Haryana Health Department has, for the first time, uploaded the transfer policy of doctors on its website www.haryanahealth.nic.in to seek suggestions of the people so as to provide adequate, equitable, easily accessible, patient friendly and prompt healthcare services.
While stating this today, the Health Minister, Mr Anil Vij said that anybody could give his suggestions within 15 days in the public interest and thereafter this policy would be given final shape. This policy was being formulated to ease the transfer procedure and provide equal opportunity to all Medical Officers, Dental Surgeons, Senior Medical Officers and Senior Dental Surgeons of the Department. For this purpose, the state government has developed the Human Resource Information System (HRIS) application, under which database of all doctors would be maintained including the details of place of posting, specialization, tenure, stay and others.
He said that normal tenure of a doctor at any place of posting would be minimum three years before he can apply for transfer. In exceptional cases, tenure may be further extended on the ground of excellence. A doctor can be transferred at any point of time after seeking prior orders of the State Government on account of compelling administrative reasons. On first appointment and in case of promotion, the doctors would have to give three choices of vacant health institutions. Under this new system, all transfer requests of doctors would have to be made online in the application, in which all orders would be generated online with automatic updating of place of posting. For this purpose, they would not have to approach any senior functionary.
He said that in order to ensure availability of doctors in all health institutions, no Medical Officer would be deputed in any hospital more than the sanctioned posts for that hospital. Besides this, special consideration would be given to the requests of doctors who were retiring within the next one year that included couple cases, unmarried girls, divorced and widows. Transfers and deputations outside the cadre would also not be permitted.
