construction work of about 30,000 houses has already started. Besides, the Board has also initiated a mega programme for construction of 50,000 multi storeyed affordable houses for the Serving and Ex-Defence and Para Military Personnel of Haryana and has already floated registration for 13,696 houses.
While giving this information here today, a spokesman of Haryana Housing Board said that these 50,000 affordable houses for Economically Weaker Section (EWS), would be constructed by the Board during the current year and next year. The total cost of the project is likely to be over Rs. 2250 crore.
 He said that the Board has already started work on the construction of approximately 30,000 houses during the current year as against the total number of 67,762 houses constructed by the Board as on December 31, 2012 since its inception in the year 1971. He said that at present, construction of 22,600 houses is in progress at Ambala City, Yamuna Nagar, Karnal, Kurukshetra, Panipat, Jind, Fatehabad, Ratia, Hansi, Tohana, Hisar, Sirsa, Sonepat, Barhi, Gurgaon, Narnaul, Rewari, Faridabad, Palwal, Sisoth, Jhajjar, Bahadurgarh and Rohtak.
The spokesman said that tenders for 861 EWS and BPL houses are under process of allotment and construction work would be started by March, 2014. He said that registration for 6,892 houses has been floated recently, which includes 1506 houses for Scheduled Castes and Backward Classes at Dadri and the construction work of these houses would start  shortly. Land for these houses has been provided by Haryana Urban Development Authority (HUDA), Town and Country Planning and Urban Local Bodies Department at nominal rates, he added.
Giving details of houses to be constructed  for EWS and BPL, he said that the houses would comprise of two rooms with 300 square feet covered area with facilities of kitchen,  bath etc and would cost about Rs. 4.50 lakh per unit. He said that the payment schedule is very reasonable as the allottees would have to make payments in easy monthly installments for 13 years. Housing Board has arranged loan from
 Housing and Urban Development Corporation (HUDCO) for this purpose.
The spokesman said that out of the total 50,000 multi storeyed affordable houses to be constructed for the Serving and Ex-Defence and Para Military Personnel of the State, the Board has already floated registration for 13,696 houses at Jhajjar, Faridabad, Mahendergarh, Rohtak, Panchkula, Pinjore, Palwal, Gurgaon, Sampla, Bawani Khera and Rewari in the first phase. Land for these houses has been provided by HUDA and Urban Local Bodies at subsidized rates. These houses will be made available at affordable rates on easy installments to the Serving and Ex-Defence and Para Military Personnel.
Detailing about the houses, he said that the carpet area of these houses would be 500 square feet and 600 square feet. He said that easy loan facilities would be arranged by Housing Board through various banks. The total cost of the project would be Rs. 8250 crore. He said that apart from this, construction of 686 multi-storeyed houses on 15 acres land for the employees of State Government, Boards and Corporations and 192 EWS category houses would be taken up shortly at Rohtak. The cost of this project is about Rs. 150 crore, he added.

