Haryana Civil Services Rules framed

CHANDIGARH, JULY 22
The Haryana Government has repealed the Punjab Civil Services Rules framed in 1953 and has prepared the Haryana Civil Services Rules which would be applicable to all employees of the State Government. According to these rules, now every employee would be   confirmed on the post of his first posting subject to satisfactory completion of probation period, irrespective of the fact whether the permanent post is available or not. Also, all male government employees would be eligible to take paternity leave for 15 days.
        While stating this here today, Finance Minister, Capt. Abhimanyu said that paternity leave would be admissible to the male government employees with less than two surviving children during the confinement of his wife or on valid adoption of a child of less than one year of age.
        According to Haryana Civil Services Rules, existing employees working on ex-cadre post in any other Department or Government would have to exercise an option that in which cadre or post they want to remain. No protection of pay would be admissible on appointment from higher to lower post on whatsoever reason, he added.
        Number of days of hospital leave admissible to Group D or Group C employees whose duties are to handle the dangerous machinery or explosive material has been changed from 120 to 730 days on the Central pattern. In case of transfer in public interest, Composite Transfer Grant of Rs. 2000 or above would be admissible. Apart from this, all employees would be entitled to avail withdrawal from GPF for purchase of Motor Car irrespective of their pay. The amount of GPF withdrawal for second house has been enhanced from 50 per cent to 75 per cent of the balance amount.
        Pension benefits to the family of disappeared employee would be admissible after six months instead of one year from the date of lodging FIR. Definition of Family for the purpose of family pension has been changed on the Central pattern. If a dependent son gets married below the age of 25 years, he would not be an eligible member of family for the purpose of Family Pension. Eligible children include children adopted legally, widow or divorced daughter. Only a legally married lady would be considered as wife of a dead government employee. Divorce declared by panchayats or social organisations would not be accepted as legal divorce.
        Rate of Pension Contribution has been simplified and on the basis of length of service, it has been revised to 10 per cent, 15 per cent and 20 per cent. Apart from this, Rate of Deputation Allowance in case of transfer on deputation to other government has been revised on the Central pattern. According to these rules, in case of suspension, the Subsistence Allowance can now be revised after every six months. Earlier the punishing authority was not competent to revise it more than once after the first six months of suspension.
        In case of re-employment of a pensioner, Dearness Relief would be admissible on pension separately and DA on basic of re-employed post separately. Besides, at the time of fixation of pay on re-employment after retirement, PEG would not be considered. Judicial proceedings against a retired employee can now be initiated at any time.
        Daily Allowance would now be admissible for tour within a radius of 20 kms or more. Journey from one station to another within 20 kms would be treated as local journey for this purpose. The Rate of Daily Allowance has also been revised. TA/DA would be admissible in case of temporary transfer in public interest or additional charge of another post at a station beyond 20 kms. Now the joining time would be admissible to the employees only in case of transfer in public interest from one station to another at a distance of 20 km or more.
Lodging charges for stay at PWD Rest House or Haryana Bhawan would be reimbursable but for this purpose the employee has to surrender 25 per cent of his Daily Allowance. In case of stay in a hotel, only half daily allowance would be admissible instead of full daily allowance   because breakfast is provided free of cost  by the hotel.
        Apart from this, there is a proposal to change forms of service book and some new forms have been added on the Central pattern. These rules have been made available on the website of the Finance Department www.finhry.gov.in.
