The Haryana Cabinet, which met under the Chairmanship of Chief Minister, Mr Manohar Lal here today, approved the proposal of the Revenue and Disaster Management Department to amend Court Fee Act to introduce e-Stamps.
This is to facilitate implementation of e-court fee for the benefit of the citizens. It is also essential for Ease of Doing Business. It was the considered necessary to amend Section 26(2) of Court Fee Act,1870 in its application to Haryana.
This will facilitate the citizens by providing online payment mechanism for court fee round-the-clock to save their precious time and obviate difficulties of shortage of regular stamps. It will also prevent re-use of stamps, loss of stamps and sale of counterfeit stamps and provide an environment for Ease of Doing Business. The e-stamps will be purchased through an online mechanism which shall enable litigants, lawyers and various stakeholders to purchase e-stamps on anywhere or anytime basis.
The objective of introduction of e-stamps is to make justice delivery system paperless and hassle-free. This system will be introduced in Punjab and Haryana High Court, Chandigarh as well as in all District Courts and Sub Divisional Courts of Punjab, Haryana and Union Territory Chandigarh. The court fee stamps shall be purchased through a 24X7 secure online mechanism developed by NIC Haryana.
The Cabinet also gave its ex-post facto approval to the financial assistance of Rs 61,96,10,759 provided to private sugar mills in the form of unsecured, interest free loan for making sugarcane price payment to the cane growers for crushing season 2015-16.
The Cabinet also approved the Punjab Boilers (Haryana Amendment) Rules, 2016 and Punjab Economizer (Haryana Amendment) Rules, 2016 to provide transactional ease to the industrialists who have installed Boilers and Economisers.
The amended rules provide the facility of third party verification or certification of boilers and economizers by certified Boiler Operation Engineers or Third Party Inspection Agency. Similarly, for manufacturing of boilers and boiler components, the facility of third party inspection will be allowed. The inspection will take place as per the provisions of Indian Boiler Act, 1923 and Indian Boiler Regulations, 1950.
It was also decided that list of certified Boiler Operation Engineers would be expanded in order to provide sufficient choice to the establishments or industries.
In case of inspection by Boiler Operation Engineer or Third Party Inspection Agency, the fee would be collected by the Boiler Operation Engineer or Third Party Inspection Agency.