Results of Haryana Teachers Eligibility Test 2013-14 declared

 Haryana Board of School Education, Bhiwani today declared the result of Haryana Teachers Eligibility Test (HTET) 2013-14. The result of Level-I HTET Exam for Primary Teachers is 6.35 per cent, the result of Level-II Trained Graduate Teachers (TGT) exam is 6.31 per cent and the result of Level-III for Post Graduate Teacher (PGT) is 6.11 per cent.
          While giving this information today, Chairman of the Board, Dr. K.C. Bhardwaj said that 336874 candidates appeared in this examination out of which 21111 candidates have qualified it. He said that a total of 117630 male candidates have appeared in the exam out of which 7566 male candidates have qualified it. Similarly, a total of 219244 female candidates have appeared in the examination out of which 13545 female candidates have qualified the exam.
He said that as many as 110375 candidates appeared in Level-I HTET Exam for Primary Teachers out of which 7010 candidates qualified the test, 134453 candidates appeared in Level-II HTET Exam for Trained Graduate Teachers out of which 8480 candidates qualified and 92046 candidates appeared in Level-III HTET Exam for Post Graduate Teacher out of which 5621 candidates qualified the test
           Detailing out the result, Secretary of the Board, Dr. Anshaj Singh said that 69495 female candidates appeared in Level-I exam for Primary Teachers out of which 4328 have qualified. Similarly, 91709 women candidates have appeared in Level-II exam for TGT out of which 5487 have qualified whereas 58040 female candidates had appeared in Level-III test for PGT out of which 3730 have qualified.
          He said that 40880 male candidates had appeared in Level-I exam for Primary Teacher out of which 2682 have qualified. Similarly, 42744 male candidates had appeared in Level-II exam for TGT out of which 2993 have qualified whereas 34006 male candidates had appeared in Level-III exam for PGT out of which 1891 have qualified.
          He said that the candidates could check their result on the website of the Board www.bseh.org.in and www.htet.nic.in. He said that Board has uploaded the answer keys of all subjects alongwith the result on the website. If any candidate desire to get copy of his OMR sheet then he could get the same by submitting his application alongwith prescribed fee of Rs 500 per OMR, desired undertaking and identity proofs in the office of the Board. The format of undertaking is available on the website of the Board.
          Dr. Anshaj Singh said that if any candidate finds any error after comparing the answer key and question paper then they could send their complaint to Secretary of the Board through registered or speed post or by hand alongwith complete facts and proofs. He said that such complaints should reach the office of the Board within seven days of declaration of result after that no complaints would be entertained. If the last date of submitting complaints falls on Saturday or Sunday or on any gazetted holiday then next working day would be considered as last date for submission, he added.

Haryana's offer to France to set up industrial units

The Haryana Government today offered full support to France to set up industrial units in the State besides offering to set up French Institutes in the Universities of the State.
          This offer was made by Chief Minister Mr. Bhupinder Singh Hooda in a meeting with Ambassador of France to India Mr. Francois Richier here today after Mr. Francois evinced keen interest in mutual cooperation with Haryana in the field of education, urban planning and setting up industrial units.
Mr. Francois thanked Mr. Hooda for this offer and assured him that he would take up this proposal with the French authorities.
          Mr. Hooda said that Haryana is among the leading industrial States of the country. He said that we have set up Industrial Model Townships (IMTs) in the State equipped with all the facilities like infrastructural, water, roads etc. Mr. Hooda said that Haryana is also fast emerging as an education hub. Rajiv Gandhi Education City is coming up at Kundli, Rai in district Sonipat where educational institutes of international repute are setting up their campuses. On being fully developed, it would offer wide range of courses including French, added Mr. Hooda.  He said that the State Government has also set up language labs in various government collages of the State with a view to increase the communication skills  of the students to match the global requirement.
          On mutual cooperation in the field of Urban Planning, Mr. Hooda said Haryana has witnessed rapid industrialization in the recent past particularly in the NCR region therefore there is a lot of scope of mutual cooperation between Haryana and France in the field of urban planning and management. He said that recently two more districts namely Karnal and Jind have also been included in the NCR region.  Apart from this, sewerage management, water supply management and solid waste management are also among the other key areas where mutual cooperation between France and Haryana could go a long way.

Notification to regularise 875 unauthorised colonies

 Haryana Chief Minister, Mr. Bhupinder Singh Hooda has approved the notification to regularize 875 unauthorized colonies throughout the State.
          While giving the details today, a spokesman of Urban Local Bodies Department said that 103 colonies have been approved in district Ambala, 18 colonies in district Bhiwani and 41 colonies in district Fatehabad. Similarly, 66 colonies have been approved in district Faridabad, 76 colonies in district Gurgaon, 78 colonies in district Hisar, 44 colonies in district Jhajjar, 102 colonies in district Jind, 30 colonies in Kaithal, 46 colonies in Karnal, 47 colonies in Kurukshetra, four colonies in Mewat and 26 colonies in district Mahendergarh.
          He said that 13 colonies have been approved in district Palwal, 20 colonies in district Panipat, 14 colonies in district Rewari, 57 colonies in district Rohtak, 37 colonies each in Sirsa and Sonipat and 16 colonies in district Yamunanagar.

