Haryana Chief Minister Manohar Lal thanked all members of the Legislative Assembly, including those of the Opposition, for their cooperation in conduct of the Budget Session of the State Assembly.
Mr Manohar Lal, who is also leader of the House, was speaking on the last day of the session of the Vidhan Sabha here today.He said that it is the duty of the representatives of the people to rise above petty political considerations and get the problems of their respective constituencies resolved. Also, they should work unitedly in the larger interest of the State.
He described the Budget Session as a significant occasion for any Vidhan Sabha and added that this Session was special because resolutions of Sutlej Yamuna Link Canal and Jat reservation were unanimously passed. Had the members of the Congress party remained present during the entire duration of the Session, it would have been much better. But they always kept finding a way to stay out. He said that since 1966, the state has one House to conduct the Session and there was no justification in running a parallel session.
He said that during the session, the members of all political parties were given adequate time to raise issues concerning their respective constituencies. He also appreciated Speaker of Haryana Vidhan Sabha Mr Kanwar Pal and Deputy Speaker Mrs Santosh Yadav for ensuring the smooth conduct of the House.
ADDITIONAL CHARGE: Haryana Government has ordered that Mandip Singh Brar, Deputy Commissioner, Panchkula and Chief Administrator, Shri Mata Mansa Devi Shrine Board, Panchkula will also hold the additional charge of Chief Executive Officer, Haryana Saraswati Heritage Development Board during the election duty of Vijayendra Kumar.
MARKING ATTENDANCE: Haryana Chief Minister Mr Manohar Lal today said that a ruling regarding marking of attendance in the House should be brought to the notice of all members by Vidhan Sabha in its next session.
The Chief Minister was speaking on an issue concerning Congress MLA Mr Raghuvir Singh Kadian who entered into the Assembly without marking his attendance and requested the Speaker to withdraw six months’ suspension of three Congress MLAs.APPROPRIATION BILL PASSED: Chandigarh, March 31- Haryana Vidhan Sabha today passed the Haryana Appropriation (Repeal) Bill, 2016 to repeal certain Haryana Appropriation Acts.
The objective of the Bill is to repeal enactments which have ceased to be in force or have become obsolete or the retention whereof as separate, independent and distinct Acts is unnecessarily, then, such enactments are to be repealed. The principal object of such repealing Acts is to excise dead matter, prune off superfluities and remove such redundant laws from the Statute Book to bring in clarity.
The Appropriation Acts enacted during past 66 years in reality have lost their meaning but are still shown on the Statute Books. These laws have become either irrelevant or dysfunctional and importantly have served their purpose and outlived their utility.
