Haryana Chief Minister Manohar Lal disclosed that a new scheme is being prepared by HSIIDC under which land would be purchased by the Corporation in villages on the rates fixed by district administration in consultation with villagers so that maximum employment opportunities could be generated for local people by setting up industrial units near villages in the backward blocks. The land rates would be fixed by the district administration with the consent of land owners. This will create more employment opportunities for rural people.
The Chief Minister was addressing a well attended Guhla Vikas Rally organized at Cheeka near Kaithal today.
Buoyant with massive gathering, the Chief Minister announced a number of projects worth crores of rupees for the development of constituency. These are construction of park in Siwan, a stadia on four acres of land in village Baupur, upgradation of Guhla Rest House with Rs 3.5 crore, scheme for providing potable water to four villages through RO system, Rs.50 crore for construction and repair of 20 roads, new building of Municipal committee, Ultrasound and other health equipments in Guhla Civil Hospital, setting up of Vyayamshalas and Gram Sachivalya in 10 villages of the constituency provided that village would give land for the same, construction of slab on Markanda distributary at a cost of Rs 16 crore from Sair to Balbehra village, a road on BMC canal from Ghaggar bridge to Patiala road with Rs.12 crore and setting up Gaushala in Cheeka. He also announced a grant of Rs.11 lakh for the Gaushala.
He also announced that a request would be made before the Central Government for setting up of Soil Health Lab in Guhla with Rs.55 crore. He said that village Siwan would be developed on the pattern of urban village under a scheme as per which 120 big villages with population of over 10,000 would be developed at par with urban areas. On the request to provide ownership right to pattedars (lease holders), the Chief Minister said that it is a policy matter. It would soon be decided positively. He also announced to give Rs five crore for the works of Municipal committee and Rs.10 crore for developmental works of the constituency provided the administration send estimates for the same.
The Chief Minister said that present government after taking over the reign of the administration, had started work to root out corruption at all levels. The efforts made by the government during last one year had shown fruitful results. Now more steps would be taken so that anyone did not indulge in corrupt practices. Referring to former Prime Minister, late Rajiv Gandhi's statement that of the one rupee given by the Centre only 15 paisa reach the end-beneficiary, Mr. Manohar Lal said that if the remaining 85 paise would be utilized, we can ensure seven folds development with the available funds. We would ensure that the entire funds for the development works would be utilized and no work would be delayed in absence of money, he added.
The Chief Minister said that earlier from top to bottom several leaders were also involved in corruption. Now scams worth crores of rupees are being investigated. The day these will reveal, law will take its own course. Misappropriation of public money would not be allowed. He said that apart from officers and officials, sometimes general public is also involved in corruption. He urged the people to build a mindset against corruption and help the government to weed out it at all levels. He also thanked the Prime Minister Mr. Narendra Modi for his remark “Na khaunga, na khane dunga (neither will I take bribe, nor will I allow anyone to take bribe) for changing the mindset of people towards politicians.
He said that present government is ensuring all round development in the state. Dismissing the allegation of developing Karnal on the pattern of Rohtak, he said that out of the total 92 announcement for Karnal, 17 are for benefit of people of entire state. He said that with the consistent efforts of the state government, the gender ratio has increased to 889 from 800 in the state. We have also launched CM window, e-registration, HarSamay portal etc. for ensuring good governance. During last one year, present government had launched 52 new schemes. Apart from compensation of about Rs 1100 crore to farmers, present government is trying to compensate the farmers whose cotton, bajra and gwar crop is damaged. He urged the people to adopt crop diversification as the land holding is shrinking. The government would make adequate arrangement of marketing of vegetables, fruits and flowers. A Horticulture University is being set up in Karnal and a centre of the University would come up in district Kaithal. The new Industrial Policy announced by the government, would ensure employment to four lakh people. Apart from setting up a skill Development Mission, the government is also establishing a University of Skill Development so that youth could be trained as per the present requirement of industry.
He said that state government had also constituted Haryana Sarasvati Heritage Development Board to initiate, promote and support research in the field of Sarasvati Heritage and also to assist in its preservation and restoration. Course of the river is being identified, he added.
Earlier the Chief Minister laid that foundation stone of developmental projects worth Rs 39 crore. These are upgradation of Guhla-Kharkan to Kheri Daban road, upgradation of Kangthali to Kakeor Majra road via Kakrala Anayat, remodeling of paharpur minor, construction of community centre building and girls college building at Cheeka. He also released a book titled ‘Matritav Ayurveda Ki Drishti Se’ written by Dr. Jitender Gill.
Speaking on this occasion, Education Minister Mr. Ram Bilas Sharma said that present government had enacted a law for cow protection in the state.
Speaking on the occasion, local MLA Mr. Kulwant Bazigar thanked the Chief Minister and read out demand charter.
MLA Mr. Dinesh Kaushik, District BJP President, Mr. RajPal Tanwar, Mr. Randhir Golan, Mr. Dharam Pal Sharma, Mr. Harpal Singh, other dignitaries and officers of district administration were also present on this occasion.