1347 posts for ex-Servicemen in Haryana Police

The Haryana Police Recruitment Board is in the process of filling up 1347 posts of constables meant exclusively for the ex-servicemen and their dependents at Jhajjar. This will be the first police recruitment in the State in which Radio Frequency Identity Device (RFID) is being used to maintain complete transparency in the recruitment of the constables.
          While stating this today, Chairman of the Board, Brig. (Retd.) J.S. Maan said that the Board has received 10687 applications for these posts. He said that the Board has taken the initiative for recruitment of ex-servicemen and their dependents for the posts of constables in Jhajjar from February 17 to 21, 2014. He said that the candidates would have to pass through CCTV and RFID and their complete data would be stored in control system. He said that during the recruitment the candidates are being allotted numbers and they have to wear a computerized jacket fitted with various devices so that they remain connected with control system. The entire recruitment process is being captured through video also to eliminate any kind of irregularity, he added.

Hooda announces hike in award mone for Defence personnel

 Haryana Chief Minister Bhupinder Singh Hooda today announced a steep hike in  award money being given to those Defence Personnel  who are recipients of  country’s prestigious medals.
            The announcement was made by Mr. Hooda while laying the foundation stone of Haryana Ex-Services League Bhawan at Rohtak today.
            He announced that now in Haryana, the    recipient of Paramvir Chakra would get a financial assistance of Rs two crore instead of Rs 31 lakh each given earlier. Similarly, the recipient of Maha Vir Chakra would get Rs one crore instead of Rs 21 lakh, recipient of Vir Chakra would get Rs 50 lakh instead of Rs 15 lakh, recipient of Sena Medal, Nausena medal, Vayu Sena Medal (bravery) would get Rs 21 lakh instead of Rs 7.50 and recipient of Mention-in-Dispatches would get Rs 10 lakh instead of Rs 5.5 lakh given earlier.
            Mr. Hooda also announced to increase the financial assistance being given under the ex-gratia scheme to the ex-servicemen and personnel of paramilitary forces and Haryana Police in case of death while performing duty. Now, the amount of ex-gratia grant being given in case of death during war or terrorism has been increased from Rs 2.5 lakh to Rs 20 lakh each. Similarly, in case of death due to IED blast and rescue operation, the amount of ex-gratia grant has been increased from Rs two lakh to Rs 20 lakh.
The Chief Minister also announced to  give financial assistance to the ex-servicemen and personnel of paramilitary forces and Haryana Police in case of disability during war or terrorism or IED blast or rescue operations. Now, in case of 75 per cent or above disability, they would get financial assistance of Rs  15 lakh, in case of disability between 50 per cent and 74 per cent, they would get financial assistance of Rs 10 lakh and in case of disability between 25 per cent and 49 per cent, they would be admissible to get financial assistance of Rs five lakh.
The Chief Minister also announced to considerably increase the amount of bravery award given to the Defence Personnel during peace. Now the recipient of Ashok Chakra in the State would get Rs one crore instead of Rs 31 lakh given earlier. Similarly, the recipient of Kirti Chakra would get Rs 51 lakh instead of Rs 21 lakh, recipient of Shaurya Chakra would get Rs 31 lakh instead of Rs 15 lakh, recipient of Sena Medal, Nausena medal, Vayu Sena Medal (bravery) would get Rs 10 lakh each instead of Rs 7.50 lakh and recipient of Mention-in-Dispatches would get Rs 7.50 lakh instead of Rs 5.50 lakh given earlier.
Mr. Hooda also announced to increase the annuity being given on the bravery awards as per which the annuity on Param Vir Chakra has been increased from Rs 2.50 to Rs three lakh, on Ashok Chakra from Rs two lakh to Rs 2.50 lakh, on Mahavir Chakra from Rs 1.90 lakh to Rs 2.25 lakh, on Kirti Chakra from Rs 1.50 lakh to Rs 1.75 lakh, on Vir Chakra from Rs 1.10 lakh to Rs 1.25 lakh, on Shaurya Chakra from Rs 70,000 to Rs one lakh, on Sena, Nausena and Vayu Sena from Rs 40,000 to Rs 50,000 and on Mention-in-Dispatches from Rs 20,000 to Rs 30,000. 
Mr. Hooda also announced to increase a steep hike in amount being given to the recipients of Yudh Sewa Medal and Vishisht Sewa Medal. Now, the recipient of Sarvottam Yudh Sewa Medal would get Rs seven lakh instead of Rs 1.27 lakh given earlier, recipient of Uttam Yudh Sewa Medal would get Rs four lakh instead of Rs 75,000, recipient of Yudh Sewa Medal would get Rs two lakh instead of Rs 36,000, recipient of Param Vishist Sewa Medal would get Rs 6.50 lakh instead of Rs 1.15 lakh, recipient of Ati Vishist Sewa Medal would get Rs 3.25 lakh instead of Rs 57,000 and recipient of Vishist Sewa Medal would get Rs 1.25 lakh instead of Rs 23,000. Besides the enhanced amount, the recipient of Sarvottam Yudh Sewa Medal, Uttam Yudh Sewa Medal and Yudh Sewa Medal would also get annuity of Rs 4600, Rs 4200 and Rs 3800 respectively.
The enhanced money given to the recipients of Yudh Sewa Medal and Vishist Sewa Medal would be admissible from January 1, 2013.
The Chief Minister also announced to increase the financial assistance given to the recipient of bravery award before independence and their widows. Now, the recipient of Victoria Cross would get Rs 15,000 per month instead of Rs 10,000 per month given earlier. Similarly, the recipient of Military Cross would get Rs 10,000 per month instead of Rs 7500 per month, the recipient of Military Padak would get Rs 5000 per month instead of Rs 3500 per month, the recipient of Indian Order of Merit would get Rs 3000 per month instead of Rs 2000 per month, the recipient of Indian Vishist Sewa Padak would get Rs 2000 per month instead of Rs 1000 per month and the recipients of Mention-in-Dispatches (only for independent medal winners) would get Rs 2000 per month instead of Rs 1000 per month given earlier.
Mr. Hooda also announced to increase the financial assistance being given to the veterans of World War-II, their widows and ex-servicemen and their widows. Now, the veterans of World War-II would get Rs 3000 per month instead of Rs 1500 per month given earlier. Similarly, widows of veterans of World War-II would get Rs 3000 per month instead of Rs 1500, War widow would get Rs 2000 per month instead of Rs 1000 per month, ex-servicemen of 60 years of age or above would get Rs 2000 per month instead of Rs 1000 per month and widows of ex-servicemen would get Rs 2000 per month instead of Rs 1000 per month.
Mr. Hooda also announced to increase the financial assistance of ESM Pera Tetra or Hema Plegic. Now, the Pera Tetra or Hema Plegic would get Rs 1500 instead of Rs 1000 per month given earlier. Similarly, the Disabled and Blind would get Rs 1500 per month each instead of Rs 1000 per month and the Orphan would get Rs 2000 per month instead of Rs 600 per month.
He also announced that a One Time Grant of Rs one lakh would be given to cadets during training after getting admission in National Defence Academy, Indian Military Academy, Officer Training School and similar Defence Academies of National Level.

Rate of wages under MGRE Scheme raised

The Union Ministry of Rural Development has increased the rate of wages from Rs 214 to Rs 236 per day for Haryana under Mahatma Gandhi National Rural Employment Guarantee Scheme which is highest in the country. A notification in this regard has already been issued by the Ministry on February 13, 2014 and as per the notification the increased rate of wages of will be implemented from April 1, 2014.
          While stating this today, an official spokesman said that earlier also Haryana was leading in terms of wages for  labourers under Mahatma Gandhi National Rural Employment Guarantee Scheme. He said that after Haryana, the rate of wages has been fixed at Rs 235 per day for Nicobar district of Andaman Nicobar, Rs 227 per day for Chandigarh, Rs 212 per day for Kerala, Rs 200 per day for Punjab, Rs 191 for Karnataka, Rs 169 per day for Andhra Pradesh and Rs 163 per day for Rajasthan.

Haryana Chief Minister invited to visit Slovenia

Deputy Prime Minister and Foreign Minister of Slovenia,  Karl Erjavec has invited  Haryana Chief Minister, Mr Bhupinder Singh Hooda to visit Slovenia. The letter of Mr Erjavec was handed over to Mr Hooda by the Ambassador of Slovenia, Mrs Darja Bavdaz Kuret at New Delhi.

In his letter, Mr Erjavec has said that he had discussed with Mr Hooda about the possibilities of economic cooperation between republic of Slovenia and State of Haryana. He said that cooperation between Slovenia and Haryana would be of economic advantage to both sides.
Mrs Kuret said that Slovenia has expertise in the field of renewable energy and can extend all help to Haryana in this field. She also said that Slovenia is gateway to Indian investments and Indian Companies can make investments in various ventures in Slovenia. She also proposed joint venture in the field of Auto Industry. Mr Hooda said that Haryana is already an Auto Hub. Haryana is the largest producer of passenger cars.

Government constitutes Civil Service Board

The South Korean Ambassador was speaking at the function organized to release the book ‘Affinities India & Korea: Past & Present’ at Haryana Bhawan in New Delhi today. The book was jointly released by South Korean Ambassador and Haryana Chief Minister, Mr Bhupinder Singh Hooda. The book  is brought out by Bhagat Phool Singh Mahila Vishwavidyalaya, Khanpur Kalan and edited by its Vice-Chancellor, Dr (Mrs) Pankaj Mittal. The Ambassador of Poland, Mr Piotr KÅ‚odkowski was also present on the occasion.
Mr Lee Joon Gyu  commended the efforts of the University for organizing the International Korea-India Relations Conference and bringing out this book, which contains the scholarly papers presented at the Conference. The book, he said captures almost all aspects of Korea-India relationship. This will help the readers to understand the dynamically evolving relations between the two countries.
Speaking on the occasion, Mr Hooda said that the State Government is committed to woman empowerment and a number of steps have been taken in this regards. Education of women is at the top most initiatives of the State Government.
He said that the education of girls started at Khanpur Gurukul with just three girls and BPS Mahila Vishwavidyalaya was established in August, 2006. This was like a dream come true to see the  young daughters getting holistic and job oriented education at the University, which has come to be known as one of the best universities for women’s education in the country. Its unique social initiatives like Centre for Society University Interface and Research (CSUIR), Centre for Indic-Asian Studies (CIAS) and the recently held Women Youth Parliament are really commendable.
Mr Hooda congratulated the Vice-Chancellor of the University, Dr (Mrs) Pankaj Mittal for conceptualizing the International Conference on India Korea relations in July, 2012 and bringing out this important book based on the deliberations of that Conference. The Vishwavidyalaya is also collaborating with foreign universities. The presence of Ambassadors of South Korea and Poland in this function speaks volumes about the global reach of the University. He said that I have been told that interns from America have also started coming to the University for training. He commended the efforts of the Vice-Chancellor for bringing the University to this level and hoped that the book will be helpful in furthering the relations between India and South Korea, which are already having strong bilateral relations.
The Ambassador of Poland, Mr Piotr KÅ‚odkowski said that India had been in a position to give message to the world and India’s ideas have potential to show path to the world. Our two countries are cooperating in a number of areas, he said.
Dr (Mrs) Pankaj Mittal thanked the Chief Minister, Mr Hooda for releasing the book. Mr Hooda gives great importance to the women’s education and this University owes its existence and progress to the support of Chief Minister, Mr Hooda. She also thanked the Ambassadors of South Korea and Poland for being present at the function of the release of this book. Major reforms in recruitment procedure in Indian Army

Lt Gen Balbir Pama, SM, VSM, Director General Recruiting visited the ongoing recruitment rally at Rajiv Gandhi Stadium at Ambala on 17th February 2014. Thailand company to invest Rs 571.2 crore in Punjab

Opening an account a day before the inauguration of the Progressive Punjab Agro-Summit the Punjab Government has signed a memorandum of Understanding (MoU) today with a reputed Thailand based company operating in India with the name M/s Charoen Pokphand (India) Pvt. Ltd. to invest Rs. 571.2 crore for establishing its five modern units in the field of Poultry and Pig Farming in the state. 
Disclosing this here today a spokesperson of the Chief Minister’s office said that a delegation of Charoen Pokphand (Thailand) Company led by its Vice-Chairman Mr. Chaiyaporn Montha called on the Punjab Chief Minister Mr. Parkash Singh Badal at his residence this afternoon and apprised Mr. Badal that their company has planed to invest Rs. 571.2 crore in Punjab. The company would establish its five units namely a Feed Mill (Rs. 120 crore), a Hatchery (Rs. 24 crore), a Breeding Farm (Rs. 102 crore), a Broiler Farm (Rs. 324 crore) and a Swine Farm (Rs. 1.2 crore) in the state, adding Mr. Montha informed that the CP Group was intend to commence commercial production by the year 2014 and complete the proposed investment by the year 2018. He also expressed his gratitude to the Chief Minister for the swift action in signing this MoU from the state government side and also assured Mr. Badal for the timely completion of all projects.
On the occasion on the behalf of the state government the Principal Secretary Animal Husbandry Mr. G. Vajralingam and President North India operations of the  M/s Charoen Pokphand (India) Pvt. Ltd. Mr. Tep Tepsatit signed the MoU and exchanged the documents in the presence of the Chief Minister.
Mr. Badal assured the delegation that their government would extend fulsome support and cooperation to the company for further boosting their operations in the state. He also asked them to initiate some project in the field of fishery particularly in the waterlogged areas of Punjab. Regarding the issue to import animals for setting up of a Swine processing unit in Punjab by the company, Mr. Badal said that it came under the jurisdiction of the Union Government. However, he offered that in this regard the state would write to the GoI in favor of the company whenever needed.  He said that SAD-BJP government was fully committed to boost the allied farming in the state to enhance the profitability to the farming community.

Punjab to provide 47 citizen centric services online

With a view to provide paperless and hassle free governance in the state, Punjab today took a giant leap by kicking of state wide e-district projects from Mansa after successful implementation of this prestigious pilot project in Kapurthala and SBS Nagar districts.
This project was launched by Punjab Deputy Chief Minister Mr. Sukhbir Singh Badal across the state today at Mansa. Inaugurating the district e-office project at the cost of Rs. 41.70 crore, he announced that Punjab was all set to deliver citizen centric services online in the state within next 9 months with the cost of Rs 60.97 crore as Reliance would launch its 4G services in next 6 months.
Adding further, he said that Punjab Government has decided to provide all delivery of services online instead of inline. "Minimal interaction between public and officials will certainly help to curb the corruption and delivery of services will be fast with such online applications," he said. He also said that “corruption occurred when common man came in contact with government official and with the E-District project, there would be no interaction between them”.
Replying to a question about the Lok Pal to eliminate corruption, the Deputy Chief Minister said that “ Lok Pal alone would not be able to wipe out corruption, but we have to computerized the whole system”.
Describing this project as a milestone, Deputy CM emphasized that the main aim to initiate this project was to deliver good governance, maintain transparency, execute accountability and transform the present administrative work culture and ethics to serve the people better. It may be mentioned here that under the e-district project, citizens would be able to track the files and their status anywhere and anytime. He said that “it was my dream and I am happy that my mission and vision to be met in next 6 months”.
He said that 47 public services would be made live for delivery of certificates like caste, residence, rural area, birth, marriage certificates, arms licenses, agricultural licenses, ration card, pensions, government dues & recovery and revenue court cases. This project would be implemented in all the districts within a stipulated period of 9 months.
Under this project 1500 offices from all over the state would be inter-connected with Punjab Wide Area Network (PAWAN) and more than 8000 government employees would be imparted computer training. He informed that Punjab is the first state in the country to launch the highest number of citizen services under e-district project and Punjab has bagged the “Skoch Order of Merit" medal in India’s best 2013 projects.
The Deputy Chief Minister has also asked the Secretary, Governance Reforms Department, Mr. C. Raul to add more services under E-District Project like Right to Service act. Mr. Badal has also formally launched the project by handing over the Birth certificates to two newly born girls on the spot.
